ENTRY FEE: $185 per rider ($20 per rider must be added to entries postmarked after October 17th) This rally will be run under the following Rules and Guidelines: (please refer to these resources for information not covered in this announcement) 2018 USPC Handbook and Rules for Dressage Competition with addendums 2018 USPC Horse Management Handbook & Rules for Competitions 2018 USPC Annual Newsletters for Dressage and Horse Management 2018 minimum qualifying score still applies. Uniform Officiation Rules for USPC Rallies USPC Code of conduct for Adults and Members NOTE: This is the qualifying rally for the 2019 Dressage Championships. For 2019 Championships, qualifiers will be subject to the 2019 Dressage and Horse Management Rulebooks. Dressage Tests: All regular Dressage classes will use 2015 USDF Intro tests and 2015 USEF Level Dressage tests for Training level and above. Training Level and above Musical Freestyle, Training Level and above Pas de Deux and Intro and above Quadrille will use the 2015 USDF score sheets. Intro Level Musical Freestyle will use the test included with this packet. All Western Dressage classes and Musical Freestyle will use the 2017 WDAA tests at the appropriate level. Friday: Barns 1:00; GENERAL SCHEDULE 5:00 with helmet checks and jog outs to follow Sunday: Musical Freestyles, Pas de Deux, and Quadrilles VOLUNTEERS: The success of every rally is dependent on volunteer support. The list of volunteers needed for this rally is included with the packet. All adults attending are required to volunteer for at least one position. A Volunteer Briefing will be held Friday immediately after the competitor briefing. Anyone volunteering as an AHMJ should report to the CHMJ and/or HMO when they arrive on the grounds.

2 General Team Information Each team will consist of 3-4 mounted members WITH a stable manager. One member of the team must be named team captain. Scramble teams will be arranged as necessary. Minimum age to rally is 7 years old. Each team must name a team chaperone and that chaperone must sign the Chaperone Duties form. Each scramble member must name a chaperone and include a signed Chaperone Duties Form. For scramble teams, one will be chosen from the names submitted. There will be two divisions: Non-qualifying division (barn) for D rated competitors and a Qualifying division (barn) for riders rated D3HM and above and all Horsemaster competitors. Riders rated D3F or D3T and Stable Managers rated D3HM may choose which division they will compete in. If a competitor is rated C1HM or above they must be a member of a team in the Qualifying division. Unless otherwise indicated, any D3F or D3T riders entered as a scrambler will be placed on a team in the Qualifying division. Sharing of horses: Horses may be shared by competitors on a non-qualifying division team and there may be only one shared horse per team. Any competitor who is showing a second horse in an open class must manage their time so that their team is not adversely affected in any way. General Rally Information ALL competitors MUST be able to SAFELY manage their horse with MINIMAL assistance. Longeing: If you know a horse will need to be longed while at rally, you must provide a qualified person for longeing (refer to HM Handbook). This person must be aware of and adhere to the pony club guidelines for longeing (ie: correct attire and equipment; refer to HM Handbook). Tests: All riders shall ride two tests of choice, one lower and one upper (Refer to USPC Championship Requirements for tests required for qualifying). ONLY Intro level tests (including Intro Musical Freestyle) will be performed in a small arena. ALL levels of musical freestyle (except Intro level) shall be performed in a standard arena. Calling of tests: Members of teams in the Non-qualifying barn will be allowed to have their tests called without penalty. Members of teams in the Qualifying barn will receive a 2 point penalty for calling of tests. Riders are personally responsible for arranging for the person who will be calling for them. NOTE: Tests may not be called at Championships so it is highly recommended that all qualifying riders ride their test from memory. Whips: One whip, no longer than 47.2 inches (120 cm), including the lash may be used for all classes. However since whips are not allowed at USPC Championships it is highly recommended that all qualifying riders refrain from using them in Regional Competition. Deep South Region s Show Ground Rules o The Show Ground is identified as the o area in and around the barns o area in and around all show arenas and warm up areas o area in and around the concession stand o any area where a mounted or unmounted competitor is present o Smoking Policy: Smoking is not allowed on the Show Grounds or in the presence of any members at the rally. o Dog Policy: For the safety of our competitors and spectators, dogs are not allowed on the Show Grounds and must be leashed at all times. Dogs must never be left unattended. o Motorized Vehicles: ALL motorized vehicles operated anywhere on the facility must be operated by a licensed driver. Stabling: Cost of stabling plus 2 bags of shavings is included in the entry fee. Stalls for Tack & Feed rooms will be provided Stall assignments will be made and posted at the entrance to the barn. Barn fans will be permitted with approved extension cords (Refer to HM Handbook). Since outlets at this facility are high and sometimes in an inconvenient spot be sure to bring a ladder, approved extension cords and appropriate tie downs for cords. Parents may assist with the hanging of any fans and be sure you have the CHMJ approve the location and securing of extension cords. Harrison County stalls are not solid, sturdy stalls and some do not close well. Please bring a chain and double end snap long enough and strong enough to latch stall door for each horse on your team and for your feed room stall. At completion of the rally, all horse stalls, tack and feed stalls and aisles must be stripped, COMPLETELY cleaned out. A $50 stall deposit must be submitted per club. At completion of the rally, if the above stall requirements are not met then this check will be kept. For tack and feed stalls of a scramble team, this deposit will be kept for all clubs on that team. Dress: Either a Medical Armband (with a current USPC Medical Card) or a Medical Bracelet (with current info according to Dressage Handbook) must be worn at all times while on rally grounds. Barn attire must be in accordance with the current HM Handbook. Shirts with offensive wording will not be allowed and all attire needs to be fully intact (no rips, tears, frayed hems, etc). Jog-outs (refer to HM Handbook): Collared shirt; neat pants, shorts or skirt; helmet; appropriate footwear; gloves are recommended. Remember this is the first time you are officially presenting yourself to the CHMJ, so you want to make the right impression! Mounted attire (refer to Dressage & HM Handbooks for complete requirements) o D level riders: Simple, clean and safe attire (see exception below) o C-1 and up: Turnout inspection must be either correctly formal or correctly informal. Any D3 rated rider attempting to qualify must adhere to this dress requirement.

3 Coaching: In accordance with the 2018 Dressage Rulebook, coaching is allowed at a Dressage rally. As a region it was decided that each club must provide at least one coach for their non-qualifying division riders. Coaches for Qualifying riders are optional. All coaches must sign the Guidelines for Coaching form (included with this packet). Coaches briefing will be held Saturday morning. All coaches are required to attend this briefing. If your coach is unable to attend please tell them to report to the organizer upon their arrival. USPC Championship Requirements: All mounted competitors wanting to qualify must be rated D3 Dressage, Flat/Traditional, or HSE or above and be at least 12 yrs old as of Stable Managers wanting to qualify must be rated D3HM or above and be at least 12 yrs old as of (Note: a qualifying Stable Manager must be a member of a team in the qualifying division) D3 rated competitors attempting to qualify are not eligible for D exceptions for attire, tack or bitting. All mounted competitors are qualifying as a horse and rider combination and the name on the coggins is the one the horse must compete under. If the horse you use for rally is not the one named on your entry form, please notify the rally secretary so that this change is reflected on the score sheets. For the Qualifying Level, all mounted competitors must ride Test 2 and Test 3 and earn a 60% or higher score on Test 3. Riders must also ride either a Musical Freestyle or be a partner in a Pas de Deux or Quadrille at the level qualifying. All qualifying riders will be ranked based on overall individual score. The top 4 qualifying riders in the Training Level Division and the top 4 in First Level and up will have the opportunity to represent our region at Championships. Riders not placed in the top 4 for their division will be notified if spots are available for scramble riders. Stable Managers will be ranked based on each team s Horse Management placing. Exceptions for this rally: (Please contact organizer if clarification needed on either exception) o Current D2 Flat certified members who had planned to test up for the purpose of qualifying for Dressage may compete at this rally as a D3HM and ride the appropriate tests for qualifying. In order for the RS to file an exception with USPC allowing the member to compete at Champs, the member MUST obtain their D3 Flat or D3 Dressage by March 31, o Members who have successfully qualified at this rally but strive to improve their dressage skills after the Fall DR Rally may ask to compete at Champs at a higher level than they qualified. In order for the RS to file an exception allowing the member to compete at a higher level the member: must ride the higher level tests before a licensed judge and submit documentation that shows judge s credentials, must ride the same tests required for qualifying (Test 2, Test 3 and Freestyle for that level) must obtain the requisite 60% minimum on Test 3 and submit the scores for the show attended. Show Shirt: Included with this packet is information for ordering a Dressage rally shirt. NOTE: Shirt order forms and payment must be mailed separately to Gulf Coast Gallopers (see order form). Personal checks will be accepted. Orders must be received by Oct. 20th. Awards: Ribbons for Overall Team score and Horse Management will be awarded to all teams in order of placing for both non-qualifying divisions and qualifying divisions. Individual certificates will be awarded in each Freestyle category in both the qualifying and nonqualifying divisions. Medals will be awarded to the stable managers of the top 3 teams from each division. If one of the top 3 teams does not have a stable manager, the medal will go to the captain of that team. The RS Mighty Fine Ride Awards: These will be given to the DSR Qualifying team with the highest overall riding score. Hookups (100 +) are available on the rally grounds for $60 for the weekend. Food: Concession stand will be open on Saturday and Sunday as a fundraiser for Gulf Coast Gallopers and Mobile Bay. Housing: Clarion Inn (9445 Highway 49, Gulfport, MS 39503) at a rate of $ tax/night, this includes breakfast that begins at 5:30 Saturday & 6am Sunday. 4 Brian MacMahon Brian MacMahon is a USDF bronze, silver and gold medalist and USEF licensed R judge in both English and Western Dressage. His passion for dressage started over 30 years ago when he discovered riding after completing his MBA at the University of Miami. In addition to competing and judging, he also breeds dressage horses. He is currently based in Wellborn, Florida at his farm, Sword from the Stone, where he trains under the director of the Spanish Riding School, Hervig Ratnetter. Brian is also an accomplished trainer himself bringing both horses and riders from the pre training level through Grand Prix level dressage. Twelve of his students have received gold medals and over twenty have received bronze and silver medals. His commendations include the Custom Saddlery Most Valuable Rider award for his excellence in competing and coaching and being recognized at the Adequan Global Dressage Festival for his horses international success. I took my first riding lesson 30 something years ago when I got out of college, and that was that, MacMahon said. I love the sport. I think that when a horse is truly correct and on your aids, there s nothing like it.

11 Part 1 RULES FOR RALLIES A9: Chaperone Responsibilities/Duties This page is intended for the use of the team Chaperone. It should not be sent in with team competition entry. Definition of Chaperone: When competitors under the age of majority (minors) participate in local, regional and national competitions, there will be a designated Official Team Chaperone. In the situation of scramble teams the Official Team Chaperone(s) will be appointed by the rally officials and will be so noted in the rally program as such. The role of this person is to give the rally organizers a responsible adult to contact for any needs and to give the team members a contact to assist them as may be indicated and allowed. (When competitors above the age of majority (adults) participate in local, regional and national competitions, they will use the emergency contact form to submit to rally organizers.) Hours for tour of duty are The Official Team Chaperone is responsible for team members during the hours of competition and on competition grounds only (from arrival on grounds until departing rally ground at beginning and end of each day of competition). Transportation, driving and lodging Decisions to allow a competitor to drive or not, who they can or cannot ride with, who they can or cannot have in a vehicle that they are driving, where they stay at night and with whom they stay, and who is to be responsible for a competitor are all decisions that must be made by the parent/legal guardian. These decisions are not a decision of the USPC, any region, club/center or rally organizer. Specific arrangements must be made by and between the parent/legal guardian and the adult assuming any of these responsibilities in the absence of the parent/guardian. before the rally. Be sure you know who is bringing cooler(s), so you can avoid the quick trip to the local store. Plan arrival time at the competition site and any details such as arrangements for ordering bedding, if needed, and who is assigned to do this (again collect money in advance if needed). On the first day of the rally, gather the team together before they separate for the night and make plans for the next day. Include a review of their competition schedule and how they can best work together to help each other prepare for Turnout Inspections. Determine a regular meeting place and plan to have a scheduled discussion session at the end of each day of competition. Take this opportunity to offer words of praise, acknowledge their accomplishments and encourage the sense of teamwork and team building. Guide the team towards con - struc tive criticism and steer them away from finger pointing. Have the team make plans for the next day concerning time they will arrive on the competition grounds, who will feed horses the next morning, who will re-supply the tack room cooler with ice, drinks and snacks (get requests for drinks/ snacks) and make the plans for lunch. Be sure any plans for cooler and/or lunch delivery follow any requirements as stated in the Competition Entry Packet (Neutral Zone) and they understand the plan. Have the team leave with a plan for the next day in place before they go off for an evening of relaxation. Helping your team to succeed: Initiate contact with all team members prior to leaving for the competition, and gather cell phone numbers as appropriate. In cases of Scramble Team members, request contact informa - tion from the rally Secretary. Share this information with team Captain and/or Stable Manager (SM). Encourage the team to have meetings prior to leaving for rally. Be sure all members of a Scramble Team are included in the decision making process, either by or phone contact, if a distance away. Discuss team equipment, review all rules that apply and any decisions regarding snacks, drinks, plans for meals, etc. Determine how the team members plan to provide snacks and drinks (i.e., each team member contribute a sum of money to a pot or each member is assigned specific items to bring.) 12 Part 1 RULES FOR RALLIES A9: Chaperone Form for USPC Members Below the Age of Majority To be completed by the Chaperone and turned in with rally entry. Chaperone duties shall include: 1. The primary function of the Official Team Chaperone is to ensure that there is a contact person for each team or individual present and on grounds for the duration of the competition. Team chaperones must be available to rally officials and team members at all times. 2. Have copy of and be familiar with the rules for the competition (Discipline Rulebook) and the current edition of the Horse Management Handbook and Rules for rallies. Rulebooks can be downloaded from the USPC website at 3. Uphold USPC Policy 0500 Drug/Alcohol/Tobacco. Chaperones must refrain from using alcohol or other substances when they are serving in their official capacity as team Chaperone. Refer to USPC website for full policy statement. 4. Be present and available to rally officials and all team members for the duration of the competition. 5. Delegate duties of the team Chaperone to another responsible adult if for any reason you should have to leave the competition grounds during the hours of competition making it clear that they are to respond to rally officials and any team members in your absences. 6. Be sure to have a means of contacting parents or designated responsible person for all team members in the event that you should need to contact them during the hours that you are responsible for those team members (hours of competition). 7. Have a means of contacting all team members and the parent or responsible person for those hours after competition and when not on competition grounds (evening/ nights). 8. Administration of medications is the sole responsibility of the parent/guardian. 9. Be familiar with the effects of heat and humidity and the potential risk for heat related illness. 16 Guidelines Time: Dressage For Fun Freestyle time limit is 5 minutes. There is no minimum time. The judging begins after the horse departs from the beginning salute and ends at the final halt & salute. Any moves performed after the time limit shall not be scored. The rider must signal the music to start within 45 seconds of the judge s whistle. Tie Breaker: Ties shall be broken by the high Artistic score. Tips for freestyle Judges Dressage For Fun Number: Date: I Horse: Rider: Competition: Level USDF Rules Maximun & Minimum Time Limits There is a maximum time (time limit). But no minimum time. 2 points are deducted from the total for Time Limit Deductions Artistic Impressions for exceeding the time limit. There is no minimum time or specified deduction. Movements above the level are Above the Level Movements penalized by a 4 point deduction from the total for Technical Execution for each illegal movement, but not for each recurrence of the same movement. The rider must enter the arena or Time of Entry signal the sound engineer within 45 seconds of the bell, and the rider must enter the arena within 20 seconds of the start of the music, or will be eliminated. At the beginning and end of a freestyle Halt & Salute test, a halt with a salute is compulsory. The halt must be executed facing C. A rider who does not halt for the salute is eliminated.
