Complete Streets are streets designed to accommodate all users, from pedestrians to drivers Complete Streets provide safe and efficient mobility however you travel Complete Streets emphasize the safety of the most vulnerable travelers and pedestrians Enhance streetscape and improve neighborhood Enhance streetscape and improve neighborhood vitality

4 WHY ARE COMPLETE STREETS GOOD FOR PHILLY? PEDESTRIAN SAFETY Every four hours a pedestrian is hit by a car in Philadelphia. Every 13 days a pedestrian is killed by a car. Complete Streets help make Philly safer.

5 WHY ARE COMPLETE STREETS GOOD FOR PHILLY? WE RE GROWING OLDER Our population is aging: in 2015 those 65 or older will make up 13.5%. From or older will grow 14.8% 75 or older will grow 12.2% 85 or older will grow 8.2% The elderly walk more and more slowly. Complete Streets help make Philadelphia a great place to live for our older residents.

6 WHY ARE COMPLETE STREETS GOOD FOR PHILLY? WE RE BIKING MORE Between 2000 and 2009, the percentage of workers who bike to work counted by the US Census grew by 151 percent. In Center City and South Philly, bike commuting rates are among the highest anywhere in the country, and rank among the Top 25 of 2,100 census neighborhoods across America. Complete Streets help Philadelphians travel safely no matter how they choose to get around.

7 WHY ARE COMPLETE STREETS GOOD FOR PHILLY? WE RE CHANGING Philadelphia s population is growing and its neighborhoods are changing. Complete Streets help Philadelphia adapt to changing needs of our constituents including more pedestrians, more seniors and more cyclists.

9 WHAT IS THE PURPOSE OF THE COMPLETE STREETS? Provide design guidance to implement Complete Streets Guidance, NOT strict standards Both advance and operationalize Philadelphia s sustainability iii initiativesi Build upon existing plans

10 WHAT THE HANDBOOK MEANS FOR Agency Staff can use the handbook in two ways When planning to improve a specific street, whether its for economic development or safety reasons, they can use the handbook to get ideas When reviewing internal and external projects, the handbook clarifies City priorities

11 WHAT THE HANDBOOK MEANS FOR Developers and engineers should use the handbook as a way to understand City standards before they design projects. By stating our standards up front, the handbook will actually make development easier. It helps the development community to know what to expect during a review and helps us move the needle in better street design with minimal cost implications.

12 WHAT THE HANDBOOK MEANS FOR Community groups can use this, both to better understand who is responsible for what, when it comes to street design and maintenance, but also to generate ideas for how they can improve streets in their neighborhood

14 COMPLETE STREETS COMPONENTS When we look at a Complete Street, we look at it from building line to building line, and then divide it into relevant components. Not every street has every component, but it s a good way for us to figure out what sort of options are available for a given street
