2 Executive Summary A total of 384 University of Lincoln employees responded to the 2013 Staff Travel Survey a response rate of 30.7% The single occupancy car user rate fell to 49.0% from 51.4% in the previous 2011 survey. This is the first travel survey where the rate of single occupancy car use has been below 50%. The availability of car parking is becoming an issue at the University, with 72% of single occupancy car users experiencing difficulty in finding a parking space on some days and 13% having difficulty finding a parking space on most days. Just 27% of staff driving to work said that they could always find a parking space. 49% of single occupancy car drivers said they could potentially cycle to the University. Secure cycle parking, storage lockers and changing facilities were the most popular options for encouraging people to cycle to the University. The proportion of staff travelling to the University by bicycle has grown from 8% in 2010 to 11.5% in the current survey. There was widespread awareness of the Dr Bike sessions that the University offers each Monday and strong support for the provision of more facilities for cyclists. Walking makes up 14.3% of the transport modal split. The most popular method to develop pedestrian facilities was to improve the pedestrian crossings around the Brayford Campus. There were also requests for more lockers and changing facilities. Public transport usage is low at the University of Lincoln, with just 9.7% of staff using the bus or train to travel to the University. This is low compared to other HEIs that have recently conducted travel surveys, with some organisations reaching public transport rates of more than one third. There was strong criticism of the public transport routes to Lincoln, Riseholme and Holbeach. Many respondents commented that services were too infrequent and that the final bus and train times occurred too early in the evening. The Lincoln Big Bus Deal (a reduced fare open to University staff) is widely used by employees travelling to the University by bus 44% of bus travellers use this type of ticket. Car sharing is an important travel to work method with 14.5% of employees travelling to the University by sharing transport. However, the rate has fallen from 21% in This may reflect the fact that many staff members were car sharing from Hull to Lincoln in The proportion of single occupancy car users that were prepared to at least consider car sharing was 66%. This highlights the need to improve promotion of the Lincoln Car Share Scheme within the University. 2

4 1.0 Introduction The University of Lincoln conducts staff and student travel surveys every two years. The aim of the exercise is to collect information on modes of travel and to survey the views of staff on facilities for pedestrians, cyclists, motorists and public transport users. This report covers the 2013 Staff Travel Survey, which was conducted in October A separate Student Travel Survey was conducted in November The information collected within the survey is used by the Estates Department to develop priority areas for transport facilities and to highlight any concerns that staff have over the provision of transport facilities. The survey responses will be fed into the Sustainable Travel Plan, which has been developed as part of the Brayford Campus Masterplan work. In addition, the Higher Education Statistics Agency (HESA) now requires information on a variety of travel statistics related to the activities of the University. The survey was delivered on-line through Google Forms and was promoted to staff through the Daily Alert. Additionally, each staff member was sent an invitation to take part in the survey by . The s were tailored for each building at the University. For example staff working in the Business & Law Building received an inviting them to comment on the transport facilities at that location. The survey asked respondents to select their mode of travel and then specific questions related to that mode of travel were asked. A copy of the survey can be seen in Appendix A. The total number of responses to the survey was 384 (a response rate of 30.7%). This was significantly above the 2011 Staff Travel Survey response rate, when just 177 responses were received. Each member of staff completing the survey was asked for their comments on travel and transport at the University. Some of the comments are provided within the text of this report. A separate Appendix contains all of the comments that were submitted. 4
5 2.0 Mode of Travel to the University University employees were asked to describe their main mode of travel for their commute to the University. The main mode of travel was classed as the mode by which they travelled the furthest. The results were: Mode of Travel Responses Percentage Single occupancy car % Car with passengers % Passenger in a car % Walking % Cycling % Bus % Train % Other 4 1.0% Total % Single occupancy car Car with passengers Car passenger 49.0 Walk Cycle 14.3 Bus Train 4.9 Other Comparison with Previous Staff Travel Survey Results Staff travel surveys were conducted at the University in May 2010 (by Morgan Tucker Consultants) and April 2011 (Colin Buchanan Transport). The proportion of staff travelling by single occupancy car has fallen slightly from 51.4% in the 2011 survey to 49.0%. This reduction in car usage is within the margin of error of the survey. However, this is the first travel survey at the University where single occupancy car usage has been below 50%. Overall the proportion of staff bringing cars to the University (either alone or with passengers) has fallen to 58.6%. In the 2010 survey the corresponding car usage percentage was 66%. The fall in car usage may reflect wider economic issues such as the perceived rising cost of motoring and national trends for the reduction in car usage. 5
6 A 7.4% fall in the number of staff travelling to work by car represents a significant fall in demand for car parking. At the current total staff number (of 1,250) this reduction in car usage represents a reduction in parking demand of 93 spaces. Significant changes between 2010 and the latest survey are a fall in the number of people who bring a car with passengers and an increase in the number of people cycling to the University. In % of staff travelling to the University were part of a car sharing arrangement. This percentage has fallen to 14.5% in The receding impact of the transfer of the University from Hull to Lincoln may be behind this fall in car sharing. In the immediate aftermath of the transfer from Hull many staff agreed to car share to the sites in Lincoln. In % of the travel survey responses were from staff members that worked in Lincoln but had a Hull postcode and the majority of these employees travelled to work as part of a car share arrangement. In the current survey the corresponding percentage of Hull based respondents has fallen to 2.6% as staff originally based in Hull have either moved closer to Lincoln or have found alternative employment. The proportion of staff travelling to the University on foot and by train has barely changed across the three surveys. There has been a slight uplift in the proportion of employees travelling by bus and this may reflect the availability of incentives such as the Lincoln Big Bus Deal. Respondents to the survey were asked a series of follow up questions, which varied depending upon their answer to the mode of travel question. The responses to these questions are described in the following pages. 6
7 3.0 Comparison with Staff Travel Survey Results from Other Universities A number of other universities have published Staff Travel Surveys during 2012/13. The results have been compared in the table below. This may reflect the ease of cycling within the City and the surrounding Lincolnshire countryside (Steep Hill as an exception). Additionally, the University performs well in car sharing, again with the second highest percentage (14.5%). This may be a legacy of the transfer from the Hull Campus. A number of staff members that still live in and around Hull have formed car share groups to travel to Lincoln. Although, the car share rate of the University is high in relation to other institutions it has fallen significantly from 21% in the 2010 Travel Survey. Lincoln does not perform well for public transport. Just 9.7% of our staff travel to the University by bus and train. This compares to 34.5% public transport rate at the University of Birmingham. These results reflect the poor public transport links within Lincolnshire and the infrequent trains to and from Lincoln. The local bus services regularly get delayed by the level crossings in the City Centre making the services appear slow and unpunctual. 7

This is an encouraging response and highlights the need for greater promotion of the Lincoln BIG Car Share Scheme, which is open to University staff. In the survey 84% of respondents said that walking is not a practical travel option for them. The remaining 16% said that the following actions may encourage them to walk to the University: 9

It is significant that 49% of single occupancy car users believe that cycling to work is a possibility for them. The survey highlights a clear lack of public transport routes to Lincoln and the surrounding areas, with 76 responses saying that they do not have suitable public transport services from their homes to the University. Additionally, public transport routes do not operate at the times employees require. Several comments in the Travel Survey stated that services finished too early in the evenings. For example the last bus to Scunthorpe from Lincoln leaves at 5.40pm There was also strong interest in discounted fares for public transport. This highlights the need to improve the promotion of existing public transport discount schemes, such as the Lincoln Big Bus Deal, which are available to University staff. 11

Almost all of the single occupancy car users park in the official University car parks. However, 3% of this group park off-site at other car parks. One person who responded to the survey parks at the Grandstand on Carholme Road and then walks to the Brayford Campus. A total of 72% of single occupancy car user respondents had experienced some difficulty in 12
13 finding a parking space at some point. It is concerning that 13% of the respondents are having difficulty finding a parking space on most days. There were a large number of comments from staff on the availability of car parking at the Brayford Campus. There was particular concern over the number of cars parking in the Gravel Car Park adjacent to the Engineering Hub. This creates problems for people entering and exiting the car park. Comments from Single Occupancy Car Users Either more car parking spaces during term time or increase the cost of a permit to discourage people who can use public transport I travel a good distance to get to the university and find that I need to set off very early in order to find a car park space. Once additional buildings are erected, I am most concerned that a) I will have to set out even earlier b) there will be fewer spaces available and these will be some distance from my office/labs. As a part-time member of staff I am contracted to start work at 9.30am, it has become increasingly difficult, particularly this academic year, to find parking on site at this time of day. Even if you do get parked (my reference relates to the gravel car park adjacent to the Engineering School) you can never be sure that you can get out of the car park as other users can block your vehicle or access routes out of the car park. Whilst I appreciate the subsidised parking rates that the university offers if I have to pay for public parking on days I cannot park on site this makes it very expensive on a part-time support staff salary. There is very limited parking at the University which causes problems if I have a late start. There are people who choose to park on campus even if they live within walking or cycling distance, I feel that if you reduced the parking so that it's only available to those who are traveling a fair distance it would make things easier. It is so frustrating arriving at work to find there are no spaces and is usually the most stressful part of my day. Usually if I arrive shortly after 9am I can find a space but if I arrive later it is usually very difficult or impossible. At the moment I am full time but I was part time until recently and didn't arrive at work until later in the day. This was a nightmare for parking! I would love to get the train to work but the service is antiquated, dirty, cold and takes far too long. I could live with the extra expense if the service was in line with other cross country services or at least had limited stops i.e. Worksop, Retford, Lincoln. There is a demand for a faster service to Lincoln at peak times and the train company should at least trial it (and effectively promote it). Does the University or other big employers have any influence? 13
14 5.0 Responses from Car Sharers There were 56 responses from staff members who car share on their way to the University. A total of 37 respondents brought their car to work with passengers and 19 were passengers in car share arrangements. The average travel time for car sharers was 37 minutes and the average travel distance was 17 miles. The vast majority of car sharers (69%) said that walking was not an appropriate travel to work method for them. The most popular methods of encouraging car sharers to walk to work were providing shower, changing facilities and storage lockers. 14

16 Comments from Car Sharers I think there should be more incentives to encourage people to car share, cycle or use public transport. At the moment the car parking costs are not high enough to deter people from driving in on their own every day. I am unable to walk as I drop off and collect 2 children as part of my commute to work. I am unable to park anywhere near my building - University Library. This is not particularly helpful and I feel I waste time walking a vast distance to rush off to collect children. Main issue is Brayford parking as I now have office at Riseholme which is my main place of work, but regularly travel to Brayford for lectures (all my teaching now at Brayford) or university meeting. This means I am often coming into town after 9am having started work at Risehome and often struggle to find space in main car park. More car parking facilities are needed. It is all very well to want people to use alternatives, but the alternatives need to be practical. If I get the bus, I am looking at an additional 5 hours per week travel time. If I lived nearer, I would certainly cycle to work - I used to live in North Hykeham and the Tritton Road cycle track is excellent. 16
17 6.0 Responses from Bus Passengers A total of 21 of the respondents to the survey travelled to the University by bus. All but one of these staff members travelled to the Brayford Campus. The one exception used the shuttle bus to travel to the Riseholme Campus. The average time taken to travel in by bus to the University is 45 minutes and the average distance travelled is 10.8 miles. B6 - What type of bus ticket do you buy? Respondents were asked what type of bus ticket they buy. The Lincoln BIG Bus Deal is a discount scheme that is offered to University of Lincoln staff by the Lincoln Business Improvement Group. A total of 44% of respondents had taken advantage of the Lincoln BIG offer. 22% 17% 17% Return Megarider (weekly) Lincoln Big Bus Deal Other 44% B7 - What is your view of the bus service to your campus? Staff that travel to the University by bus were asked to rate their current bus service. The results did not show any great conclusion and tended towards being average. It should be noted that there were no responses that rated the bus services as Very Good or Very Poor. 17

19 Comments from Bus Users The Interconnect 1 bus service has its last bus from Lincoln at 6.20, which does not leave enough time to attend after-work meetings or events The buses are great apart from other passengers. The upside: Frequent, clean, great bus drivers with masses of patience. The downside: Noisy i-pods / earphones are really disturbing. Drunks on the bus can be quite intimidating. Then there are the stinky people!" Subsidised travel on the local (Stagecoach) buses would be great, please Properly funded cyclist routes need establishing. Its a disgrace and very unsafe, that currently, cyclists share pedestrian paths with those on foot. This applies to a number of routes into the city. Its about time the university ensured that the railways established a more regular direct route into London. 19
20 7.0 Responses from Rail Passengers Just 16 respondents to the survey travelled to the University by train (4.2% of the total). Therefore, it is difficult to take any strong messages from the data. All of the respondents travelled to the Brayford Campus. The average travel time for staff travelling to the University by train is 70 minutes and the average distance travelled by train is 28 miles. The shortest train commute is 8 miles and the longest is 45 miles. R6 - If the University introduced a rail season ticket purchase scheme would you be interested in taking part? 6% 38% 56% Yes Maybe No There was wide interest in establishing a season ticket purchase scheme for rail commuters. R7 - What could be done to improve the rail service that you use? Of the 16 people who responded to this part of the survey 15 stated that services that run more frequently would improve the rail service. This reflects a wider problem of poor rail links to Lincoln. Additionally, 14 of the rail users stated that discounted rail fares would improve the rail service. 20

It would help those who live further afield get to work more affordably. Especially since train prices are forever going up and the service staying the same or worse in some situations This is a general comment not linked to just the University - There is no joined up travel scheme for the use of bus and train from where I live. So, for example it costs 2 single each way on a bus from where I live or 3.60 return by train or 3.40 single. To make a return trip due to the costs involved it is necessary to stick to one mode of transport (i.e. train or bus). If I was to catch a bus in one direction and a train back it would cost It would be great if it was possible to have the flexibility of catching either without the increased cost as there is only one bus/train an hour. The university is fine the train times are rubbish Ever since car parking charges were introduced I have thought that rail discounts would be a good idea to encourage people our of their cars. 21
22 8.0 Responses from Cyclists A total of 44 staff members who responded to the survey said that they cycled to the University. Of these responses two members of staff cycled to the Riseholme Campus with the remainder cycling to the Brayford site. The average travel to work time for cyclists is 22 minutes and the average distance travelled is 4.1 miles. The longest commute by cycle is 33 miles. CY6 - What could the University do to improve facilities for cyclists? 23 CY7 - How would you rate the provision of cycle parking at the University? 11% 0% 14% 27% Very Good Good Average Poor Very Poor 48% A total of 38% of respondents rated the cycle parking at the University as poor or very poor; with just 14% saying a good level of cycle parking is provided. CY8 - Are you aware of the free Dr Bike sessions at the Marina Building on a Monday? The percentage aware of the Dr Bike sessions was 73%. Comments from Cyclists Although the University promotes cycling it doesn't provide enough covered, secure spaces for cycles to be locked. This is a massive problem as I don't want to lock my bike outside where I know it is vulnerable to theft! The University should be complimented on its Cycle to Work Scheme, and the Sustrans/Dr Bike sessions. Something I have become aware of since moving over is that the main vehicular entrance to the campus is less than cycle friendly. The need to come off the pavement cycle-path and join car traffic just at the entrance is really problematic. Could there be another 'pedestrian/cycle' entrance somewhere along the crescent/carpark? A secure place to store my bike. Currently stored in an office during the day. My bike has been stolen twice, I will not leave it outside unless it is in a lockable zone. I would really like to have an area in the main admin building to get changed and to store cycling gear/change of clothes. I think this would really encourage more people to cycle into work. There is no where to dry your clothes at the university. There should be drying areas for clothes. There is nothing worse than putting wet clothes on. 23
24 Number of Responses 9.0 Responses from Pedestrians A total of 55 responses were received from staff members that walk to the University. The average travel time to the University for pedestrians was 18 minutes, and the average distance travelled was 1.2 miles. All of the responses came from people who walked to the Brayford Campus. W6 - What could the University do to improve facilities for staff members that walk to work? 25 Improved footpaths Pedestrian crossings near the University's sites Shared surfaces in areas that are also used by cars Showers and changing facilities 10 Storage lockers for clothes, shoes and bags Walking route maps 5 Walking events and promotions Other 0 The most popular solution for improving facilities for pedestrians was to improve road crossings near to the University. As part of the work for the Brayford Campus Masterplan the University is planning to look at a number of additional pedestrian crossings around the site. Comments from Pedestrians Getting the occasional parking permit ("scratch cards") is unnecessarily difficult, with staff being unwilling to sell me them (and often unable to locate them!) because they are worried I will sell them on. If I need to drive in suddenly for unforeseen circumstances, I cannot get a scratch card in time. It would be far more useful for me to have an occasional user permit which allows me to park for 1 (which I could pay into a machine) for example A direct walking path / staircase from the bridge on the right hand side (when coming from the City Centre) towards the Sports Hall. There should be easier cycle access from the west end of Lincoln as you either have to go a long way round by road or carry your bike, which is not always an option. There should also be shower and changing facilities for those who travel a long way on their 24
25 bike, to encourage this form of transport. Maybe they could have lockers, wet weather drying room I would like to cycle to work but the storage facilities for bikes are not safe. FOB accessible storage sheds would be a more expensive but safer facility. 80% of journeys in interrupted by a wait of up to 10 minutes at level crossing. A footbridge should be a priority for both University and Council. 25
