2 FreestyleSkiingOntario 3YearStrategicPlan INTRODUCTION ThesportoffreestyleskiinginOntarioisfocusedonthedisciplinesofMoguls,Slopestyle,and Halfpipe.Thesportoffreestyleskiingisvibrant,funandappealstoyouthacrosstheprovinceof Ontario. Ontario is producing a steady stream of high performance athletes, particularly in Slopestyle and Moguls. Ontario athletes are consistently achieving podium performance in Nationallevelcompetitions;withsomepodiumfinishesinInternationalcompetitionsandmany top10finishesinhighprofileinternationalcompetitionsandevents. WiththeJune2011IOCannouncementoftheadditionofSkiSlopestyleandSkiHalfpipetothe Sochi2014OlympicGames,thesetwodisciplinesarepoisedtogrowexponentiallyinpopularity in Ontario in participation, and performance excellence. Ski clubs across Ontario have the potentialtogrowinvolvement/participationamongchildrenandyoungadults(8 29)inOntario, presentingopportunitiesforskiresortsandclubcommunitiestoimproveeconomicgrowthand stimulate economic development through resort infrastructure development (new on hill freestylefacilities,staffingandgroomingandmaintenanceequipment). FreestyleSkiingOntario( FSO ),overthepast3yearshasexperiencedextremesofexcellencein areassuchasathleticperformanceandcompetitionexecutiontolowsincludingfinancialstrain, and lack of skilled staff leading to challenges in sustained operational focus. This past year representsaturnaroundforfsowithamuchstrongerfocusonallaspectsoftheassociation s mandate,suchas:athlete,clubandcoachdevelopment;financialstability;officialdevelopment and high performance outcomes. Financially, FSO has stabilized in its metrics through grants, sponsorship and by significant fundraising, however, growth and a stronger focus will require increasedbasefundingsupport. Implementingthenext3yearstrategicplan( )willdependonasignificantincreasesin basefundingsupportfromtheontarioministryoftourism,culture&sportwhichwestrongly believewillbeachievedduetotheintensefocusinfso snew3yearstrategicplanonaligning FSOsplanandprioritieswiththeSportMandateforOntarioandourNationalSportOrganization ( NSO ) thecanadianfreestyleskiassociation( CFSA ). Inthepasttwoyears,FSOhastrainedandcertifiedanunprecedentednumberofcoacheswho were positioned in Ski Clubs across all regions in the province (Lake Superior Region LSR, Northern Ontario Region NOR, National Capital Region NCR and Southern Ontario Region SOR ). Despite the growth in coaching numbers this past year, a relentless focus on coach development and building new coaches will continue for years to come to meet the needs of thisgrowingsport. Additionally,FSOcontinuestobuilditsjudgingandcompetitiondepthandbreadthworkingin partnership with CFSA. Developing these areas will allow Clubs in all Ontario regions to host CFSArecognizednationalevents,provincialeventsandregionaleventsanddrawparticipantsto thoseeventsbothfrominsideandoutsidetheprovince. 3 FreestyleSkiingOntario 3YearStrategicPlan FSO s new strategic Plan ( Plan ), will drive all FSO activities over the next 3 years and represents an ambitious road map to grow, develop and promote Freestyle Skiing in Ontario. UnfoldingthisplanofaggressiveClublevelprogramimplementation;growingandreplenishing annually the number and qualifications of Ontario Coaches and officials, and continuing the focus on athletic excellence; will require a significant and reliable income stream, increased staffing to support and deliver programs and a commitment by the Board of Directors, volunteersandregionstoworkcollaborativelyandpassionatelytodelivertheplanandachieve thecriticalplanmetrics(goalsandobjectives). ThePlanmakessomekeyassumptionsincluding: 1. SignificantincreasesintheBaseFundingGranttosupport100%ofthebaseoperating requirements for staff and general operations. We will achieve this by preparing a superior3yearstrategicplanand2013basefundinggrantapplicationmeetingevery Ministryrequirementandguideline 2. ContinuedannualSPFfundingsupport 3. Consistentandhealthysponsorshipincometosupportprogramroll outs;suchasclub levelprogrammingandnationallevelcompetitionhosting 4. Robustfundraisingincometosupportthehighperformanceprograms 5. A continuous large stream of willing, passionate and dedicated volunteers to support staffinimplementingeventsandprogramming This strategic plan must be supported with detailed Annual Operating Plans including SMART initiatives and tactics with defined ownership, delivery timelines and specific documented actions, at the beginning of every fiscal year aligned with the NSO and in concert with the Ministry sbasefundinggrantandothergrantannualreportrequirementsanddeadlines. Thisplan ssuccessreliesonclosemonthlymonitoringoftheimplementationannualoperating planbytheexecutivedirector(ed),andchairpersonandboardofdirectorsincludingmonthly check ins, and quarterly detailed updates, against the Annual Operating Plan goals, objectives andtactics,totheboardbyallstaff. 4 FreestyleSkiingOntario 3YearStrategicPlan WHOWEARE FreestyleSkiingOntario(FSO)istheProvincialSportOrganization(PSO)forthefreestyleskiing disciplines of Moguls, Slopestyle and Halfpipe in Ontario and recognized through the Ontario Provincial Government Sport Recognition Policy. FSO is structured with four regions (Lake Superior Region, Northern Ontario Region, National Capital Region and Southern Ontario Region) FSOisaregisterednot for profitprovincialsportorganizationgovernedbyanelectedboardof Directors including a CFSA representative, each voted in by the 4 Region Representatives. As well the Head Judge sits on the Board. The full time staff role of Executive Director provides organizationalleadershipandreportstoandisresponsibletothechairpersonoftheboardand theboardofdirectors.otherstaff,whoreporttotheexecutivedirectorinclude:thetechnical Director/HeadofCoaching,ProvincialTeamCoaches,theParkandPipeDevelopmentManager (funded by a Trillium Foundation Grant), part time administrative staff (bookkeeper, administrator)andparttimecoachingstaff. 5 FreestyleSkiingOntario 3YearStrategicPlan OURVISION Freestyle Skiing (Slopestyle, Halfpipe and Mogul skiing) is an exciting, dynamic and attractive sport which is seeing rapid growth in recreational and competitive athlete development in Ontario. FSO will be recognized as the leader in directing freestyle skiing to develop and become sustainableinontario.itwillachievethisthroughworkinginpartnershipwithontarioskiclubs andskiareastoencouragegreaterinvolvementofyouthinfreestyleskiing. Theresultwillbeahighlyparticipativesportwhichisbeneficialtorecreationandhealthyliving andinpromotingtourismintheprovince. 4.0OURMISSION InpartnershipwiththeCanadianFreestyleSkiAssociationandthefreestyleskiingcommunity, Freestyle Skiing Ontario enhances the growth and development of quality programming and sportexcellencethatalignswithltad,andemphasizessafetyinaparticipantcentred,ethically based,systemencouraginglifelongparticipationinthesportoffreestyleskiinginontario. Thisisdoneby: IncreasingthenumberofactivefreestyleskiersinOntario Providing the appropriate governance structure consistent with standards for a Provincial SportOrganization Promotinganddevelopthesportoffreestyleskiing,includingeventpromotionandhosting, developmentofathletesthenationalteamcalibre;developinganadequatesuccessionplan thatensuresthesportandorganizationremainsstrongandcontinuestodevelop. ThesportofFreestyleSkiingisdefinedasthefollowingeventdisciplines: MogulSkiing Skiers race individually or head to head down a steep pitch covered with Moguls(mounds of snow).mogulsarecreatednaturallybyskiertrafficandcanbeaslargeascompactcars.skiers mustperformtwodifferentjumpsduringtheirrunandarejudgedonspeed,technicalturnsand aerialmaneuvers. SlopestyleandHalfpipe The newschool movement of Freestyle features competitions in Half Halfpipe, Slopestyle (rails,boxesandjumps)andbigair.park&halfpipeskiersmustperforminseveraldisciplines and are judged on technique (height, tricks, spins, and landing (in the Halfpipe number of trickscompletedinasinglehalfpiperun))anddifficultyandcreativityofthemaneuvers. The sport development programming has significantly improved since 2009 receiving accolades from a variety of organizations and stakeholders including the Canadian Freestyle Ski Association, and the Ski Resorts of Ontario. All past and present ProvincialSkiteammembersbegantheirskiingcareersinFSOmemberclubsandworkedtheir waythroughthefreestyleprogressiveathletedevelopmentsystemtonationalandinternational competition.mostrecently,jamiesonirvineanddarahowell,whoworkedtheirwayupthefso developmentsystemwereinvitedtothe2012/13nationalslopestyleteam;additionally,three ofourontarioprovincialmogulteamathleteswererankedinthetopmogulsskiersincanada thispastyear. The sport development program is the backbone of Freestyle Skiing Ontario and supports participants across the province. For the next three years the primary focus for sport developmentisthefullimplementationofthecfsacanfreestyleskischoolcurriculum. TheCFSACanFreestyleprogramisaprogressiveskischoolandcoachingcurriculumthataligns with the CFSA LTAD. The Can Freestyle club level ski school program includes 3 levels of progressionforathletesincluding 1. JumpsandBumpsforFUN damentalsathletes,ages FreestylerzforLearntoTrainathletes,Ages FreestyleTEAMforTraintoTrainathletes,Ages StrategicDirection EnhancedParticipation i. 11 FreestyleSkiingOntario 3YearStrategicPlan COACHINGDEVELOPMENTPILLAR In combination with a strong emphasis on sport development, FSO will focus heavily on developing a broad base of qualified coaches who can train athletes in all levels of the Can Freestyle LTAD aligned programming from FUN damentals athletes to Train to Compete high performance athletes over the next 3 years. In the past 3 years the CFSA Can Freestyle coach trainingprogramhasundergoneasignificanttransformationandisnowalignedwiththecfsa LTADmodel,theCoachingAssociationofCanada's("CAC")structureofcurriculumandtheCan Freestyleathleteprograms.Thenewcoachtrainingcurriculumistechnicallyandeducationally rigorousandisbasedonsoundacrobaticprincipals. ThefocusforFSOoverthenextplanningcycleistobuildthecapacitytodeliverthenewcoach trainingprogramsacrosstheprovincetomeetthedemandforcoaches,andtoimplementthe upcoming advanced coaching programs for Slopestyle and Halfpipe. Ontario is in desperate need of more qualified freestyle skiing coaches at all levels of qualification, and FSO has struggled to keep up with the fast growing demand for training. FSO needs qualified Learning Facilitators to teach the curriculum and financial and human resources to conduct more coachingcoursesacrosstheprovinceannually. The new Can Freestyle coach program includes the base Club Coach curriculum, the comprehensivenewairmodules1,2,3,4a,4b&4c;newtechnicalskiingmodulestsm1and2 andanewpark&pipemodule.thecfsaiscontinuingtoproducenewcoachtrainingmodules tomeetthequicklyevolvingneedsofthesport.eachofthesecoachtrainingmodulesis1 3 daysoftrainingeitherontrampoline,waterramps,airbags(airbagsarehugeupto50 x50 air filledlandingsitesthatallowslopestyleandhalfpipeathletestotrainnewairtrickssafely)and onsnowfortheairmodules;andonsnowforthetsm1&2andpark&pipemodules. 9.1StrategicDirection EnhancedParticipation i. Slopestyle and Halfpipe have emerged in the past 7 years as freestyledisciplinesandhavegrownrapidlyrequiringnewcoaches,coachingskillsdevelopment, programs,competitions thisgrowthofthesetwonewdisciplinesasputtremendousstrainon thefsohighperformanceprogram.thepark&pipeselectioncriteriarequireconstantupdating to meet the continuously changing national and international competitions, and this will continueasfisorganizesthesportinanticipationofthesochigames. ThedecisionlastJunebytheInternationalOlympicCommittee("IOC")toaddSkiSlopestyleand Ski Halfpipe into the 2014 Sochi games has fully legitimized these disciplines. This announcement led to the immediate development of the National Slopestyle and Halfpipe Teams completing the Athlete pathway for these two disciplines. These developments, combinedwiththelargeandgrowingnumberofcompetitiveslopestyleandhalfpipeathletesin Ontario,haveelevatedtheimportanceoftheFSOHPPprograms.
