2 October 18: Highlight Reel The ICM operators worked 8,48 events for the month of October, which is higher than the year to date average of 6,1 events per month. ICM Traffic Signal Engineers implemented 16 diversion routes during October. D Road Rangers assisted on 4,997 events, which is up from the yearly average of 3,893 as per SunGuide s Road Ranger Assist Report. As recorded in SunGuide, Road Rangers aided approximately 2,496 disabled vehicles for the month of October which is up from the year to date average of 1,91 disabled vehicles per month. Along I-4, 124 crashes met the Open Roads Policy whereas crashes did not meet the policy. The RTMC assisted on 337 construction events during the month of October, which is up from the year to date average of 283 events per month. The report shows a relation between the number of crashes with lanes blocked and the increase or decrease in the PTI. Segments where elevated crashes with lanes blocked are higher than show an increase in the PTI as in previous months. 7am is the busiest hour during the week for the month of October; while on the weekend it s pm. Due to the increase of crashes with lane blockage for October, the secondary crashes have increased as it compares to September. October shows the highest number of secondaries observed for 18. October s Average Roadway Clearance Times have decreased this month from the yearly average of 38.7 minutes to 37.1 minutes. 3 RISC events occurred in the month of October which pushes our yearly total to 23. The for westbound I-4 near Disney during PM Peak has increased by 21% Crashes with lane blockage have increased for both eastbound and westbound from I-4 between mile marker 8 and mile marker 114 as compared to October of 17. Device Availability has leveled out at 98% over the last months according to the Maintenance and Inventory Management Software. We continue to work with local agencies to resolve the issues which are impacting the travel time and travel time reliability on SR and US 441. There are two locations on US 441 with remaining critical detection issues out of the five we had previously reported. The temporary signal on US 441 at I-4 WB ramp has been brought into the ATMS system, and coordinated timings have been updated to match the adjacent Orange County intersections. Construction on SR-423, US-17/92, SR 482 and the I-4 Ultimate project impacted travel times on those corridors. Page 1

3 October 18: Monthly Narratives ICM in Action #1: Vehicle Fire on SR-28 EB A crash resulted in a vehicle fire on SR-28 EB at Exit 24 on the morning of October 2 th. At :26am, a tractor-trailer carrying wooden doors jackknifed, striking a Jersey barrier and catching fire. All eastbound lanes were blocked while the left and right shoulders remained open. After being informed of the incident by a passing Road Ranger, ICM Operators immediately contacted Orange County TMC and FHP. The ICM Supervisor quickly published a floodgate, DMS, and FL11 messages to inform motorists of the incident. DMS messages were posted on SR-417 for southbound and northbound motorists and through coordination, Turnpike assisted by posting messages back to I-4 (MM ) at :48am. Floodgates, DMS, and FL11 messages were updated constantly throughout the incident, insuring motorists were informed of the situation at all times. At 11:am, ICM operators were told Orange County notified the Road Ranger on scene that traffic will be redirected to Innovation Way. Road Ranger (OR1) was then asked to assist Orange County with managing the detour. At 11:26am, the incident officially became a COIN event since the interstate highway had been closed for more than an hour. The left lane was blocked for repaving due to fire damage and the off ramp was closed for an extended period for debris cleanup. The damage was fully repaired and all lanes were reopened at 6:am. The closure lasted 19 hours and 24 minutes, but thanks to efficient cooperation between the RTMC and various maintaining agencies, negative impact on traffic was minimized and Innovation Way was effectively utilized as a detour to ease congestion in the area. ICM in Action #2: Eight-Vehicle Crash on I-4 WB A crash on I-4 WB at MM 98/Lake Mary Blvd shut down all westbound lanes for more than two hours during the morning of October 29 th. The incident occurred at 8:2am and resulted in a multi-vehicle rollover crash. The vehicles involved included a tractor-trailer and a cement pump truck. All westbound lanes were immediately blocked. ICM operators coordinated with DBi to get a Road Ranger on scene as quickly as possible once the crash was verified on camera. The ICM Supervisor published a floodgate, DMS, and FL11 message back to MM 119 to inform motorists of the incident and suggest alternate routes. The ICM Traffic Signal Timing Engineer identified viable workarounds and implemented diversion routes for the arterials at 8:37am on Lake Mary Blvd, US-17/92, SR-434, and on SR-46A at 9:7am. At :9am, all lanes were opened. The duration of the closure was 2 hours and 24 minutes and the incident resulted in three injuries. Page 2

4 October 18: Monthly Narratives ICM in Action #3: Crash at SR-436 EB A crash on SR-436 EB at Hunt Club Blvd resulted in two lanes blocked on October 12 th. At 11:1am, ICM Operators were made aware of the incident which had resulted in major injury. The Seminole County TMC was immediately notified of the crash. Wasting no time, an ICM Supervisor published floodgates, DMS, and FL11 messages at 11:17am. Local PD and Fire Rescue were on scene by 11:21am. Upon noticing the severity of the incident, the ICM Traffic Signal Timing Engineer put the intersection of SR-436 and Hunt Club Blvd in free and adjusted signal timings until the lanes were opened and the incident was cleared. The incident was fully cleared at 12:23pm. The quick thinking and timing adjustments helped ensure traffic continued to flow as smoothly as possible until the additional congestion was fully cleared. ICM in Action #4: Construction Worker Injury Shuts Down Two Exits on I-4 EB A construction worker was injured in a work area at the Par St off ramp (Exit 86) from I-4 EB the afternoon of October 17 th. Emergency vehicles arrived on scene shortly after and their presence forced the temporary closure of two exits. At 4:16pm, emergency vehicles were spotted on I-4 EB, on the ramp to Princeton St (Exit 8). ICM Operators notified Orlando PD, Fire Rescue, and I-4 Ultimate Road Rangers shortly thereafter. While no lanes were blocked on I-4 EB, Exit s 8 and 86 were closed. The ICM Supervisor updated the floodgate, FL11 message, and DMS to inform motorists of this. The ICM Traffic Signal Timing Engineer activated a diversion plan (441) at Lee Rd at 4:pm to help flush ramp traffic. Ramps were reopened at :11pm. Major exits being shut down on I-4 can cause far-reaching problems, especially during or near hours of high-traffic volume. Working to redirect traffic to the Lee Rd exit ensured the congestion caused by the closure of Exits 8 and 86 was minimized until the incident could be resolved. ICM in Action #: All-Lane Closure on I-4 WB A crash on I-4 WB at Maitland Blvd shut down all westbound lanes the afternoon of October 18 th. At 12:39pm, a crash involving four vehicles and a semi-truck shut down all lanes on I-4 westbound at Maitland Blvd. FHP was promptly notified and the ICM Supervisor immediately published a floodgate, DMS, and FL11 messages. ICM Operators informed I-4 Ultimate Road Rangers of the incident and they assisted Fire Rescue with utilizing the I-4 WB on-ramp to go the wrong way to reach the scene as fast as possible. Local PD arrived on scene at 12:46pm. At 1:1pm, an entrapped motorist was extracted, though no injuries were reported. Congestion was identified from Seminole County on I-4 WB at Exit 92 (SR-436/Semoran Blvd) to Orange County on I-4 WB at Exit 9 (SR-414/Maitland Blvd). The ICM Traffic Signal Timing Engineer recognized that activating the PM plan an hour early would adequately flush out congestion which had built up along SR-434 and SR-436. Once all lanes were open and congestion eased, diversion plans were reverted back to normal operations. Page 3

There are two locations on US 441 with remaining critical detection issues out of the five we had previously reported. The temporary signal on US 441 at I-4 WB ramp has been brought into the ATMS system, and coordinated timings have been updated to match the adjacent Orange County intersections. Construction on SR 423, SR 482, US 17/92, and the Ultimate I-4 project impacted travel times on those corridors.
