1 JEANIE BOOST-TURNER PALMERSTON NORTH AND MANAWATU Community Focused Activities 1. Alcohol Newspaper, radio and cinema advertising was released over the Christmas and New Year period reminding people about the lower blood alcohol limit and the need to plan ahead before going out. HRC and Police visited bars around Palmerston North and Feilding to distribute posters to publicans to hang up, and resources to hand out to their patrons with the Great Mates drive sober message. 2. Young High Risk Drivers A pilot programme for Learner licence testing was held at Manfeild for students from Feilding High School, Palmerston North Boys High School, and St Peters College. In total there were 36 students through the course and they all passed. They are looking to extend this to driving lessons, the restricted driving test, and including the programme in to the school curriculum to allow students to gain credits for completing it. Horizons involvement in this is minimal at this stage. We are attending meetings to keep informed on the progress of these plans. 3. Vulnerable Road Users The annual Feilding Patrol BBQ was held at the Makino Aquatic Centre in Feilding. Six schools from around the region attended, Lytton, Manchester, St Josephs, North Street, Clifton, and Bulls. Approx. 200 kids attended and they spent the afternoon swimming and enjoying drinks and sausages on the BBQ as a way of thanking them for being involved in patrolling their schools throughout the year. 4. External Programme Providers Plunket: Plunket are contracted to provide restraint checking clinics in conjunction with Police throughout the Horizons region. In the last six months 1,071 car seats have been checked with
2 610 being correct and 461 being incorrect. Anchor bolts and anchor bolt installations are also provided, where needed. IHOW: IHOW caravan provides learner licence education to people with English as a second language and literacy issues, although it is used by others outside of these as well. There was a total of 813 people through the IHOW caravan over the last six months. Of these, 794 passed their learner license test. Literacy Feilding: Literacy Feilding teaches driver licencing education from learners through to restricted. This service is provided free of charge. To date there has been a total of 167 hours of one on one tuition provided to 21 people, from which 10 have passed their learner licence test. The other 11 continue to receive tuition. Sport Manawatu: 493 school aged children, 23 teenagers, and 15 more adults have been taught the skills to ride safely on the road through Sport Manawatu. NZTA Grade 2 cycle skills, which has an on-road component has been delivered to a total of 562 students from schools around Palmerston North, Feilding and Pahiatua. Three of the students had disabilities and were riding three wheeled bikes. Cycling Uncovered is an eight week programme for beginner cyclists and teaches them skills to enter and complete their first road cycling event. 15 adults completed this programme. GLENDA LEITAO WANGANUI/RANGITIKEI/RUAPEHU FEBRUARY 2017 Community Focused Activities 1. Alcohol Radio ads were run over November/December/January, reminding the community of the current law with regard to BAC limits and asking that they plan ahead on how to get home, from events, work or sports, if they are drinking alcohol. A Road Safety Corrections Day was held in Wanganui on Saturday 17 September 2016, which eighty recidivist drink drivers attended. Sober Driving/Fatigue packs were given to 3,000 people attending the Masters Games in Wanganui, in February Distractions Radio ads covering cell phone usage, noise and distractions from passengers, putting on makeup or shaving and/or eating, were run prior and during Labour Weekend, as well as over the November/December/January holiday period. 3. Intersections Newspaper ads were run in the Wanganui and Rangitikei local papers, with the current information on intersections, including the current Give Way rule, how to indicate at roundabouts, controlled signals and Lane Sweeping.
3 Billboards have been installed in Heads Road, informing road users to Expect Trains at any time. The local newspapers dedicated some editorial to this issue as well as placing a video on their website. A Life-size Train Billboard and pilot programme Train Signs were installed in Union Line and Williams Line in Marton, in conjunction with NZ Rail and Tracksafe. 4. Young Drivers A Corrections Road Safety Day was held in Wanganui on 17 September, This event was supported by the Police, Plunket, the Fire Service, St John, WDHB and Cleveland Funeral Services. Corrections Road Safety Day, Mock Crash demonstration.
4 The Safeteen ads were run for four consecutive weeks in the Wanganui Chronicle and the R U Over IT ad was run in the Zone a news insert targeting under twenty year olds. SADD students from Wanganui Collegiate had a crashed vehicle, message board for SADD month in September. 5. Fatigue A Fatigue Stop was held in Mangaweka on Friday the 21st October 2016 where 702 packs were handed out. This was held over a two hour period and captured families travelling over the Labour Weekend holiday period. On the Friday prior to Christmas, Highway Patrol held mini Fatigue Stops in Turakina, Bulls and Mangaweka. Radio ads were run over the November/December/January period reminding drivers to take plenty of stops, share the driving and have a good sleep prior to travelling long distances. 6. Restraints A Child Restraint Clinic was held in Ohakune and Taihape in August The number of seats checked was 85 with 42 of these needed adjusting, 43 being correctly installed and 9 had major problems. A Child Restraint Stop was held in Wanganui on the 30 th November 2016 and a follow up will be held in March The number of seats checked in November was 241, with 98 incorrectly installed or out of date or the wrong restraint for the child. A Child Restraint Stop was held in Marton on the 19 th December The number of seats checked was 49, of which 33 were incorrect and 16 right. Plunket have recognised a lot of work is required in the Marton area.
5 7. Cycling Young Cyclist of the Year was held in Wanganui. This competition is the culmination of the years Road Safety Traffic Education by the Police School Community Officers. Students from 9 schools competed for the trophy for Best Girl and Best Boy. It entailed a multichoice written test and a practical skills test. This was a conjoined competition by the Police, Horizons Regional Council and Let s Go WDC. A Gottcha competition is currently being run in Wanganui for all Primary and Intermediate children cycling to school in the month of February. Spot prizes are handed out to those obeying the road rules and wearing the legally required cycling helmet. This programme is run by the Police and supported by Horizons Regional Council and Let s Go WDC. 8. External Programme Providers CKC REAP This financial year CKC REAP concentrated on Learner Licence courses. To date they have run two courses each with nine students attending each course and all passing. This is an in-depth course run over twelve hours with many of this attending requiring extra help due to literacy or numeracy issues. They will run two more courses this financial year. Whanganui Learning Centre WLC have been running their Learner Licence programme for some years and continue to exceed. This year so far they have had one hundred and twenty four students with one hundred and nine passing their tests. The majority of these students have literacy and numeracy issues. Te Ora Hou Te Ora Hou continues to run their Drive Safe Drive Legal programme. So far this year two have passed their Learner Licence, seven their Restricted Licence and three their Full licence. They have two currently in the process of sitting their Restricted Licence test. They are supported by volunteers from community groups, NGO s and the Police. Age Concern Age Concern Wanganui has run one Keys to Safe Driving course, in Wanganui, for twenty two participants. They have also run a Carfit programme in Wanganui, with eleven attendees. There will be two Keys to Safe Driving and Carfit courses run in Wanganui and one in Rangitikei in the second half of the financial year, as well as a Hanging up the Car Keys in Wanganui. DEBBIE WEBSTER TARARUA AND HOROWHENUA Community Focused Activities 1. Intersections Tararua And Horowhenua A series of advertisements have been run in the Bush Telegraph and Horowhenua Chronicle educating the public about the intersection rules. Surveys carried out at roundabouts in Dannevirke during August 2016 showed poor knowledge and/or compliance of intersection rules. Of the 155 drivers surveyed, 123 did not indicate their intentions. From previous surveys and other media sources, the problem of drivers not indicating their intentions at roundabouts is a national problem.
6 To raise awareness of this issue in the Tararua, the road safety activity Good Call, Bad Call was undertaken during October Six hundred and forty three drivers were stopped during the 2 day awareness activity. Every driver was given a pack with information on the rules at roundabouts and other intersections. This was an inter-agency road safety activity between local Police and Horizons. This activity will also be carried out in Levin over the coming months. 2. Alcohol Tararua & Horowhenua Activities have included advertisements in the local Horowhenua and Tararua community newspapers as well as an inter-agency activity where Horizons teamed up with the Traffic Alcohol Group (TAG) and local Police to promote sober driving over Labour Weekend and then again during the Festive Season. SADD (Students Against Dangerous Driving) assisted with handing out information packs at the Labour Weekend campaign. 374 packs were distributed in the Tararua during this campaign and a further 950 during the Festive Season (December) campaign which was also carried out in Horowhenua as well as Tararua. 3. Young High Risk Drivers The road safety coordinator regularly presents a session on road safety at the Learner and Restricted driver licence courses run by Literacy Tamaki-Nui-a-Rua (previously Tararua Learning Centre). Information packs and NZ Road Codes are supplied to all those attending the course. Safeteen advertisements have appeared in local Horowhenua and Tararua community newspapers during August and September There has been an additional focus on educating parents about the rules around teaching a teen to drive. The road safety coordinator is currently liaising with Tararua Community Youth Services to deliver a programme of driver education at local secondary schools in Tararua.
7 Tamati Paul is booked to present his Shattered Dreams presentation to Tararua College and Dannevirke High School during BRAKE Road Safety Week in May. 4. Restraints / Seatbelts Tararua & Horowhenua Child restraint checks were carried out in both Tararua and Horowhenua Districts during the six month period to December Technicians were looking for restraints that were incorrectly installed in the vehicle, children not secured correctly, restraints that were a wrong fit for the vehicle and/or child, or a restraint past its expiry date. Statistics for each district are as follows: Dannevirke child restraints checked with 52 incorrect. Pahiatua/Woodville 88 checked with 35 incorrect. Levin/Shannon 175 checked with 70 incorrect. These checks are used as an opportunity to educate parents about the correct use of child restraints. If problems are encountered, we try and fix them at the time or make arrangements with the parents to have the situation sorted as soon as possible. If it is an obvious infringement of the rules, then Police will issue a ticket of compliance which we find is the best way to encourage parents to get it sorted, i.e. if they correct the problem, they can apply to have the $150 ticket waived by NZ Police. Child restraint training sessions: The road safety coordinator has been working with the Dannevirke Community Vehicle Trusts volunteer drivers by offering training sessions so as to ensure the drivers are aware of the correct installation of child restraints in the community vehicle. The sessions are facilitated by a Plunket Car Seat Advocacy and Education technician and to date three training sessions have been held with 13 drivers completing the training. 5. Fatigue - Tararua Fatigue Stop Woodville: A fatigue stop was held in Woodville on Friday 20 January leading into Wellington Anniversary weekend. The stop ran from 3.30pm until 5.30pm and focused on north bound traffic. Road safety messages about driver fatigue and the use of seatbelts were disseminated to 360 drivers. Police issued a number of infringement notices for vehicle offences and also recovered a stolen vehicle during the operation. The activity coincided with a media feature about driver fatigue prior to the operation and also as a follow up afterwards. 6. Speed - Tararua Speed is an NZTA recognised issue for Tararua, and to address this the RURAL ROADS ARE NOT MOTORWAYS campaign which encourages drivers to slow down on rural roads, is currently being undertaken. Newspaper advertisements have appeared in the local paper, resources printed and a billboard is currently in the design stages. There has been good feedback from the community about the newspaper advertisements.
8 7. Older Road Users - Horowhenua Age on the Go Expo Levin: The road safety coordinator held a display at the Expo and ran a quiz on intersection rules based on the NZ Road Code. There was a total of 58 entries in the quiz with only 10 correct. Twenty nine (29) people got more than 3 intersection questions wrong with 19 getting more than 4 wrong. To ensure people went away with the correct information, those entering the competition were able to check their answers before they submitted their entry form. 8. Vulnerable Road Users Mobility Scooter Users (Wheeled Pedestrians) - Horowhenua: An education session was held during September 2016 promoting safe mobility scooter use. Horizons, Levin Police and Mobility Manawatu combined to deliver this session to the 22 local mobility scooter users who attended. Gottcha Safe Cycling Programme Horowhenua Term 4, 2016 saw Horowhenua Blue Light, Levin Police, Horizons road safety and Southend Cycles partner together to promote safe cycling for primary age children in Horowhenua. The Gottcha safe cycling initiative involved Police catching primary school age students doing the right thing when riding their bikes and giving them a Gottcha card. Weekly draws were held with a final draw at the end of the year of a new bike sponsored by Horizons. 9. External Programme Providers Horowhenua Age Concern: Staying Safe courses are delivered by Horowhenua Age Concern with funding support from Horizons. Two courses were run in October and November 2016 with a further four planned for February, March and April courses are almost fully booked. There has been dedicated media awareness about the courses in the local paper, with a focus on them being free and there not being any tests to pass. This has led to a big increase in the numbers of older drivers signing up. Woodville Lions Coast to Coast: The road safety coordinator uses the Coast to Coast Motorcycle ride each year as an opportunity to promote motorcycle safety to a target audience. Three hundred and twenty (320) riders registered at Himatangi for the ride. This year at the Woodville stopover, Horizons teamed up with ACC and Courtesy Motorcycles and ran the Prepare for Summer Riding competition. Motorcyclists had to find the faults in a selection of 6 tyres which were on display and then were able to enter the draw to win a prize pack to the value of $300. The prize pack was sponsored by Horizons and ACC. There were 66 entries in the competition with only 10 people getting all the questions right. Arohamai Literacy Horowhenua: Arohamai currently run a Drivers Licence Mentoring programme in Levin. This includes in-class tutoring sessions, practical driving sessions with mentors and finishing lessons provided by a qualified driving instructor. From July 2016 until December 2016, 66 young people (16-25yrs) had accessed the programme. Twenty six (26) were working towards either their restricted or full licence. Ten have since sat their licence with 9 passing. Tararua Community Youth Services: Youth Services in Tararua currently run a LEGAL drivers programme. This assists young people who are high risk, rurally isolated and face barriers to obtaining their learner and/or restricted licence.
9 Twenty two (22) young people have so far gained their learner and/or restricted licences with a further 3 young people having gained their full licence.
