8 Evolution of bicycle use in European cities [Albert de la Bruhèze, Verart, 1999] More quality for bicycle traffic Essential results: Cities with a high modal share in cycling have had a pro-active cycling policy for a long time. political settings of points from the 1930ies still have a bearing on the modal choice today Thus: political decisions taken today will continue to have an effect on the modal choice during decades!!!

9 Cycling use and cyclist safety stand and fall through the quality of cycling policy For the short term: unclear relation between cause and effect (chicken-and-egg problem) cycling policy is also a CAUSE of cycle use For the long term: relation between cause and effect is clearly visible cycle use increases because of continuous attention for the bicycle Quality of cycling policy Cyclist safety Cycle use

10 Our starting point Many cities/ towns/ regions are having a cycling policy nowadays, BUT No/ unclear/ no measurable targets Measures do not have the intended effects Inefficient measures Lack of coordination No balance between objectives and allocated resources The wheel is reinvented again and again Objectives are not reached or later than scheduled An effective & efficient cycling policy is a complex task! How can it be safeguarded?

11 Our intention: To help local and regional authorities to improve their cycling policies and to help them to tap the full potentials of cycle use Our objective: To develop a European standard for the quality management of cycling policies (with support from the EU and the cities, regions) Our idea: To transfer techniques of Total Quality Management to cycling policy

31 Cycle use BYPAD score = indicator for package of cycle measures! Starting point: every city has to find the right balans between infrastructure measures and promotion measures. Depending on the level of development the balans is more on infra or more on promo. But you always start and end with important infrastructure measures

32 Three types of cities 1. STARTERS, modal share of cycling < 10 % GOAL: Make cycling possible / comfortable / safe 2. CLIMBERS, modal share of cycling % GOAL: Convince more people to use the bicycle 3. CHAMPIONS, modal share of cycling > 20% GOAL: Keep people cycling
