4 Introduction The aim of this document is to further detail, specify and schedule all tasks planned within Work Package 5 over the project lifetime. It will determine responsibilities and procedures and will therewith contribute to an overall quality assurance process. WP5 is responsible for the dissemination of the contents and results of the project. It outlines dissemination planning, dissemination tools and the dissemination strategy for VeloCittà. WP5 has, as its overall scope, to co-ordinate the dissemination of the project and to provide support to all local sites. The main objectives are: To spread the knowledge of the project and of its contents across Europe in the broadest way; To directly communicate to the main target groups and key actors in a tailored way; To disseminate the results to potential multipliers. To guarantee the continuous availability of information on the Bike Sharing Workspace, also after the duration of the project. WP5 will follow a clear structure and will find its basis in the project dissemination plan (task 5.2), which will contain objectives, target groups, dissemination tools and the dissemination strategy as well as guidelines for local dissemination. The dissemination strategy will be subject to a dedicated dissemination workshop in the fall of It serves the preparation and the adaptation of the large-scale dissemination activities of the project and products during it s start phase. This concept for dissemination including Corporate Design guidelines will be also addressing the following deliverables: D5.2 Website for VeloCittà to be connected to the Bike Sharing Workspace (month 4); D5.3 6x Electronic newsletters (month 6, 12, 18, 24, 30, 36); D5.4 Project e-folder (month 9); D5.5 Project e-postcard (month 12); D5.6 Five on-line City E-Fact Sheet Magazines (month 35); D5.7 Final brochure / Final publishable report (month 35); D5.8 Final report on communication and dissemination (month 36). D European followers and 5 non-european followers present in the BSS database/workspace (month 34). At the end of the project a final report on dissemination and communication will be produced (D5.8) summarizing all the activities realised in the WP, which and how many products have been circulated to whom, and tracing some lessons against initial plans. Furthermore, this report will provide an overview on press releases and press review, as well as a summary on presentations at conferences, training seminars and other events. Leader VeloCittà

5 1. Tasks Most of the project dissemination work will be based on the fruitful communication, cooperation and coordination amongst all partners of the consortium. Results from the WP s 2, 3 and 4 will form the basis of the products in WP5. Co-operation and co-ordination with the other WP s is a key to success for a fruitful dissemination and communication work. 6 Task 5.1: VeloCittà Quality Advisory Board Task leader: DTV The Advisory Board stakeholders will be identified at the very beginning of the project by DTV in cooperation with all partners starting from: The list of stakeholders that expressed interest to the project activities through the signature of the Letters of Support (Section 4 Target Groups and Key Actors / Letters of Support ) and; Suggestions by the partners and the EC about participants to contact that should be invited to the Advisory Board as representative stakeholders of the countries in Europe. The composition of the Advisory Board will be announced at PMG2 and the board will be introduced in PMG3 The group will meet in total two times during the course of the project, in conjunction with the PMG meetings. Each event will be focused on a specific topic with a clear focus and clear goal to stimulate knowledge flow, discussions and problem solving among stakeholders. The last Advisory Board meeting will be arranged together with the Final Conference to present the project results. " Advisory Board meeting in conjunction with PMG 3. Specific topic: to be determined " Advisory Board virtual or phone meeting 3. Specific topic: to be determined The Quality Advisory Board will spread the information of VeloCittà throughout Europe. In order to do their task properly they will be kept informed of all documents and products that become available in WP5. Task 5.2: VeloCittà dissemination plan and Corporate Design (Task leader: Velo Mondial) This VeloCittà concept for dissemination will form the basis for all further dissemination activities. It will contain a clear description of the objectives, target groups, dissemination tools and the dissemination strategy how to satisfy best the certain needs of the target groups. Guidelines for local dissemination and local target group communication are elementary established locally. In order to connect to the realities of all partner cities WP5 will contact them individually to analyse which will be the best support to all sites and outline with them a clear strategy and structure o for local dissemination and communication o and the role of each partner o using all opportunities in the project Together we will develop a timetable that ensures following the approach in a coherent way, with performance indicators, as well as a monitoring system. In this way it can be clearly described with which dissemination tools the respective target group and market actors will be reached. Based on the project dissemination plan, the guidelines for local dissemination and local target group communication, all partners that are carrying out an application will develop their own local dissemination plan. It will follow the guidelines developed with them in the project dissemination plan and will contain the same elements as mentioned above. This dissemination concept and all related plans for local dissemination and local target group communication will be discussed during PMG2.

7 The WP5 leader will act as helpdesk for the application sites in terms of local dissemination and communication; all other leaders will have a role to play when it comes to questions from the partners. Therefore all WP leaders and maybe available other expert partners will register at the Work Space Expert Desk where partners can plan a meeting by using the Expert Contact List. This can happen as soon as the list in the Work Space will be available. The Corporate Design involves all dissemination items mentioned below and will also set standards for the local dissemination like: The design framework of local brochures, folders, other print products or presentations; The incorporation of local websites into the design of the project website; The incorporation right from the beginning of the project website into the Workspace; The use of project logos itself as well as project designs at any occasion; Provide templates for newsletter and print media for national language versions. Annexe 1 sums this up in: Corporate design guidelines / Style Guide Task 5.3: VeloCittà website (Sub-task leader: Velo Mondial) Based on the Corporate design guidelines / Style Guide project website will be developed by a sub-contractor of Velo Mondial. The website will contain o a description about the project in general o a download area o a link and contact section o news and event-announcements o a link to the Work Space Introductory texts and a description of VeloCittà and its key conclusions will be available in the national VeloCittà languages as well (DE, IT, PL, SP, NL, EN, HU). The respective partners will do the translation into the national languages. The website will be launched at the occasion of PMG2. Relevant translations will be made within 3 months after PMG2. To facilitate the communication between partners an internal management board will be installed. DTV will execute this task by month 6.

8 Work Space The project will also develop a Work Space as part of task 2.4, that is accessible through the project website menu. All deliverables will be on the project website, but more general messages stemming from the project will find their way to the Work Space and will be developed by Velo Mondial with an eye on accessibility. VeloCittà website will be linked through its Work Space to all important projects and networks concerning bike sharing systems and sustainable mobility and if possible vice versa. 9 Documentation level, integrating knowledge from various sources Task 5.4: VeloCittà e-communication (Task leader: Velo Mondial) VeloCittà Electronic Newsletter The newsletters will contain all information about VeloCittà throughout the entire project and will in principle be issued every six months, provided there is enough news available. It will be a compilation of the VeloCittà Blog that will be developed continuously in the Work Space. o The newsletter will be provided in English in the VeloCittà design; a locally flavoured VeloCittà template will be developed with each partner allowing them to translate the contents, compose the News Letter in cooperation with Velo Mondial and sending a newsletter in the respective national language to their constituents. o This Newsletter is part of the local Dissemination Plan o The VeloCittà Newsletter will be disseminated by the partners own channels and at conferences, workshops and other events. o To monitor the distribution of the newsletter by all partners, we will use mail chimp and we ask all the partners to send us the contacts to fill the mailing list. o Parts of the newsletters will also be used to in the City E-fact sheet Magazine. VeloCittà on-line City E-Fact Sheet Magazine VeloCittà will create five independent on-line City E-Fact Sheet Magazines, one for each City BSS project. Each city projects will fill the City Fact Sheet database developed by DTV in the Work Space. o with text, video s, pictures o according to a pre-designed structure by Velo Mondial o and as part of the Work Space prepared by DTV. The database will automatically fill the online the E-fact Sheet Magazines " in the template that Velo Mondial designed. Annexe 3 sums up the structure of the database. The E-fact Sheet Magazine can be read on-line and can o also be saved to pdf-format o and sent if so desired to relations of the city. Every City E-Fact Sheet Magazine will provide in-depth information about the city followed by chapters of which one focuses on the local Bicycle Share System and VeloCittà (to be provided by the city partners). This will be followed by a variety of paragraphs (e.g. on BSS Financing & organisation and BSS political involvement) including results of the project on the market segmentation: Commuters: with campaigns at public transport stations, incentives for holders of seasonal tickets, posters at mobility offices, personalized travel information etc; Employees: with activities for employees as users of BSS. The published methods will focus on companies, e.g. mailings, internal journals, company newsletter, training, as well as company events and information packages for employees;

10 Residents: with communication activities for old and new residents, in central and adjacent areas. For example, media campaign on the local radio, guided tours by bike or the distribution of information leaflets at new residential areas; Students: with tools and guidance focussing on information and awareness raising among students, e.g. photo competitions at the university or raffles and lotteries for students; Tourists: with tools that are targeting tourists, e.g. campaigns at tourist information centres or on the internet; The public results of the project website will also find a place in the City E-Fact Sheet Magazine, like the newsletter, fact sheets etc. Velo Mondial will provide the design of the City E-Fact Sheet Magazine. The design of the E-Fact Sheet Magazines allows for some couleur locale like pictures as well as the local BSS logo etc. and will thus become very recognisable and will fortify the local branding. The respective partners will fill the database when information becomes available. All EFact Sheet Magazines will grow throughout the project. The end result will establish an historical chapter on Bicycle Share Systems in the Final Report at the end of the project. Doing so, the City E-Fact Sheet Magazine is part of the local Dissemination Plan. The design of database (DTV) and magazine (Velo Mondial) will be done in such a way to also allow other cities than VeloCittà partners to be invited to start a City E-Fact Sheet Magazine. City E-Fact Magazines can be used for future continued publicity. Task 5.5: VeloCittà publications (Task leader: Velo Mondial) VeloCittà Project folder To present VeloCittà in the initial phase an e-folder will be prepared. Facts about the project Six pages, In English together with Lambeth and Southwark Translated in DE, IT, PL, SP, NL, HU by the respective partners The translated versions like the English version- will be available electronically for download The translated versions can be printed locally as hand-outs for events Doing so, the City E-Fact Sheet Magazine is part of the local Dissemination Plan. The folder will become part of the City E-Fact Sheet Magazine and of the VeloCittà Website. VeloCittà E-project postcard For the production of the E-postcard the project will use services like Ecardster or equivalent; Velo Mondial will select with the city partners relevant pictures and provide them with standard text. The text will a slogan that will become available in DE, EN, IT, HU, SP, NL and PL; additional text is up to the sender. The E-Card will be used part of the local dissemination plan to promote the VeloCittà project (weblink) and the local VeloCittà project, and is directed to the whole range of target groups and key actors of the project. VeloCittà final brochure / final publishable report At the end of the project a really publishable report will be produced The content and layout will ensure an easy access and understanding for the main target groups PDF electronic format with home print options. Providing a summary of the main achievements and recommendations of VeloCittà It will inform about effective communication and operation activities

11 It will include 6 final versions of City E-Fact Sheet Magazine with a link to the E-Fact Sheet Magazines from the non-partner BSS s. The brochure will be produced in English, but will be translated also into DE, IT, PL, HU, NL, SP by the respective partners Press work A media dissemination group will be established via the project website with online subscription options (DTV). An id (moderated by Velo Mondial) will be used to disseminate announcements to the media. All the achieved presswork and press clippings will be supplied by partners and made available on the VeloCittà website. Task 5.6: VeloCittà Followers in Europe and beyond (Task leader: DTV) Task: get at least 15 European followers and 5 non-european followers all in different M34 Followers and partners of VeloCittà will be registered in the database for the City E-Fact Sheet and will be asked to share information, joining webinars and the Workspace, be contact to other cities To reach followers and disseminate project results, DTV will participate in at least 3 European conferences during the project. We will also invite the cities in the EASME sister projects to register Followers will participate in activities and share information. In order to make this happen DTV Consultants together with Velo Mondial will create a BSS-Base per follower city project It will gather detailed data in the beginning and towards the end of the project; It will Describe objectives in every participating City / BSS project; This base can get it s expression in the City E-Fact Sheet Doing so, the City E-Fact Sheet Magazine is part of the local Dissemination Plan, also in follower cities. Task 5.7: Final Conference (Task leader: DTV) In the last year of the project we will organize -in combination with other final conferences of EASME sister projects- a final conference in Brussels in order to disseminate all the results and achievements of VeloCittà. All partners of VeloCittà will contribute to the organisation and the development of the final conference. Task 5.8: European communication, exploitation and transferability (Task leader: Velo Mondial) Velo Mondial will disseminate VeloCitta s results during the course of the project on at least 3 European conferences as well as on a number of national conferences for reaching a broad national and international public. The 5 E-Fact Magazines will remain on-line with solid information on their Bicycle Share Systems. They will be able to amend the information as they please in the period after the project period, so that new insights can continue to be disseminated.

34 Understanding VeloCitta VeloCittà replicates select behaviour changing approaches that have been tested and proven effective by other initiatives. We do this to address the problem s and target groups we have identified in cities with Bicycle Share Systems. We will develop approaches based on com m unication cam paigns and organisational & operational adjustm ents. & awareness In doing so, the project builds on and takes forward experiences and methodologies developed by previous and on-going initiatives. Their deliverables, where relevant to cycling, bike sharing and/or market segmentation will be an important part of the online Bike Sharing database and will provide crucial input to the VeloCittà campaigns. English German Italian Polish Spanish Hungarian Dutch W hat is VeloCitta? With more than 600 cities in 49 countries worldwide bike sharing has experienced an enormous growth and is one of the fastest ways to make energy efficient and sustainable transport available in urban area s. Are BSSs a success? Depends who you ask ; or as Bert van Wee, professor of transportation policy at Delft University of Technology, puts it in the same article any assessment of a bicycle program is highly dependent on your definition of success. In any case, Bicycle Share Systems can be effective in taking a first step towards a transition in transport, energy and the environment a transition that is needed in the next decades. But all the answers on how and with which effects exactly are not there yet. VeloCittà will contribute to finding these answers. VeloCittà seeks to change the travel behaviour of the public through two complementary approaches: Utilisation of user segmentation techniques to overcome perceptual and/or attitudinal barriers

35 Adoption of the most effective available operational solutions with regard to financial organisation and political involvement to improve the performance of the Bicycle Share Systems English German Italian Polish Spanish Hungarian Dutch Approach and activities The major outputs of this demonstration project: Communication campaigns aimed at target users designed and implemented in all case study sites, based on market segmentation reports stemming from analysis of specific key segments within target user groups (commuters, employees, tourists, students, residents) 5 fact-sheet (one per market segment) in many EU languages about effective communication activities to encourage the use of shared bikes and 2 fact sheets about optimising the BSS business case and the political involvement; A city based European (and World) Workspace on Bike Sharing Systems that finds its ongoing base after the project, including on-line Knowledge Centers on market segmentation/marketing campaigns and on organisation and operation of BSSs and including an on-line European Map on Bike Sharing Systems filled by the database A signed Political Statement by all five Demonstration site politicians 15 European follower cities / Bike Sharing schemes and 5 non-european followers present in the BSS database/workspace Articulated dissemination material, including 6 e-newsletters, Project Folder, Project E-Postcard, Project E-Brochure, 6 E-Fact Sheet-Magazines, and Final Project E-Brochure. English German Italian Polish Spanish Hungarian Dutch VeloCitta Objectives VeloCitta s objectives are: To draw on existing proven techniques to bring about behavioural change, leading to increased use of BSS through effective communication approaches in each of the six focus areas of the project. To improve the organisational and operational efficiency of the BSS in each of the six focus areas of the project, by addressing issues related to political involvement & commitment and financing & organisation To analyse and collate information on effective actions for increasing BSS use, and transfer knowledge and exchange experience between partners and other organisations engaged in VeloCittà and other organisations with existing BSS. To improve energy efficiency by shifting journeys currently undertaken by car and public transport to cycling, both by increasing the use of BSS and by increase the mode share of cycling across the case study regions, by increasing the visibility and acceptability of cycling. To analyse and assess the impacts of the project to spread information about the cost-effective opportunity represented by this type of investment for public mobility

36 To provide a permanent online Bike Sharing Workspace, a home for information and advice to cities on Bike Sharing Systems English German Italian Polish Spanish Hungarian Dutch Join VeloCitta Your city can join There is a lot of interest in the subject of improving the functioning of Bicycle Share Systems. Whether it is how to deal with implementation problems, making a solid business case or looking for (new) ways to set up effective campaigns. It is because of this interest and the mutual gain if cities become active followers, that we set the task to get at least 15 European followers and 5 non-european followers in all different countries by month 34 of the project. Doing so, we aim to attract attention for achievements in this field, for the benefit of other local BSS projects. The City BSS followers or partners of VeloCittà are registered (fact sheet) and have to commit to being an active follower in sharing information, joining webinars, member of the Workspace, contact to other cities within their country etc. The followers will participate in activities and share information such as: Awareness and communication approaches adapted and applied in each BSS; Organisational, financial, and technological approaches adapted and applied in each BSS; Documentation on communication and other behavior changing approaches available; Evaluation and dissemination of results. Evidence documented; Stakeholders and sponsors attracted targets to be quantified; More institutional support, targets to be quantified; New shared bikes, target to be quantified (optional); If you would like for your city to join VeloCitta and benefit from its results and want to know more, please us. English German Italian Polish Spanish Hungarian Dutch Dissem ination Advisory Board VeloCittà avails itself of a Quality Advisory Board comprising stakeholders and experts interested in receiving exposure to the progress of the project and conversely in exchanging knowledge on issues relating to BSS communication and operation. The experts of the Board provide the project with an opportunity to receive external validation of approach and results, whilst the supporting networks and associations amplify the outreach and replication potential of the project s dissemination campaign.
