1 Rancho PeñasquitosTennis Center Volume 29, Number 2 February 2017 Mission Statement To become the leading recreational tennis center in San Diego s North County area, by implementing activities, and providing facilities that cater to the casual, social and competitive tennis needs of people in the local community. 2015/16 BOARD MEMBERS PJ Greenwald, President Vicky Young, Vice President Linda Beach, Rec. Secretary John Parsons, Treasurer Sabine Schroeder, Membership Onay Havens Marty Fellenstein Julie Islitzer Barbara Brokaw STAFF MANAGEMENT Executive Director, Mike Donahue Club Director, Julie Maiorano Office Manager, Connie Komin LEAGUE COORDINATORS Men s League, Dan Scherer Women s League, Carol Donahue Level Coordinators: A Patti Sherman BB Carey Ramos Mixed Norma Garrison Junior Team Tennis League Ernie Blando Minh Vo Nick Bennett Message From Your President RPTC is such a great club, and the Administration and Board work diligently to support the best interests of all our members. We are the envy of almost every other club that operates cityoperated tennis facilities in San Diego. The Board has addressed the issue of court usage in several earlier versions of the LobLetter, but I want to capsulate the issue at hand. We have many members of varying types: an impressive junior program, social players, tournament players, drop-in open players, an astounding number of league players, teaching professionals providing service to members and we serve the public with one public court (required by the City) available most hours all of which place intense demand on our courts. Keeping our courts as accessible as possible to everyone is a huge challenge. In order to succeed, we require the assistance of all members. Most of our members understand this. Unfortunately, not every member complies with rules, intentionally or not. Court usage rules are being abused to a point that the Board is now forced to address the issue with new policies, procedures and enforcement. The two areas being addressed are (1) late court cancellations and (2) noshows. These are fairly self-explanatory, but a late cancellation is where the person who reserved a court calls the club extremely late (sometimes at, or just minutes before the reserved time) to cancel the court. Obviously, when this is done, the court will likely sit unused, when it could have been used or reserved by another member. A no-show is when someone reserves a court, and then just doesn t show up to use it, while failing to call the club in a sufficient time to release the court for others to use. This is particularly frustrating to our members who go on-line or call, only to find that all of the courts are booked, and then show up to see that courts are sitting empty. The Board has discussed these problems in several LobLetters (and on the website), in hopes that the problems could be solved without the Board having to become strict in the enforcement of policies. Unfortunately, the problem has continued. The Board will now act to set and enforce strict policy for late court cancellations and no-shows. Please understand that these new policies and procedures must be set in place to protect and serve all members. Once the Board completes its work on the establishment of ramifications and enforcement, we will update you all on how the club will move forward. I wish you a great month of play and I hope to see you soon on the courts! PJ Greenwald, President LL EDITOR Julie Maiorano 1
2 COURT HOURS AND RULES TO REMEMBER HOURS OF COURT AVAILABILITY 7:00am-9:45pm: There is absolutely no court play on any of the courts prior to 7:00am or after 9:45pm. Lights shut off automatically at 9:45pm. Court play, even 5 minutes before 7:00 A.M., violates our operating agreement with the City, and can cause a termination of our agreement to operate the courts. Please do not think that people don t know when this violation occurs, as the club and City are notified by the residents uphill from the courts on almost every occasion that this occurs. Playing before 7:00 A.M. or after 9:45 P.M. will jeopardize membership privileges. LOCK THE GATES (any gate you see unlocked)! The office is closed on rainy days and occasionally monitors may not be present for varying reasons on other days. If no one is in the office, there is no one to make sure the gates are locked. Recently, we had intermittent rain on a particular day with no monitor. Luckily, someone discovered later that almost all of the gates had been left unlocked by players. Please remember to lock the gates when you leave. This includes the court you are playing on, as well as the main gates, regardless of whether you opened them or not. If you see the main gate open or any other gate unlocked, please lock it. This is necessary from a liability standpoint and to protect our courts from damage. RESERVATION TIME AMOUNTS: 1 hour practice for ball machine, serves, hitting 1.5 hour for singles 2 hours doubles play. FAMILIES: Family members may not overbook reservations. Every family member playing must always show their member card. Please have it ready. The person making the reservation, must be playing on that court. THANK YOU! JUNIOR TEAM TRYOUTS (JTT) ** Updated start time ** Team tryouts for JTT are scheduled for Saturday, February 4, 2017 at RPTC Courts #5-8 from 12 pm 2:00 pm. The Spring season begins play on Feb 26, For more information, please Ernie Blando at evlando@san.rr.com. 2

6 ASK THE UMP! Michael E. Kelley USTA Certified Official National Hard Courts Tournament Referee Note: Mike Kelley, long time member of RPTC, is a highly respected and very busy USTA official. He has years of experience and you can find him officiating at most of the larger USTA tournaments in the So. California area, including college tournaments. Dear Ump, Our opponent returned a ball over the net, but hit the net with her body while hitting the ball. All 4 of us agreed that the point was ours, BUT our opponent stated that they were the only ones who could make this call. Who is correct? LB Submit your Ask the Ump questions to office@rptctennis.com then look for the reply in upcoming LobLetters! Dear LB In this case you all got it right; the point goes to your team. However your opponents are correct it is their call much the same as a double bounce. Touches, hitting the ball before it crosses the net, invasion of opponent s court, double bounces. A player shall concede the point when: A ball touches the player That the player or anything the player is wearing or carrying touches the net or opponent s court while a ball is in play That a player hits a ball before it crosses the net That player deliberately carries or double hits a ball ; or A ball bounces more than once in that player s court. The opponent is not entitled to make these calls. The principle of giving the opponent the benefit of any doubt applies. The Code #19 UMP Note: Mike Kelley, long time member of RPTC, is a highly respected and very busy USTA official. He has years of experience and you can find him officiating at most of the larger USTA tournaments in the So. California area, including college tournaments. 6
7 A MESSAGE FROM MIKE Mike Donahue Executive Director, RPTC The start of a new year has been a wet one. But it looks like we found a break from the many rainy days. It's been great to see everyone out on the court getting some tennis in. Leagues, lessons, and open play are underway. UPDATE on COURTS 11 & 12 LIGHTS: The breaker for our 11 & 12 courts and the baseball field 2-9 lights is out, likely due to all the rain. The Park and Rec electricians have looked at the situation and it is a big problem, much higher amperage and maybe voltage cables, etc. than they normally work with. They think they (or a contractor) are going to have to dig up the existing line requiring heavy equipment. But the ground is saturated with water so they will have to wait for it to dry out before they can get equipment out there. It may be a while so for now, only daytime play on Courts 11 & 12. AND THANK YOU STEVE! Congratulations and big thanks to Steve Leffler. He is now a member of the San Diego Tennis District Association Board of Directors. Thank you for your service! Kathy Gallo & Mel Castleberry rained out but still having fun! 7

Let s all work to keep our courts secured. Thank you! RPTC STAFF PLEASE REMEMBER TO SLOW DOWN MEMBERS: Please keep your speed in the parking lot to a maximum of 10mph and watch for pedestrians. The Park staff is watching. CAPTAINS: Please inform your opposing teams before each home match, of the park s maximum 10 mph speed limit and let them know there are children in the parking lot. Thank you! Junior Team Tennis Leaders Ernie Blando and Minh Vo presented a donation check to RPTC for $1,500 at JTT s end of 2016 Fall season party and awards gathering. Minh Vo is also responsible for a matching this end of the year donation from Zenith Insurance in the amount of $1,000. Thank you, JTT! 8
