4 Southampton Little League Mission Statement It is Southampton Little League s mission to provide a safe and supportive environment, where all players are encouraged to participate. Southampton Little League coaches will cultivate skills of sportsmanship, teamwork, competition and fair play. Each player will be taught the fundamentals of baseball, allowing them to progress at each players own ability level. Southampton Little League is committed to a strong community where coaches, players, parents, spectators and volunteers work together so that we can all reach our goals. 3

5 Qualified Safety Plan Requirements 1. League Safety Officer: Ann Boulanger, on file with Little League Headquarters. 2. Southampton Little League will distribute a paper copy of this safety manual to all Managers/ Coaches, League Volunteers and the District Administrator. It will also be available on Southampton Little League website. 3. Emergency Plan: In case of an emergency please READ the Southampton Little League Emergency Procedure to the 911 operator. Southampton Little League Emergency Procedure will include: STEP by STEP instructions on how to properly give necessary information to 911 operator including The exact location or address of the emergency? o Include the name of the city or town, nearby intersections, landmarks, etc. as well as the field name and location of the facility, if applicable. Our address is: Cross-streets are : The telephone number from which the call is being made The caller s name What happened - i.e. a baseball-related accident, bicycle accident, fire, fall, etc. How many people are involved The condition of the injured person -i.e., unconscious, chest pains, or severe bleeding What help is being given (first aid, CPR, etc.) A Site Map identifying: o Location of fields, correctly named and placed with nearest roads, access gates, and any unique features o Location of first aid/aed location o Restrooms, mark handicap access, as well as water shut-off valves o Concession stands, with shut-off valves for gas, propane, water, electric main, etc. clearly marked and labeled o Telephone locations o Parking areas; label no-parking areas o Walkways for pedestrian crossing of roads, parking areas, etc. o Warm-up and practice sites, including bull pens, batting cages, practice fields. For emergencies such as concession stand fire or gas leak locate a place at your facility where teams and spectators should gather away from structures, like in the middle of an outfield or in a parking lot. 6 Emergency Contact Procedure Southampton Little League Police Medical Fire The most important help you can provide to a victim who is seriously injured is to call for professional medical help. Make the call quickly, preferably from a cell phone near the injured person. If this is not possible, send someone else to make the call from a nearby telephone. Be sure that you or another caller follows these steps. 1) First dial ) Give the dispatcher the necessary information. Answer any questions that he or she might ask. Most dispatchers will ask: The exact location or address of the emergency? Include the name of the city or town, nearby intersections, landmarks, etc. as well as the field name and location of the facility, if applicable. Our address is: Cross-streets are: The telephone number from which the call is being made? The caller s name? What happened i.e., a baseball-related accident, bicycle accident, fire, fall, etc.? How many people are involved? The condition of the injured person i.e., unconscious, chest pains, or severe bleeding? What help is being given (first aid, CPR, etc.)? 3) Do not hang up until the dispatcher hangs up. The dispatcher may be able to tell you how to best care for the victim. 4) Continue to care for the victim until professional help arrives. 5) Appoint someone to go to the street and look for the ambulance or fire engine and flag them down if necessary. This saves valuable time. Remember, every minute counts. 5

Background Screening: See Appendix page 28 The Southampton Little League will use the Official Little League Volunteer Application form to screen all of our volunteers. Managers, coaches, board members and any others, volunteers or hired workers, who provide regular services to the league and/or have repetitive access to or contact with players or teams must fill out an application form as well as provide a government-issued photo identification card for ID verification. This is done a yearly basis. Important: Anyone refusing to fill out the Volunteer Application is ineligible to be even a league member. 5. Fundamentals Training: At least one manager/coach from each team must attend the training. Every Manager/Coach will attend this training at least once every 3 years. February & March 2016 (Sundays and Thursdays) at The Batters Box in Westfield, MA 9

11 6. First Aid/CPR/AED Training: April 204 College Hwy Southampton, MA Southampton Little League will require at least one manager/coach from each team to attend. Every manager/ coach must attend this training once every 3 years. First Aid Training program will cover the basics and continue with up to date practices. A. Topics to be covered during first aid training are: PRICEs (Protection, Rest, Ice, Compression, Elevate and Support) Contusions Muscle pulls and strains Over-use injuries Sprains Fractures Injuries to small joints Facial injuries Injuries to teeth Eye injuries Insect bites and stings Heat illness Triage and Emergency Management Active motion Player is able to move the part themselves Active assistive motion Player is able to move with a little help from you; watch for warning signs like the player telling you it hurts to move) Passive motion the player s injured part is moved by someone else; be especially cautious with passive motion that you do not make the injury worse. B. Topics to be covered during CPR (Cardio-Pulmonary Resuscitation) and AED (Automatic External Defibrillator) Universal Precautions Chain of Survival Emergency Action Steps Rescue Breathing Chest Compressions Cardiopulmonary resuscitation (CPR) AED Use and Operation How to Manage Choking If you have proof of valid certification in first aid, CPR and/or AED, you do not need to attend this training, but copies of valid certification must be provided to safety officer. 7. Pregame Field Check: Managers/Coaches will be required to walk/ inspect the fields prior to practices and games. Umpires will also be required to walk the fields for hazards before each game. Hazards to beware of, but not limited to are: o Holes, damage, rough or uneven spots, slippery areas, and long grass o Glass, rocks, foreign objects o Damage to screens or fences, including holes, sharp edges, or loose edges o Unsafe conditions around backstop, pitcher s mound, or warning track 10

13 8. Facility Survey: See Appendix pages Southampton Little League will complete and update our Facility Survey yearly on-line. 9. Concession Stand Safety: See Appendix pages Menu shall be posted & approved by the Safety Officer and the League President. Concession Safety Procedures will be posted several times in stand. Southampton Little League Concession Stand Safety Procedures will cover: o Menu o Cooking o Reheating o Cooling and cold storage o Hand washing o Health and hygiene o Food handling o Dishwashing o Ice o Wiping clothes o Insect and waste control o Food storage and cleanliness No one under the age of 15 will be permitted to work in the concession stand. 10. Equipment Inspection: All equipment shall be inspected before each use. Regular safety inspection of equipment is essential. League Safety Officer and Coaches will inspect all equipment in the pre-season. Managers/Coaches will inspect equipment prior to each game. Pre-season: use required equipment checklist when inspecting equipment. Note any missing or damaged equipment. (See page 11) Be sure all equipment is Little League approved. Inspect all bats, helmets, and other equipment on a regular basis. Dispose of unsafe equipment properly. Keep loose equipment stored properly. Parents should be encouraged to provide safety glasses for players who wear glasses. Repair or replace defective equipment. Check all non-wood bats for a BPF (Bat Performance Factor) 1.15 marking. Rule 1.10 Check all bats for proper dimensions; must be no more than 33 inches long and no more than 2.25 inches in diameter. Rule

14 11. Accident Reporting Procedure: Southampton Little League will use the provided incident tracking form from the Little League website. What to Report: An incident that causes any player, manager, coach, umpires, or volunteer to receive medical treatment and/or first aid must be reported to the league safety officer within 48 hours of incident. When to Report: When to Report All such incidents described above must be reported to the Safety Officer within 48 hours of the incident. The Safety Officer is: Ann Boulanger who can be reached at How to Make the Report : See appendix page 32 Reporting incidents can come in a variety of forms. Most typically, they are telephone conversations. At a minimum, the following information must be given: Name and phone number of the person involved Date, time, and location of the incident As detailed a description of the incident as possible Preliminary estimation of the extent of any injuries Name and phone number of the person reporting the incident. Safety Officer s Responsibilities Within 48 hours of receiving the incident report, the Safety Officer will contact the injured party or the party s parents and: Verify the information received Obtain any other information deemed necessary Check on the status of the injured party In the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor s visit, etc.) will advise the parent or guardian of the Southampton Little League s insurance coverages and the provisions for submitting any claims. See appendix pages If the extent of the injuries are more than minor in nature, the Safety Officer shall periodically call the injured party to check on the status of any injuries to check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered closed (i.e., no further claims are expected and/or the individual is participating in the league again). 13

15 Southampton Preliminary Accident Form Junior Major Minor Instructional(1-3) Instructional(K) This form is for Little League purposes only. When an accident happens obtain as much information as possible. Send a copy of this form to the SLL Safety Officer and he or she will forward it on to Little League Headquarters. The reason for this form is to establish a record of all accidents prior to any lawsuits and to provide Little League Baseball, Incorporated and Crockett Merchants Little League with advanced information 14

16 12. First Aid Kit: Each Team will be issued an updated First Aid Kit at the beginning of each season. It is required to have the First Aid Kit at every practice and game. The manager for each team will sign off upon receiving and returning the first aid kit. Every first aid kit should include but not limited to the following items: Bandages sheer and flexible Non-stick pads assorted sizes Soft-Gauze bandages Oval eye pads Triangular bandage Hypo-allergenic first aid tape in dispenser 2-inch elastic bandage Antiseptic wipes First aid cream Instant cold pack Tylenol extra-strength caplets Scissors Tweezers First aid guide Contents card Disposable gloves 15

17 Southampton Little League First Aid Kit and Safety Manual Sign-Off Sheet Each Southampton Little League team will be issued a Safety Manual and First Aid Kit at the beginning of every season. The Manager will sign off, acknowledging that they have received the items with the understanding that the first aid kits should be returned to the Safety Officer at the end of the season. Other First Aid Kits and Safety Manuals are available in the concession stand at Conant Park and in the Norris Shed. The head umpire will receive copies of the Safety Manual and is responsible for going over the Safety Manual with all umpires prior to the season. Each Southampton Little League Manager is responsible for having their First Aid Kit with them at ALL games (during and post season). I acknowledge that I have received a Safety Manual and First Aid Kit. I will have them in my possession during all practices, batting cage practices and ALL games (during and post season). I understand that the purpose of the First Aid Kit is to provide necessary items to help treat an injured player until professional help arrives, if need be. Enforcing Little League Rules: Southampton Little League will require ALL TEAMS to enforce Little League Rules including: refer to individual positions responsibilities Managers/Coaches Code of Conduct o No Alcohol o No Tabaco Products o No Profanity o Sign Volunteer Code of Conduct Proper Equipment for catchers o Athletic supporter all male players Rule 1.17 o Metal, fiber, or plastic type cup all male catchers Rule 1.17 o Catcher s helmet and mask, with dangling throat guard; NO skull caps all catchers; must be worn during pitcher warm-up, infield practice, while batter is in box o Catcher s mitt all baseball catchers Rule 1.12 o Chest protector and leg protectors all catchers; must be worn while batter is in box; long model chest protector required for Little League (Majors) and younger catchers No On-Deck batters Rule 1.08 o The on-deck position is not permitted in Tee Ball, Minor League or Little League (Majors) Division o Only the first batter of each half-inning will be allowed outside the dugout between the half-innings in Tee Ball, Minor League or Little League (Majors) Division o Fenced in areas MAY NOT be used for an on-deck batter o On-Deck batter should have helmet on and ready, but MAY NOT pick up a bat until they are headed to home plate for their turn at bat Managers/Coaches will not warm up pitchers Rule 3.09 o Managers or coaches must not warm up a pitcher at home plate or in the bull pen or elsewhere at any time. They may, however, stand to observe a pitcher during warm-up in the bull pen. Bases will disengage on all fields Rule 1.06 No shoes with metal spikes or cleats for t-ball, instructional or minor league permitted. Shoes with MOLDED cleats are permitted Rule 1.11(h) No jewelry allowed. This includes, but not permitted to rings, watches, earrings, necklaces etc. MEDICAL ALERT jewelry is permitted Encourage protective eyewear for a nearsighted player o Protective eyewear lenses should be made of polycarbonate material. Encourage use of face guard on all batting helmets Encourage use of all infielders wearing helmet with face guard Encourage use of all players wearing mouth guards Use a double first base Use protective/padded fence tops Use warning tracks in outfield 17

19 Southampton Little League Code of Conduct All board members, coaches, players and spectators shall adhere to the following: Drive SLOW in roadways and parking lots while attending any Southampton Little League function. Watch for small children around parked cars. No Alcohol consumption during a game or practices, in any parking lot, field, or common areas within the Southampton Little League. No Smoking or Tobacco products of any kind (including spit tobacco) allowed in any common areas within the Southampton Little League fields. No Playing in parking lots at any time. No Playing on and around lawn/maintenance equipment. No Profanity allowed in any parking lot, field, or areas within hearing of players. No Swinging Bats or throwing baseballs at any time within the walkways and common areas of the Little League fields. No throwing balls against dugouts or against backstop. No throwing rocks and no climbing fences. Only a player on the field and at bat may swing a bat (Ages 5-12). A minimum of one adult (Manager/Head Coach/Coach) must be present at all practices. Managers/Head Coaches/Coaches must model good sportsmanship. Observe all posted signs. Players and spectators should be alert at all times for Foul Balls and Errant Throws. During game, players must remain in the dugout area in an orderly fashion at all times. After each game, each team must clean up trash in dugout and around stands. No children under age of 15 are to be permitted in the Snack Bars Lay a hand upon, push, shove, strike, or threaten to strike an official. Be guilty of heaping personal verbal or physical abuse upon any official for any real or imaginary belief of a wrong decision or judgment. Be guilty of an objectionable demonstration of dissent at an official s decision by throwing of gloves, helmets, hats, bats, balls, or any other forceful unsportsman-like action. Be guilty of using unnecessarily rough tactics in the play of a game against the body of an opposing player. Be guilty of a physical attack upon any board member, official manager, coach, player or spectator. Be guilty of the use of profane, obscene or vulgar language in any manner at any time. Appear on the field of play, stands, or anywhere on the Little League complex while in an intoxicated state. Intoxicated will be defined as an odor or behavior issue. Be guilty of gambling upon any play or outcome of any game with anyone at any time. Smoke while in the stands or on the playing field or in any dugout. Smoking will only be permitted in designated areas which will be 20 feet from any spectator stands or dugouts. 18

20 Be guilty of publicly discussing with spectators in a derogatory or abusive manner any play, decision or a personal opinion on any players during the game. As a manager or coach, be guilty of mingling with or fraternizing with spectators during the course of the game. Speak disrespectfully to any coach, official or representative of the league. Be guilty of tampering or manipulating any league rosters, schedules, draft positions or selections, official score books, rankings, financial records or procedures. Challenge an umpire s authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to and including expulsion from the game. It is suggested that parents, guardians, coaches, umpires and older players sign up for Little League Newsletter. DO NOT LEAVE FIELD UNTIL ALL TEAM PLAYERS HAVE BEEN PICKED UP!!! The Board of Directors will review all infractions of the Code of Conduct. Depending on the seriousness or frequency, the board may assess additional disciplinary action up to and including expulsion from the league. I have read the Southampton Little League Code of Conduct and promise to adhere to its rules and regulations. League Player Registration Data or Player Roster Data and Coach and Manager Data: League Player Registration Data or Player Roster Data and Coach and Manager Data may be submitted via the Little League Data Center at Including player, manager and coach data in the ASAP, it allows Little League the ability to provide coaches with important safety information and initiatives prior to and during the current playing season. 15. Qualified Safety Plan Registration: See Appendix pages Your Safety Plan will not be shown as received without a Qualified Safety Plan Registration Form. 16. Duties of Managers/Coaches: Pre-Season o Managers obtain and sign off on First Aid Kit (supplied by Southampton Little League) and Safety Manual o Sign Volunteer Code of Conduct o Attend mandatory training on first aid/cpr/aed o Attend fundamentals training o Check field and equipment to ensure that it is in proper working order report any defective equipment to Safety Officer. (see page 6) o Obtain medical release forms for all of your players o Contact your team s players relaying providing any information pertaining to the upcoming season. During Practices o Always have first aid kit, medical release forms and Safety Manual accessible o Make sure there is an accessible working phone o Make sure ALL equipment is in proper working order o Cover the basics of Safe Play with his/her team on or before the first practice o Teach players the fundamentals (catching, fielding, hitting, throwing ) of the game while encouraging safety o If sliding is permitted, teach players how to slide before season begins o Suggest that ALL players bring water bottles to practices and games, explaining the importance of staying hydrated (see hydration section) o Suggest that ALL players apply sunscreen 20

22 o Notify parents/guardians and Safety Officer if a child was injured during practice. Refer to Section 11 page 7-8 o Notify parents/guardians if child becomes ill during a practice o Encourage players to wear the proper protective gear (helmets, mouth guard ) o Warm up players Proper stretching Light jog around field Light/medium then regular throws at short and long distances Field ground balls and pop ups o Report any safety issues that occurred before, during or after practice to the Safety Officer o Encourage use of proper sunscreen use and hydration during practice Pre-game o Always have first aid kit, medical release forms and Safety Manual accessible o Make sure there is an accessible working phone o Complete Pre-Game Field Check list (see page 6) o Check all equipment to ensure proper working order o Make sure all players remove jewelry o Make sure ALL players are wearing proper equipment o Warm up players Proper stretching Light jog around field Light/medium then regular throws at short and long distances Field ground balls and pop ups During Game o Be organized o Make sure all players carry glove and other equipment off field and into dugout area when their team is up at bat. No equipment should be left in field (fair or foul territory) 21

23 o Keep players seated unless they are participating in game or preparing to enter the game. o Make sure players are wearing proper equipment (helmet, mitt, cup ) o Obey the No On-Deck batter rule. Keep players behind screen at ALL times. NO PLAYER SHOULD HAVE A BAT IN THE DUGOUT AREA! No player should swing, wave or motion a bat in dugout area. Bats are to remain in the bat rack or equipment bag until the player is up at bat. o Keep players off the fences o Have players drink often to avoid dehydration (see hydration section for dehydration symptoms) o DO NOT play sick or injured children o Encourage players to do their best, but not expect them to do better than they are capable of Post-game o Conduct cool down stretches inform any pitchers and catchers of any special after game care instructions (icing shoulder and icing knees) o Communicate any information pertaining to upcoming practices or games o Discuss any safety issues that occurred before, during or after the game with Safety Officer o Return field to pre-game condition o Report any injuries to Safety Officer and fill out accident report Appendix D 17. Umpire Duties: o DO NOT LEAVE FIELD UNTIL ALL PLAYERS HAVE BEEN PICKED UP Pre-game o Check equipment in dugouts of both teams, equipment that does not meet specifications must be removed from the game. Helmets must not have cracks. Bats with dents, or that are fractured in any way, must be discarded o Make sure catchers are wearing helmets when warming up pitchers. o Run hands along bats to make sure there are no slivers. o Make sure that bats have grips. o Make sure there is foam inserts in helmets and that helmets meet Little League NOCSAE specifications and bear Little League s seal of approval. o Walk the field for hazards and obstructions (see page 6) 22

24 o Check players to see if they are wearing jewelry. o Check players to see if they are wearing proper cleats. o Make sure that all playing lines are marked with non-caustic lime, chalk or other white material easily distinguishable from the ground or grass. o Secure official Little League balls for play from both teams. During Game: Umpires shall: o Govern the game as mandated by Little League rules and regulations. o Check baseballs for discoloration and nicks and declare a ball unfit for use if it exhibits these traits. o Act as the sole judge as to whether and when play shall be suspended or terminated during a game because of unsuitable weather conditions or the unfit condition of the playing field; as to whether and when play shall be resumed after such suspension; and as to whether and when a game shall be terminated after such suspension. o Act as the sole judge as to whether and when play shall be suspended or terminated during a game because of low visibility due to atmospheric conditions or darkness. o Enforce the rule that no spectators shall be allowed on the field during the game. o Make sure catchers are wearing the proper equipment. o Continue to monitor the field for safety and playability. o Make the calls loud and clear, signaling each call properly. Post-game: Umpires shall: 18. Safety Officer Duties o Check with the managers/coaches of both teams regarding safety violations. o Report any unsafe situations to the Safety Officer by telephone and in writing. The main responsibility of the Safety Officer is to develop and implement Southampton Little League s safety program. Some of the Safety Officer s duties include, but are not limited to the following: Pre-Season: o Schedule First Aid/CPR/AED training class for all Southampton Little League volunteers o Distribute First Aid Kits and Safety Manuals to Managers/Head Coaches 23

25 o Conduct background checks on all Southampton Little League volunteers o Inspect concession stand and it s fire extinguishers o Instruct concession stand workers on how to properly use fire extinguishers o Check field, dugouts, spectator areas, and equipment and first aid kits. List any areas that need attention o Update and post Southampton Little League Safety Plan and Emergency Contact Numbers in dugouts, concession stand and equipment sheds Season o Make spot checks at practices and games to make sure Managers and Coaches have First Aid Kits o Resolve any unsafe or hazardous conditions once it has been brought to his/her attention o Keep a First Aid Log, listing any accidents or injuries that occur, where they occur, to whom did they occur, what time did they occur and in which division o Track all injuries and near hits to identify potential hazardous areas o Assist parents and individuals with insurance claims. Act as their liaison between the insurance company and the parents and individual o Explain insurance benefits to claimants and assist them in filing proper paperwork Post-Season o Correlate and summarize data in the First Aid Log and determine how to prevent injuries and accidents from occurring again o Retrieve First Aid Kits from all Managers o Restock First Aid Kits 24

26 19. Hydration: Hydration of players is EXTREMELY important. Tips for staying hydrated: Managers/Coaches should schedule a drink break every minutes during practices and hot days Drink water before, during and after a practice or game Water is the best choice, but flavored drinks like sports drinks or fruit juice should contain less than 8% carbohydrates and fruit juice should be diluted 50% with water. A drink with high carbohydrate levels may cause stomach cramps, nausea and diarrhea. Symptoms of dehydration: Dry mouth Sleepiness or fatigue Extreme thirst Headache Confusion Dizziness or lightheaded feeling No tears when crying 20. Heat Stroke Heat stroke can be described as a form of hyperthermia, a condition where the temperature of the body increases due to the body s inability to regulate temperature properly. Symptoms of Heat Stroke o High temperature of body o No sweat even under extreme exertion and hot climate; accompanied with flushed dry skin. o Fast or rapid palpitation o Respiration difficulties o Hallucination o Poor concentration or confusion o Agitation or anxiety o Delusion or disorientation o Seizures, also sometimes referred to as fits. o Coma o Queasiness/Vomiting o Headache o Dizziness o Exhaustion o Weakness o Spasm or aches in muscles 25

27 Treatment for Heat Stroke o CALL 911 o Seek immediate treatment in order to prevent damage to organs. o Take to a shady place o Try to remove clothes to make him/ her feel relaxed o Pouring cold water on the victim s body may help in reducing heat o Apply ice packs around the groin region and under armpits o Monitor the body temperature if thermometer is available and continue with cooling the body of the victim until his/ her body temperature lowers to 101 or 102 Fahrenheit Preventing Heat Stroke o When the temperature is high CANCEL the game/practice o Wear Sun screen of SPF 15 or higher o Wear light colored, loose fitting clothes. o Drink lots of water; carry a bottle of water with you. Heat related illnesses are not just due to high temperature but also due lack of salt in the body. Water and sports drinks can replenish the salt that is lost through sweating. o Complete outdoor activities before 11:00 am and after 5:00 pm o Drink water or healthy fluids every 15 to 20 minutes, even if you are not thirsty. Check the color of your urine, if it is dark colored; you are dehydrated. If the urine is pale colored, you are good. 21. Weather Conditions: Spring in Western Massachusetts can bring unpredictable weather; best thing is to prepare for the unexpected. So, in case the weather turns ban or unsafe here are some guidelines: Rain o Assess the strength of the rain; is it drizzling or a down pour? o Decide which direction the storm is headed; is it moving away or towards the playing area? o If conditions become unsafe, stop the game practice Lightning: IF YOU CAN HEAR THUNDER OR SEE LIGHTNING GAME/PRACTICE!!! THE o Stop game or practice IMMEDIATELY! o Determine which direction the storm is traveling (toward or away from fields) o Take shelter o Stay away from metal, including bats, fences and bleachers 26

Severe Weather Evacuation Plan o Have players WALK quickly to their parent or guardian o Depending on direction and conditions of the storm, instruct players if game/practice will be delayed or cancelled All players will return to dugout and wait for parents to come and get them If player s parents are not physically at the game, the Manager is responsible for evacuating that child Once parents have taken their child from the dugout area, they are to proceed in a calm and orderly manner to their vehicles Drivers will then proceed slowly and cautiously out of the area, observing posted speed limits CONDITIONS UNIQUE TO CONANT PARK AND LABRIE FIELD FACILITIES The bordering properties to the north of the Majors Field at Conant Park and to the west of Labrie Field are Wetlands. NO ONE is allowed in the Wetland property at ANYTIME! If a child should persist at playing over near the Wetlands, it is the Managers/Head Coaches/Coaches responsibility to make sure the player is reprimanded. The Safety Officer and the Board of Directors should be notified of repeat offenders. 27
