3 508 South State Street Waseca, Minnesota FAX Closure of the TH 13 / State Street intersection at Elm Avenue The reconstruction of Old TH 14 / Elm Avenue requires the closure of TH 13 to all vehicular and pedestrian traffic beginning September 24, Work within the TH 13 / Elm Avenue intersection will include utility reconstruction, traffic signal replacement, concrete roadway reconstruction, concrete sidewalk and pedestrian ramp reconstruction. The TH 13 / Elm Avenue intersection reconstruction work will require the closure of the intersection to all traffic for approximately 21-calendar days. The TH 14 / Elm Avenue intersection is tentatively scheduled to reopen to traffic on October 15, etour route signage will be erected to reroute traffic around the TH 13 construction beginning at TH 14 on the south side of Waseca and at 375 th Avenue / CSAH 5 on the north side of Waseca. Local traffic (excluding trucks) will be permitted to utilize adjacent city streets east of TH 13 and crossing Elm Avenue to bypass the TH 13 construction. 7 September 28, South State Street Waseca, Minnesota FAX Old TH 14/Elm Avenue Weekly Construction Update Week 24 The City of Waseca and its project partners send out and publish a weekly construction update on the Old TH 14/Elm Avenue Reconstruction Project. This weekly update is also available on the Project website and is published online via the Waseca County News. Questions about the contents of the weekly updates or about the project in general can be directed to the City s contracted consulting engineer Joe Palen, Project Manager with Stantec at either or joseph.palen@stantec.com or Tom Kellogg, Waseca City Engineer at either or CityEngineer@ci.waseca.mn.us Additionally, project representatives have set aside time every Thursday from 11:30 am to 12:30 pm to be available at Waseca City Hall, 508 South State St, Waseca, MN to answer questions. No appointment is necessary and if this time doesn t work, please contact either Mr. Palen or Mr. Kellogg to set up a meeting at a mutually convenient time. If there is an emergency within the construction limits and outside of normal business hours, please call and the 24-hour answering service will contact the appropriate parties. Previous Week Review (September 24 to September 28) This week, work completed on Elm Avenue East included construction of the colored concrete median between 13 th Street SE and Clear Lake rive. Street lights were also installed and energized between 13 th Street SE and Clear Lake rive. Grading and placement of aggregate base was completed for the proposed bituminous pathway between a point ~500-feet west of 13 th Street SE and Memorial Park. In addition, the contractor backfilled the concrete curb and gutter with topsoil and graded boulevards in preparation for seed or sod between a point ~500-feet west of 13 th Street SE and Clear Lake rive. Please note that contractor routinely waters the new sod installed between 3rd Street E and Clear Lake. Residents are also strongly encouraged to frequently water the sod along their properties and limit mowing (3 height or greater) of new sod. Resident cooperation with sod establishment through the requested watering and mowing practices is an important component to the establishment of attractive boulevards. Please note that the contractor has been notified that a significant amount of sod needs to be removed and replaced due to its condition and that week control is also required. The contractor tentatively plans to complete sod removal and replacement October. In addition, the Contractor will be spraying weeds in the previously installed sod where necessary. On the west half of the project, aggregate base tolerancing and concrete paving was completed on the east and west bound lane of Elm Avenue between 4 th Street and 2 th Street W. The contractor also paved the concrete center lane, west of 4 th Street W and the 6 th and 8 th Street NW intersections. At the TH 13 / State Street intersection at Elm Avenue, the contractor removed the concrete pavement along with the adjacent curb & gutter, sidewalk and traffic signal. Reconstruction of watermain and storm sewer within the

8 intersection was also completed. The Contractor also completed excavation of the street subgrade and backfilled the intersection was sand base. Please see the Public Announcement regarding the closure of the TH 13 / State Street intersection at Elm Avenue and for additional information about newly erected detour routes, parking access impacts and the anticipated duration of the planned work. Next Week Look Ahead (October 1 to October 6) Project Area East of TH 13 Excavation and grading of boulevards and ditches in combination with draintile installation is planned to continue between 13 th Street SE and the east end of the project. Following completion of the grading work, the contractor will place seed with mulch or erosion control blanket within select areas. Project Area West of TH 13 The contractor is planning to tolerance the aggregate base and concrete paving of the east and west bound lanes of Elm Avenue from 2 th Street W through the State Street intersection. In addition, the contractor is planning boulevard and ditch grading on the north side of Elm Avenue between Brown Avenue and Loon Lake. As a result of the planned construction in this area and the need for concrete cure time, access to the adjacent businesses and alleys from Elm Avenue will be limited between 8 th Street W to State Street. See the Traffic Control and Access notes and figures for additional information. TH 13 / State Street Intersection with Elm Avenue The contractor plans to complete aggregate base placement, construct concrete curb and gutter followed by concrete roadway pavement. Traffic signal and lighting reconstruction activities will also continue within the intersection. Please see the Public Announcement regarding the closure of the TH 13 / State Street intersection at Elm Avenue for additional information about detour routes, parking access impacts and the anticipated duration of the work. TH 13 between 2 nd Avenue North and 2 nd Avenue South MnOT is planning to repair cracks on TH 13 / State Street between 2 nd Avenue South and Elm Avenue on Tuesday, October 2 and on TH 13 / State Street between 2 nd Avenue North and Elm Avenue on Wednesday October 3 rd, weather permitting. MnOT will close off each one block segment of TH 13 / State street for one day to complete the roadway crack repair activities. uring this time, no traffic or parking will be allowed on TH 13 / State Street within the construction area. Traffic Control/etour Notes uring the duration of the project and through the project limits, which extend from the western City limits west of Brown Avenue to the eastern City limits east of Clear Lake rive, thru traffic (traffic traveling to/from Mankato and Owatonna directions) will be detoured off Old TH 14 on the east side at NW 92 nd Ave/CSAH 18 near Meriden and on the west side at 110 th St/CSAH 27. TH 13 / State Street will be also be detoured at 375 th Ave/CSAH 5 from the north and at TH 14 from the south. Portions of Old TH 14 within the project limits may be signed Road Open to Local Traffic or something similar. Please keep in mind that local traffic/access is defined as having direct access on Old TH 14 or having business with someone or a business who has direct access on Old TH 14. If you do not fall into either of these two categories, you should not be on Old TH 14 within the project limits at any time. Travel on Old TH 14 within the project limits should take place only when there is no other possible alternative.

9 An updated local alternative access map is attached showing proposed access routes based on the following week s proposed construction activities. Note: this map is updated weekly, as construction progresses, and every effort will be made to keep this map updated and as accurate as possible, but construction activities may require alterations to access routes before a new map is sent out. Project Area West of TH 13 Two-way access to Vista Villa Mobile Home Community, HWY 14W Mini-Storage, eml Ford, Waseca Chrysler, and Rent N Save is open from the west, via Old TH 14 or via Brown Ave-Old TH 14. Traffic traveling west from central Waseca to Vista Villa and surrounding businesses should access Old TH 14 from 362 nd Ave./120 th St. (Lake St/Experiment Station Road) and then proceed west on Elm Avenue. See attached map for alternative access routes within this area. Old TH 14 will be used for construction traffic from Brown Avenue to 8 th Street NW; however, a lane of traffic in each direction will be maintained through the work zone for local traffic only. Access to Veterans Landing, Latham Place / Lake Shore Inn and impacted residential and business properties in between will be to the west only, via Elm Avenue. Access to Latham Place / Lake Shore Inn will continue to be diverted from 8 th Street NW to the temporary access constructed to the west. Elm Avenue between 8 th Street W and State Street will be closed to local traffic due to concrete roadway paving. The intersection of 4 th Street W and Elm Avenue will remain open to traffic crossing Elm Avenue only. Access from Elm Avenue W to adjacent properties between State Street and 8 th Street W will be very limited, and residents will need to park on adjacent streets and access their properties via the sidewalk or use alternate side or rear vehicle access routes. Access to Kwik Trip, United Feed, Cassie s Classic Cuts will be from the south via 2 nd Avenue SW. Access to Tesch Service Center and Sacred Heart Church / School will be from 4 th Street W. Access to Napa Auto Parts and First National Bank will be from the north, via 2 nd Avenue NW. Access to the VFW, Box Car Liquors and Bock s Service Station will be via 2 nd Street W. The alleys north and south of Elm Avenue and between State Street and 2 nd Street W will be impacted by construction and access to the alleys from Elm Avenue will be closed. As a result, the following alternate alley access plans should be utilized. See the attached mapping for additional information. The alternate access to the alley north of Elm Avenue will be from 2 nd Street NW through the First National Bank Parking lot and connecting to the alley. The alley will then be one-way traffic (north bound) to 2 nd Avenue West. No truck traffic is permitted through the bank parking lot. The alternate access to the alley south of Elm Avenue will be from 2 nd Avenue SW. Vehicles accessing this alley will need to Take Turns (when Elm Avenue is closed) as all traffic utilizing the alley will need to enter and exit onto 2 nd Avenue SW. Project Area East of TH 13 Access to Kiesler s Campground will continue to be from the east on Old TH 14 / Elm Avenue to the primary entrance to the campground. Also, please note that the Clear Lake rive / Elm Avenue E intersection is also open to traffic and can be used to access Kiesler s Campground. The secondary (western) access to Kiesler s Campground will be closed. Access to Barney s rive-in and Memorial Park is open via 8 th Street SE to 4 th Street SE to 13 th Street SE. irect access to Memorial Park from Elm Avenue will not be available. Access to Lodging at Lake Aire will be provided by traveling east on the segment of Elm Avenue E constructed last summer. Access to Maplewood Park will be only via Clear Lake rive as shown on the Local Access Map and access to the Maplewood businesses will be via Elm Avenue / Old TH 14. The Clear Lake Trail adjacent to Old TH 14 is open for bike and pedestrian use. However, please use caution as construction activities will be occurring in close proximity to the trail. Please do not depart from the trail or enter the construction zone.
