New School Openings Dave Marcotte, Maintenance Services, Peel District School Board, reported that Whaleys Corner Public School is scheduled to open in March Changes/Updates to School Boards/Student Population 11. Brampton School Traffic Safety Council Promotional Activities Kelly Brooks, Senior Advisor, Communications, advised that the City provides periodic school safety reminders/promotions/education regarding safety around school zones, such as, awareness of crossing guards. Ms. Brooks indicated that she would welcome suggestions and ideas from Committee regarding promotional materials that may be beneficial to them during site inspections. 12. Other/New Business Report from Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, re: School Patrol Statistics Period Ending January 22, 2018 Peter Bryson, Supervisor, Enforcement and By-law Services, provided an overview of the subject report. He noted that the overall attendances at school sites totaled 35 with 21 tickets being issued mostly for parking violations Page 5 of 10

10 3.1-6 Minutes Brampton School Traffic Safety Council Mr. Bryson noted that snow removal complaints were a priority for officers; however, two more officers were hired and will be conducting site visits as of February In response to questions from Committee, Mr. Bryson advised that eight to ten enforcement officers are engaged in school patrols and the overall goal is to conduct 140 patrols each month. The following motion was considered: SC That the report from Peter Bryson, Supervisor, Enforcement and By-law Services, to the Brampton School Traffic Safety Council Meeting of February 1, 2018, re: School Patrol Statistics Period ending January 22, 2018 be received. Carried Discussion at the request of Craig Kummer, Senior Manager, Traffic Services, re: Future Presentations at Committee Craig Kummer, Senior Manager, Traffic Services, inquired whether Committee had any suggestions with respect to presentations they may wish to see regarding the internal functions of the Traffic Services. He noted that presentations on the responsibilities of the Traffic Outside Services, Street Lighting and Traffic Signals Division were provided to Committee at the end of 2016 and early Mr. Kummer indicated that updates from Traffic Services will be presented at future meetings. The Clerk s Office staff advised that if Committee was aware of any agencies/ organizations, or members of the public who wished to delegate or make a presentation at a Committee meeting, the Clerk s Office should be contacted directly by phone or regarding the process Discussion at the request of Committee, re: Selection of Vice-Chair of Brampton School Traffic Safety Council There was discussion regarding the selection of a Vice-Chair of the Committee given the retirement of Mike Moffat. It was suggested that the discussion be deferred to a future meeting when all members were present. There was further discussion and consensus to select a Vice-Chair at this meeting. City Clerk s Office staff advised that members may nominate a member, or a member may nominate himself/herself for the position. Members will then be required to vote Page 6 of 10

He was declared Vice-Chair and received congratulations from the Committee. The following motion was considered: SC That Max Kazman, Member, be elected to the position of Vice- Chair of the Brampton School Traffic Safety Council for the term ending November 30, 2018, or until a successor is named. Carried 13. Site Inspection Report(s) Shaw Public School, 10 Father Tobin Road Ward 10 Wednesday, January 17, :40 a.m. and 3:25 p.m. Park and Ride/Traffic Congestion/Parking Issues on School Street/Property Committee reviewed the observations and recommendations in the site inspection report and considered the following motion: SC That the site inspection report to the Brampton School Traffic Safety Council meeting of February 1, 2018, re: Shaw Public School, 10 Father Tobin Road Ward 10 be received; 2. That the Principal be requested to: Invite Enforcement and By-law Services, to enforce parking violations on school property; Utilize the school newsletter and other school safety mediums, to educate students and parents/guardians on safety matters, such as: - proper use of the Kiss and Ride - students should sit on the passenger side of the vehicles to safely exit Encourage and direct parents who live on the south side of Father Tobin Road to use the crossing guard at the intersection of Father Tobin Road and Mountain Ash Road to cross the street; and, 3. That the Senior Manager of Traffic Services be requested to: Install No Stopping corner restrictions on the north side of Father Tobin Road, and on the east and west side of the Kiss and Ride entrance/exit Page 7 of 10

That the Manager of Enforcement and By-Law Services be requested to monitor and enforce parking restrictions on Fairlawn Boulevard during school arrival and dismissal times; 3. That the Senior Manager of Traffic Services arrange for No Parking, Mon-Fri,8-5 parking restrictions to be added to the north and south side of Vanwood Crescent, at the northerly entrance from Fairlawn Boulevard to Bengel Road; 4. That Peel Regional Police be requested to enforce the No U-Turn driving restrictions on Fairlawn Boulevard; 5. That the Principal be requested to: Direct parents/students to use the crossing guard at Ricardo Road and Fairlawn Boulevard Send educational reminders to parents and students about safe street crossing using intersections with crossing guards and proper use of Kiss and Ride Advise all staff who assist in the Kiss and Ride area to wear safety vests at all times Install signage that identifies the beginning of the Kiss and Ride area; and, Page 8 of 10

One of the items they address is transportationrelated issues and a part of that is to promote walking and cycling to and from school 3

29 School Travel Planning Using Active Transportation to Help Students Live Healthy, Active Lives More than ever before, students are driven to and from school instead of using active transportation, such as walking or cycling. Using active transportation to and from school allows students to be more active every day and reduces traffic congestion around the school. How can we foster a healthy school community that supports walking and cycling, and contributes to the overall well-being of its students? By implementing School Travel Planning (STP), your school public health nurse can work with your school to bring together school administrators, teachers, parents, students and members of the school community to address transportation-related issues and promote walking and cycling to and from school. What are the benefits of School Travel Planning? Increased physical activity among students Improved mental well-being and academic performance as a result of increased physical activity Reduced traffic congestion around the school and improved air quality Safer streets for pedestrians and cyclists Increased school and community engagement Receive a FREE Bike Rack (after completion of setup and assessment of conditions) What are the steps? The five step process brings together key partners to develop, implement and monitor a sustainable active transportation program in your school. In two to three years, STP will help create a supported school community for students to adopt and maintain a healthy, active lifestyle. School identifies staff champion to work with school public health nurse. School public health nurse and staff champion identify and mobilize school community partners to establish an STP Team. Tip: use an existing school committee, such as an EcoTeam. Complete school travel profile, walkabout, surveys and receive a FREE bike rack School and school public health nurse collects and provides summary of survey data to assess current school travel behaviour and family perceptions, including: - Classroom Hands Up Survey - Family Travel Survey School public health nurse organizes and facilitates a school community walkabout with the STP Team and school community partners to assess barriers to walking and cycling. Develop School Travel Plan that includes an action plan STP Team creates a School Travel Plan, including an action plan with activities such as: - Providing education (e.g., resources for safe walking and cycling) - Raising awareness (e.g., encouraging physical activity) - Mobilizing the school community (e.g., walking buddies) - Improving school infrastructure (e.g., installing bike racks) - Improving municipal infrastructure at or near school sites (e.g., pedestrian crossings) School public health nurse provides resources to support action plan activities. School public health nurse assists with aligning action plans to other initiatives such as Ophea Healthy Schools and EcoSchools Certification Education, Encouragement, Enforcement, Engineering and Evaluation STP Team and school community partners implement the action plan. Assess changes in school travel behaviour, update action plan and celebrate! School assesses changes in school travel behaviour and family perceptions by using the Classroom Hands Up Survey and Family Travel Survey. School updates action plan periodically by returning to the Action Planning step. School celebrates STP success! 31 Information update to Brampton School Traffic Safety Council Public Works and Engineering received concerns from a resident of Cobblehill Crescent, related to stopping and parking vehicles on Calderstone Drive generated by Calderstone Middle School -160 Calderstone Drive, during school arrival and dismissal times. The resident stated parents frequently let their kids out on the opposite side of the street, and the kids run across the road through traffic. Staff conducted a review and confirmed that vehicles frequently stop/park on both sides of the roadway, thereby narrowing the travelled portion of the roadway. This situation creates congestion, driver frustration and difficulties for through traffic on Calderstone Drive during school dismissal timings. To mitigate this issue, Public Works and Engineering staff is proposing installation of No Stopping, 8:00 a.m. and 5:00 p.m. Monday to Friday, signs on the west side of Calderstone Drive adjacent to the school property limits. Observations: 1. The school has 298 students and is located on the south side of Jefferson Rd. One large school bus, two small buses and a small van service the school. 2. The posted speed limit on Jefferson Rd. is 40km/hr with Fluorescent Green School Area signs present in the vicinity of the school. Safe School Route signs also posted. 3. "No Parking, 8 a.m.to 11 p.m." restrictions are posted on the north side of Jefferson Rd. from easterly side of school property to the driveway of the school property. "No Stopping from 8 a.m. to 5 p.m." restrictions are posted on the south side of Jefferson Rd. from Juniper Cres. to Jordan Blvd. 4. Several parking spots are available on site, some in front of the school, more along the western school property line, and at the back of the school. 5. A one-way, two lane entrance located at the property s easterly side leads to the bus loading zone along the front of the school. All vehicles exit the One-Way exit. There are no pavement markings indicating bus loading or drive through lanes. Kiss and Ride signage was also missing. The One-Way sign located at the entrance was faded.

34 6. There are no sidewalks on the south side of Jefferson Rd. from North Park Dr. to Jordan Blvd. Sidewalks are not installed on either side of Juniper Crescent. 7. A crossing guard assisted at the marked crosswalk at the intersection of Jefferson Road and Jordan Boulevard. 8. At both morning and afternoon inspections, the Kiss and Ride access and exit were coned off. Two staff assisted at these posts and they both wore safety vests. Staff at the exit allowed teachers to drive the wrong way to enter the parking lot. 9. Most drivers parked in the restricted areas on both the north and south side of Jefferson Rd. Many drivers made U-turns near the entrance to the school which created much congestion. Students were dropped off in the parking restricted areas in front of the school, or being dropped off on the opposite side of the street. They then walked across the road at mid-block. 10. Several drivers parked on Juniper Cres. and walked the students across Jefferson Rd. to the school. No conflicts between vehicles and pedestrians were observed at both inspection times between vehicles and pedestrians. Recommendations: 1. That the site inspection report be received; and, 2. That the Senior Manager of Traffic Services arrange for: The installation of No U-turn restrictions on Jefferson Road in the vicinity of the school An All Way Stop feasibility study be conducted along Jefferson Road, from North Park Drive to Jordan Boulevard 3. That the Manager of Enforcement and By-Law Services be requested to enforce the parking restrictions on Jefferson Road during school arrival and dismissal times; 4. That the Principal be requested to: Install 'Kiss and Ride' signage at the entrance to the school property Arrange for lines to be painted in Kiss and Ride operation to identify the bus lane and drive through lanes, and a stop bar where the stop sign is located Encourage and educate parents and students about the proper use of Kiss and Ride. Replace the faded One Way sign currently posted at the driveway entrance, and that another One Way sign be posted at the exit of the school property;

That the Peel District School Board consider the possibility of redesigning the Kiss and Ride and parking lot configuration by removing the excess parking spots and utilize that space to promote a safer and more efficient experience for parents, students and staff at arrival and dismissal times; and 6. That a crossing guard is not warranted at this time as there are no sidewalks on the south side of Jefferson Road, and no conflicts were observed between vehicles and pedestrians.

39 13.2 Brampton School Traffic Safety Council Site Inspection Report Date: February 6, 2018 Ward 6 School/Location: McCrimmon Public School, 83 McCrimmon Drive Principal: Tracy LeMoine Phone: Time(s): 8:40 a.m. and 3:05 p.m. Weather: Clear Requested By: Tracy Forrest - resident Nature of Problem: Traffic safety concerns and request for crossing guard - intersection of McCrimmon Drive and Brisdale Drive Observers Present: Max Kazman, Vice-Chair (a.m./p.m.); Charles Gonsalves, Citizen Member (a.m.); Kim Bernard, Team Lead, Crossing Guards (a.m./p.m.), Pat Doran, Chair, (p.m.) by sign at exit of kiss and ride. Observations: 1. McCrimmon Senior Public School is located at the southwest corner of McCrimmon Dr. 2. The speed limit is posted at 40 km/hr on McCrimmon Dr., and Brisdale Dr., in the vicinity of the school. Fluorescent Green School Area signs are present on McCrimmon Dr. 3. The intersection of Brisdale Dr. and McCrimmon Dr. is raised and this is identified with the use of chevrons. All legs of the intersection are enhanced with ladder striping. Along Brisdale Dr., south of the intersection, bicycle lanes lead to bump outs, which are all part of the traffic calming measures in the area. 4. A crossing guard is located at the intersection of McCrimmon Dr. and Brisdale Dr., to assist students to cross the south and west leg to attend St Bonaventure Catholic Elementary School. The crossing guard did not remain at the intersectoion after assisting students of the elementary school 5. During the AM observation, after the crossing guard left, approximately 45 students walked through the intersection with no conflicts. Drivers waited until the children crossed the intersection during the AM and PM observations. Most students looked both ways and proceeded to cross when it was safe. 6. During the PM observation, the crossing guard was present for the majority of McCrimmon Public School student population, and no conflicts occurred.

40 7. No speeding issues were observed as long lines of vehicles cars waited to turn at the intersection in the AM. At the PM observation, cars obeyed the traffic rules and did not speed. Recommendations: 1. That the site inspection be received; and 2. That the Principal of McCrimmon Senior Public School continue to encourage and educate parents and students to safely cross the street; 3. That the Senior Manager of Traffic Services arrange for the enhanced pavement markings at the intersection of Brisdale Dr. and McCrimmon Dr. to be refreshed in the spring; and 4. That it is the position of the Brampton School Traffic Safety Council that an extension of the timelines for the crossing guard located at McCrimmon Dr. and Brisdale Dr. is not required, as no concerns were observed.

Madoc Drive Public School has a student population of 274 students and is located on the north side of Madoc Dr. A special needs bus and one large bus serve this school. 2. Two crossing guards are provided at the following locations: Madoc Dr., at the east corner of the school crossing students midblock to a walkway All Way Stop intersection of Lauderdale Dr. and Hansen Rd., to cross at Hansen Rd on the north leg Both crossings were painted with enhanced pavement markings and School Crossing signage were in place. 3. Speed limit of 40 Km/hr is posted on Madoc Dr. and fluorescent School Area signs are located in the vicinity of the school. Advance School Crossing and School Crossing signs are displayed on Madoc Dr. for east and westbound traffic 4. No Stopping, 8-5, Mon-Fri restrictions are posted on the east and west side of Madoc Dr. for the length of the school property. 5. The one-way entrance to the school is a two-lane driveway. It is not identified with pavement markings. A small Kiss and Ride area is located along the front of the school, on the west side and exits back onto Madoc Dr. at the end of the school property. 6. Two sets of highlighted speed bumps are installed in the Kiss and Ride area, and very small bus loading area, which is identified by hatched pavements markings.

43 7. Two parent volunteers and the Principal, all wearing vests, directed vehicles along the Kiss and Ride, using coloured cones to indicate the direction to follow. There are no signs in place to identify the Kiss and Ride area. 8. At both morning and afternoon inspections, many drivers parked in restricted areas on Madoc Dr. to walk the students to the Kiss and Ride area (between cars) to enter the school. Some parents used the Kiss and Ride area to enter the parking lot area to drop off students, instead of parking in a designated spot. They then tried to either back up or make a U-turn in order to exit the property. Recommendations: 1. That the site inspection report be received; and 2. That the Principal be requested to: cone off the parking lot to encourage drivers to use the Kiss and Ride only to drop off their students arrange for the Kiss and Ride lanes to be painted and the installation of Kiss and Ride signage at the entrance of the school encourage parents to walk their kids to the walkway on the east side of the school to safely enter the school property rather than walk through The Kiss and Ride area 3. That the Manager of Enforcement and By-law Services be requested to monitor and ensure parking restrictions are being obeyed on Madoc Drive in the vicinity of the school; and 4. That the Peel District School Board review the following: the possibility of removing some of the parking spots to allow for the widening or extension of the Kiss and Ride area to circle the parking lot and keep traffic off Madoc Drive

Madoc Drive P.S. has a student population of 274 students and is located on the west side of Madoc Dr. The school is serviced by one special needs bus and one large bus. 2. Two walkways are located at the back of the school leading north to Crawford Dr. or west to Hansen Rd. 3. Posted speed is 40 km/hr on Hansen Road in the vicinity of the school and Advance School Crossing signs are in place. A speed board is installed on Crawford Dr. near the walkway at back of the school but is not functioning. 4. A crossing guard is located at the intersection of Lauderdale Rd and Hansen Rd. The intersection of Hansen Road, Marshall Drive and Crawford Drive is located northwest of Madoc Dr. Public School. 5. The intersection is an All Way Stop where Marshall Dr. and Crawford Dr. meet at Hansen Rd. The intersection is not quite aligned and considered offset on one leg. The stop bar pavement markings on all legs are very faint. The pedestrian crosswalk is marked with painted lines on Crawford Dr. 6. Concrete pads for students to walk on are in place on the southeast and northeast corners of Crawford Dr. The concrete pads are not installed on the south west and north west corners of Marshall Dr.

45 7. In the morning and afternoon observations, many students and parents walking from Marshall Dr., crossed Hansen Rd. They walked from the northwest corner to the southeast of the intersection in a diagonal manner to cross Hansen Rd. 8. At least two buses dropped off and pick up students at the intersection. 9. No conflicts were seen between pedestrians and vehicles at the intersection, however, many vehicles made rolling stops and two drove through the stop sign. Recommendations: 1. That the site inspection report be received, and 2. That the Senior Manager of Traffic Services arrange for: A Stop Sign compliance study for the intersection of Hansen Rd./Crawford Dr. and Marshall Dr. Implementation of enhanced pavement markings on Crawford Dr. Refreshed stop bars on all legs of the intersection of Hansen Rd./Crawford Dr. and Marshall Dr. A feasibility study on the use of the concrete pad on the west side of Hansen Rd., south of Marshall Dr., as a potential pedestrian crosswalk location to cross Hansen Dr. on the south leg of the intersection. Repair of the speed board sign on Crawford Dr. 3. That Peel Regional Police be requested to monitor the intersection of Hansen Rd./ Crawford Dr. and Marshall Dr. to ensure stop sign compliance; and 4. That the Principal communicate and encourage the school community to use the crossing guard located at Lauderdale Rd and Hansen Rd. to cross Hansen Rd., 5. That it is the position of the Brampton School Traffic Safety Council that a crossing guard is not warranted at the intersection of Hansen Rd./Crawford Dr. and Marshall Dr.

Sunny Meadow Boulevard is zoned 40 km/h in front of the school with No Parking signs located on both sides of the street. School Crossing Ahead signs as well as School Crossing signs are positioned at the crosswalk. 3. In the school driveway, No Left Hand Turn signs are located at the exit from the school. At the corner of Chapparal Drive and Sunny Meadow Boulevard, there is a three way stop. 4. The crossing guard is located on Sunny Meadow Boulevard at the south exit driveway of the school. Morning Observations Vice-Principal mentioned that the community has requested a crossing guard at the intersection of Sunny Meadow and Chapparal Drive. No occurrence of conflicts for the students crossing at the intersection of Sunny Meadow Boulevard and Chapparal Drive. Sufficient gaps to enable children to cross safely were visible. In the morning, 48 students crossed Sunny Meadow Boulevard from east to west, and 35 crossed at the intersection from north to south. At dismissal, the same number of students crossed to walking in the opposite direction.

51 Afternoon Observations Cars parked very close to the corner of Chapparal Drive and Sunny Meadow Boulevard. They parked on both sides of the street all the way past the school. No occurrence of conflicts for the students crossing at the corner of Chapparal Drive and Sunny Meadow Boulevard. Recommendations: 1. That the site inspection report be received; and, 2. That the Manager of Traffic Services arrange for the implementation of painted crosswalks with enhanced markings on all three sides at the intersection of Sunny Meadow Boulevard and Chapparal Drive; 3. That the School Principal encourage students and parents, living on the east side of Sunny Meadow Boulevard, to utilize the crossing guard located at the south exit driveway to enter the school safely; 4. That the Manager of Parking Enforcement monitor the area for illegally parked vehicles; and, 5. That a crossing guard is not required at Sunny Meadow Boulevard and Chapparal Drive, as one is located south of the school.
