4 Niagara Frontier Region Annual General Meeting Chatham Ontario on April 30, 2006 The following motions were presented at the meeting, all were passed. MOTION: MOTION: MOTION: MOTION: MOTION: That we amend the NFR Constitution Article II: Membership by appending: "Section 6: A Distinguished Service Award may be given in recognition of Meritorious Service to the NFR, as determined by the Executive. It shall consist of a plaque and a lifetime subscription to the Regional Newsletter. This award shall be called the Ed Van Leer Award. That we amend the NFR By-Laws Article III: Committees by striking the word Model from Model Contest and by striking these committees: Public Relations, Photo Contest, Regional Photographer, Company Store, Computer Services, and renumbering the sections accordingly. [Note that the Photo Contest will still exist - it will be administered by the Contest Committee.] That we amend the NFR By-Laws Article III: Committees by striking the Non-Rail Standing Committee. [Note that the Arts & Crafts Contest will still exist - it will be administered by the Contest Committee.] That we amend the NFR By-Laws Article VII: Dues and Subscriptions by inserting after Section 5: "Section 6: The NFR will not sell new NFR Life Subscriptions." and renumbering the other sections accordingly. That we amend the NFR By-Laws Article VI: Territory, Section 3: Divisions by redefining the boundaries between the WOD, COD and ID so that the WOD encompasses Postal Codes beginning with N, the ID encompasses Mississauga, Oakville, Burlington and westward until it meets the WOD, and the COD encompasses areas north and east of the ID and WOD. 5 Chatham Express 2006 A letter from the Chairman of the Chatham Express 2006 Convention The Chatham Express 2006 NFR and NMRA Train Convention was a success this past April 28, 29, and 30, For those who attended, we, the hosting Chatham Model Railroad Club would like to thank you for making this convention a success. We hope that you enjoyed the convention and your time in Chatham, Ontario, Canada. For those who missed the event, we are sorry you were not able to attend as you missed a great convention full of wonderful things to learn, see and do. There were clinics about digital photography, how to grow your own vegetation, how to make fir trees, how to get your Civil Engineering Award and other tips and tricks to be learned. There were model layouts, great adventures outside of Chatham to Windsor and Sarnia, and other great places to see. There were over 150 door prizes, appearance contests, and food that was so good it left you wanting more. And of course the other participants, you are the people who make this worth doing. It is the companionship and camaraderie that make these conventions a success. A special mention of the two members who received there Master Model Railroader designation, our sincere congratulations goes out to you both. Congratulations also go out to the three members from the Chatham Model Railroad Club who received awards for their submission to the contests, and all the other winners. What more can be or need be said of a convention. I enjoyed the clinics I attended, loved seeing and meeting the owners of the layouts I visited, enjoyed the banquet for the food and the proceedings, participated in the model contest and talked to some great guys, I even managed to survive the NFR General Meeting unscathed. And there was a train show to boot! To top it off, my trip down and back on VIA made the travel an enjoyable experience. In this issue of the NFR Frontier Flimsy we are going to present many images from the convention and the associated model and non-rail contests, most of the pictures of the models were taken by William Dewar, all other pictures will be credited with the image. I big thank you goes to James Whatley and his ever present sidekicks Alan Welch and William Dewar for providing me with the digital images of the contest models. 6 Niagara Frontier Region Executive Reports President Richard Wagner My fellow Model Railroaders, As the model railroad season draws to a close I would like to summarize the activities that have occurred since assuming office last August. In November at the Mississagua meeting, the NFR board approved a budget for the region. While this may not sound like a significant achievement, the Niagara Frontier Region operated for several years without one. The adoption of the budget defines the organization s revenues and expenses. Before we adopted a budget, the NFR would have to vote on each expenditure, often these votes were time consuming meetings. A budget allows our treasurer to pay our bills on time without having to seek approval for each item. At the fall meeting, the NFR also accepted a convention bid for Sudbury. It approved that a motion be put forth to the membership to change the Honorary Life membership section of the by-laws. The previous July the NMRA discontinued selling life memberships. In addition the new NMRA Regulations require regional membership for all NMRA members. The Board concluded that the Honorary Life membership award had lost its significance. It was therefore proposed that this award be revised and named for the late Ed Van Leer to recognize service to our region. This award will consist of a plaque and life subscription (where appropriate) to the Flimsy. It will not impact previous Honorary Life members. The membership approved this change at the annual general meeting and I am pleased to announce that it also voted its first recipient. Our convention coordinator is retiring from his position and the membership voted to award the first Ed Van Leer Award to Mr. Ron Bareham for his services to the region. The NFR Board also put forth a motion to remove the mention of selling life memberships in the region since it conflicts with the national by-laws. This motion was approved by the membership at the AGM in Chatham. At the NFR Board Meeting in February, several items were considered. The board began a revision of the NFR Executive Handbook. This project is expected to be completed by the fall board meeting to be presented to the membership at the 2007 AGM. In addition to revising the current job descriptions, the handbook will include sections on practices/procedures, laws and other rules that impact the region. The new handbook will also include the divisional constitutions as well as the NFR Constitution and By-Laws. The NFR board is also developing a privacy policy that will be presented to the Membership at the next AGM. As part of the handbook revision several committees chairs were identified as redundant or obsolete and it was proposed that these titles be abolished. At the AGM, the membership voted to abolish the committee chairs of Computer Services, Official Photographer, Non-Rail Chair, Company Store and Public Relations Chair. The membership also voted to change the title of Model Contest Chair to Contest Chair. This reflects a streamlining of the organization and removing positions that were mostly not filled due to lack of volunteers. The region will still offer non-rail and photo contests at convention. The contest committee will be responsible for coordinating the model, non-rail and photo contests. The non-rail program at conventions will be the responsibility of the local host committee. As a region we must look at the viability of the non-rail program at conventions. At Chatham, there were 4 people in the first of the clinics and 2 in last clinic. Further the non-rail tour had a very low attendance. Unfortunately this follows the trend of low participation in the non-rail program over the past few years and begs the question is this program an asset to our organization? The NFR board voted to expand the publication of the March Flimsy to meet our notification requirements (AGM, Constitution changes, etc.) for the membership. The March Flimsy was sent to all NMRA members in the NFR. It was also hoped that this would inform nonsubscribing members of the Flimsy. I am pleased to report that several NMRA members approached me at train shows about receiving the Flimsy. A few indicated that they did not know of this publication and their intention to subscribe to the Flimsy! Mike Roque, our web master, also introduced the new and improved version of the NFR web site. I would encourage all members to take a look at the web site. Mike requests that the membership forward any photos (prototype or model) that showcase our region to him at the address listed in the front of the Flimsy. Page 6 The NFR Frontier Flimsy June 2006

7 The Board also met in executive session at the February Board meeting to consider a significant development with the 2007 Convention. While I will not discuss the details, I regretfully must inform the region that the Sudbury Host committee has withdrawn their bid for the 2007 convention. However at the AGM, a group from Rochester which was working on a 2008 convention bid has agreed to move their time table forward and host the 2007 convention. The membership voted and approved this new bid. I will leave the reporting of the details to the convention committee. The challenges over this past year have been many; however I feel that the NFR is making progress and look forward to the completion of some of the initiatives started this past year. American Vice President Richard Roth First of all I would like to thank once again everyone who sent cards, s, and other condolences to my family and myself at the time of our recent loss. It was a very sudden and tragic time when my oldest son was taken from us at the result of an accident at home. I can tell you that I learned two things as the result. First, to live each day as if it could be our last, and to use common sense in everything we do, even when it is in the familiar confines of our own homes. Secondly, always be ready to accept the helping hand of others in our times of need. Sometimes we feel ourselves strong enough to carry on our own, but in times as we just went through, the kind words and comforting voices of friends and acquaintances can do so much more. We learn then that man is a truly social being. Again, thanks one and all. You were important to us. Now for some NFR news, I have spoken with several individuals, NMRA members living in our area and see what could be a light at the end of the tunnel with respect to the Allegheny Highlands Division. There are several ideas that have been put forth by these people and I think their ideas merit thought. The first involves somewhat of realignment on the U.S. adding some territory to the ID. This would involve moving the eastern boundary of the AHD west to the PA- NY state line. This would create a more compact area for the AHD. The second is to host as many as 4 meets a year in the present area, concentrating on the two population centers of Erie, PA and Jamestown, NY - Warren, PA. Still another would recognize three centers with the third being the Dunkirk - Fredonia, NY area. Another idea that was put forth by several active in operating sessions in the Erie and Girard, PA area is to tie that area to the Western Reserve Division of the MCR just across the boarder in Ohio. There is quite a bit of cross boarder traffic now and the WRD is a very strong Division. We are anticipating the fall Erie Train Show to move to a new building within 3 minutes of I-90. It has sufficient room as it can host 2 soccer games at the same time and has very ample close-up parking. I will know more when I arrive at the Convention. Respectfully Submitted. Canadian Vice President Neville Meads Our new Niagara Frontier Region Craftsman s Corner Booth has met with great success. It is attending shows in areas that have physically not been possible to attend with just the one booth. There has been much interest by the public as this is their first experience for many to be introduced to the NMRA. It is surprising how many have never heard of the NMRA Dan McLean, who is looking after the booth, has done a yeoman s job by organizing the volunteers and attending the various shows. He has also signed up quite a few new members. I urge all of the members to help in volunteering at the Craftsman s Corner. At times it is very difficult to get enough Volunteers for a specific show. This is especially true when forming a new Craftsman s Corner. The benefit of having a second booth is not only attending shows that we have not been to previously but also as a back up for the other booth. On the May 6-7 weekend, we have two shows to attend and of course, if there were only one booth, one of these shows would have to be dropped. The new dues structure that came into effect last September has also helped with encouraging people to The NFR Frontier Flimsy June 2006 Page 7

8 join us and also to encourage past members to rejoin us. Of course the best way to encourage people to join us and make this a better NMRA is for you, the members, to talk up the NMRA Tell people about us and the benefits to being a member. It amazes me that the largest city in the country has so few members. When I attend meets and talk to the attendees, asking where they are from, there are very few that are from Toronto. Looking at the membership list, there are very few members of the NMRA that reside in Toronto. If our members that not only live in Toronto but elsewhere in the Region, could attend a clinic/meet and bring along a friend, this would expose the non member to the NMRA. Remember, you do not have to reside in an area to attend their clinics. Take advantage of the various divisions meets by attending. You will gain so much more by attending the various meets, not only from learning but also the meeting of old and new friends. You may also like to share your knowledge with the other members at a meet by volunteering to give a clinic. This is far easier than it sounds and is very satisfying to share your methods on a particular subject. This is one area that we badly need volunteers for. Through your efforts, we can make this a better NMRA and thus attract new members. Past President David King Here we are again at another NFR convention and that has a few meanings. First of all it signifies that we are approaching the end of another modelling season in just a few a weeks. The exception to this will be the modellers that have garden railways. When summer is upon us most of us will be doing some sort of travelling and with a little bit of luck trains will be involved. A second event that this convention signifies has more to do with the business at hand for the NFR, that is the terms of the President, Canadian Vice-President, Treasurer and Secretary are now half over so our nomination process will need to begin. The reason that I mention this is that one of my main duties as the Past President is to oversee the elections and run the nomination committee. At the appropriate time during the AGM I will be opening nominations for the previously mentioned positions. If you have ever considered running for election in the NFR now would be a good time to add to your skills. In the past we have not had very many nominees running for each position so the elections have been limited. I would like nothing more then to see people running for the various positions and force us to go to the membership to decide who would be elected to represent us for the following term. My only concern is the limited funding we are receiving from the NMRA for life members, which I believe does not give us enough revenue to provide even basic support for these members. You may notice a $0.76 cent differential in the Canadian side of the balance sheet for March 31, This may be due to the fact that I have not received the bank statement for Feb/March and I suspect the error may be in those statements. 13 Niagara Frontier Region Division Reports Allegheny Division (Inactive) Central Ontario Division Superintendent Bob Douglas The COD has not been active for the past few months. Plans are in the process for an executive meeting in early September to chart a new course for the COD. Members have been busy with the modeller s corner at several train shows. International Division Superintendent Harvey McIntyre The March 4, 2006 meet of the International Division was held at Westdale United Church, the theme of the meet was Narrow Gauge with 50 people in attendance. The meet was put together by Craig Webb and consisted of clinics "The Newfoundland Railroad" by Chris Abbot, "The Dolly Vardon Railroad" by Walter Reid, "Modelling in ON30 Gauge" by Chuck Faist an Larry Ife, and "Modelling The Maine 2-Footers" by Trevor Marshall. Following the meet there was a layout tour of Narrow Gauge Layouts in the Hamilton area with Dave Burroughs, Craig Webb, Ken Byrne, David King, and Bob Mcilveen opening there layouts. The May 6, 2006 Meet was hosted by the Burlington Model Railroad Club and consisted of a layout tour in the Burlington area winding up at the club layout on Hidden Valley Road for a viewing and some refreshments to enjoy. Registration for the tour took place at the home of Chuck Faist, and the layouts of Chuck Faist, Jim Torrance, Les Graham, Justin Parry, Joel Waterman, Richard Fahey, and The Burlington Model Railway Club were enjoyed by all. The September 9, 2006 meet will be held in Niagara Falls, New York at the Summit Park Mall and will be hosted by the Niagara -Orleans Model Railroad Engineers. The club's O, HO, and N scale layouts will be operating, clinics are yet to be announced. There will be a switching competition followed by a layout tour. We will wind up the year with the modelling meet in November with the location yet to be announced. Lake Shores Division Superintendent Dave Mitchell LSD members have supported Modelers Corners at the spring shows at Rochester Institute of Technology and Batavia. We are currently working on a June meet in Hornell NY, nothing definite yet. The fall meet will have election of officers for the next 2 years. Ontario Northland Division (Inactive) St. Lawrence Division Superintendent Stanley Conley The March SLD meet held on the 25 th was well attended with almost 30 members present, and they were well entertained by two excellent clinics, a layout tour and of course the social interaction that is an important part of the overall meet concept. Our first presentation was provided by Jeff Hill and covered digital layout design tools in a general way using his own current, in progress layout as an example. Jeff was able to discuss the overall concepts and parameters available to the designer from a number of software packages, and provided a comparison of the tools as a basis for choosing one over the other depending on an individual s requirements. Following on he provided some guidance for what can and cannot be expected from a design tool, and the benefits and drawbacks of using the tools. Jeff was able to relate many of the points to his current, under construction, layout providing concrete examples of many of the features. Jeff s presentation reinforced some of the benefits offered; being able to generate many track plans and modify them without fear of re-work, save the current version and modify away, thus spurring on the creative process by allowing relatively easy exploration of what if ; keeping you honest, the design software will not let you cheat a curve, allow kinks, and keeps dimensions in control; assists in visualizing the final result. Jeff did warn however, one need keep the software under control, or you may never actually build the layout! The second clinic of the morning was presented by Bill Meredith, wherein he discussed the inspiration for his current layout, the lessons learned from the first build The NFR Frontier Flimsy June 2006 Page 13

14 and the current re-build. Bill is re-creating a portion of the Denver South Park and Pacific Railroad in his basement, in S scale. The presentation started off with a visual introduction to The Palisades, a four percent accent cut into the side of virtually vertical mountain sides as it approached Alpine tunnel on the Continental Divide. Recreating this image is a key feature of his layout and required not just careful track planning but extensive planning for the scenic support system to ensure the eventual cliff faces will have something to attach to. In contrast the area around Como is almost flat and will occupy the upper deck of a peninsula at close to eye level. Bill discussed the mechanics of his double deck sections, complete with integrated lower deck lighting, and covered some of the structural elements required to support the layout plan. The meeting was rounded out by the display table, general announcements and the door prize draws which were one by Jim Baxter and Steve Watson. For the afternoon, we visited the Delaware and Hudson layout of Michel Boucher. This layout has been in the hobby press, most recently, Railroad Model Craftsman, September 2004, and represents the North Creek branch from Saratoga New York to Sanford Lake and the titanium mine at Tahawus. Michel s layout features a consistent view of the branch at a point in time; the motive power, rolling stock, on and off line buildings all support the image of the time and place. The operations are based on reasonable representations of the prototype, with small variances for owner preference and playability to keep operators reasonably occupied during a session. The result is a layout that is a joy to operate, sometimes a challenge and easy to become immersed in. Michel has never been one to sit back on his laurels and lately has been seen waving his arms about, a long threatened expansion may be in the works. More information about Michel s layout can be found on his web site: I took a moment during the meeting to thank those who spent a day at the train show in Kingston, March promoting the hobby, and our organization, to the public. Thanks go to Grant Knowles, Steve and Seana Watson, Gary Baillargeon, Jin McSherry, Bob Hobbs, Paul Anderson and I for helping out. The show was physically smaller than in previous years however it was as pleasant as ever and I managed to get a kit half built between chats and a little browsing. The rest of the gang seemed to make some progress as well and everyone enjoyed the day. Our next and final meet for this season will take place May 27, 2006 in Merrickville Ontario. This will be a regular meet with a couple of clinics and some afternoon activities. This will also be our annual general meeting with elections of new officers scheduled. I have reached the end of my allowed term as Superintendent as well as the end of term for an officer of the division. These term limits are a very good idea and one I encourage other divisions to adopt. Basically under our code of operating rules, no person may sit for more than two consecutive terms in any position or a total of three consecutive terms in any position. The result is a forced turnover of officers and this helps keep things fresh and reduces burnout in volunteers. Southern Tier Division Acting Superintendent Michael Kennelly The STD meet scheduled for June 10th (10:00 A.M. to 2:00 P.M.) at the Broome County Public Library is slowly taking shape. Several clinics are in the planning stages as well as a layout tour. The local baseball team, the Binghamton Mets (AA- Eastern League affiliate of the New York Mets) has announced a Father's Day Train Show & Sale on Sunday, June 18, 2006 between the hours of 10:00 A.M. and 4:00 P.M. The baseball game against the Trenton Thunder (AA Yankees affiliate) will begin at 1:30 P.M. A ticket to the game includes the Train Show. They already have a number of vendors and exhibitors signed up. Tables are $12 which includes parking and a game ticket. For information call (607) or Daniel@bmets.com. F.Y.I. Immediately behind the left field fence is the Norfolk Southern and Susquehanna yard, with CP/CN passing through. There are train movements during most games. The annual Finger Lakes Railfair & Train Show (sponsored by the Cornell RR Historical Society and the Cornell Chapter NRHS) at The Field in Lansing, NY (4 miles north of Ithaca), will be held April 29-30, STD was planning to have a table there to promote the STD, NFR and NMRA, but the NFR convention conflicts with the weekend. 15 Western Ontario Division Superintendent Rick Hunter The year 2005 saw the Division Executive spending a great deal of time deciding the impact of the changes within the NMRA on our WOD members and where we stood within the new structure. The Executive and Board of Directors went through some changes with Don Hillman, Superintendent and Rick Hunter, Registrar (former superintendent) changing positions. With all the changes happening within the organisation, Don and Rick felt that it was not a good time for Don to start making new plans for the WOD. As the year progressed the problems, perceived or otherwise, solved themselves and we started to move forward again. Paris Junction 2005: Gord King has got this down to a science. He spends a considerable amount of time and organizing to pull together the whole affair. The 2005 show was just a great success. The snow actually held off until we were packing up, but a good time was had by all. The boy scouts, the girl guides and the WOD were all happy with the day. A huge thanks has to go to Gord for his organizing and to the other Directors who helped out. Member s Table: The WOD member s table has been only at a few functions this year, the Paris Junction 2005 show and the April Doubleheaders Registration Centre. Time has not been a favourable factor this year for manning the table. We intend to drastically change that this year, as we want to elevate our presence across the division. Stuart has been quite busy, over the past year, making our Switching Game Layout. It made its grand appearance at the Paris Show in January Stuart only needs a few more buildings to make it complete. I have had the chance to play the game and it is quite fun and not the easiest thing to complete. Thanks Stuart for a job well done. Now we can get the certificates printed and hand them out to all the young engineers who participate. In the fall our Manfred Lesser travelled to some of the local shows with the game. We understand that Manfred had a bit, I mean, a lot more fun than the kids. Thanks Manfred, we appreciate your enthusiasm. 18 Tales of the Midland Railway By Ron Bareham It s Time for a Change! The Midland Railway (the layout) has remained the same for nearly 10 years now. The original part was started in March 1989, with the extensions added over the years. Times change and people do also. I have written articles on Access Hatches with the need for them justified because I wanted to include wyes at Lindsay and Lorneville. I do not find it as entertaining now to creep under the layout on my hands and knees to these access hatches in order to re-rail equipment. After a particularly frustrating evening recently during which I made several of these pilgrimages, the thought in my mind was that I must find a way to eliminate all this crawling. Even with padded squares on the floor, my knees don t like it! Later, after everyone else had gone home, I considered the matter. I concluded that I could get rid of most of these journeys if I dispensed with the wyes and reverse loops. This was a shocking thought, since I had wanted these so badly from the start. However, there are ways to retain the traffic patterns without the wyes and reverse loops. I had often played with the idea of turning the reverse loops into stub-ended staging tracks. I have used the method of running whole trains backwards between operating sessions so that they would be ready to go the next time. The wyes could be eliminated if I changed the staging yards locations. Some trains would be lost, but most of the layout would remain the same As it turned out, nothing from the trestle at the Narrows to the end of track at Midland will change. The diagrams on the opposite page have the old and new plans juxtaposed allowing you to see the changes that wil take place. Lorneville will lose its crossing and its passing track will be relocated. Two of the three spurs will be repositioned also. Lindsay will disappear and become the site of a large staging yard. Basically, the Toronto Staging Yard will move to the Lindsay area and an extra track or two will be added along with a turntable. The turntable will serve to turn the locomotives which will then be placed on the opposite end of the train, ready to return. The tail end equipment will be switched to the opposite end also. At first it seemed that Haliburton and Coboconk would be lost also, but a way has been found to retain them. Most of the switching will remain the same, except in Lindsay, which will have no industrial spurs. There may be some engine facilities besides the turntable. Many buildings in Lindsay will be repositioned, but there will not be enough room for all. The backdrop there can stay as background scenery. I won t need as much equipment with the changes since eight trains will be eliminated. The Grand Trunk Passenger trains will never be built, but their place on the schedule will be taken by two impressive six car Midland passenger trains. These fifty foot cars have already been built and formerly made up four of the trains which are disappearing. Sometimes, it s good to be realistic and acknowledge our altering needs. 19 Niagara Frontier Region Officer Reports Achievement Program Chairman Peter Nesbitt I am pleased to submit the following report concerning the Region's Achievement Program for the past year. There were two MMR Certificates, five Achievement Certificates, and two Golden Spike Awards earned by NMRA members within the Region. By direction of the Executive, I informed the 2007 Sudbury Convention Committee that they must follow NMRA Regulations for Conventions and Convention Participants. In March, 2006, Mike Svos phoned both the President and me to inform us that the bid had been withdrawn. A subsequent letter stated that The Sudbury 2007 NFR Convention planning committee regretfully withdraws its bid to host the 2007 NFR Convention. Thus there will not be an NFR convention in Sudbury in However, there is a tentative bid being discussed from a group in Rochester for2007. That bid may appear at this annual meeting. As in the prior year, some of the certificates were presented during the year and the others at the banquet. Convention Coordinator Ron Bareham This is my last report as Convention Coordinator. I wish I had happier news to relate. On October 29, 2005, the Executive approved the Sudbury bid to hold an NFR convention, based on the proposals submitted. However, on November 17, 2005, the NFR President and I received telephone calls from Mike Svos, Chairman of the Sudbury Convention Committee, in which was stated the committee s intention to charge NMRA members five dollars more than other registrants. We told him that this was wrong and that such a convention could not be an NFR convention. The NFR Executive members discussed this proposal by and were against accepting it. At the February 11, 2006 meeting, the executive discussed a more recent proposal from the Sudbury group which had been sent to Mr. Wagner. One part of this was. Membership/Registrar Don Hillman Total Membership for the Region as of April 27, 2006 stands at 798, which includes 430 who subscribe to the Frontier Flimsy. 20 Model Contest Chairman James Whatley Another successful model contest was held at the Chatham Express from April 28 to 30, in Chatham, with a total of 44 entries overall, comprising 12 models in the regular, Judged contest and 32 models in the Appearance Contest. The contest would not have been a success without the dedicated efforts of many volunteers, who gave up much of their convention time away from other activities.
