The details of items tendered can be found by clicking to Item data. Bid The tender is invited with firm price for specified quantity. Furr details of tender are given in C FOLDER as ANNEXURE - 1A The tender will be governed by: a) General Terms & Conditions for e-procurement as per Booklet No. MM/LOCAL L/E- Date, failing which offer shall be rejected. d) The prescribed Bid Forms for submission of bids are available in tender document folder. Finishing : i) Vessel should be cleaned by sand blasting followed by one coat of uniform red oxide primer and one coat of Aluminum enamel painting on outside only. ii) The vessel should be painted internally with heat resistant anti corrosive painting. The heat resistant paint should be able to withstand heat up to maximum working temperature up to 71 Deg. C. 7. Test Certificate : The manufacturerr will have to provide certificate in respect of: i) Raw materials used showing material compositions along with physical and chemical properties. ii) Hydro test at operating pressure for 24 hours and at hydraulic test pressure for ½ hrs continuous record by pressure recorder. iii) X ray / gamma ray plate showing quality of weld joints. iv) Heat treatment chart of PWHT. 8. Third Party Inspection: The vessel will be inspected by any one of Third Party Inspection Agencies approved by Oil India Ltd. viz. Third party inspection charges shall be quoted separately. II. III. 13 IV. The order no. and year of manufacture will be clearly written by means of welding on skirt /leg of vessel. V. The bidder must clearly mention any deviation/modification from NIT specification in ir offer. The bidder must give special attention to carefully summarize deviation/modification in a separate column in ir offer document with a heading "DEVIATION/MODIFICATION". In case re are no deviations/ modifications, "NO DEVIATION FROM ENQUIRY" should be mentioned in same column. VI. VII. VIII. IX. Dished end shall be pressed and spun in dished head spinning machine only. Weld joint in dished end shall not be allowed. OIL may depute its engineer for final inspection of vessel before despatch for whichh minimum 15 days prior intimation will have to be provided by party. Nozzle necks are to be made of SA 106 Gr B material only and to be provided with RF plates /saddle made of material similar to shell material. Also, all nozzle connectionn should be provided with proper blind / plug at time of despatch of standard specification. The bidder has to provide full details of liquid level gauge glass assembly (tubular type) along with GA drawing complete with cocks and gauge glass protected from external damage (WP- 500psig). Liquid level gauges made by reputed companies' viz. Levcon, Tectron etc would be preferred. X. Bidder's offer shall include supply of all instrumentation items as specified in Annexure-IA of NIT along with vessel. Offer's (Part offers) from Bidder not quoting all items will be rejected outrightly. XI. The bidder shall categorically clarify supply of all Instrumentation items of make as specified in Para 2.0 of Annexure-IA of NIT. Offer from Bidder s quoting instrumentation items of make or than specified in this tender will lead to outright rejection of ir bid AA. Standard Notes: 1) The original bid security (amount is mentioned above and also in Basic Dataa of tender in OIL s e-portal) should reach us before bid closing date and time of technical bid. Bid without original Bid Security will be rejected. The bidders who are exempted from submitting Bid Bond should attach documentary evidence in Collaboration folder as per clause 8.8 of General Terms and Conditions vide MM/ /LOCAL/E-01/2005 for E- Procurement LCB Tenders. The Bid Security shall be valid for six months from date of bid opening. 2) To ascertain substantial responsiveness of bid OIL reserves right to ask bidder for clarification in respect of clauses covered under BRC also and such clarifications fulfilling BRC clauses in toto must be received on or before deadline given by company, failing which offer will be summarily rejected. 3) Offers should be valid for minimum 120 days from date of Technical Bid closing Date, failing which offer shall be rejected.

Bid willl be rejected in case items offered do not conform to required parameters stipulated in technical specifications. Not-withstandinfollowing mandatory requirements will have to be general conformity of bid to stipulated specifications, particularly met by bidders, without which same will be considered as non-responsive and rejected. All documents related to BRC must be submitted along with Bid. 1. BIDDER'S EXPERIENCE: The bidder shall have minimum 5 (Five) years of experience in design, fabrication, assembly, supply of Emulsion Treaters/ Pressure vessels / Heater separator unit/gas Oil separator/indirect Heater. The bidder shall have credentials of executing at least Two (02) orders of not less than 2 number in quantum against each order in supply of low pressure Emulsion Treaters/ Pressure vessels / Heater separator units/gas Oil separators/indirect Heaters during currency of last Three(03) years from BCD of this Tender. The bidder' 's documentary evidence in this regard shall be provided in form of copy of purchase order, performance and completion certificate from clients along with bid. Additionally bidder shall submit details of previous supply of such equipment in a tabular format as ATTACHED without which bid will be summarily rejected. 2. Supporting Documents a) Possession of a supply order without complete execution or partially completed order will not be considered as previous experience of bidder with respect to Bidder's Experience criteria. b) In support of experiencee as noted in Para 1 above, bidder shall submit following documents: i) Copy of Purchase Order, copy of invoice and proof of payment. ii) Performance report from clients 3. Bidder shall confirm supply of all instrumentation items as specified in ANNEXURE-IA of NIT along with vessel. Offer's (Part offers) from Bidder not quoting all items will be rejected outrightly. 4. Bidder shall meet all technical specifications as mentioned in ANNEXURE-IA of NIT. Bidder shall furnish necessary documentary evidence along with bid to justify meeting stipulated Technical specifications. In absence of requisite documents, OIL reserves right to reject bid without making any reference to Bidder.

17 (B) COMMERCIAL : i). ii). iii). iv). v). vi). Bid security of Rs. 1,07, shall be submitted to Head-Materials, Oil India Limited, Duliajan on or before bid closing date.. If bid security in ORIGINAL of above mentioned amount is not received within bid closing date (upto 13:00hrs) ), bid submitted through electronic form will be rejected without any furr consideration. For exemption for submission of Bid Security, please refer Clause No. 8.8 of General Terms and Conditions vide MM/LOCAL/E-01/2005 for E-Procurement LCB Tenders. The Bid Security shall be valid for six month from date of bid opening. The prices offered will have to be firm through delivery and not subject to variation on any account. Any bid submitted with an adjustable price will be treated as non-responsive and rejected. The complete supply shall be under guarantee / warrantee by bidder for a minimum period of 18 months from date of dispatch or 12 months from date of successful commissioning of complete unit at site whichever is earlier and confirm replacement of defective item, at ir own expense within this period. During warranty period, equipment needs to function to satisfaction of OIL. Offers not complying with this clause willl be rejected. Successful bidder will be required to furnish a Performance Bank of order value. For exemption for submission of Performance Bank Guarantee, please refer Clause No of General Terms and Conditions vide MM/LOCAL/E-01/2005 for E-Procurement LCB Tenders. The Performance Bank Guarantee must be valid for one year from date of successful commissioning of equipment or 18 months from date of despatch whichever is earlier. Bidder must confirm same in ir bid. Offers not complying with this clause will be rejected. The bank Guarantee should be allowed to be encashed at all branches within India Bids received after bid closing date and time will be rejected. Similarly, modifications to bids received after bid closing date & time will not be considered. vii). viii). Validity of bid shall be minimum 120 days from Bid Closing Date. validity will be rejected. Bids containing incorrect statement will be rejected. Bids with lesser ix). x). xi). All Bids must be Digitally Signed using Class 3 digital certificate (e-commerce application) as per Indian IT Act obtained from licensed Certifying Authorities operating under Root Certifying Authority of India (RCAI), Controller of Certifying Authorities (CCA) of India. The bid signed using or than Class 3 digital certificate, will be rejected. C Folder is meant for Technical bid only. Therefore, no price should be given in C Folder, orwise offer will be rejected. Price should be maintained in online price schedule only. The price quoted or than online price schedule only will not be considered.

19 xiii). Integrity Pact: OIL shall be entering into an Integrity Pact with bidders as per format enclosed vide Annexure-V of tender document. This Integrity Pact proforma has been duly signed digitally by OIL s competent signatory. The proforma has to be returned by bidder (along with technical bid) duly signed (digitally) by same signatory who signed bid, i.e. who is duly authorized to sign bid. Any bid not accompanied by Integrity Pact Proforma duly signed (digitally) by bidder shall be rejected straightway. Uploading Integrity Pact with digital signature will be construed that all pages of Integrity Pact has been signed by bidder s authorized signatory who signed Bid. 2.0 BID EVALUATION CRITERIA (BEC) The bids conforming to technical specifications, terms and conditions stipulated in tender and considered to be responsive after subjecting to Bid Rejection Criteria as well as verification of original of any or all documents/ documentary evidences pertaining to BRC, will be considered for furr evaluation as per Bid Evaluation Criteria given below: a. b. To evaluate inter-se-ranking as per prevailing Govt. of Assam guidelines as applicable on bid of offers, Assam Entry Tax on purchase value will be loaded closing date. Bidders may check this with appropriate authority while submitting ir offer. Or terms and conditions of enquiry shall be as per General Terms and Conditions for Indigenous Tender vide ANNEXURE-MM/TENDER/LP/01/06. However, if any of Clauses of Bid Rejection Criteria / Bid Evaluation Criteria (BEC/BRC) contradict Clauses of tender or ANNEXURE- MM/TENDER/LP/01/06 elsewhere, those in BEC / BRC shall prevail xxxx-----
