3 1.0 Overview and Introduction 1.1 Culham Science Centre (CSC) is a major centre for science and technology in Oxfordshire. It is identified in the South Oxfordshire District Council Local Plan as a major developed site in the green belt, Policy CSEM3 in the Core Strategy supports the redevelopment and growth potential of CSC. Figure 1 shows an aerial view of the CSC. 1.2 In line with government policy, the United Kingdom Atomic Energy Authority (UKAEA), as owner of the Centre, wishes to encourage a choice of modes of transport to the site. This is a challenging and long-term task recognising, as elsewhere in the UK, the current heavy dependence of employees on the private motor car and the relative locations of employment and residential development in southern Oxfordshire. 1.3 The purpose of this document is to provide a statement of the current transport position and provisions, together with details of future plans/issues. The Plan is broken down by mode of transport, and looks at home to work travel and visitor journeys as well as intra-site movements recognising the substantial size of the site itself. Information is also given on the communication of transport news, an essential element in maximising the potential use of non-car transport means. Figure 1: Aerial View of Culham Science Centre 2

4 2.0 The Current Position: Existing Transport Patterns 2.1 The CSC is a major centre for science and technology and is situated approximately 7.5 miles south of the edge of Oxford, 3.5 miles east of Abingdon-on-Thames and 6 miles north of Didcot (centre) as indicated on the regional context plan on Figure There are currently around 2000 employees based at the CSC working for the UKAEA and other resident organisations. In addition, innovative and entrepreneurial small start-up businesses are catered for within the Culham Innovation Centre ( operated by Oxford Innovation Ltd., by providing serviced and virtual office accommodation. As the smaller companies grow, the CSC is usually able to accommodate them within the main site, offering continuity and stability to the burgeoning businesses. 2.3 Traffic count surveys were last carried out at the junction leading to the CSC on the A415, and at the entrance gate on a typical weekday in September The resulting traffic flows showing the AM and PM peak hours and 12 hour flows are illustrated on BSP Drawing 03081/C07, towards the end of this document. In total, there are around 2900 vehicular movements per day in and out of this access junction. As there was little change on site, no count was carried out in Figure 2: Regional Context Plan 3

5 2.4 At the same time as the traffic counts above, a movement survey was carried out adjacent to the entrance gate to record traffic and movement trips by all modes of transport. This enabled the daily modal split values for people entering and exiting the site to be calculated, and the results are shown in Figure 3, from a sample size of around 3400 movements. It should be noted that these figures include visitor and operational trips as well as commuter trips. Frequent surveys are undertaken to identify shifts in the modal split of journeys to and from the site. 2.5 The 2014 traffic count looked at the traffic flows at the junction with the A415. There was a slight increase in the number of cars associated with CSC during the morning and evening peak hours and over the 12 hour period when compared to 2013 flows. The numbers of through vehicles travelling along the A415 however had increased by 8%, 12% and 20% for the AM, PM and 12 hour periods respectively. It was noted that general traffic on the A415 was increasing at a significantly higher rate than traffic associated with CSC. 2.6 The turning movements of traffic shown on drawing 03081/C07, indicate that the distribution of CSC traffic is approximately 60% to/from the A415 West and 40% to/from the A415 East. 75.3% Car Drivers Car Share 7.7% Bicycle 8.0% 6.1% 0.6% 2.3% Figure 3: Modal Split of Typical Daily Movements September Towards the end of September 2015, the UKAEA Property Unit (UPU) carried out a fact finding questionnaire to gain a better understanding of the businesses based at Culham. The questionnaire provided an opportunity to gather information on their awareness of sustainable transport options available such as Culham s Car Share Scheme ( and the government s Cycle to Work scheme. This also confirmed that 85% of respondents were aware of Culham s Travel Plan and 14% had their own Travel Plan. 4

6 3.0 The Current Position: Modes of Transport Used and Existing Provisions 3.1 Cycling Figure 4 shows existing and proposed cycle routes in the vicinity of CSC, and also within the Science Vale UK area as a whole. There are dedicated cycle ways along the A415 between Abingdon causeway and Berinsfield, which are used to access the CSC. The section of this route between the Culham Railway Station and Berinsfield was upgraded by OCC in 2009 and part of the route towards Abingdon has been re-surfaced in Provision of cycle storage facilities on site is good offering both covered and open stands close to main buildings. Culham has a well-established, dedicated bicycle user group (BUG) for people who commute by bicycle. CulBUG is intended to be an information and discussion forum, providing advice to cyclists and potential cyclists, and to raise issues facing cyclists both on site and in the local area. A Cycle to Work scheme was adopted by the UKAEA in April A volunteer Bike Workshop was set up in In 2014 the Annual Traffic Count showed trips by bicycle had increased by 2% compared with the figures the previous year. 5

8 Cycling events sponsored by the UKAEA encourage and help maintain sustainable transport to and from site (e.g. annual cycle to work day with free breakfast for participants). CSC benefitted in 2015/16 from Oxfordshire Travel Choices support with promotional material and exhibition stands for cycling, cycling proficiency, bike maintenance and car sharing. Skid proof surfacing on the main roundabout on site was added to improve grip for cyclists. The main footpath leading into the site has been re-designated a shared pedestrian/cycle pathway and marked up accordingly to improve safety at the exit/entry to site. In addition, speed reducing humps with gaps for cyclists; have been provided at the main gate. All new buildings cater for cyclists with cycle sheds and shower facilities included. Further new cycle shelters have been installed around the site, and a map showing the current provision is included at the end of the document. The UKAEA have negotiated a monthly Dr Bike service on site provided by a local bike retailer which also offers cycling proficiency courses. 7

9 3.2 Rail Culham Railway Station is immediately to the west of the CSC, and is about 5-10 minutes walk depending on your destination on the site. There is a footway link between Culham Station and the CSC. The UKAEA, as owner of the CSC, contributed to the work carried out to improve this route, including lighting, and to improvements at Culham Station. Culham Railway Station is on the London Paddington Reading Didcot Parkway Culham Oxford Banbury railway line, with services run by Great Western Railway (GWR). Passengers can be kept up to date with real time information displayed through the Web CIS (Customer Information System) at the platforms. Cycles can be carried on GWR trains subject to their Cycle Policy. The current service provision is shown on the CSC website at 6.1% of trips to and from the site are currently made by rail. In March 2012, CSC submitted comments on the Draft Rail Strategy and Delivery Plan. In January 2015, CSC submitted comments on The Network Rail Western Route Study consultation draft document. 3.3 Bus In March 2016, OCC announced that they were withdrawing all bus subsidies from July This will affect the 114 service that Thames Travel operates between Wallingford, Berinsfield and Abingdon-on- Thames. The T2 service will be the only bus service between Oxford, Berinsfield and Abingdon-on-Thames. The existing services broadly run on a half-hourly to hourly frequency during peak periods and hourly or less throughout the day and on Saturday. A bus route map is shown at the end of the document. This will greatly limit our ability to promote take-up of bus services in the foreseeable future. Links to bus service providers are shown on CSC persistently lobbies bus and rail operators for the provision of improved transport services, particularly for home-work travel. In November 2014, CSC submitted comments to OCC regarding the Oxfordshire County Council Consultation into the Review of Subsidised Bus Services. In April 2015, CSC provided comments to OCC on the draft Local Transport Plan ( ), known as LTP4, including comments regarding rail and bus services. 8

10 3.4 Car The majority of existing trips are by private motor vehicle, however car sharing is encouraged through CSC s own car share scheme culhamcarshare.com provided by Liftshare, and is promoted by the UKAEA through regular awareness campaigns. The presence of a range of on-site amenities/services reduces the need for staff to leave the site during the working day. The core working hours of occupiers at the site straddle the normal concentration of commuter patterns, with many forms of flexible working in operation helping to reduce peak demand on the highway network. The 'out of town' location of Culham means that the majority of journeys to work by Culham employees are in the opposite direction to the main commuter traffic flows (except those who come through Abingdon-on-Thames, and are with the main flow for some of the way) The site road network and on-site parking is generally of a good standard and the UKAEA have a Planned Maintenance Programme in place. All car parking at the CSC operates on a first come first served basis. 3.5 Pedestrian Because of the rural location, very few trips to and from the site are made on foot (excluding those for whom train or bus brings them close to the site and who travel the final few hundred yards on foot). There are dedicated footways along the A415 between Abingdon-on- Thames and the CSC (approximately 3 miles). There is a well-established network of footways, bridleways and public rights of way connecting the centre with Abingdon-on-Thames and the surrounding villages. These are shown on Figure 5. Pedestrians are well catered for within the site which has an established network of high quality and well-lit walkways and footpaths. Significant numbers of people walk to and from the amenities within the site during working hours and take recreational walks within the site during breaks. 12 4.0 The Current Position: Other Provisions Affecting Behaviour 4.1 Travel Reduction Due to the location of the CSC, many on-site facilities have been established in order to meet the demands of the resident workforce and visitors. The following amenities are available, enabling employees to stay on site, and hence reducing the need for off-site journeys: Staff Restaurant/DeliBar 2 Site Shops Children s Day Nursery Conference Centre Lecture Theatre Sports Facilities Coffee Shop Cash Machine Sports & Social Club Bike Workshop Publications, printing and and reprographic services 4.2 Information The CSC recognises the value of alternative forms of transport to the car. Provision of accurate, easily accessible information is key to maximising the use of such alternative modes. This is provided to site occupiers by a variety of media including newsletters and leaflets, site notices, the CSC website (culham.org.uk) and TV screens in common areas. Links to Public transport information are available on the website giving access to timetable information for bus and rail services serving the site. For 2016, a newly released real time Journey Planner app, courtesy of OCC, is available on culham.org.uk, which helps staff plan their journey by various methods of transport. The next generation app will assist with alerting the user to congestion problems and offering a solution The culhamcarshare.com website that the UKAEA has set up with assistance from LiftShare, not only promotes car sharing and matches up potential car sharers, but also provides information on the other transport options available. This is also linked to OCC s carshare database of potential matches, to increase the chance of sharing The UKAEA takes advantage of special annual events i.e. Bike to Work Week, National Liftshare Day, etc., to promote the scheme to occupiers The CulBUG (Culham Bicycle User Group) provides information for cyclists and a forum to raise issues facing cyclists on site and in the local area. The UKAEA encourages this alternative home to work transport by taking part in the annual Bike to Work event. Numbers of cyclists have steadily increased to just over 6% in 2012, and this has resulted in the UKAEA investing in 30 extra bike stands. In 2015 the UKAEA Property Unit provided free accommodation for a Bike Workshop to be set up by members of CulBUG run on a volunteer basis. This facility provides an inside space where people can carry out work on their bikes with get you home spares (spare inner tubes, chain links) available to purchase A number of on-site organisations promote opportunities for employees to work at home, and hence there are associated benefits in reducing the need to travel. 11

13 5.0 Areas for Action 5.1 Modal Shift The UKAEA will continue to liaise with Oxfordshire County Council, public transport operators and Sustrans, in order to seek mutually beneficial improvements to the transport networks and provision of services which are linked to the CSC. Action will be taken to ensure that cycling facilities, showers and drying rooms are advocated for each new building and where possible to improve on-site amenities with the aim of further reducing the number of off-site journeys during the day. 5.2 Cycling There is shared use walking/cycling provision alongside the A415 between Berinsfield, the CSC and the beginning of the Causeway (east of Abingdon-on-Thames). At this point, the off-road cycling provision finishes and the Causeway is officially accessible for people on foot only. A cyclability audit, which was led by OCC, took place in summer 2011 with cyclists who work at the CSC, in order to actively involve staff and provide a user perspective. The audit confirmed the desirability of improving the existing cycle links to the CSC. One of the improvements which was suggested during the cyclability audit included formalising the use for cyclists of the path to the west of the entrance which runs towards Abingdon-on-Thames. This was completed and funded by the UKAEA in OCC is developing a cycling strategy for the main routes throughout the SVUK area. This strategy includes improvements between Culham and Didcot and Culham and Abingdon-on-Thames. Maintenance of the cycle paths were highlighted in the 2011 audit and work has started (2016) on the A415 cycle path from CSC towards Abingdon, to clear back the overgrown edges and re-surface. Any improvements to the cycle network around the CSC will be publicised via the publicity methods above. Provision of cycle storage facilities on site is good. When and where appropriate, new cycle storage racks are being installed as part of site improvement and maintenance works Provision of cycling related facilities within buildings (i.e. showers/lockers) will be encouraged whenever building refurbishment works take place. Cycling provisions will be included in the emerging CSC masterplan. Within the site, cycleway provision will be considered as part of ongoing infrastructure maintenance work. Appropriate incremental new provision will be installed in conjunction with new development. Resident organisations will be encouraged to offer financial incentives to employees such as interest-free and tax-free loans for bicycle purchases. 12

14 The CulBUG (Culham Bicycle User Group) will be supported and consulted to identify and address issues facing cyclists on site and in the local area. This has already been used to establish how often members cycle to work and where they commute from on their bike. A potential cycle link between the CSC and NCN Route 5 has been identified by the CSC and included as a proposal in the SVUK Cycle Route Map. 5.3 Public transport Public transport information will be reviewed and will continue to be publicised via the channels under Information above. 5.4 Rail There is potential for Culham Railway Station to have a more strategic role (e.g. including a Park & Ride facility). Improved signage to the Culham Science Centre will be considered as and when funding is available. CSC has been successful in the past lobbying to Great Western Railway on changes to the timetable that could have an adverse effect on staff and businesses, and will continue to remain vigilant to any future rail proposals and strategies. 5.5 Bus Bus stops and bus shelters have previously been installed at the layby on the A415 outside Culham Science Centre as indicated on the plan at the end of the document. This work was partly paid for by the UKAEA, as part of their ongoing programme to encourage sustainable travel. The work also included a new section of footpath and lighting to link the bus stops to the CSC pedestrian network. With the planned growth of major towns in the SVUK area, CSC will continue to work with the County Council to improve public transport options to the Centre for its employees 13

15 5.6 Pedestrian Pedestrian provision will be addressed in the site masterplan and new provision will be added as required to support new development. Improvements in existing provision will be considered as site maintenance programme allows. Paved footpaths have been replaced with tarmac surfaces to reduce potential trip hazards throughout the site. During spring 2014, all ageing inefficient street lights were replaced with new energy efficient LED lights, improving the coverage and cutting costs considerably. 5.7 Private cars In the short-to-medium term travel to and from the CSC by private car will continue to be important. Initiatives referred to in other sections will encourage modal shift away from the use of the car. It would be expected that over a period of time these alternative modes of transport may reduce the prevalence of motor car use if the perceived convenience and cost of these alternatives is favourable. The UKAEA and other resident organisations will be encouraged to continue their support of the existing car sharing scheme. It is anticipated that some minor improvements to on-site roads and car parking will be needed to support new development. Maintenance works will be planned according to a road strategy that will have reference to the future masterplan road network. This will ensure that key long term roads are given highest priority. 5.8 Business travel Resident companies will be provided with information that will allow them to inform their visitors about transport options. The UKAEA encourages the use of shared taxis and car sharing to offsite business meetings wherever possible. Video and teleconferencing facilities are used where appropriate. 14
