BRAMPTON SAFETY COUNCIL DATE:^2 b±u I2. It was the wish of my School Council to invite members of the City of Brampton to a meeting here at school. At last week's meeting we had well over 200 parents in attendance. They wish the pathway along the creek, that runs parallel to The Gore Road, from Cottrelle to below Don Minaker, to be reviewed. If the proper place for this to be reviewed is at a Brampton Safety Council Meeting, then that is greatly appreciated. I am unsure whether we can have anyone there to present; but the main points were summarized in my original to John: the pathway is prone to flooding in the spring; isn't always cleared of snow and salted/sanded by school time; and is considered by many parents to be unsuitable for small children due to broken beer bottles, graffiti, garbage, dark tunnels, etc. I will send a notice home to parents today about the Meeting. If they wish to make a presentation, do they contact Terri? Where and when does the meeting take place? What they are looking for is a clear message to the Peel Board that the pathway should not be used as the prime measuring distance when they are creating bus routes. Due to the fact that flash flooding can happen at unpredictable times, the pathway should not be used in the bussing calculation at all. Depending on the outcome of the BSC meeting, I would still like to have a meeting here at school for my parents. I will wait until after the Safety Council Meeting to set this up. Mike, and or Bruce, would you be willing to attend a School Council Meeting to talk about how sidewalks and pathways are maintained and how decisions of construction, maintenance and safety are dealt with? This meeting came about because the Peel Board has announced that certain bussing routes will no longer be available for parents and students next September because "safe and alternate walking routes are now in place." These safe and alternate routes include the pathway that runs along beside the creek. The Peel Board takes its direction from the City. The City owns, operates and maintains the sidewalks and pathways. So when they tell the Bd that the pathways are safe, the Bd then uses the pathways to measure the shortest walking distance to the school. Thus, some bus routes are no longer needed. What the parents are vehemently opposed to is the designation that the pathways are "safe". They feel that because the pathways are prone to flooding in the spring, aren't always cleared of snow, salted and sanded every day in the winter, and because the pathways go under bridges that are dark messy, graffiti strewn and contain broken bottles, needles and garbage, the pathways are not safe. I told them that I would organize a meeting to be held at Claireville, and would invite representatives from the City Department that was in charge of sidewalks/pathways to share with the community how these decisions are made. Of course you are welcome to attend the meeting, and perhaps should. I am looking at a date in early April.
4 FS-4 Would you please give me the name(s) of the people who are in charge of signing-off on the sidewalks and pathways. In other words, which department is in charge of deeming the pathways safe? Student Transportation has reinstated the buses until September Parents were concerned about the walkways being unsafe due to flooding that has occurred in the past and pathways having snow and ice on them in the winter. 3. Volume of children low entering Gallucci Crescent from the pathway and therefore a crossing guard is not warranted. Children should cross in front of the school. Recommendations: 1. That the Manager of Student Transportation, Dufferin-Peel Catholic District and Peel District School Boards, be requested to re-examine safety concerns to ascertain if there is a necessity for future school bus transportation. 2. That the Parks and Recreation Division, Community Services, be requested to advise the Brampton Safety Council if the walkways in this school area are maintained during the winter months and to identify if there is a flooding problem. 3. Memorandum from Mr. Bruce Hay, Manager of Parks Maintenance and Operations, Community Services, dated January 31, 2007, re: Response to Brampton Safety Council Recommendation SC (approved by Council on October 11, 2006) - Walkway Maintenance and Flooding - Claireville Public School - 97 Gallucci Crescent - Ward 10 (File G25SA). Committee discussion on this matter included: A review of the information contained in the subject memorandum An advisory from Trustee Suzanne Nurse, Peel District School Board, that she undertook a walk through of this area with the School Principal at which time it was apparent that spring run-off could pose safety concerns An indication that student bussing for this school location is expected to be discontinued in September 2007 An indication that an alternate walking route has been identified by the Student Transportation Office and that it is expected students will use the alternate walking route during those times when the current walking route is flooded after the student bussing has been discontinued A suggestion that Trustee Suzanne Nurse, Peel District School Board, follow-up to ensure the School Principal is aware of the alternate walking route and put forward a request that regular reminders be provided to parents and students with respect to taking the alternate walking route during flooding conditions The following motion was considered. 10 F3-tO Community Services CITV OP HAMPTON www. brompton.co Date: January 31, 2007 To: Brampton Safety Council From: Bruce Hay, Manager of Parks Maintenance Subject: Recommendation SC Walkway Maintenance and Flooding At the October 5, 2006 meeting of the Brampton Safety Council the above noted recommendation contained five requests. Request #3 asks that "The Director of Parks Maintenance and Operations, Community Services, be requested to advise the Brampton Safety Council if the walkways in this school area are maintained during the winter months and to identify if there is a flooding problem". I am responding on behalf of the Director. On October 24,20061 met with Mr. Doug Prince, Principal of Claireville Public School to review the street and park pathway routes that lead to his school. The park pathways which run through this valley are currently being inspected and maintained by Parks Maintenance staff and will be ploughed, sanded /salted as and when required during the winter of Also of concern was the potential for flooding of the valley, which runs on the west side of Gore Road, south from Cottrelle Boulevard, under Don Minaker Drive and west towards Alfonso Crescent where it terminates at the stormwater management pond. During normal weather conditions most precipitation will have little effect on safe access of the pathway system due to valley flooding, however during spring runoff and following large amounts of precipitation over short periods of time the valley has the potential to flood, which will make certain portions of the pathway, underpasses and bridges inaccessible to the public. At the time of flooding residents and parents should exercise caution and avoid using these pathways, underpasses and bridges until the water levels subside to a safe level. During times of extreme weather the Toronto and Region Conservation authority provides bulletins to the public cautioning them about accessing areas which flood.
11 F3-U During periods of heavy precipitation the City of Brampton Parks Maintenance staff will inspect valleyland for flooding of pathways. If required staff will install caution tape, to warn pedestrians not to access the valley.
