1 TRANSPORTATION COALITION MEETING THURSDAY, JULY 17, 2014 MEETING SUMMARY Opening Remarks Representative Saylor opened e meeting at 9:08 a.m. Representative Schreiber welcomed everyone to e 95 Legislative District and e meeting location, Santander Stadium, and made opening remarks about e positive ripple effect Santander Stadium has made in York s economic development. Introductions A self introduction was conducted. Minutes There being no corrections or changes, Mr. Phipps made a motion to adopt e April 17, 2014 meeting minutes. Representative Miller seconded e motion. The motion was voted on and passed as presented. Presentation Introduction Mr. Clark stated at two applications were submitted to PennDOT for funding consideration under e Transportation Alternatives Program (TAP) for e MA & PA Greenway and e City of York. The YAMPO reviewed bo applications and recommended at e application submitted by e City of York be considered top priority. Mr. Tim Fulton and Mr. Tim Miller from Downtown, Inc. were present at e Coalition meeting to inform e legislature of what was submitted to PennDOT for review, and to go over e application and e plans for e City of York. Presentations a. Transportation Alternatives Program (TAP) - City of York Application Mr. Fulton stated at ey have submitted ree applications for funding for e City of York, two rough DCNR, and one rough e TAP program. He gave a PowerPoint presentation on what e plans were for e City. Their vision is for sustained success wi emphasis on stormwater management (green infrastructure); multi-modal connectivity (bike, pedestrian, vehicle); and economic development (place-making, retail, recreation). DCNR applications focus: 1

2 1. Development application for e improvement of e existing trail from Richland Ave. to Philadelphia St. a. Strengen e connection between York College and Downtown York b. Improve stormwater mitigation rough e use of pervious pavement as a linear stormwater filter c. Improve e downtown riverfront park, providing a sense of arrival into e metro area and downtown. 2 Planning application for green infrastructure in e City of York wi project planning focus on e downtown. a. Plan norern city extension of Heritage Rail Trail from Philadelphia St. To Nor George St. b. Design a green road rough e Norwest Triangle, connecting Nor St. and Pershing Ave. c. Create a masterplan for improvements to Lafayette Plaza, currently an underutilized riverfront parking area at lies between e existing rail trail and e land set aside for e rail extension d. Design combined transportation and stormwater mitigation improvements to Clark Ave. and Market St., including e installation of a protected bike lane. e. Develop a Green Action Plan for e City of York TAP Application focus: 3. Rail trail construction from Philadelphia St. To Nor George St. a. Extends e Heritage Rail Trail rough e remainder of e downtown, building a connection to York International Baccalaureate Charter School b. Creates a linear stormwater filter and riverfront park between e Norwest Triagnle and e nor City bend of e Codorus Creek c. Helps close e gap between original 20-mile leng of e Heritage Rail Trail and e 6-mile Norern Extension All of is focuses on economic development and creates a place where people want to be, work and play. This helps wi workforce development and attracting residents to downtown as well as enhances livability and economic vitality of e City. Mr. Fulton and Mr. Miller provided several handouts to everyone during e presentation. After e presentation Mr. Fulton presented e question How can we help? He stated at it was important to be involved by getting in contact wi our State level agencies to express e importance of projects in e Downtown York area as well as speaking to individuals at e local level. 2

3 Mr. Fulton said at responses should be back for e TAP application in October and DCNR in late November/early December, and contracts signed in e first quarter of next year. He gave a brief overview of e timeline for projects. Rep. Miller expressed his support for green infrastructure and anked Mr. Fulton for including it in eir plans. A brief discussion ensued about e advantages of using pervious pavement. b Annual Report on Congestion Ms. Artman gave a presentation on e Annual Report on Congestion and talked about e new Bluetoo/GPS data set. The report is born out of e Congestion Management Process (CMP), and data collected in e report is used to establish performance measures, which are en used to make comparisons wiin e different transportation elements. Rep. Saylor asked what was being done to develop a plan to address e issue of of traffic on I-83, particularly, when lanes have been shut down due to accidents, etc. Mr. Clark talked about adaptive signal timing and how it would be helpful. Mr. Clark said at EMS will be asked to present at a future Coalition meeting to talk about what ey have planned on occasions when I-83 is shut down. Rep. Saylor stated at he would like to hear from PennDOT and e EMS people on what ey are doing to address e matter. Ms. Artman addressed questions by Rep. Grove about where staff was in e process of trying to devise solutions for intersections in his district. Ms. Artman discussed how signal timing data will be helpful in is process. The legislators requested at ey be kept in e loop on a regular basis of transportation matters in e County. c. York-Lancaster Transit Route Mr. Pritchard presented information on e York-Lancaster Transit Connection Study. This is a study to look at e feasibility to make a better connection between York and Lancaster via transit. The study asks e questions who is going to ride e bus; when does it need to run; and where does it need to go? The study is slated for completion in September and a survey will be out for e public from July 30 to August 30. The survey can be located at Mr. Pritchard requested at e delegation and eir staff promote e survey to eir constituents. He en went over e on-line survey. Rep. Saylor commented at it all comes down to time. Commuters do not want to use public transit unless it is a timely meod of getting to eir destination. A lengy discussion ensued about e 3

4 effectiveness of e survey versus speaking directly to commuters; and looking at private transit versus public transit. Oer Business a. YCTC Co-Chairpersons The following nominations were made for co-chairs to e Coalition for e upcoming two year period. Rep. Grove nominated Rep. Schreiber as co-chair. Rep. Miller seconded e motion. It was voted on and passed as presented. Rep. Grove nominated Rep. Saylor as co-chair. Rep. Schreiber seconded e motion. It was voted on and passed as presented. b. Rep. Saylor announced at e delegation has appointed Rep. Miller as e appointed citizen and Rep. Grove as e elected official to e York Area Metropolitan Planning Organization (YAMPO). Mr. Bob Reilly and Congressman Perry will be e alternate to Rep. Miller for e appointed citizen position. c. Rep. Saylor gave a legislative update on e hotel tax (Bill 1177) for York County, pension reform and paycheck protection. A lengy discussion ensued. Next Meeting rd The next meeting will be hosted by Representative Miller, 93 District, on October 16, Location to be announced.
