2 Dear 4-H Volunteer: Congratulations and thank you for agreeing to serve as a 4-H Volunteer Leader for the H year. Your job is an important one as you will enable many youth to learn from the wonderful experiences of being a 4-H member. Without you and other volunteers, the 4-H program would not exist. This booklet was compiled as an aid to you in your job as a 4-H volunteer. It is hoped that the information will be beneficial to both new and experienced volunteers. I have more references if you need them; please just ask if you need something more detailed. We hope that this guide will help to make this 4-H year a very positive experience for both you and your 4-H members. 10 4-H Club Organization Leader Position Description Purpose: Coordinate (by managing and facilitating) the volunteer team providing support, guidance and direction Responsibilities/Duties: Man and women and mature 4-H junior leaders, may serve as club organizational leaders the primary contact person for the club with the county 4-H staff. Make arrangements for regular meeting facilities, coordinate new membership drive, order and distribute project manuals and work with members to plan the club calendar for the year. Oversee election of officers, train officers and meet with them prior to meeting to plan the agenda. Inform and involve parents, recruit club project and activity leaders. Conduct a range of activities including recreation, fund raising, community service learning activities and participation in parish events and programs. Help members and officers evaluate the club program and communicate its activities to the community. Maintain communications between the 4-H club and the parish 4-H program including regular conversations with county staff, report enrolment and other data to the parish staff, see the annual financial statement is completed and complete Club Organizational Leader Impact Report each spring. Skills/Knowledge/Experience Needed: A knowledge of and interest in youth and youth programs A willingness to devote time and energy to the task The ability to share decision-making and responsibilities with youth, and with other volunteers The ability to organize and manage a team effort A knowledge of the community and its resources Resources and Support Available: Assistance from retiring organizational leader and/or an experienced leader in the county Guidance and support from county Extension staff County, district and state training sessions Printed materials from county and state 4-H program Supplies from National 4-H Supply Service Benefits: Satisfaction of significant contribution to growth of members Respect and gratitude of parents and community Recognition of accomplishments by club and county Opportunity for continues personal growth Learn more about youth development research, experimental learning and activities that complement classroom learning Time Required: 8 club meetings per year (4-6 hours per month) 8 meetings per year to organize and plan with leadership team Expected Results: Members, their parents and other volunteers are kept informed Officers are prepared and run efficient meetings Members feel ownership for the club and are involved in the decision-making of dues, fund-raising efforts, and activities planned for the year Young people learn new things, feel good about themselves and have fun in 4-H 9

11 BEFORE EACH MONTHLY MEETING Announce meeting time, date, and location to members. Post meeting notices on 4-H bulletin board or in centrally located place. Cut apart and distribute NEW BUSINESS and OLD BUSINESS slips to 4-H members to read during the appropriate part of the meeting. Meet with club officers as a group or individually to make sure that everyone is prepared for the upcoming meeting. Remind demonstration volunteers and project report volunteers to be prepared for meeting presentations. RESPONSIBILITIES: President: Must have Order of the Meeting and all other necessary materials such as the flags and gavel. Should ask members to lead the pledges prior to the meeting. Vice President: Must have arranged for a special program to be presented. May ask for volunteers to present demonstrations, present reports on their project work, or present a poem, game, skit, etc. Should also have Order of the Meeting in case President is absent. Secretary: Reporter: Treasurer: Must have minutes of the previous month s meeting written in complete sentences to read at the meeting. Should have pencil and paper to take notes during the meeting. Must have a short written report on some club activity since the last meeting. If possible, submit monthly reports to 4-H newsletter or school newspaper. May also make posters or a bulletin board in order to promote the club s activities and recognize club members for their achievements. Prepare a summary of income and expenses to be presented at each meeting. Ensure that all dues are collected. Committee Chairman (C.R.D., Arbor Day, Basket Drive, etc.): Should be prepared to give a report on activities of the committee since the last meeting. Demonstration Volunteers: Selected members must be prepared to present a short demonstration or presentation on their 4-H project. Teams of two may be selected at each meeting for presentation at the following month s meeting. Project Report Volunteers: Selected members must be prepared to give a short summary of what he/she has done in the 4-H project book. Two members may be selected to give project reports for each meeting. 10

12 POINTS TO LOOK FOR IN A GOOD 4-H MEETING This sheet can be used to evaluate all your meetings. You should be able to answer Yes to most of the questions. The ones you answer with a No are areas you will want to improve Do the officers and leaders check meeting plans beforehand? Was the meeting room prepared prior to the meeting? Are all officers present? If not, are there substitutes in their places? Does the president call the meeting to order on time, keep the meeting rolling, and close it on time? Do all officers use correct parliamentary procedure? Are all reports given and up-to-date? Is the business part of the meeting short and snappy? Are guests introduced and made to feel at home? Is there a special program (guest speakers, educational lesson, etc,) in addition to the business meeting? Is at least one project talk given at the meeting? Is there an opportunity for members to get to know each other? Are all announcements short and to the point? Do officers avoid doing all of the talking? Do leaders avoid doing all of the talking? Do all or most of the members take part in the meeting? Is there a common courtesy shown between officers and members? Are leaders given a chance to voice their opinions? Are all members well-behaved and well-mannered? Is there fun, learning, and fellowship at the meeting?

13 Enrollment Procedures and forms Steps to enrolling in Rowan County 4-H enrollment packets due to 4-H Office by Nov 1: Definitions: School 4-H Club A club that meets at least monthly, is opened with the pledges (American and 4-H), elects officers, runs by parliamentary procedure (basic these are children), is open to ANY youth aged 9-18 (cloverbud aged children 5-8 may join but may not vote, enter competitive events, or hold office). The club leader will coordinate with the 4-H staff regarding meeting schedule and the 4-H staff will attend one meeting monthly, deliver an educational program, and deliver 4-H newsletter to membership. PROJECT 4-H Club A club that meets at least monthly (more is acceptable), may or may not open with pledges, may or may not elect officers, may or may not hold business sessions, and focuses on a single project area. These clubs must be educational in nature and may limit membership numbers due to safety concerns, leader availability, or age; these clubs MAY NOT deny membership to any youth based on any other measure. Examples of PROJECT clubs would be horse clubs, shooting sports, LEGO, animal clubs, livestock, etc. Club leader and 4-H staff will coordinate meeting schedule and 4-H staff will attend at least one club meeting semi-annually. 4-H Club leaders will be responsible for distributing and 4-H enrollment forms, health forms, and code of conduct forms to members. Members will then be responsible to return forms to the club leader completed (A MEMBER IS NOT OFFICIAL AND MAY NOT TAKE PART IN 4-H EVENTS OR CLUB MEETINGS WITHOUT A COMPLETED ENROLLMENT PACKET) There is no limit on the number of clubs that a youth may belong to. There are NO dues to join 4-H; clubs may need a dues structure to cover the cost of supplies, range fees, field trips, etc. This is left to the discretion of the club leaders. GENERAL 4-H Clubs will meet at least monthly through school year beginning in October and running through May. If the leader wants to continue meetings through the summer months, that is left to the leader s discretion PROJECT clubs may meet as often as leaders can schedule meetings, project clubs may meet throughout the year. Leaders of all 4-H clubs will keep updated member rosters, collect sign in sheets, and maintain copies of all health forms of members. Member rosters, sign in sheets, and leader reports will be turned into 4-H office at least quarterly. Each club will submit meeting minutes or descriptions to 4-H office monthly and they will be published in the 4-H newsletter. Even if the description is we didn t meet this month. Each club will maintain a 6 month plan of work with the 4-H office. Leaders are required to attend training sessions to maintain club charter.

21 Rowan County 4-H Awards Outstanding Awards A. Outstanding Club - One or more clubs in each age division will receive an Outstanding Club certificate. Areas for judging outstanding clubs include 4-H activities, community service projects and community study activities. Emphasis is placed on the quality of the club's total program and not necessarily on the quantity of things done. Activities covered on the Outstanding Club application form must be from the current club year. A club may win this award as many times as they are deemed worthy of it. In the event that no club in a given division is deemed worthy of the award, no certificate will be given in that division for that year. B. Outstanding Individual - (Boy or Girl) - Ten percent of the total enrollment for each club may be nominated. It will be the discretion of the leader to determine the number of boy and girl entries for the club. Areas for judging Outstanding Boy or Girl include 4-H project work, contest participation, community service, leadership activities, and enthusiasm for the 4-H program. Emphasis is placed on quality and not necessarily quantity of activities done or prizes won. An individual may win this award only once in each division. A group of "Honorable Mentions" (where recognition is deserved) will also be given. C. 4-Her of the Year (Boy and Girl)-Applications will be available in the 4-H office and must be completed by the applying 4-H member. Members will go through an interview process and will be scored on the entirety of their 4-H year. Part of this award is to show initiative and responsibility so applications will only be made available at the 4-H office. Leaders may encourage members to apply, but members must pick up the forms. Note: Forms will be provided for the 4-H members to complete and return to the 4-H leader. Forms are due in the 4-H Office no later than 4:30 p.m. of the current club year due date. The 4-H staff also has the option to nominate worthy clubs or individuals not nominated by leaders. The 4-H leader must determine outstanding individuals, complete a club activity form, and turn them in to the 4-H office.

List major citizenship activities 4-H member participated in. 4. Did the 4-H member turn in a 4-H Scrapbook or Record Book? 5. List at least one outstanding quality shown by the 4-H member. 6. 23 Rowan 4-H Outstanding Club Award Activity Award Form (Due January 2, 2018) Complete this activity form to recognize your 4-H Club for outstanding achievement in community service and community study activities. All clubs that turn in an activity form will be recognized for their club's work if the standard is met. There is no specific number of activities a club must participate in to receive this award. Awards will be given based on each club's activities. Also, the club leader should write a one page essay summarizing the planning, execution, and outcome (what did the 4-Hers learn) of their major community service activities, community study activities or workshops. 57 Rowan County 4-H Events (Subject to Change) 2017 Rowan Pet Expo Pet EXPO Rules--Registration deadline is September 13, 2017 September 17, 2017 Registration Show Begins 1:00-1:30 p.m. 1:30 p.m. Each 4-H er can only enter one pet. 1. Categories of pets include: dogs, cats, rabbits, birds, fish, reptiles, and other. It does not include cows, horses, sheep, pigs, goats or farm poultry (i.e. chickens, turkeys, pea fowl). 2. Cloverbuds (ages 5-8), Junior (ages 9-13) and Senior (ages 14-18) members will interview separately in categories where 5 or more pets are registered. In categories where less than 5 pets are registered, all ages will interview together. 3. This is a "fun" pet show. It is not necessary to have a registered animal. Grooming and cleanliness are important. Youth will be interviewed with their pet and should be prepared to answer questions such as: What is your pet s name? What does your pet eat? Tell me about your favorite thing to do with your pet. 4. Each 4-H er will receive a participation ribbon; no premium money will be awarded. 5. Pets must be restrained by leash, carrier, tank, etc. Any unruly or aggressive pet may be asked to leave. Please Note: Categories and characteristics to be awarded in the pet EXPO will vary. We may add or delete categories depending on the number of pets registered. Registration Link: 56

58 2017 Rowan Fall Festival October 14, 2017 There will be several contests and activities occurring during Fall Festival. All activities are open to all 4-H members Rowan County Pumpkin Contest RULES 1. Fill out the entry form below and make sure you select your age group and category. Bring it with you to the 4-H Fall Festival. 2. Pumpkins must be completed at home (individual entries) or at club meetings (club entries) and brought to the 4-H Fall Festival. Pumpkins should be dropped off at the Extension Office BY 8:00 am on October 14, pumpkins will be judged and displayed and results revealed during awards ceremony. 3. Each club should enter the club contest; pumpkins should be designed and completed at a club meeting by the club members H Leaders and parents are encouraged to enter the 4-H adult competition...we can all have fun with this and make it a family affair! 5. Keep your creation to a 15 X15 area. 6. NO pushpins, punctures or carvings are permitted. Pumpkins can be painted; things can be glued on, drawn on, etc. NO CARVING OR CUTTING PUMPKINS AT ALL!!! 7. Judges evaluate entries by how well they embody the theme and fit in age group. It is expected that each entry represents the handiwork of the member entrant. 8. Please do not remove your entry from the display until pick up day 9. ALL pumpkins MUST be picked up on October 20 by 5:00 pm. AGE CATEGORIES (age as of January 1, 2017) 1. Scary/Spooky: If it makes you shiver or shudder, this is where you put it! 5. 59 Wildlife Habitat Judging 1. 4-Hers may be required to identify the needs of wildlife in a particular kind of habitat and make recommendations on wildlife management practices that will improve the habitat for certain wildlife species. 2. Must be able to identify common wildlife foods and rank them as to their importance for certain wildlife species H ers may be required to identify wildlife animals and birds from photos H ers may be required to identify the different habitats that wildlife live in from aerial photos and rank them as to their importance for wildlife. Study information can be found at: Or at the 4-H Office Horticulture Identification 1. Judging will consist of 4 classes composed of all vegetables, all fruits, all flowers, all ornamental seeds and plants to be judged on the basis of quality and condition. Frozen, canned, or processed vegetables and fruits may be used. Each class will be placed from top to bottom, from first to fourth place. Cut flowers, potted plants, potted ornamentals, and balled and bur-lapped or bare root nursery stock may be used in the flower and ornamental classes. This entire part will be based on those items of quality and other characteristics that a consumer looks for in buying horticulture crops and products. 2. Written reasons will be given on one class of judging. These will be used to break a tie. 3. Identification Twenty specimens of vegetables, fruits & nuts, flowers, and ornamentals. Plant parts, characteristic of the plant, may be used to represent specimen to be identified. All specimens will be plants easily found in North Carolina. 58

60 Clothing Contests Elementary (up to age 10) 1. Open to any 4-H member. Cloverbuds (ages 5-8) will be given participation ribbons only. 2. May enter one of the three categories: Apron, Skirt, Shorts & Pants 3. Contestants will be judged on construction and appearance. Garments need to be modeled with appropriate accessories. Junior (Age 11-13) Categories include: Skirt and Blouse - any type skirt - no sleeves or collar required on blouse. School Dress - may be a one piece dress or a jumper and blouse. Sportswear - must make a complete outfit. Examples include: pants (or shorts) and blouse - pants (or skirt), blouse, and jacket - pantsuit - jumpsuit - culottes, etc. Contestants will be judged on construction and appearance. Garments need to be modeled with appropriate accessories. Senior ( Age 14-18) Contestants may enter all of the following categories but not more than one outfit per category: School or Casual Dress - includes one or two piece dresses suitable for school, sports activities or casual wear. It does not include floor length casual clothes, very dressy outfits or pants of any kind. Pants Outfit - includes complete outfits such as pants suits, jumpsuit, short sets, tennis outfits, western clothes, swimwear (must include a cover-up suitable for school), sports or casual wear. 59

61 Winter Food Show December 2, 2017 Annual winter food show, theme will be determined later; look for an announcement by October. Complete rules will be distributed after the theme is set. 4-H Achievement Night February 10, 2018 Theme will be We Are Rowan. This night is all about recognizing the accomplishments of 4-H members. Members are recognized for 4-H achievements and fellowship is encouraged. Things will be a little different for this achievement night as the RACE awards banquet will be included with our regular awards. Each club should plan on bringing a basket for door prizes; baskets should be valued between $25-$50 and be representative of your club. Leaders will be responsible for entering information about member achievements for certificates; 4-H office will release the forms by November for entering youth achievements. Yearly member pins will also be entered into a form by the leaders. Only forms completed by January 26, 2018 at close of business will receive certificates at achievement night. County Activity Day April 3, 2018 Complete list of presentations categories will be released once the state list is received for Expressive arts will be limited to categories that can move on to a further competition. All other categories should be entered in the Rowan County Fair in the fall. 60

62 Scholarship Opportunities Rowan County 4-H may help offset the cost of district, state, and national events pending availability of funds. Please do not assume that the 4-H office will have these funds available every year. Funds are strictly limited to monies raised during our plants sales, wreath sale, donations, and other fundraising activities. To ensure that there are funds available for use for these district, state, and national opportunities, please encourage your membership to participate in any fundraising activities organized by the 4-H office. Scholarships may only be used for 4-H events, no cash will be given out and any unused amounts will revert back to Rowan 4-H. It will be member s responsibility to request scholarships at least 3 weeks prior to event payment date as it takes a while to process county checks. Late requests will result in forfeiture of scholarship. Pending fund availability, opportunities will be available on the following scale (cannot combine): Club participation only (no county activities, i.e. County Activity Day, record books, food show) No scholarship County participation (participated in at least two county activities; no placing) $50 toward 1 district, state, or national 4-H opportunity (i.e. teen retreat, 4-H Congress, etc.) County Presentations Winner $50 toward 1 district, state, or national 4-H opportunity (i.e. teen retreat, 4-H Congress, etc.) District Presentation Participant $75 toward 1 district, state, or national 4-H opportunity (i.e. teen retreat, 4-H Congress, etc.) District Presentation Winner $150 toward 1 district, state, or national 4-H opportunity (i.e. teen retreat, 4-H Congress, etc.) Again, all funding is subject to availability and fundraising success. The more you help us raise funds, the more money Rowan 4-H can use to support other opportunities. 61
