2 May, 6 Definitions RISC - RISC is an acronym for "Rapid Incident Scene Clearance". This is an innovative program developed by FDOT that helps the incident response community to meet the Florida's Open Roads Policy goal of safely clearing major highway incidents and truck crashes in 9 minutes or less. It is an incentive-based towing service program that requires specialized equipment and trained operators to quickly remove wreckage from the roadway. ESS - ESS is an acronym for "Emergency Stopping Site". ESS are improved areas located on the state right-of-way near the freeway mainline that are used by motorists, Road Rangers, law enforcement, fire rescue, and other public service vehicles as a safe location to temporarily relocate from the interstate. SBCS - The Safety Barrier Cable System is a continuous string of instrumented cables along the right-of-way fence on Alligator Alley on I-75. If a vehicle runs off the roadway and hits the cable, an alert is sent to the RTMC which allows for quick response to that incident. Incident - An incident is an unplanned traffic occurrence that blocks lanes of travel, causes an abnormal traffic disturbance, or requires DMS activation. Examples of incidents include crashes, abnormal delays, emergency road work, road closures, flooding, police activity, child abduction alerts, etc. ** Please note that pre-planned road work and normal rush hour delays are not considered incidents. Event - An event is any roadway activity that is recorded by the including lane blocking incidents, congestion, scheduled construction, emergency road work, shoulder lane closures, disabled vehicles, abandoned vehicles, etc. Emergency Road Work - This is an event type that describes situations where non-scheduled road work is necessary or whenever normally scheduled road work remains active past 6 AM or 4 PM on weekdays (into the potential rush hour time frame). Road Ranger Events - Number of events in which a Road Ranger was dispatched and/or arrived on scene. Road Ranger Assists - Number of activities performed by the Road Rangers when on the scene of an event. Incident Levels: Level - Incidents of any duration that do not close travel lanes (shoulder incidents, delays, event delays, etc.) or the "Start Time" to "Clear Time" duration of a lane closing (not road closing) incident is estimated to be < 3 minutes. Level - The "Start Time" to "Clear Time" duration of a lane closing incident is estimated to be 3 minutes or greater but less than hours. This does not include a full closure of the roadway. Level 3 - The "Start Time" to "Clear Time" duration of a lane closing incident is estimated to be hours or greater or all travel lanes are blocked on any roadway or ramp. Significant area-wide congestion is expected (but not necessary). Please note that all times in this report are in HH:MM format except where specifically noted. Page of 6
