3 WANTED REGIONAL AP CHAIRMAN For those of you who do not know, Peter Nesbit stepped down as AP Chairman for the Region this year after 16 years of dedication. I cannot thank him enough for what he has done, I miss him already. For now I am holding down this position until a replacement is found. If you or someone you know is interested in this position please contact Moose_caboose@bell.net Coming up The NMRA HQ are at the moment updating the AP s for the program to include more of the way things are done today. With DCC and sound, many of things we do have changed. Modules are to be ready first quarter this year. I will send the new modules to your divisional AP as well as post them in the first available flimsy for everyone to download for their records. The AP Program is an integral part of the NMRA and for me they help me realize the things I need to know to build a railroad and by participating in the judging partition of the program my modeling has improved greatly. Will I ever become an MMR. That I can t answer as only time will tell It may not be for everyone but for me it has helped me get better See everyone around At a train show or convention near you Rick H Niagara Frontier Region Executive Reports President Richard Hatton PARTICIPATION Hello out there in the Model Railroad world. Our indoor season is slowly coming to an end which opens the doors for our Garden Railroaders, Rail fanning becomes more fun and layout tours throughout the region. Summer vacation with friends and family, Family BBQ s and get together with friends re that much closer. I became involve with the NMRA in I had held a membership card since 2002 but never really did anything just bumped into the members at the craftsman corner and talked to them until they convinced me the best way to learn and meet people was to participate in a craftsman corner. So I sucked up my fears backed up by my lack of knowledge since at this time I had never ridden a train nor had I built a layout. My father in law got me interested and since I liked model building I felt I would like the hobby. I had a simple vision of building models with trains running through it. Never had a clue about operations. The quality of kits available where to get them. So, basically very little knowledge other than what I had seen at shows to go on. My first experience at the Toronto Xmas Train Show was an experience I won t forget. The members were friendly, gave great advice and were encouraging. I m glad to say many of them are my friends today and enjoy their company at every opportunity. From there it was suggested to try a convention. So off to Rochester I go and had a blast, I met many great model The NFR Frontier Flimsy March 2018 Page 3

4 Railroaders. I went on my first ever layout tour here got to the first stop on my list and spent the rest of the day there. The owner of the layout was amazing answered all my dumb questions he dug out some of his clinic displays and gave me some quick lessons etc. I was there so long I didn t get to another layout that day and I m sure he thought I was stalking him. That night at the banquet I was invited to sit at the table with a group from Ottawa. During the course of the evening it was brought up that the NFR needed a host for the next year s convention. This group huddled together, discussed and within what seemed like minutes they had formed the best part of the committee and volunteered to put on the show. I attended that show and haven t missed one since. After I returned from Rochester I was convinced this was the hobby I wanted to be in. I had never met such a group of people willing to share and give of themselves so other members could enjoy a weekend together enjoying the hobby. But I still had not met anyone in my geographic area in the hobby and was struggling as I didn t really know anybody and when I ran into problem I had no one to go to. So I contacted Clark Kooning where I spent an enjoyable day and was given these words of wisdom. If you want to get the most out of my membership GET INVOLVED. It turned out to be true. I have met many people in Canada the US and UK in this hobby that I would never have encountered if not for the NMRA. I have some great friends and acquaintances thanks to the NMRA not to mention the layouts I have been to and operated It would never had happened if it was not for the NMRA. The best part of being a member of the NMRA is the friends you meet along. I encourage every member of the Niagara Frontier Region to Participate. Page 4 The NFR Frontier Flimsy March 2019 Volunteer at a train Show, got to a Division function, help out with the preparation of a convention when it s time to be held in your division. Many hands make light work and fresh ideas from new volunteers are always welcome. I am quickly approaching the start of my 9 th year as president and fell it s time for someone to take over not that I don t want to do it but it s time for fresh ideas and new skills to move forward. I do not expect everybody to participate in every little thing in their division but I do ask that you do not let the events you can t go to stop you from going to the events you can. Take it from someone who has received probably more than I can give back Participate You ll never regret it Thanks to everyone for your support American Vice President Matt Bierl Canadian Vice President Gerald Arends Secretary Vacant Tony Kerr Acting While there are not a host of items dealing with regional administrative issues there are few things that the membership who did not attend the AGM might want to know about. There have been a number of changes made to the constitution to reflect the current reality of the region. At the fall convention it was moved and approved to remove the limitations on the consecutive terms of all executive members. Over the past years it

5 has been almost impossible to attract members to serve in executive roles. Without removing this provisions we will not be able fill vacant executive positions with the current incumbents where no other candidates are available. Reference has been removed in respect to the divisions whose members opted to join their geographically closest US region. This included the LSD, STD and AHD. The boundaries of the ID will be amended at a later date when their US members leave the NFR. All references to the life fund have been removed since life memberships are no longer being offered nor is there a need to maintain a life fund. A grandfathering provision will be instituted to protect life members from any dues payment if at some time regional dues were reinstated. Of course they would still receive all the benefits of regular membership, regardless. At the AGM mention was made regarding the corporate status of the region. I have determined that the region was incorporated under provincial laws as a non-profit corporation within a few years after its inception. However, sometime in the mid-1970s the province suspended the charter for the failure to file annual returns. Whether this was an oversight by a previous executive or a conscious decision to essentially surrender the charter as it had outlived its original purpose is unknown. This issue has been discussed within the executive and it decided that an attempt should be made to reinstate the charter. While no formal motion was put forth at the 2018 convention a significant number of the attendees supported going ahead on this matter. Last year I contacted the companies branch of the Ministry of Commercial Affairs to see what was entailed to get the charter back into good standing. Luckily for us delinquent non-profit corporations can be revived by filing the appropriate documents and a reinstatement fee. You may well ask why bother. In these days of a more litigious society incorporation provides the membership and executive a degree of protection in the unlikely event of a lawsuit or any other legal proceedings that may be taken against the region. Our biggest exposure is the potential of an injury during layout tours, facility visits, open houses, regionally sponsored shows etc. While we have insurance coverage this may not be sufficient to cover a claim and the injured party might well expand the suit to cover other parties. Finally incorporation puts the region s assets into a separate legal entity. By not segregating the regions asset from the membership, directors and executive, there can be the belief that the aforementioned are entitled to a share of the assets if the region is wound-up. One of the fundamental premises of a nonprofit entity is that there is no asset distribution to the members in the event of the entity being would up. So, just to ensure our nonprofit status we should reinstate the corporate charter. As usual, if any member has any concerns or simply wishes to support this proposal please do not hesitate to send me an setting out your views. Finally, I will second our president s pitch of the immediate need to fill the positions of Regional Achievement Chair and Contest Chairman. These programs form the very heart of the NMRA skills program. Peter Nesbitt gave us exemplary service during his tenure and he has left us large shoes to fill! But, I know there are a few of you out there who could do the job with our support. Rick H. is wearing enough hats right now to have to take on the added responsibility of these two positions. 6 Treasurer Tony Kerr I must apologize to the membership for the omission of a treasurer s/ secretary s reports over the last few issues. Despite being retired, life seems to forever full of events and issues that require your attention and before you realize it you miss something such as in the Flimsy s case publication deadlines! I must admit that I did at least succeed in meeting my goal of spending a reasonably decent amount of time this past fall working on the layout. Hopefully, the membership will forgive me for that! Now to the serious business of the region s finances. Those of you who did attend the AGM at the 2018 fall convention received copies of the region s financial statements for June 30, This year presented the start of what the membership should consider as a worrisome trend, in that the region incurred a more than modest shortfall of receipts over expenditures. In past reports I had indicated that this was going to be a real possibility, it was just a question of when this would occur. I don t see this as one off since the causes won t be going away in the near future. You only have to look at the past five years of the revenue and expenditures statements to see what has happened. One of the items that should give the membership some concern is the decrease in the regional rebates. Regional rebates were instituted when the NMRA (HQ) stopped allowing regions to levy regional membership fees. That may have been all and well until NMRA Canada was formed. As part of the negotiated services agreement rebates would only be paid in respect to the US members of the joint Canada/US regions. For the NFR this is a real problem since we have now spun-off most of our US membership. I should note that we still receive rebates for Canadian life members. I would be curious to know if the US based regions receive any rebates in respect their Canadian members. I know this would prove controversial, but to offset this loss in revenue I would propose adding a very modest amount to the NMRA Canada dues that would be forwarded to the regions in respect to their Canadian members. Any thoughts would be welcome! The second topic that always gives rise to much discussion is the sharing of convention profits. This issue was again raised at the fall convention and produced, as usual, some rather passionate discussion. As can be seen the region has not shared in convention profits for the past three years. And, just to make things worse the region will have to absorb significant loss for the 2018 fall convention. Rick Hatton has proposed a new convention operating format that is hoped to alleviate this issue to some extent by the region taking a more active part in putting on a convention. In respect to that proposal I would strongly urge the membership to read Chris Lyon s (SLD) superintendent s report in the December Flimsy. You may or not agree with everything Chris says, but he reiterates very well, many of the issues that were discussed at the fall AGM respect to past and future conventions. On the positive side we are blessed by having significant cash reserves that produce some interest income. However, rates are somewhat abysmal for Canadian term deposits. It should be noted that the region s US dollar account earns no interest nor have we been able to secure US term deposits. As a result, since now that the region has virtually no activity involving US currency consideration has been given to closing the account. Personally, I don t believe it would be worthwhile to try using it on an ongoing basis in an attempt to realize short term US currency gains. Finally, advertising revenue has only materialized to a modest amount and certainly cannot be relied upon to provide any significant revenue. So where does this leave us financially? Perhaps a better question is to ask what is our i.e. the Region s purpose, and what are the costs to achieve that purpose? What aspects of belonging to the NMRA mean the most? I know this pretty philosophical but it does have a bearing financial viability of the region. A few of us think that we are on a much broader slide in that for many reasons the hobby is in decline as we know it today and the membership will simply continue to drop. So, we might as well use up our financial resources and not be overly concerned about with the fact that they will diminish over time. Personally, I am more optimistic about the future and there is enough of us to come up with creative solutions. Page 6 The NFR Frontier Flimsy March 2019

7 Niagara Frontier Region Division Reports Central Ontario Division Superintendent Richard Hatton International Division Superintendent Ron Johnson On Saturday, October 20, 2018, about 25 ID members gathered at the Port Colborne Museum. ID Superintendent Ron Johnson opened the meeting. Ron later gave an excellent talk on Preservation Railways in Britain, based on his extensive travels there. Included among the display models was some very interesting and neatly done NYC equipment. Unfortunately, the photographer was unable to find out the identity of the builder of these finely done CNR models. The NFR Frontier Flimsy March 2018 Page 7

8 The meeting was held on the grounds of the Port Colborne Museum, which is an interesting to visit as well. Chuck Faist showed his in-progress model of a coaling hoist. Notice the very neat workmanship! Gerry Cornwell (r) drew upon his considerable professional experience as a lighting designer to give us a most interesting talk on Layout Lighting. 13 St. Lawrence Division Superintendent Chris Lyon Well this will be my last report as your SLD Superintendent. I must say it has been a pleasure working to help provide our good folks with an interesting and informative program for the past few years. I would like to thank all the dedicated members of our Executive for all their efforts to ensure that the SLD maintains a high standard as an NMRA Division. The health of our Division rests with the stability of finances, volunteerism for clinics and administrative tasks as well as the commitment of our membership who support the activities offered. I leave confident that the SLD is in good hands. I ask that you affirm my nomination of Malcolm Vant as Superintendent, an election to be held in May. Over the last two years, he has provided quality service as Assistant Superintendent. I am looking forward to his leadership in the next coming years. I really believe that it is important for the executive to maintain stability yet change as time goes on. To do so, those in place should consider a next step. Those with executive experience should consider either moving forward and consider the position of Assistant Superintendent. Or stay on and continue your fine work for another year. Members with energy and skills to take on the responsibility should also consider the position. Your volunteerism and new ideas really make the future success of our activities a guarantee. Remember there will always be executive positions opening up and we need you. Like in all organizations there are so many that take a passive approach and sit back and enjoy. But please we all cannot be this way. So find out more, get involved and enjoy. Western Ontario Division Superintendent John Wagner The only event held since the last report was the Paris Junction Train Show on January 20, which the division runs. The day before was cold and very snowy so a couple venders cancelled and the attendance on Sunday was a little more than half what we normally get. But that s winter in Southwestern Ontario. Our first member s event of the New Year happens (or happened) on March 9. It will be at the Ingersoll Seniors Centre, 250 Ingersoll Rd S in Ingersoll. George Dutka, a modeler from London, will present a clinic entitled Products I Use That Make Modelling Easier. Following that we will hold a kit buster type of workshop where attendees can work on projects that have been frustrating them and hopefully someone else can give them some help. We also have a display table and door prizes. After lunch we will tour two model railroads. On April 13 we will have a tree building clinic in Chatham. Pat Rivard will take us through the process of building an evergreen tree. When we re done each member will have a tree that is suitable for the foreground. There will be a slight charge for materials. More details will be posted on the WOD website: We have a tentative date of May 19 for our final spring event which will also be our Annual General Meeting. 15 WOD November Workshop Sylvan Scale Models By George Dutka On a mid -November Saturday evening the Western Ontario Division held their second gathering of the fall season, this time in London. The focus was on vehicles and in particular Clare Gilbert and Sylvan Scale Models. Clare presented a nice clinic on his business and how to assemble one of his vehicles. He also covered tools, glues and paints that work well with his models. Everyone had a Sylvan kit on hand that they worked on. As we worked away Clare worked the room with tips and providing guidance if required. This was a well-attended WOD workshop. The group of about twenty got a good start on their models with much more to be completed once they got home. The model I selected to work on was a ton flatbed truck. I got all the flashing cleaned up and a couple of parts glued on before it was time to leave. This workshop really motivated me to complete the project. I actually finished my model in short order and well before a week went by. Here is what I did. The castings are seen having much of the flashing removed. 16 Completing a 2-ton flat bed truck The most time-consuming portion of the project was cleaning the flashing and figuring how I was going to assemble my model. This was completed on the Saturday evening workshop. My model went together really well with no issues. I did leave out the steering wheel and figure as I felt they would not be seen once the windshield was installed. If I modeled the side window open, including the driver would be a good idea. For now, I have a wheel and driver for another project. Many other vehicles kits do not include a driver and I think it will come in handy at some point. The construction is straight forward and I don t feel we need to cover this area. A modeling tip that I thought might help one. I like using Walthers Goo for a lot of my joints. Goo is not a quick curing product for joints, but I find it to be a stronger and a very flexible bond, or should I say forgiving. The gluing part of the project took a couple return trips to the workbench. Painting the Truck Page 16 The NFR Frontier Flimsy March 2019 Home Hardware has a really nice spray bomb paint called camo coat olive green. The price being $6.99 makes it affordable considering it is a big can and a lot of models can be coated. I did not use a cleaner before painting the body as I wanted to see if there really was much residue on the model that one should worry about. As it turned out there was almost none on my model although a bit of fish eyeing on the flat bed portion of the truck occurred. A second coat of another colour on this area worked out well in blending in the coats. I do recommend cleaning the surfaces before painting, but one does not need to go overboard. The whole truck was painted olive green. The flat bed is then painted a wood colour, Model Master acryl wood #4673. This was done with a wide brush. I then applied a coat of India ink alcohol mix over the wood area. I used dollar store acrylic silver touching the door handles, grill, hubs, headlights and hood ornament with a very fine brush. The tire area that would touch the road got a coat of acrylic Dollar Tree chalkboard black applied by brush. I use this colour on many models for my tire colour. This chalkboard paint is

17 very flat and an off black which looks more like a dark gray. The front bumper was also painted with chalkboard black. Once dry I dry brushed a bit of silver along the front face of the bumper. There are taillights on the rear underside which do not really show unless you get down low for a look. These got a dab of acrylic red paint. Once again dollar store paint. What I feel makes the truck look great is the weathering. I use PanPastel s for many of my weathering projects. On this model I used two tones. For the flatbed I used a dusting of medium gray. PanPastel has three or four gray s and any of these would work well. The rims, cab, fenders and hood got a very light dusting of PanPastel chrom. ox. green shade. This colour is a good match for the old Floquil colour depot olive. I had the truck finished for a few days when I decided to go back and add some rust to the fenders, door bottoms and frame. This was done using acrylic burnt umber and burnt sienna. I did not add any sealer to my models as I find it gives the PanPastel dusting a shiny finish and a non-realistic look to my weathering. I find the PanPastels stay in place well on their own. What really brings the truck to life is adding a load of something. I decided to use some of my bits and pieces that have yet to find a home. I keep a box full of this stuff nearby to add life to my structure and other models. I began with a rear license plate which is a FOS Scale Model O scale detail I reduced down to HO scale. I added some scrap lumber, some leftover wire bits rusted up along with some coiled wire. The sludge hammer is a Tichy detail, the blocks are from F&C who is a craftsman rolling stock kit maker. The signs I added came from my stock of photocopies that I keep in a three-ring binder. Normally all this type of junk on a flatbed would be secured, but for my model it will be staged near a hoist used for loading marble blocks. This load will look like it is in use. This project was a really nice distraction from what I normally work on. Most of my vehicles are ones that are ready to go. Ones I take out of a package and placed on the layout. I found this project to be way easier than expected and I got a really neat looking truck to boot. You might want to try one of Clare s kits in the near future.
