2 THE PLANNING PROCESS THAT LED TO THE STREETSCAPE & SIGNAGE PLAN Winnetka Preliminary Streetscape & Signage Village Council Presentation 2 Master Streetscape & Wayfinding Plan (2009) Urban Land Institute (ULI) Technical Assistance Panels (2013) Downtown Master Plan (Adopted November 3, 2016) This Plan is about enhancing how the business districts fit into the established community and reflect the quality of life that Winnetka provides. Key recommendations related to streetscape: 1. Support for People Places; 2. Better Wayfinding; 3. Improved access across Green Bay Rd; 4. Unified streetscape design.

5 IMPLEMENTATION PRINCIPLES Winnetka Preliminary Streetscape & Signage Village Council Presentation 5 1. Streetscape should live within a budget & funding sources to be determined by the Council; 2. Streetscape improvements that benefit Winnetka s residents should be higher priority; 3. Streetscape improvements to shopping/dining streets & intersections should be higher priority; 4. Streetscape improvements should coordinate public & private improvements with proposed streetscape improvements to maximize implementation efficiency; 5. Streetscape improvements should be phased so as to minimize disruption to businesses; 6. When phasing streetscape improvements, minimize disruption to streetscape improvements made in previous phases.
6 PROJECT SCOPE: ELM STREET BUSINESS DISTRICT Align past streetscape plans with the Downtown Master Plan; Winnetka Preliminary Streetscape & Signage Village Council Presentation 6 Streetscape and signage should be transferable to Hubbard Woods and Indian Hill business districts; The plan should be implementable.
7 GOALS, OBJECTIVES & DESIGN CRITERIA GOAL: Transform the Elm Street District to reflect the district s position as the economic & cultural center place of Winnetka. Winnetka Preliminary Streetscape & Signage Village Council Presentation 7 OBJECTIVES: 1. Maintain the cluster of related civic and commercial assets and destinations. Incorporate compelling, new and compatible destinations and features. 2. Support the vibrant business community with a pedestrian & bicyclist first environment while still effectively accommodating motorists. 3. Make use of existing infrastructure; Incorporate organized & purposeful arrangements of visually compelling experiences that relate to active land uses. DESIGN CRITERIA: 1. Conveniently walkable and bikable; linked to the Green Bay Trail; 2. Improved connectivity across Green Bay Road and local roads; 3. Extremely attractive; 4. Reliably safe; 5. Environmentally friendly; 6. Fiscally responsible/phased; 7. Respectful and neighborly; 8. Reasonably maintained; 9. Reliably durable; 10. Translatable and scalable to Winnetka s surrounding corridors & districts as appropriate.
