15 Overview of the Athletics Coach Accreditation Framework The Athletics Coach Accreditation Framework is designed to progressively introduce the coaching skills required to develop athletes from beginner to elite level. The framework is designed to allow coaches of all levels to master their coaching, be it at the beginner level or the advanced level. Athletics Australia has developed two separate coaching frameworks to cater for traditional track and field coaches and coaches interested in training athletes for fun run, half marathon and marathon events. These two pathways are the Track and Field Framework and the Recreational Running Framework. The general progression through the Track and Field Framework is as follows: 1. Level 1 Community Athletics Coach 2. Level 2 Intermediate Club Coach 3. Level 2 Advanced Coach Event Group Specific 4. Level 3 IAAF Coach Event Group Specific 5. Level 4 Senior Coach Event Group Specific The general progression through the Recreational Running Framework is as follows: 1. Level 1 Recreational Running Leader 2. 23 NSW ALL SCHOOLS CHAMPIONSHIPS RULES 1. ENTRIES 1.1 NSW athletes must attend a NSW Secondary School and be between the ages of 12 and 19 years inclusive i.e. born between 1998 and Interstate athletes must attend a Secondary School in their state and be between the ages of 12 and 19 years inclusive. 1.2 Events will be conducted in age groups 12, 13, 14, 15, 16, 17 & 19 years of age. Age is determined as at 31 December The following events are offered for para athletes; 100m, 200, 800m, Shot Put, Discus Throw & Long Jump. Results will be determined as a percentage of the Athletics Australia multi disability scoring tables for each athlete s classification in the Senior (16-19 year) & Junior (12-15 year) age categories. 1.4 Athletes in the 12 & 13 year age groups must not compete in the following events: 5000m, 200m hurdles (13yrs exempt), 400m hurdles, steeplechase, 5000m walk. 1.5 Athletes are not permitted to compete in more than one age group in the same event. Athletes who wish to compete up an age group may do so (providing they are eligible, see rule 1.4) but are not permitted to also compete in their own age group. Example: a 17 years boy may compete in the 19 years shot put but cannot also compete in the 17 years shot put. For the purpose of this rule the following events are considered to be the same event: 3000m & 5000m; straight hurdles; 200m H & 400m H; 3000m Walk & 5000m Walk. 1.6 Entries must be submitted online via The athlete entry fee is $20.00 per event. Confirmation of entry is available by looking at the entry lists on the Athletics NSW website final timetable and entry lists will be published on the Athletics NSW website. All athletes must check the website after close of entries to confirm the start times of their events. 1.8 Entry fees and merchandise fees are non-refundable, regardless of circumstance. 1.9 Entries close on Thursday 28 th September 2017 at 9am. Faxed entries will not be accepted. Online entry is available via Late entries are not guaranteed and are only accepted on the approval of the Athletics NSW Competition Manager or Technical Delegate. Athletics NSW reserves the right to refuse late entries The initial timetable is only a DRAFT. Athletes will not be individually notified of changes to the draft timetable. All athletes must check the website after close of entries to confirm the start times of their events. 23

24 1.12 Spectators will be required to pay gate entry, Adults - $10.00 per person per day and U18 s / pensioners - $5.00 per person per day. Competing athletes will be able to gain free access, with their name listed at the gate. 2. RULES AND PROCEDURES 2.1 The Championships will be conducted in accordance with the 2017/18 IAAF & IPC Rules subject to minor modifications approved by Athletics Australia and Athletics NSW, and as modified below. 2.2 Athletes are to wear their school athletics uniform, school PE uniform or their Senior Athletics Club uniform (Little Athletics uniforms and regional uniforms may not be worn). Athletes not wearing their correct uniform WILL NOT be allowed to compete. 2.3 Athletes must sign in at Athlete Check-In at least 60 minutes before the start of each of their events to confirm their entry. Failure to check in may result in the athlete being scratched from the event. Athletes are encouraged to check-in at the commencement of each day for all of their events for that day. 2.4 Athletes will receive their competition numbers when they check-in for their first event, on their first day of competition. Athletes not wearing an official competition number WILL NOT be allowed to compete. 2.5 If an athlete confirms (i.e. checks in) but does not participate or does not compete in all rounds of an event for which they have qualified, the athlete may not be permitted to compete further in the competition as outlined in IAAF Rule When participating, athletes must compete honestly with a bona fide effort. The decision on this ruling will be to the discretion of the Competition Manager and Technical Deligate. 2.6 Athletes must report to the competition area at least 10 minutes prior to the starting time for track events and 20 minutes for all field events except pole vault which is 45 minutes. 2.7 Starting blocks must be used for all events up to and including 400m. Only blocks provided by the venue may be used. 2.8 Spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events. 2.9 Athletes who wish to include their own throwing implements in the Championship equipment pool MUST lodge them with the Technical Manager at the Technical Room no later than 90 minutes before the scheduled starting time of the particular event. Athletes must collect their implement/s from the Technical Room after the event. Athletes are expected to provide their own vaulting poles. Athletics NSW will not provide vaulting poles Where heats are scheduled, if there are insufficient entries at the close of entries (9am Thursday 28 th September) the final will be run at FINAL time. If on the day of competition a heat is no longer required due to athlete(s) failing to check in the final will be run at HEAT time In all FIELD events, except for the high jump and pole vault, each athlete will be allowed three attempts and the eight athletes with the best valid performances will be allowed a further single attempt. Competition management may reduce the number of attempts if circumstances require The increments for both High Jump and Pole Vault to be determined by the referee and athletes advised at the beginning of the event. 24

25 2.13 Lane draws and qualification in track events: The progression from heats to finals for events up to and including 800m (including hurdles) is as follows: i. If there are two (2) heats, 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats, 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify. iv. In events up to 110m where heats are held, ten (10) athletes will advance to the final. v. For events between 200m to 800m inclusive, nine (9) athletes will advance to the final Lanes will be drawn as follows for events up to and including 800m (including hurdles): i. In the first round, athletes will be allocated to heats based on advice of best times since October 1 st A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in accordance with IAAF Rule 166.3(a). Then three draws will be made: One for the four highest ranked athletes or teams to determine placings in lanes 4, 5, 6 and 7 another for the fifth & sixth ranked athletes or teams to determine placings in lane 8 and 9, and another for the three lowest ranked athletes or teams to determine placings in lanes 1, 2, 3. NB- When 10 lanes are used for finals, fifth, sixth & seventh ranked athletes will be drawn in lanes 8-10, with the three lowest-ranked athletes drawn in lanes For 1500m events, the progression from heats to finals and lane draw is as follows: i. If there are two (2) or three (3) heats, 1st, 2nd, 3rd & 4th from each heat and fastest others qualify. ii. Twelve (12) athletes will advance to the final if there are less than 30 athletes in the heats; fifteen (15) athletes will advance to the final if there are 30 or more athletes in the heats. iii. In the first round, athletes will be allocated to heats based on advice of best times since October 1 st A draw by lot will be made for the order of heats and the starting position of each athlete. iv. For the final, a draw by lot will be made for the starting position of each athlete In track events that become timed finals, athletes will be allocated to finals based on advice of best times since October 1 st A draw by lot will be made for the order of finals and the starting position of each athlete If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events. An athlete may be allowed to take a trial in field events in a different order in all except the final round of competition. If an athlete misses an attempt and the competition continues into the next round, the athlete will be deemed to have passed that attempt. Please note, the Little Athletics rule of track taking precedence over field does not apply to IAAF rules and hence, to this competition. Athletes will need to manage their own events and liaise with relevant event officials The Competition will be conducted under the IAAF false start rule for athletes in the 19, 17, 16, 15, and 14 year age groups. A dispensation has been granted for athletes in the 12 and 13 year age groups. To dispel confusion, the false start rule will be as follows; 12, 13 age groups: - any athlete responsible for a false start shall be warned. Only one false start per race shall be allowed. Any athlete who causes a second false start in the race will be disqualified. 19, 17, 16, 15, 14 age groups: - immediate disqualification of any athlete causing a false start (one false start incurs disqualification). Please note - athletes competing up an age group will compete under the rule for the particular age group of competition. 25

26 2.16. Protests (IAAF Rule 146) Any enquiries regarding entries will be handled firstly by the Administration Delegate, then the Jury of Appeal if required Any protest regarding competition must be made orally to the Referee by the athlete or by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The Referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury but this must be in writing and submitted to the Administration Manager in the administration area within 30 minutes of the announcement of the referee s decision. This protest must be accompanied by a deposit of $20 which will be forfeited should the protest not be upheld. Copies of the Protest Form are available from Administration In a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may, at his discretion, order that the trial be measured and the result recorded, in order to preserve the rights of all concerned. The attempt will be recorded as a fail. 26

27 TRELOAR SHIELD The Athletics NSW Treloar Shield is a club-based competition where athletes score points for their club. The emphasis is on participation and enjoyment, aiming to attract athletes of all abilities (including para athletes) and standards to compete in an organised track and field competition. 1. DATES, VENUES & EVENTS During the 2017/18 season, there will be 7 full Treloar Shield rounds. The schedule for the Treloar Shield is as follows; 7 October E.S. POINT SCORES In 2017, two (2) separate point scores will be in operation; Age Pennants and the Treloar Shield. 1. Age Pennants Three age pennants will be offered throughout the 2017/2018 Treloar Shield; in the form of Open, Junior and Masters. There is no overall pennant winner but rather a junior pennant recipient, an open pennant recipient and a master s pennant recipient The open pennant is for athletes competing in Open Competition. For point scoring purposes, the open category is athletes aged The junior pennant is for athletes competing in the Under 20, Under 18, Under 16 and Under 14 age groups. The 27

28 master s pennant will be for athletes competing in the 30-39, 40-49, and 60+ age groups. Athletes may compete out of their natural age group (up an age group for juniors, or down an age group for master s athletes) and will score points in the age group of the event selected. i.e. an U18 athlete competing in U20 would score points in the U20 age group. Any change of age group must be provided to the Athlete check in area prior to the commencement of the event Each week, the points scored in each age group, by each club, across all venues, male and female, will be added together to yield the weekly point score for each pennant. At the completion of the series, the club with the most points will be the winner Points will be awarded for places 1 st through to 20 th in each of the nine (9) age groups (U14, U16, U18, U20, Open, 30-39, 40-49, and 60+) as indicated in the table below There is no limit on the number of athletes or relay teams which may score event points for a Club The 5000m walk will only be scored in the U20, Open and and age groups. The 3000m walk will be scored in the Under 14, Under 16, Under 18, and 60+ age group. The 1500m walk will only be scored in the Under 14 age group The 90m and 80m hurdles are only available for males U14 or 70+, and for females U16 and Relays will only be scored in the Open age group. The point score system works as follows: Place Points

29 2. Treloar Shield Point scoring for the Treloar Shield will be based on the points achieved by the club after each competition round. The competition round points are determined by the total point score from each age pennant category, adjusted to give equal weighting to each category being scored (Open pennant points (with 1 scoring age group) are multiplied by 4, Master s and Junior pennant points (with 4 scoring age groups) are multiplied by Treloar Shield Points will be allocated after each competition. The club with the most Treloar Shield Points accumulated will be the winner of the Treloar Shield for the 2017 season. 3. Minimum Scoring Standards Equivalent minimum performance standards to score points for your Club team have been set in other events. 30 ANSW Treloar Shield & All-comers Competition Rules The Treloar Shield and All-comers are track and field meets for athletes of all ages, abilities, and aspirations. Athletes compete as open athletes and will be placed in events based on ability (track events and jumps) and according to weight division in throws events. Each Treloar Shield and All-comer competition has Athletics Australia Permit Status allowing athletes to qualify for National and International competitions and set state and national records. 1. Online entry requires credit card payment. On the day entry is available but not guaranteed and will only be offered in events if space exists in the event. On the day entry will incur a higher fee of $20 for members and $25 for non members. Track event entry must be completed one (1) hour prior to the athlete s first event and it is requested that you have your bib numbers and events ready when entering on the day. Field event athletes must submit their on the day entry request to athlete check in at least twenty (60) minutes prior to the scheduled start time. An entry may only be accepted if space exists in the event. The decision of the chief official is final. Payment for the field event entry must be paid to athlete check in at the commencement of the event The initial timetable is only a DRAFT. The final timetable will be published by 5pm the day prior to the competition. All athletes must check the website to confirm the start times of their events All athletes in TRACK events must report to athlete check in to advise of their intention to compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check in may result in the athlete being scratched from the event. Once races have been seeded no late arrivals will be accepted, regardless of circumstance. Any athlete who reports to the race start area shall be disqualified if their entry for that event cannot be verified Athletes entered in FIELD events only, are not required to report to athlete check in. Instead field event athletes must report directly to the field event site at least twenty (20) minutes before the scheduled start time Athletes registered outside of NSW are encouraged to compete Registered Athletics NSW club members must wear their correct club uniform. Any athlete observed to not be wearing their correct club uniform may be disqualified Members must have their Athletics NSW registration numbers sewn on or attached with 4 pins front and 4 pins on the back (except in pole vault and high jump events where only one bib is to be worn on the front or the back), so they can 31

32 be easily read. Temporary numbers, valid for one day only, may be issued by the ANSW staff to current registered athletes upon payment of a $5 fee at the venue in order to be eligible to compete. It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read. Athletes may be asked to adjust the number before competition commences. Non-members will be provided with a temporary bib at athlete check in free of charge On each day, athletes may only enter and contest one pool or race in an event On each day, an athlete may only use one weight implement in shot, javelin, discus or hammer events On each day, an athlete may run in only one 80m/90m/100m/110m hurdle race and in one 200m or 400m hurdle race An athlete may not run more than one relay leg or for more than one relay team Events are offered in the open division only (all ages) Athletes may use implements or race in accordance with event specifications for that athlete s age U14 athletes cannot compete in the 5000m, 400m hurdles, and steeplechase Events may be cancelled if the Technical Delegate considers the equipment or site to be unsafe Para Athletes have the opportunity to compete in any Treloar Shield or All-comers event. However, if an athlete needs any assistance, or the use of any specific equipment (such as throwing platforms), the athlete is requested to contact the Athletics NSW office at least three (3) days prior to competition. In throwing events, Para Athletes throw the implement weight according to their age and classification Field Eventsa. Field reporting time is 20 minutes before the start time at the event site, to allow warm up attempts to occur prior to the scheduled start time. b. Field event pools are arranged by implement weight, starting height, take off board, or distance expected to be jumped. c. Events begin at the time scheduled. Athletes who report later may receive fewer warm up attempts. Athletes who report after the commencement of the competition may only be permitted to compete at the discretion of the event referee. d. In field events for distance, there will be 4 rounds and each athlete may have one attempt in each round. There will be no reverse rankings after 3 rounds Track Eventsa. Track reporting time is 10 minutes before the start time, at the event start area, to provide time to seed races. b. Competition order for track events is female first then male except for hurdles which will be 110m followed by 100m, 90m, 80m and 400m hurdles, men followed by the women and the 0.914m hurdle steeplechase will precede the hurdle steeple chase; the 3000m and 2000m will be run concurrently if fields are small (as determined by the Technical Delegate). c. Races will be seeded, with the lanes drawn by lot (IAAF Rule 166.8). d. If small fields exist, some long distance events may be combined i.e. 3000m and 5000m walk and run, 2000m and 3000m steeple chase Relaysa. A Club is to advise relay teams 30 minutes prior to the scheduled start time to allow athletes and umpires to be advised of the lane draw. The athletes names and running order do not need to be declared Resolving Tiesa. Count back rules will be applied across pools in field events to determine overall event places. b. Equal times in the same heat of a track event may be given separate places by the judges. 32

33 c. When times are equal and track judges have not awarded a dead heat in a race, the judge s placing will be used. Equal times in different heats of a track event will gain the same place as the higher placed athlete with that time in other heats If an athlete is entered in both a track and field event held at the same time (or two field events), the athlete may move between the two events.
