1 The Honorable Richard Alarcon Councilmember, District 07 City of Los Angeles 200. pring t. #470 Los Angeles, CA Thursday, December 20, 2012 ent via Fax and (213) R: Request to Complete Undeveloped Corners with ADA Landing Pads and Curb Cuts Dear Councilmember Alarcon: The Transit Coalition, along with the interns of the California tate University orthridge Transportation Tiger Team, has researched and documented transit connectivity and access in the ylmar Community. The research revealed that there are a number of unmet transportation access needs within the community due to undeveloped corners. The corners that need to be addressed are: -- Glenoaks and Bledsoe -- Glenoaks and Cobalt -- Hubbard and Borden and -- Hubbard and Dronfield Metro Bus Lines 230 and 236 were established after the Americans with Disabilities Act was passed. Therefore Metro was unable to offer stops at non-compliant, undeveloped corners. To address this situation, the City of Los Angeles needs to complete curb cuts, sidewalks and curbs. Line 230 intersects with Line 234 at Hubbard and Borden, where a transfer opportunity is desired, but not available. Line 236 travels along Glenoaks, but is not able to serve Guide Dogs of America and local schools and religious establishments due to uncompleted infrastructure. e believe that these projects are a good example of completing community access to all. Further, the completion will enable the mobility challenged to use the Metro Bus, rather than the more costly Access ervices. These proposals have been presented to the ylmar eighborhood Council and the Board recommended a position of support. 2 ylmar Area The ylmar neighborhood contains many streets with poor sidewalks that inhibit pedestrian mobility. The four intersections identified here represent a small but strategic selection, all with less than adequate pedestrian amenities. The Transit Coalition proposes upgrading select corners in the ylmar area that local bus lines do not serve as the corners are not properly suited for pedestrians getting on and off of buses. This is especially important for riders who rely on ADA (Americans with Disabilities Act) standards to make their trip easier or even possible. ome of the problems include dirt paths, eroded curbs, lack of curb cuts, narrow sidewalks, and obstructions on the sidewalk. As we identify these issues for each corner, a minimum recommendation for improvement will accompany the pictures along with a look at the surrounding sidewalk quality. ortheast an Fernando Valley Below is a map of the area containing all four intersections. 3 Completing ylmar treet Corners TIGR TAM Improving Mobility for veryone The Transit Coalition recommends the completion of undeveloped corners in the community of ylmar that prevent residents from using public bus service provided by Metro Bus Lines 230, 234 and 236. Bus Lines 230 and 236 were established after the Americans with Disabilities Act was passed. Therefore, where undeveloped corners exist, Metro is unable to make a stop to offer service. The corners that need to be addressed are: -- Glenoaks and Bledsoe -- Glenoaks and Cobalt -- Hubbard and Borden and -- Hubbard and Dronfield e believe that these projects are a good example of completing community access to all. By completing these corners for pedestrian access, Metro can add unserved stops to service these bus routes. Further, the completion will enable the mobility challenged to use the Metro Bus, rather than the more costly Access ervices. 3

4 Hubbard & Borden The intersection of Hubbard and Borden is a stop on Metro Bus Line 234, on Borden Ave., and needs a stop for Bus Line 230 on Hubbard t. The western corner of the intersection is the only one with a curb cut to the crosswalk, but Bus Line 230 boards passengers at a grassy patch with no landing pad. The southern corner has a cement sidewalk that turns to poor condition as it goes from the City of an Fernando to ylmar. Turning onto the Hubbard side the sidewalk becomes a narrow strip of cement after passing through a dirt patch. The corner also lacks a curb cut. The eastern corner is a stop for Bus Line 234. The street has a curb cut but there is no cement or landing pad for the bus stop and no curb cut for the crosswalk. This corner needs a stop for Bus Line 230. orth Corner The northern corner of the intersection is cement and has a retail store but no curb cut for the crosswalk. The Transit Coalition recommends finishing the eastern corner, adding a landing pad to the western corner, as well as adding a curb cut to the remaining corners that are without one to provide service along Hubbard. ast Corner est Corner Borden Ave7th t Hubbard t 4 outh Corner

6 Hubbard & Dronfield The intersection of Hubbard and Dronfield could be served by Metro Bus Line 230 traveling on Hubbard t. The north and west corners are complete with curb cuts and adequate sidewalks. The south corner has a curb, but with only a dirt walking path. A short distance from the corner, the dirt path becomes uneven and difficult to navigate. It also lacks a curb cut access to the crosswalk. The east corner is oddly shaped, narrows in parts, and lacks a curb cut access to the sidewalk. orth Corner The Transit Coalition recommends, at minimum, curb cuts at the eastern and southern corners, and finishing the southern corner to facilitate a bus stop. 8 Glenoaks & Bledsoe The intersection of Glenoaks Blvd. and Bledsoe t. could be served by Metro Bus Line 236 traveling along Glenoaks Blvd. The northern corner has a deteriorating curb and a dirt path. There is no landing pad for the bus or curb cut for sidewalk access. The eastern corner is all dirt and lacks a curb cut access to the street. The corner of the curb is deteriorating and the Bledsoe side is without a curb. The home property on the corner extends through the corner almost to the street. The southern corner has a curb, is paved and includes a curb cut. orth Corner The western corner is without a curb and deteriorated. The pathway is in the form of a dirt mound that is difficult to navigate. The Transit Coalition recommends at minimum curb cuts on all four corners, landing pads for the northern and southern corners to facilitate a bus stop. 10 Glenoaks & Cobalt The intersection of Glenoaks Blvd. and Cobalt t. is served by Metro Bus Line 236 traveling along Glenoaks Blvd. The northern corner is adequately constructed with a curb cut and cement walking path along both streets. The eastern corner has a deteriorating curb with no curb cut and a large tree obstructing movement. The mostly dirt path becomes very narrow as it turns onto Glenoaks Blvd., and becomes undefined on Cobalt t. The southern corner has another deteriorating curb with no curb cut for access to the sidewalk. The Cobalt t. side is cement, but the Glenoaks Blvd. side is a narrow dirt strip. orth Corner The western corner has no curb cut and is very narrow on the Glenoaks Blvd. half, with the home property extending almost to the street.
