At this event we socialize with our peers in the horse industry, learning as we have fun. Please join us!! This is the time of year when the announcements are made regarding grant recipients, Horseperson of the Year, scholarship winners and trail funding plans. 2 2 For Horse s Sake December 2013 Candidates for the MHC Board of Directors MHC Annual Meeting January 18, 2014 Each year approximately one third of the Minnesota Horse Council Board of Directors is up for election for a 3-year term. This year six board members have submitted their names as candidates for reelection. They include Tim Bonham, Charlyn Cadwell, Dave Fleischhaker, Darrell Mead, Dawn Moore, and Tracy Turner. We also have six additional individuals that have submitted their names as candidates for election to the Board. They include Barbara Anderson Whiteis, Kris Kelly, Leda Mox, Kim Otterson, Doug Persian and Andrea Widmark. Bios of the candidates will be distributed with the MHC Annual Meeting materials. They are also posted on the MHC website ( A ballot and ballot envelope will also be mailed with the Annual Meeting materials. Please follow the voting instructions carefully if you choose to vote by mail, especially if you will not be able to attend the Annual Meeting. Ballots will also be available when you register at the Annual Meeting.. This year we will be voting to fill director terms for the following years of service: Six positions for a 3-year term (until the 2017 Annual Meeting) One open position, a 2-year term (until the 2016 Annual Meeting) One open position, a 1-year term (until the 2015 Annual Meeting) Each year, our by-laws allow for nominations from the floor as part of the meeting voting procedure. At our January Annual Meeting, we will ask for nominations from the floor early in the agenda. If we indeed get a nomination(s), the Nominations Committee Chairperson, Tom Tweeten, will ask those nominees from the floor to meet individually with him to review the MHC By-laws and current MHC Committees. After they have a chance to also ask questions, they will then be asked if they are prepared to fulfill the duties of being a MHC Board of Director. Any floor nominee that does not feel they are prepared to be a board member can then withdraw their name at the time the Annual Meeting Chairperson calls for the election vote. All nominees will be introduced before there is a call for a vote. Four people are designated to serve as election judges to review and count ballots. They are: Andrea Dubay, Missie Schwartz, Tom Tweeten, and Mark Ward. Anyone is welcome to watch as ballots are reviewed and counted. Andrea, as the MHC Administrative Assistant, will record the final results of the election. Thomas Tweeten, PhD, Vice-president, MHC Board of Directors MHC Board Member Resigns Judy Jensen, Centre Pointe Stables, has tendered her resignation from the Minnesota Horse Council Board of Director. She has been a lifelong MHC member and 1977 MHC Horseperson of the Year. Judy was first elected to the board in She has stated that current health issues prevent her from doing the job she would like to do on the MHC Board. She conveyed sincere thanks to all her friends in the horse community that have sent her wishes for a speedy return to good health. Tom Tweeten, PhD, Vice-President, MHC Board of Directors MHC Honors Larry Oatman as Horse Industry Pioneer at MN State Fair The Minnesota Horse Council started the Pioneer Award as a way to posthumously honor those who have been Pioneers in one way or another in the horse industry in Minnesota, those who have been leaders themselves, and those who brought others to equine activities in the State. Larry Allen Oatman was honored on Sunday, August 25, 2013 with his wife, Judy Oatman escorted by several of his fellow farriers and friends including Ray Magnuson and Rudy Rudeen. Also present for this prodigious award were Holly and David Lefebvre, Hal and Sahleigh Pysick, along with several of Larry's grandchildren including Kelly and husband Nate, Molly, Trevor and Levi, great grandsons Neil and Nick and some very dear friends, Dick and Nancy Joyce. Larry was one of those individuals who supported the Minnesota horse industry in ways that, while critical, were not done in a showy prominence. Some may remember the old saying "For want of a shoe, the horse was lost, for want of a horse the rider was lost, for want of a rider the battle was lost, for want of a battle the kingdom was lost." Larry was the man who made sure the shoe wasn't lost. In 1955 when he was only 15, he interned with the Tom Casey Farrier Service. After serving in the US Army from , he came home and established his own successful practice. In 1967 and 1968, he set up the Farrier Training Program at Anoka Tech. He was the head instructor and the director for Farrier Service at Anoka Tech from 1967 until Over the years Larry accomplished a number of things that were appreciated by other farriers as well as his own clients. He gave lectures on the art and science of shoeing. He made an educational film for shoeing which aired on channel 2, as well as a promotional film for Diamond Tool Company, a leading farrier supply and horse shoe manufacturer. He also designed a special 'jump' shoe for Diamond Tool. His equine interests ranged from training and showing on a local and regional and even national level with his beloved Paint horses. He and his wife Judy purchased a yearling Paint stallion, The Dutchman, who won the Texas Halter Futurity and went on to earn the title of Superior Halter Horse as a two year old. He also won a Reserve National Championship. Larry was proud of the fact that he shod both national and world champions among multiple breeds and disciplines including Arabians, Paints, Pintos, Saddlebreds, Quarter Horses, Hunter & Jumpers, Morgans, Reiners, and Cutting horses. Thank you so much! We have received the MN Horse Council check for the matching funds -- and we are very grateful. Please know we did publicize MHC s contribution to the start of this program on all of our social media outlets, as well as on the printed Little Riders brochure. Our preschool riders are enjoying their programming -- we re approaching our third week. The parents are already seeing benefits for their riders...and the volunteers are enjoying the little kids! Thanks again, Pati Franz, Director PATH Int l Certified, Registered (since 2002) Stable Pathways is a tax deductible non-profit status 503(c)(3) organized to bring horses and people together in a guided and safe environment; to benefit the mind, body and soul through the quiet strength and gentle presence of horses. Thank you so much for accepting our donation request for direct funding. As you know Victory Riders, Inc. is a non-profit horseback riding program for those with special needs. Each year we hold our annual horse show in September. This year it was on Sunday, September 9th. This event is for our Victory Riders families to come and enjoy the festivities of the day which include eating (that's a big one), a silent auction, hayride, bonfire, door prizes and of course the most important the horse show itself. Sunday was a perfect day--not too hot, not too cold--great for a horse show! The riders love to show off their riding skills to aunts, uncles, grandparents, siblings and anyone who will watch! The show starts out with our National Anthem accompanied with our flag bearers. Oh, how proud they are to be a flag bearer. After the flag presentation, one by one each rider shows off their skills while riding through a pattern set up in the outdoor arena while the crowd watches in awe, not in what they can t do but in what they CAN do! It's amazing to see and brings tears to those who might have expected less of them. The horses, well they are pretty amazing as well. The horse and rider team becomes one and we volunteers are just there in the shadows listening to the conversations between horse and rider. After the last rider has ridden, the volunteers quickly bring the horses back to the barn as the riders gather around for what most of them know is coming next. Award time! Each rider receives a first place ribbon along with a hug or hand shake. After the awards ceremony, the families continue to enjoy the day with a hayride or just hanging out at the bonfire and, oh yeah, with plenty of food to eat no one goes home hungry! 5 December 2013 For Horse s Sake 5 Thank Yous to the Minnesota Horse Council First Annual Minnesota Academy Equestrian Finals It all began when a couple trainers/instructors felt they needed to do more to help promote the academy shows and grow the entry point of the industry in Minnesota. Alice Lear and Cary Bartz brainstormed on multiple occasions trying to figure out the best way to promote and recognize new participants in the industry and thus, the Minnesota Academy Equestrian Finals was formed. Final details are being worked out to make it bigger and better for 2014 but for the 2013 season, the requirements were that a rider had to show at three different Academy shows in Minnesota in order to qualify. They could then participate in the finals which were held Sunday morning, October 27 at the AgStar Center in St. Paul, MN. Qualified riders from seven different barns were eligible to compete in the Finals. Of the 28 eligible, 21 of them competed, showing in one pleasure and one equitation class each. All competing riders were given a blue neck ribbon which they wore throughout the show. Radon Inc donated beautiful duffle bags with a MAEF logo for the first place trophies. Additional prizes for all participants included a copy of National Horseman Magazine, Gift Certificate from Midwest Saddleseat Consignment and a window decal of the MAEF logo. Exquisitely decorated cakes were provided for the celebration afterwards and enjoyed by all. Following the celebration was the first qualifying show for the 2014 MAEF, with 14 new riders competing in addition to the riders that competed in the morning finals. 6 6 For Horse s Sake December 2013 WELFARE CODE OF PRACTICE Tracy A. Turner, DVM, MS Diplomate, Am Col Veterinary Surgeons; Diplomate, Am Col Veterinary Sports Medicine and Rehabilitation Why do we need a welfare code of practice? Who should speak for the horse? Should urbanized movie and television watchers speak for the horse or should horsemen speak for the horse? The answer is obvious; horsemen need to speak for the horse. But there are forces, groups and individuals with their own agenda, who think they know best and that horse people are only out for their own enrichment. That is why leaders of the horse industry got together via the American Horse Council and wrote the American Horse Council's "Welfare Code of Practice." The document seizes the high ground by verbally stating what all horsemen believe, that the horse industry is committed to the safety, health, care and welfare of all horses and to always "Put the Horse First." What does this mean? Simply put, that when decisions are to be made regarding the welfare of the horse, whether this be rules, regulations, policies or procedures, the first principle to be considered is what is best for the horse. The AHC Welfare Code of Practice makes a uniform statement that all groups can follow. The code makes no rules, it simply states a commitment to practice what every horsemen knows is best for the horse. First, making the commitment that horsemen are the stewards of the horse and that we will be firm in the standards we design and the practices we use to achieve these standards. The commitments encompass breeding, training and husbandry practices but also into health care, end of career, and end of life issues. Most importantly, decisions are to be made based on science, not emotion; decisions will be based on evidence based information. Finally, it is imperative that horsemen commit to continually educate themselves and others as to the best practices for horse care. Welfare Code of Practice - American Horse Council Introduction American society has grown away from its agrarian roots of only a few generations ago. The horse, which was once a staple of American agriculture and general transportation, is now used primarily for breeding, competition, sport, recreation and entertainment, although there are still many horses used for work on farms and ranches, and in urban areas and exhibitions. The horse industry is committed to the safety, health, care and welfare of all horses and to always "Put the Horse First." We address equine welfare and responsible care (1) by supporting a uniform Code of Practice regarding the responsible breeding, training, competing, care, use, enjoyment, health, transportation, and retirement of horses; and (2) by initiating communication with the public, the media, federal and state officials and within the horse community regarding these issues. Our Commitment to all Horses and the Horse Industry The organizations listed below are committed to the principle that the welfare and safety of the horse is the guiding principle in the decision-making process for all owners, service providers, organizations, events and activities. WE ARE COMMITTED to the dignity, humane care, health, safety and welfare of horses in all our activities and care. These are our highest priorities. We are the stewards of our horses and must be firm in the standards and practices that guide us. Our first principle is: The welfare, safety and stewardship of the horse is the guiding principle in the decision-making process for all segments for the horse industry. WE ARE COMMITTED to promoting responsible breeding practices and to produce better horses, not just more horses. WE ARE COMMITTED to responsible training techniques. All training should be done with the maturation and ability of the horse considered. Horses should be prepared for competition with proper training and conditioning methods. Excessive disciplining methods, whether in stables, training areas, or during competition, will not be tolerated. WE ARE COMMITTED to educating owners, trainers, veterinarians, competitors, exhibitors and recreational riders to ensure that they know and respect their horse's abilities and limits, and their own, so as to not push the horse or themselves beyond their ability level. WE ARE COMMITTED to making all competitions fair and ensuring all competitors an equal opportunity to succeed. Performance-enhancing drugs, practices or equipment have no place in competitions or exhibitions. Effective drug testing by accredited laboratories is essential to the safety and welfare of our horses and the public support of competitions, with appropriate penalties levied for violations. The welfare of the horse must take precedence over the demands or expectations of owners, breeders, trainers, sellers, buyers, organizers, sponsors, officials, or spectators. WE ARE COMMITTED to the welfare of the horse as paramount during competition. The horse industry should invest in the infrastructure, environment and facilities to provide a safe environment for all horses in all activities, whether breeding, competing, or simply riding. Any facilities that house horses should be committed to the appropriate care and treatment of all horses while in their facility, and should be designed with the environment and the intended use of the horse in mind. WE ARE COMMITTED to minimizing injuries to horses during training, competition, use or work. Whenever possible, injury data should be collected, documented and reported to the governing body of the competition or any other injury database for analysis in order to ensure a safer environment. WE ARE COMMITTED to the continual review, evaluation and improvement of all rules, regulations, policies and practices in all equine activities, based on science (where indicated). When warranted, they should be refined or changed. This includes existing practices to ensure they are not being perceived as acceptable, particularly if new research has called them into question. 7 December 2013 Welfare Code of Practice--continued from page 6 WE ARE COMMITTED to providing continuing education on all activities involving horses and eliminate inhumane practices as well as strengthening sanctions for non-compliance. WE ARE COMMITTED to educating all people who own or work with horses to ensure they are knowledgeable in the proper husbandry, care, and handling of horses. Each horse should be observed frequently to ensure that they are healthy. In consultation with a veterinarian, all such individuals should develop a sound health care program, appropriate to the facilities, environment and needs of the horses. WE ARE COMMITTED to providing an environment in which anyone aware of equine cruelty or neglect is willing to report it to the proper local, state or federal authorities. Should an incident occur at an event it should be reported to judges, stewards, responsible authorities or the sanctioning organization. WE ARE COMMITTED to improving the health and welfare or hoses through scientific research, collaboration, advocacy and the development of appropriate rules. The industry should continue to support and work with the many individuals, universities, veterinarians and foundations doing and funding equine health and welfare research in order to reduce injuries and improve health. WE ARE COMMITTED to horse owners and caretakers ensuring horses in their care are current on vaccinations and following best practices to minimize infection and disease. When a disease outbreak occurs, horse owners and events must act quickly and responsibly, monitor the horses, report the outbreak to, and cooperate with, veterinarians, authorities, facility management and all stakeholders to bring a rapid resolution to the outbreak. WE ARE COMMITTED to ensuring that our horses will have an opportunity to transition to additional careers, uses or activities as the need arises. When necessary, owners and veterinarians may have to consider end-of-life decisions. The welfare, safety and dignity of the horse must continue to be the guiding principle in deciding how and when to provide a humane death. WE ARE COMMITTED to being transparent about our activities in order to ensure the public, the media, federal, state and local officials and the various segments of the horse community understand what we do, why we do it, and support it. The CSHC has requested that members of individual state horse councils go to the website listed in the notice and complete the equine survey. All individuals who are involved in the horse industry, not just land owners, are encouraged to complete the survey. Hence the MHC Board would encourage all its members to complete the survey by December 31, 2013 so that Minnesota horse owner needs are truly represented in the study. I have completed the survey. It truly only takes about 5 minutes, even for a slow reader such as I am. The National Animal Health Monitoring System (NAHMS), a non-regulatory division of USDA-APHIS-VS, in collaboration with the National Agricultural Statistics Service is planning for the Equine 2015 Study, NAHMS Third National Study of the equine industry. The study is scheduled to begin in summer Your input is essential if we are to address specific needs and information gaps in the equine industry. Stakeholder input will be collected throughout the remainder of 2013 to help determine the objectives of the study. What information would you like to know about the equine industry and what would prompt equine owners to participate in this national study? You can provide input on specific information that would be valuable by completing a 5-minute survey at I. 8 8 For Horse s Sake December 2013 Coalition of State Horse Councils Fall Annual Meeting November 2013 The Coalition of State Horse Councils (CSHC) held its Fall Meeting October in Durham, North Carolina. It was hosted by the North Carolina State Horse Council along with support from numerous State Horse Councils, NC state government agencies, and private industry. Representatives from 12 state horse councils (Colorado, Idaho, Illinois, Kansas, Kentucky, Maryland, Michigan, Minnesota, North Carolina, Pennsylvania, Wisconsin, and Washington DC), the American Horse Council, Horse Industry Consultants and Lobbyist, Equisure (equine insurance), NC Farm Bureau, NC State College of Agriculture and Veterinary Science, and Certified Horsemanship Association (CHA). Glen Eaton and Tom Tweeten represented the Minnesota Horse Council. Friday consisted of presentations first around the theme of of Policies, Laws, Rules and Regulations which govern our Equine Industry. We then talked about the role a lobbyist can play in approaching our elected officials and state government leaders on equine related legislation being worked on at the state level. Each of the state representatives prepare to report on an example of legislation their individual state councils had been involved with at our regular business meeting on Sunday. The final presentation of the first day focused on building a coalition with other ag related groups, such as Farm Bureau, to advance legislation friendly to agriculture. A specific example cited in North Carolina was Animal Welfare. Saturday consisted of a bus tour road trip. Stops included: NC State Veterinary School, the Southeastern Agriculture Center and Horse Show Facility, and the Pinehurst Harness Track near Southern Pines, NC. While traveling, a number of invited speakers gave presentations on various topics including standards for equine facilities, access to wildlife land, building support for equine association, and racing standards/testing policy. We also enjoyed a harness racing demonstration and an exciting polocrosse game. Sunday morning was dedicated to the CSHC business meeting and state horse councils reports. Each state was asked to present one example for each of four areas: A legislative success, a new legislative initiative, an information call and how it was handled, and an emergency call/contact and how it was handled. As usual, each of us that attended left the weekend long meeting overwhelmed with so many great ideas only to realize each state has an all volunteer board with limited time and resources. Of course, a major part of the take away message this year was: Prioritize, make limited choices based on time and resources, than commit to ACTION. Each year the CSHC meets twice a year. The purpose of the CSHC is to unite the state horse councils into a unified body for the purpose of educating and expanding our horse industry. The Spring Meeting is held in conjunction with the American Horse Council Annual Meeting in Washington DC. That meeting was attended by Glen Eaton and Tracy Turner, DVM. The Fall Meeting CSHC Annual Meeting is held in late October or early November and is hosted by one of the CSHC member State Horse Councils. Information about the American Horse Council along with issues of concern to the horse industry can be found on their website: The CSHC also has two informational websites: Glen Eaton and Tom Tweeten, PhD, MHC Board of Directors Hall of Fame Stock Contractor Bob Barnes Dies at 84 Bob Barnes, Professional Rodeo Cowboys of America (PRCA) legend, passed away Saturday evening, November 23, at the age of 84 years old. He died at Careage Hills Nursing Home in Cherokee, Iowa. Iowa-born Robert K. Barnes, the premier rodeo producer in the nation, was inducted into the Professional Rodeo Hall of Fame in The former bareback rider and U.S. Marine Corps Korean War veteran was part of the PRCA since 1950, when he held his first rodeo. Barnes PRCA Rodeo, has held as many as 50 rodeos in 15 to 20 states each year for decades and has been the stock contractor for the Minnesota Horse Expo Rodeo many times. Barnes Rodeo Company is America s longest running individually owned and operated stock contracting company. Married in 1958, Bob Barnes and his wife, Donita, raised three children: Mitzi, Marty, and John, who jointly formed MJM Rodeos. The Barnes family is based at the Rafter B Bar Ranch in Peterson, Iowa. Bob Barnes was preceded in death by his wife, Donita LaVae Barnes, who passed away August 18, 2011.

Trina Joyce added review of previous months minutes to New Business 2. Tracy Turner added MHC Welfare Code of Practice to New Business 3. Trina Joyce added Pioneer Award to New Business 4. Trina Joyce added Scholarships to Committee Reports 5. Tom Tweeten added Nominations to Committee Reports IV. Treasurer's Report for August/September was presented by Tim Bonham. Discussion and review followed. Assets total $737, with total liabilities of $290, MHC Directors reviewed and discussed both the July and August/September reports. Charlyn Cadwell motioned to table voting on the July treasurer's report until corrected. Glen Eaton seconded, motion carries. The July and August/September Treasurer's Reports to be reviewed and accepted at the October meeting. V. Approval of Minutes: Tim Bonham motioned to approve the July minutes with corrections to the SHCAC report (fragmented sentence) and Promotions Committee Report (change the word page to section). Marian Robinson seconded, motion carries. VI. Secretary's Report: Dawn Moore reported two newsletters from other Equine organizations have arrived and are being passed around for the directors view. Dawn Moore advised the Treasurer's report membership dues portion is being cross matched with the Membership List. VII. OLD BUSINESS A. Horse of the Year Procedures: Jennifer Willey presented the hard copy of the procedures. Tracy Turner motioned to accept this as an amendment to the current Promotions Committee Procedures. Trina Joyce seconded, motion carries. B. TEEFA Procedures: Charlyn Cadwell requested this topic be tabled until the October meeting. COMMITTEE REPORTS A. Expo: Glen Eaton reported. The 2014 Minnesota Horse Expo is well on its way of planning for the event. Contracts for Vendor booths and Horse Stalls were mailed on August 29. I want to thank Char, Jenny Buskey and Darrrell for helping assemble the vendor packages. Clinicians are being interviewed by Kathy and she is talking to several. We should have some booked shortly. Next Expo meeting is September 24th at the community room at Byerly s in St. Louis Park. At the September 24th meeting, the Expo board will present a check to the Minnesota Horse Council for $250,000. B. Direct Funding: Mark Ward reported the committee has funded the following: $500 to fund a Hoofbeats Douglas County 4-H clinic/horse show. $500 for the American Youth Horse Council (AYHC) Symposium, Minnesota Planning Committee to fund pre-conference costs in preparation for the 2014 national symposium held in Minnesota $500 to Cass County Ag Association to pay for instructors and pole bending bases for a series of clinics on horse-related topics $500 to fund Hillside Hope Thru Hooves clinics held in May 2013 for team building for individuals and families with mental health For Horse s Sake 9 MINNESOTA HORSE COUNCIL BOARD MINUTES - September 10, 2013 Meeting Location: Nutrena Conference Room - Leatherdale Center, U of MN St Paul issues, $ approved in April (for materials practical for running team building exercises) $500 to fund a Northern Lakes Region, US Pony Club horse camp with mounted instruction $500 to fund a Horses Helping Humans benefit program, to be held at the Leatherdale Center on August 23, The program that they are seeking funding for features David Lichman, who does a horses at liberty performance for entertainment. 50% of the proceeds from ticket sales will go to Horses Helping Humans. $500 for Whips and Wheels to cover expenses of their 2013 Prairie Home Carriage Festival held on June 8, 2013 at The Landing in Shakopee, MN. $500 to purchase drill team equipment for the Morrison County Hoofbeats 4H, who compete at the State 4H show and perform at their county fair. $500 to Martin County Sheriff's Posse for expenses for the county fair obstacle training event. In 2013, our total budget includes $6,000 for direct funding grants, which would allow for a total of twelve $500 grants. So far we have approved nine grants for a total of $ , leaving $ remaining. C. Scholarships: Trina Joyce sent out 125 press releases for Scholarships as well as several other MHC programs. No applications have been received as of the time of this meeting. Tim Bonham advised he has already received two grant applications as a result of the mailing. D. Pioneer Award: Judy Jensen supplied an electronic report stating the Pioneer Award was presented to the family of Larry Oatman at the 2013 MN State Fair. E. Trail Blazers: Darrell Mead advised he has been traveling to several camps this summer. The new horse camp in Bemidji has a new bathroom, fire pits, etc for a horse camp. Darrell Mead advised the struggle with providing ATV areas that do not conflict with horse areas continues. Several meetings were held this summer regarding this issue at several parks. Darrell Mead and Tom Tweeten are going to attend the North and South Three Rivers Meetings respectfully. A report on the results of those meetings will be available at the October meeting. Discussion followed on how to increase the usability and use of the trail system for horses. Darrell Mead advised the trails that were weather damaged at Tamarack last year are now open. F. Coalition of State Horse Councils: Glen Eaton reported the 2013 fall meeting of the Coalition will be held the last week in October in North Carolina. G. Promotions: Jennifer Willey reported a thank you card was received from the Willow Creek Belgians. A new request for a sponsorship has been received and will be presented to the committee for approval. Jennifer Willey advised EquiFest 2013 has been cancelled. H. Budget: Darrell Mead reminded all the committee chairs to prepare their budget to present at the October meeting so that a final budget can be approved in November. I. Communications: Missie Schwartz reported the following electronically: As always, the newsletter struggles content. The need for timely and pertinent information that is of interest and benefit to our members is crucial. Thank you to those who have taken the time to submit articles and photos. Your contributions are noted and appreciated. Deadline for the October issue is Friday September 13. J. Aisle of Breeds: Glen Eaton advised the Aisle of Breeds went very well at the State Fair. I want to thank everyone that helped at the info table and especially Darrell, Tom, Tim and Kathy who helped put up the display and Darrell, Tom, and Tim who took down the display. Tom Tweeten asked the board to consider a dress code for the future Aisle of Breeds and MHC events. Discussion followed. Tom Tweeten motioned to have the Aisle of Breeds Committee Chair (Glen Eaton) and the Promotions Committee Chair (Jennifer Willey) provide a line item in their budgets for MHC apparel for directors to be used at professional events. Dawn Moore seconded, motion carries. K. Nominations: Tom Tweeten presented the director terms that will expire in Tom Tweeten requested the bios of directors intending to continue, be turned in to him by November 1st for inclusion in the newsletter and the annual meeting mailing. Tom Tweeten began a discussion on the open position that expires 12/31/14. Glen Eaton motioned to fill the one year open position by opening to candidates to be elected at the 2014 Annual Meeting. Jan Schatzlein seconded, motion carries. Tom Tweeten asked the board to submit questions they would like to see asked of potential candidates to him within the week. The compilation of these questions will be presented to the board at the October meeting for review and approval. Mark Ward motioned to change the word "individuals" to "directors" in Section 3.2 the last sentence on page 3 of the by laws of the MHC. Jennifer Willey seconded, motion carries. The statement currently reads "No more than two (2) individuals from any one dues paying Member organization shall serve as Directors of the Corporation at any time." I. NEW BUSINESS A. MHC Welfare Code of Practice: Tracy Turner advised the directors on the current AHC stance on their Welfare Code of Practice/Ethics. Tracy Turner proposed the MHC adopt the same code as their Code of Practice/Ethics as it has been adopted by multiple other Equine associations. The full document will be presented to the Board electronically and will be voted on at the October meeting. C. Trina Joyce reviewed previous minutes and asked for clarification on issues that she felt were unresolved. D. Tracy Turner motioned to terminate the MHC memberships of both Carol and Rick Dobbelaire as a result of their guilty conviction of animal cruelty and abuse. Glen Eaton seconded. Motion carries as a result of a paper ballot revealing a vote of nine in favor, five against and one abstaining. Announcements: September 13th is the deadline for submissions for the next newsletter.
