1 Draft Draft Draft Draft Draft New Mexico State Fair Commission Minutes Of the Regular Commission Meeting Wednesday, April 11, 2018 African American Performing Arts Center 300 San Pedro, NE New Mexico State Fairgrounds 11:00 a.m. - 12:30 p.m. Call to Order: Chairman Kennedy called the meeting to order at approximately 11:02 a.m. Commission Roll Call: Commissioners present: Chairman, Larry Kennedy Secretary-Treasurer, David Hossie Sanchez Commissioner William Lee Commissioner Xavier Jurado Commissioner Ruth Bitsui Pledge of Allegiance: led by Adam Feldman Introduction of Guests: Bill Nordin Ken Salazar Adam Feldman Oona Gonzales Sabrina Garza Dustin Murray General Manager Dan Mourning welcomed new State Fair Commissioner, Ruth Bitsui to the Fair and expressed enthusiasm for working with Commissioner Bitsui in the coming months and throughout the 2018 State Fair season. General Manager Dan Mourning also introduced the New Mexico State Fair s new rodeo stock contractor, Mr. Dustin Murray of HiLo Pro Rodeo. Mr. Murray provided a brief background of his company, HiLo Pro Rodeo as the fastest growing company in the United States. Mr. Murray gave a brief personal history, stating that he is originally from Corrales, NM and a 1997 Cibola High School graduate with deep ties to New Mexico. Having participated in many rodeo events as teenager and young adult inside Tingley Coliseum he expressed excitement about returning to New Mexico and the New Mexico State Fair. He thanked the New Mexico State Fair and expressed enthusiasm for working with the Fair and continuing the tradition of the New Mexico State Fair Rodeo as a premier sporting event. Chairman Larry Kennedy also welcomed Commissioner Ruth Bitsui and she went on to thank him and the rest of the Commission for welcoming her. She also congratulated Mr. Mourning and the Expo New Mexico staff for doing an excellent job on producing the State Fair and the on-going improvements to the Expo New Mexico grounds. Action Item: Approval of Agenda
2 Commissioner Sanchez made a motion for approval of the agenda. The motion was seconded by Commissioner Lee, with all members voting in the affirmative. Action Item: Approval of Minutes of January 8, 2018 Regular Meeting Commissioner Lee made a motion to approve the minutes of the January 8, 2018 regular meeting. The motion was seconded by Commissioner Sanchez. Chairman Kennedy asked if all were in favor of the minutes, all voted in the affirmative. Public Comment: None at this time Chairman s Agenda: A. Committee Reports: 1) Racing Committee Report: Commissioner Sanchez stated continued enthusiasm for the Downs and State Fair meets due to high purses and excellent horses. Commissioner Sanchez noted the Downs improvements to the property and night racing continues to positively impact racing. Commissioner Sanchez also praised the overall success of the Downs Racetrack and Casino and attributed the casino s success to a statewide racing industry that continues to grow and gain ground. Commissioner Sanchez also added that two horses with New Mexico ties were slated to race in the Kentucky Derby in early May. Chairman Kennedy thanked Commissioner Sanchez for his leadership on the Racing Commission. 2) Arena Committee Report: Commissioner Lee stated that draft proposals are still under review and noted that there is a significant amount of support for a new arena. Commissioner Lee went on to thank Mr. Mourning for his foresight to change the property, as well as his willingness to work with the City of Albuquerque towards making a new area happen. Mr. Mourning reported that he met with the new administration. Mr. Mourning also reported that the proposal of a new area was met with much enthusiasm from the new administration. He also noted that the current administration is working on how and when the new ART Project will get up and running. Mr. Mourning stated that there has been some public backlash from the project and the current administration continues to try to come up with a solution to get buses running along Central Ave., noting that this project has a direct impact on the Expo property. Mr. Mourning thanked the Commission for its support and input. Commissioner Jurado asked when an arena report would be ready for public review. Mr. Mourning stated that items such as design and financials were still under review and being tweaked. He noted that input from upcoming gubernatorial elections and a new administration would also have an impact on the report. He noted that a partnership between state and city government would play a major role. Mr. Mourning made it clear that although Expo owns and manages the property, a new arena would be a collaborative effort between state, city, and county governments working together to build, maintain, contribute, and benefit from a project of this size which has such a farreaching and beneficial economic impact. Commissioner Bitsui referred to a previous master plan project and the accommodation for a new arena. She asked if this arena was still part of that master plan. Mr. Mourning said the same design firms had been consulted and the new plans were updates of plans that were previously submitted. Mr. Mourning reiterated his assertion that a project of this size would be a positive and collaborative effort among state, local, and county governments.
3 3) Chairman Kennedy asked Commissioner Bitsui if she would like to fill a vacancy on the Arts Committee and select this year s art piece to be added to the Fair s permanent art collection. Commissioner Bitsui accepted, stating that she would be honored to do so. State Fair Management Report: A. EXPO New Mexico Report: General Manager Dan Mourning began his report by thanking the commissioners for their continued support of the staff and vision of the Expo NM and the State Fair. Expo NM yearround events are off to a strong start. Flea Market Rebranding of the EXPO Flea Market continues with new signage inside the Flea Market, with plans to establish a more visible presence along Central Ave. with new signs featuring the new logo. We launched a new marketing campaign which includes new radio spots that will run on American General Media radio stations. American General Media produces two large events every year. EXPO has been the venue for their annual Fiesta del Cinco event for the last several years and this year they will move their Mac and Cheese Fesitval from Balloon Fiesta Park to EXPO. The trade agreements for these two events help us cover the cost of advertising for the Flea Market and Fair. Earlier this year EXPO secured a 52-week advertising agreement with Lamar Transit which includes two full-side bus wraps. The buses are currently running throughout the city. One bus is dedicated to the Flea Market and includes the new logo. The other is running with the new 80 th State Fair anniversary logo. Outdoor Concerts Mr. Mourning went on to outline some of the big outdoor concerts coming to Villa Hispana in the coming months. Villa Hispana is quickly becoming one of Live Nation s favorite venues and Mr. Mourning praised the EXPO staff for all of the hard work and professionalism that has helped elevate the venue s status. Upcoming concerts inside Villa Hispana are: Modest Mouse May 15 Phantogram + Tyco May 22 Dirty Heads June 28 Slightly Stoopid August 2 Mr. Mourning also noted that Live Nation has also booked reggae bands Rebelution and Stephen Marley inside the Villa Hispana on September 6, Opening Day of the Fair. He explained that the State Fair and Live Nation are very excited to work together on this event within an event and the possibilities for similar future endeavors. Infrastructure and Improvements The Downs monthly contribution to the General Fund continues to do well. Mr. Mourning has noticed that recent renovations to the Casino and Grandstand have contributed positively to the success of the property. He also shared that we were able to acquire a few used portable buildings from APS and those portable units would be placed out with the stalls, which would help with the office space in that area.
4 Mr. Mourning offered praise for EXPO s continued compliance with EPA regulations and how hard EXPO staff and administration has worked to upgrade and clean up Gate 6. The facility continues to be an excellent example of adherence to EPA regulations in this region. 4-H Building Committee will provide a $420,000 donation for improvements to the Dairy Barn. Mr. Mourning expressed gratitude for Representative Sheryl Williams Stapleton s diligent work in helping secure $1.5 million in capital improvement monies. He also expressed gratitude and praise for Governor Martinez for pushing forward with her agenda. Mr. Mourning outlined plans and projects that include new lighting for the pedestrian entrance at Gate 4 on San Pedro, and the installation of new flagpoles inside the property. B. Upcoming 2018 New Mexico State Fair: Mr. Mourning shared the 2018 New Mexico State Fair theme, Love is in the Fair. Entertainment Mr. Mourning announced that tickets for the 2018 Rodeo/Concert Lineup went on sale in early April and sales are off to a strong start. Events Manager, Sabrina Garza then presented a short video highlighting the Rodeo/Concert Series. The 2018 State Fair Rodeo/Concert Lineup to date is as follows: DNCE on Friday September 7 Dustin Lynch with PRCA Xtreme Bulls on Saturday, September 8 Rank Lil Buckers Rodeo on Sunday, September 9 Wrangler National Patriot Rodeo on Tuesday, September 11 Dan + Shay with PRCA Rodeo on Wednesday, September 12 Hotel California with PRCA Rodeo on Thursday, September 13 PRCA Rodeo on Sunday, September 16 Mr. Mourning informed the Commission that Ms. Garza was preparing two more offers for the remaining dates of September 14 and September 15 and expressed confidence that we would have a completed lineup earlier than we have in recent years. Spectaculars Staff has secured much of the free shows for this year s Fair. Many of the contracts have been written and signed. Returning Spectaculars include Street Drum Corps, the Petting Zoo, Pig Races and the Sea Lion show. After taking a year off, Mr. Mourning made mention of the Call Me Ozz statewide karaoke competition which will be back this year. The competition was a big success in previous years and the promoter has expanded the competition to include cities across the state. New to the fair this year will be the West Coast Lumber Jacks and Jills, a great new Stilt Circus offering strolling entertainment, a Wild West Gunfighters Show, and a live, interactive exhibit called Lorikeets Encounter will setup inside the Manuel Lujan building. Mr. Mourning was proud of the job the event staff has done to seek out new, quality entertainment that continues to provide excellent value for the dollar.
5 Concessions The Concessions Department is processing many applications from new vendors every day. Mr. Mourning reported that we have had two inquiries from the Food Network looking to come out to the for a new show called State Fair Millionaire featuring vendors who compete in contests much like our Unique Foods contest. The other inquiry was for a column featured on their website called 50 States of Flavor. Sponsorship Mr. Mourning took a few minutes to update the Commission on some staff changes in the Sponsorship Department. He welcomed Diana Sarmiento to the Sponsorship Coordinator position and commented on her attention to details and organizational skills would be of great benefit to the Sponsorship team. Sponsorship has begun meeting with existing sponsors and has secured new sponsors such as Donut Mart, Chevrolet, Wyndham Hotels and Wagner Equipment Company. Mr. Mourning praised the Sponsorship Department s hard work and year-round commitment to securing new sponsors. Mr. Mourning opened the floor for question and comments at this time. Commissioner Sanchez inquired how the new sign shop on the grounds was working for the agency. Mr. Mourning commented that it was going extremely well and complimented the designer who has been running the shop. He noted that the sign shop was extremely beneficial in the months leading up to the Annual Event, but has proven to be well worth the investment to the agency throughout the year. Commissioner Bitsui congratulated Mr. Mourning on the success of the Fair and EXPO since taking over as the General Manager. She also offered praise for Ms. Sabrina Garza s work at consistently securing quality entertainment to perform inside Tingley Coliseum. She noted her hard work and her ability to book acts that are just beginning to gain notoriety. Commissioner Sanchez offered a suggestion of an auto swap meet one weekend per month at the Flea Market. He described his experiences at similar events in Los Lunas, NM and described large crowds and successful turnouts of car enthusiasts at those events. Mr. Mourning thanked Commissioner Sanchez and agreed that it would be something worth looking into for the Flea Market. Dan Mourning thanked the commissioners for their kind words for himself and his staff. Discussion of meeting calendar: Chairman Kennedy stated that the commission held quarterly meetings and that meant that the next meeting would be in July. Oona Gonzales will communicate with the commissioners to see which date will work best. Discussion of agenda items for next meeting: Chairman Kennedy stated that if the commissioners had any agenda items that they would like to address at the next meeting to let him know.
6 Adjournment: Chairman Kennedy asked for a motion to adjourn. Commissioner Sanchez made a motion to adjourn which was seconded by Commissioner Bitsui with all present voting in favor. Meeting adjourned at approximately 12:12 p.m.
