1 Existing Roadway National Network Safety Analysis (6/4/2015 Revision) FRA and FRA PID This 8.82 miles project is on United States Route 23 (US-23) and United States Route 23 Directional Alternative (US-23DA) from Fulton Street to Indianola Avenue. The design speed and legal speed is 35 MPH except for the portion of US23DA over the Third Street viaduct. The segments on Rich Street between 3 rd St and 4 th St and on Hudson Street between Indianola Avenue and Summit Street have a functional classification of Urban Minor Arterial, while the remainder of the project is classified as Urban Principal Arterial. Project Description The following are the limits and proposed work within each section of the project: FRA Part 1 Third Street (US-23DA) from East Fulton Street (SLM 4.25) to Chestnut Street (SLM 3.26) resurfacing, repairs, and addition of a bike lane (0.99 miles) Fourth Street (US-23) from East Fulton Street (SLM 10.83) to I-670 Off-ramp (SLM 12.11) resurfacing, repairs, and addition of a bike lane (1.29 miles) Rich Street from Third Street to Fourth Street resurfacing and repairs (0.09 miles) FRA Part 2 Third Street / Summit Street (US-23DA) from Chestnut Street (SLM 3.25) to East Hudson Street SLM (0.00) resurfacing, repairs, and addition of parking lanes, a bike lane, and a two-way cycle track (3.25 miles) Fourth Street (US-23) from I-670 Off-ramp (SLM 12.11) East Hudson Street (SLM 15.08) resurfacing, repairs, bridge maintenance, and the addition of parking lanes and a bike lane (2.97 miles) Hudson Street (US-23) from Indianola Avenue (SLM 15.31) to Fourth Street (SLM 15.08) resurfacing and repairs (0.23 miles) Multiple portions of this project have existing and/or proposed lane configurations that do not provide at least one 12 wide lane in each direction as required by FHWA for a National Network route. These portions are described below, and detailed sections are provided in Appendix A. Third Street from Fulton Street to Chestnut Street currently has three 10 lanes and two 11 outside lanes and is proposed to have three 11 lanes where on-street parking is provided on Page 1 of 14 6/4/2015

2 National Network Safety Analysis for FRA and FRA PID one side and two 11 lanes with one 10 lane where on-street parking is provided on both sides. Also, the Third Street approach to Chestnut Street will have three 11 through lanes, but the rest of the Third Street viaduct south of Warren Street will have at least one 12 lane. Summit Street from Warren Street to 11 th Avenue currently has a 12 lane, an 11 lane, and a 15 lane but is proposed to have two 11 lanes. Between 11 th Avenue and Hudson Street, Summit Street currently provides two 12 lanes and a 10 lane but is planned to have two 11 lanes. Fourth Street from Fulton Street to Mt. Vernon Avenue currently has three 10 lanes and two 11 outside lanes and is proposed to have two 11 lanes and one 10 lane from Fulton Street to Rich Street and from Town Street to Capital Street. Between Rich Street and Town Street, there will be three 11 lanes. From Capital Street to Lafayette Street, there will be three 11 lanes, and from Lafayette Street to Naghten Street, there will be four 11 lanes. From Naghten Street to Mt. Vernon Avenue, there will be two 11 lanes and two 12 lanes. Fourth Street from Mt. Vernon Avenue to Warren Street currently has at least one 12 lane and will continue to do so except for the approach to Goodale Street, where four 11 lanes will be maintained. From Warren Street to Chittenden Avenue, two 12 lanes and one 14 lane exist and two 11 lanes will be provided. From Chittenden Avenue to Wyandotte Avenue, two 12 lanes and one 10 lane will be replaced with two 11 lanes. From Wyandotte Avenue to Hudson Street, two 11 lanes and one 10 lane are present and will be replaced with two 11 lanes. Hudson Street from Indianola Avenue to Fourth Street currently has four lanes that are 10 wide or less except for the approaches to the two intersections. The approach to Indianola Avenue has two 12 lanes and two 10 lanes, while the approach to Fourth Street has a 14 lane, two 13 lanes, and a 12 lane. The existing lane configuration will be maintained with this project. The houses and businesses through this corridor are in close proximity to the roadway and provide a commercial and neighborhood character that is inconsistent with wider lanes. The proposed lane configurations will meet the traffic, parking, pedestrian, and bicycle needs of the corridor while enhancing its livability and commercial viability. This analysis will examine the traffic and crash patterns along US-23 and US-23DA from Fulton Street to Indianola Avenue. Rich Street between 3 rd Street and 4 th Street is not on the National Network and will not be analyzed. This analysis will be focused specifically on truck traffic and safety patterns. Existing and proposed typical sections are shown and discussed where appropriate in Appendix A. Additional detail is provided in Appendix E showing the lane configuration of Third Street and Fourth Street in the area of their interchange with I-670. Page 2 of 14 6/4/2015

3 National Network Safety Analysis for FRA and FRA PID Traffic Generators Below is a discussion of facilities that may generate a high volume of large vehicles used for Interstate Commerce within ½ mile of the project limits. Due to the long length of the project, the project area has been divided into five subareas for the purposes of this discussion. The map in Appendix D shows the boundaries of these areas as well as the location of National Network and NHS routes relevant to the project. Area A The area bounded by I-670, North High Street, and Fourth Street is residential in character with some small scale retail development. The area west of High Street within 0.5 miles of Summit Street is also residential except for portions of The Ohio State University and the OhioHealth Rehabilitation Hospital, both of which are more likely to be served by trucks coming from SR- 315 rather than US-23. There are no other facilities in this area that generate a high volume of large vehicles used for interstate commerce. Area B On the east side of Fourth Street is a major freight rail line that varies from 350 feet east of Fourth Street to 0.25 miles east of Fourth Street. In addition, I-71 runs parallel to Fourth Street at 0.75 miles to the east from I-670 to Alden Avenue and closes in to 0.20 miles between Alden Avenue and Hudson Street. The area bounded by Fourth Street, I-670 and the railroad line is almost entirely residential except for between 1 st Avenue and 5 th Avenue. Area C Below is a list of potential truck generators in the area bounded by Fourth Street, Fifth Avenue, the railroad line, and I-670: Columbus Medical Equipment Clark Grave Vault Company Acorn Distributors State Library of Ohio Truck traffic to Columbus Medical Equipment and Clark Grave Vault Company likely uses 5 th Avenue to access I-71 rather than Fourth Street or Summit Street. For truck traffic to Acorn Distributors and the State Library of Ohio, Fourth Street via I-670 is the most likely route and a 12 lane is provided in this area. Truck traffic to the east, north, and south will mostly use Second Avenue and Cleveland Avenue to access I-71 either directly or via 5 th Avenue. Only truck traffic to the west is likely to use Summit Street to access I-670. Area D The area between the railroad line and I-71 from I-670 to Hudson Street features several uses that may generate truck traffic. Below is a list of potential truck generators: Lowes Columbus Crew Stadium Ohio Expo Center & State Fairgrounds Several industrial uses near 5 th Avenue Page 3 of 14 6/2/2015

4 National Network Safety Analysis for FRA and FRA PID It is assumed that truck traffic to these sites utilizes the easy access to I-71 provided by the 5 th Avenue, 11 th Avenue, and Hudson Street interchanges. Area E The remaining area within 0.5 miles of the project comprises the central business district of Columbus. Below is a list of potential truck generators: Abbott Nutrition Columbus Convention Center Truck traffic accessing these sites will likely only use the portions of Third Street and Fourth Street near their interchange with I-670 for which 12 lanes are provided except for the Third Street approach to Chestnut Street. It is assumed that any large vehicle traffic to or from major facilities not mentioned above will not use Third Street, Fourth Street, or Hudson Street as through routes but will utilize I-71, SR- 315, I-670, or I-70. Crash Data Crash data from January 1, 2011 to December 31, 2013 was used in this study. Crash data was collected on Fourth Street from Fulton Street to Hudson Street, Third Street / Summit Street from Fulton Street to Hudson Street, and Hudson Street from Indianola Avenue to Fourth Street. The data is shown in half mile segments by crash type. The crash data is further broken down to intersection and non-intersection crashes as well as crashes involving large vehicles. Large vehicles include the following vehicle types: Single unit truck or van 2 axle, 6 tires Single unit truck; 3+ axles Single unit truck/trailer Truck/tractor (Bobtail Tractor/semi-trailer Tractor/double Tractor/triples Other med/heavy vehicle Bus/van (9-15 seats including driver) Bus (16+ seats, including driver) The breakdowns can be examined in the tables below. Discussion of crash patterns and mitigation can be found in the Crash Mitigation section of this analysis. Additional crash information and charts are provided in Appendix B. 12 National Network Safety Analysis for FRA and FRA PID Current Truck Traffic Comparison According to the 2014 Traffic Survey Report, approximately 7% of traffic on US-23 was large vehicles in the analysis area, compared to 5% for SR-315 and 8% for I-71. On average, this amounted to 2379 larger vehicles per day on US-23 (Third St / Summit St combined with Fourth St), compared to 5144 for SR-315 and 10,665 for I-71. In effect, US-23 had less than half the truck traffic of SR-315 and less than a quarter of the truck traffic of I-71. Additional ODOT traffic survey information is available in Appendix C. There is a noticeable difference in truck traffic on US-23 north of I-670 compared to south of I This is likely an indication that trucks are not using US-23 as a through route. Furthermore, the higher truck volumes in south of I-670 can be explained by the prevalence of delivery needs in the central business district since they are unlikely to be using US-23 simply to travel between I-70 and I-670. The loading areas for the nearly every business in this area do not support semi-trailers, so it is likely that the vast majority of this traffic is of the single-unit truck vehicle type. Crash Mitigation Rear end, angle, parked vehicle, and sideswipe crashes all had percentage of total crashes in double digits for Third Street / Summit Street and Fourth Street. Rear end, angle, left turn, and sideswipe crashes all had percentage of total crashes in double digits for Hudson Street. The vast majority of these crashes were intersection-related, accounting for 75% of the crashes on Fourth Street, 69% of the crashes on Third Street / Summit Street, and 66% of the crashes on Hudson Street. Truck crashes accounted for 6.7% of crashes on Fourth Street, 5.6% of crashes on Third Street / Summit Street, and 11.8% of crashes on Hudson Street. A comparison of these crash pattern types with other multi-lane one-way streets in Columbus is provided in Appendix B. The distribution of crash types is similar among these streets, except that there were higher rates of parked vehicle crashes on Third Street / Summit Street and Fourth Street. This crash type is addressed in the discussion below. Third Street and Fourth Street (Downtown Area) Of the 282 sideswipe crashes on Third Street and Fourth Street in the downtown area, only 17 or 6% involved large vehicles (less than the 7% of large vehicle traffic). The reduction in travel lanes from 5 to 3 with this project should help reduce the incidence of this crash type by harmonizing vehicle speeds and reducing opportunities for lane changes. I-670 Interchange Area Both Third Street and Fourth Street provide 12 lanes through nearly the entire interchange area with I-670. There are comparatively few crashes in this area, including large vehicle crashes. Page 12 of 14 6/2/2015

13 National Network Safety Analysis for FRA and FRA PID Fourth Street and Summit Street On these sections of Fourth Street and Summit Street, collisions with parked cars are a particular concern. There were 209 parked car collisions in this area, only 13 or 6.2% involving large vehicles. These streets are currently striped such that motor vehicles and parked cars coexist in 20 wide lanes. The project proposes to further define the parking lanes using pavement markings. In addition, the portions of the roadway where an on-street bike lane is added will provide some separation between moving motor vehicles and parked vehicles. There were 245 sideswipe crashes in this area, only 16 or 6.5% involving large vehicles. The reduction in the number of travel lanes with this project should help reduce the incidence of this crash type by harmonizing vehicle speeds and reducing opportunities for lane changes. Hudson Street On Hudson Street, the vast majority of crashes were attributable to the intersections rather than the existing lane widths. Of the 13 sideswipe crashes, only 3 involved large vehicles. Since the existing lane configuration is being maintained, traffic on this street should not be any less safe than it is today. Improved pavement and fresh pavement markings should help to reinforce the existing lane configuration. Bicycle Accommodation Bicycle lanes on Third Street, Summit Street, and Fourth Street are specifically recommended by the 2008 Columbus Bicentennial Bikeways Plan. On the south end, these bike lanes would connect to existing and future bike lanes on Mound Street and Fulton Street. On the north end, they would connect to the Hudson Mock Bikeway Connector, a major east-west bicycle route and sharrow facility between the Olentangy Trail and the Alum Creek Trail. Bicycle Level of Service (LOS) The following table shows the existing link level bicycle LOS in the corridor, as per the HCM Chapter 17 methodology: Fourth St Limits Link LOS Third / Summit St Limits Link LOS Fulton St to Mt. 14 National Network Safety Analysis for FRA and FRA PID on the corridor with a link-level LOS better than E is on Fourth Street north of Mt. Vernon Avenue, where an existing bike lane is provided. The proposed project will greatly improve the bicycle experience on this corridor by providing separated bicycle facilities throughout with the exception of locations where through bicyclists will share right-turn lanes with motor vehicles. Parking-side striped buffers will help to protect bicyclists from the door swings of adjacent parked cars. In some locations, striped buffers on the travel-lane side will increase bicyclist comfort by providing separation between the bicycle lane and the adjacent travel lane. On Summit Street between 11 th Avenue and Hudson Street, a two-way cycle track will be provided between the parking lane and the sidewalk. This facility will be the first of its kind in Columbus, and will serve to provide bicyclists with a level of comfort similar to a shared-use path but in the street and dedicated only for bicycles. The HCM bicycle level of service methodology does not consider bicycle lane buffers or cycle tracks, so link bicycle level of service scores cannot be calculate for the proposed condition. Summary Statement The analysis showed that a majority of truck traffic uses I-71 and SR-315 rather than US-23 to travel through Columbus. This project will improve conditions for bicyclists throughout the corridor by adding separated bicycle facilities. The number of travel lanes on Third Street, Summit Street, and Fourth Street will be reduced. The crash study did not show any indication that lane widths less than 12 have been or will be the source of a crash problem on these streets. Maintaining the existing lane widths that are less than 12 wide south of I-670 and reducing existing lane widths below 12 wide north of I-670 will prevent the city of Columbus from expanding the scope of the project to include roadway widening, high right-of-way costs, and potential building demolition and provide for safe and efficient movement of people and goods throughout the US-23 corridor.
