1 LETTER FROM THE DIRECTOR On behalf of the race committee, welcome to the 41st edition of the Joe Martin Stage Race. For those who are first time participants, we want to thank you for making the trip. We salute the dedication and hard work of the many men and women, as well as the vision and determination of one of the original race directors, Joe Martin. Joe was truly passionate about all things cycling and we continue to honor his legacy today. THANK YOU JOE! This is our 16th consecutive year to be part of the USA Cycling Pro Road Tour (PRT) and fourth year on the UCI America Tour calendar. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. We feel very fortunate to once again have some of the top cyclists not only from across the USA, but from around the world competing in Northwest Arkansas. The continued goal of the Joe Martin Stage Race is to bring a nationally and internationally competitive field of cyclists to our area and to expose our community to an exciting, colorful sport. I encourage you to enjoy some of the local flavor, get to know our residents, and take in some of the beautiful countryside as you re rolling past. And we invite you and your family to return to our area for vacation or maybe even relocate to one of the best places on Earth... or so we think! It is an honor and a privilege to have each of you at our race, and we hope and pray that you will have a safe, successful weekend. 5 PRO/ELITE STAGE RACE (Two Road Races, Time Trial, Criterium) UCI/PRT RACE MANAGER S MEETING Please note that some of the following information which applies to UCI Pro Men and Pro Women 1, 2 might not apply to Elite Men 1, 2. ORGANIZATION INFORMATION Organization Joe Martin Stage Race - is a UCI 2.2 stage race held under USAC permit # The event is owned and promoted by All Sports Productions, Inc., Fayetteville, Arkansas The UCI rules and scale of penalties are solely applicable to UCI categories. This race is open to Men and Women Elite categories and is held on the UCI America Tour calendar. For Elite Men 1, 2, the USAC rules and scale of penalties are in effect. UCI POINTS INFORMATION: UCI CLASS 2.2 PLACE FINAL GC MEN / WOMEN STAGES MEN STAGES WOMEN LEADER S JERSEY - PER STAGE MEN / WOMEN point Participation The number of riders per team is a maximum of seven, minimum of five for UCI Men and UCI Women. The UCI Pro Men race is open to UCI pro continental teams, UCI continental teams, national teams, regional and club teams. The Women Elite race is open to UCI women s teams, National teams, regional and club teams, and mixed teams. Licenses: Active participants in Category A races, including officials, riders, team managers, drivers, and mechanics, must hold a Federation license or a license from a governing body that is a member of UCI and must show such license at registration. MANAGER S MEETING - MANDATORY The mandatory manager s meeting is Wednesday evening, April 11, in the Martin Chapel room located at Mount Sequoyah Conference Center 6:00 pm UCI Men 6:45 pm UCI Women 7:30-8:30 pm Caravan Drivers Meeting (mandatory for all cars in the caravan) All UCI Men and Women teams must have a manager/representative present. Vital information will be discussed and materials distributed. Elite Men 1, 2 team managers are not required, but are encouraged, to attend. 6 UCI/PRT/ELITE RACE RULES & INFORMATION GENERAL REGULATIONS Support All stages will have officials on the race courses, in the caravans and at the finish lines. Motor officials will support each road stage. State, county and city law enforcement will provide support on all stages. See specific sections concerning neutral support which will be provided by Shimano Neutral Support. Medical Services Northwest Physician s Specialty Hospital will coordinate all medical services throughout the event. In addition, Central EMS, advanced medical personnel and team doctors will follow pro/elite road races and be staged at the finish lines. Trained personnel will staff the medical tent at each staging area and the Vendor Expo area on Sunday during the Criterium. Hills Blvd., Fayetteville, AR and phone number is MediServe is located on 117 Sycamore, Fayetteville, AR, and phone number is Radio Tour The frequency for radio tour will be announced at the manager s meetings. Littering Any rider or team intentionally throwing objects outside of the designated Green Zones will be fined $500 US Dollars. Second offense is disqualification. In addition, local law enforcement will issue citations if someone is observed intentionally littering. Littering is against the law. The race is in danger of not being permitted due to riders/teams excessive littering. Sign-in & Bib Numbers Rider sign-in is mandatory at the start line of each stage. Exception: Time Trial. Racers must successfully complete each stage within the time limit, in order to be eligible to continue to the next stage All numbers supplied by the organizer must be used. One frame and four jersey bib numbers (2 sets) will be provided. Both bib numbers will be placed on the left and right side of jersey European style (on jersey pocket with bottom of number facing down). Frame number on bike for all stages. For time trial, one bib number may be worn on the bottom center of uniform if wearing a skinsuit; otherwise place bib on right jersey pocket. NOTE: Number, epaulet, cycle plate or frame plate changed (cut, folded) or badly positioned may result in a progressive fine starting at $30. Please help the officials do their job by correctly placing numbers and ensuring they are visible. Finishes After completing your races, please do not congregate at the finish line. Never cross the finish line in the opposite direction or a second time in the same direction. Be sensitive to the photo finish cameras! Thursday, Friday and Saturday results will be posted at Mount Sequoyah Retreat outside of the Martin classroom #9 at the start area of each stage near sign-in, and immediately adjacent to the podium at the criterium on Sunday. UCI team managers will receive a hard copy of results each day plus unofficial results will be sent by . Results will also be posted on the event web site - under Results. Anti-doping Anti-doping inspections may be carried out by the UCI and/or USADA. Moreover, and in conformity with the law of the USA, the USA antidoping legislation is applicable in addition to the UCI antidoping regulations. The UCI antidoping regulations are entirely applicable to the event. After each race, the bib numbers of the riders required to present themselves for anti-doping will be posted in the Results area, and at the doping control station. It is the rider s responsibility to check this list and present himself/ herself when called upon. Failure to appear when selected results in a positive test. Alternates must also present themselves until released by doping control. Locations of Doping Control Stations: See course detail sections and finish locater maps. 7 UCI/PRT/ELITE RACE RULES & INFORMATION Juniors Information (Men 1, 2 only) All juniors must use junior gearing. Blocked gears are permitted. Roll outs will be performed for all junior riders prior to the start of some stages. Additionally, the top 3 junior finishers of these stages are subject to verification after the stage finish. Thursday Time Trial roll out for all juniors will occur approximately 15 minutes before the rider s appointed time in the start area. Please allow sufficient time before the start. Friday and Saturday Road Races roll out for all juniors will occur 1 hour before the start of their race, near sign-in. Sunday Criterium roll outs occur 15 minutes before the races in which any junior is participating behind the start/finish announcer s stage and for the top 5 juniors at the finish of the race. TIMING & CLASSIFICATIONS Summit Finishes Thursday Road Race is a summit finish for purposes of applying UCI regulation Finishing Time Limits Road Races - must finish each road stage within 15% of the winner s time. Time Trial - must finish within 20% of the winner s time Criterium calculated or actual times must be within 15% of the winner s time. Time Bonuses Finishing Time bonuses will be awarded in both Road Races and Criterium for all three categories. No bonus times will be awarded in the Time Trial. Road stages: Top 3 finishers: 10, 6 and 4 seconds, respectively. Criterium: Top 3 finishers: 10, 6 and 4 seconds, respectively. Intermediate sprints: 3, 2, and 1 seconds at Points intermediate sprint lines. Individual General Classification (GC) 1. Individual rider s general classifications will be calculated by summing that rider s time in all individual stages, taking into account any time bonuses and/or penalties. 2. In cases where two or more riders are tied in their final general classifications, their order will be determined by adding the fractions of a second from the individual Time Trial back into the total time. If this does not resolve the tie, the next method is adding their places obtained in each stage. If this does not suffice to break the tie, their placing in the last stage ridden will break ties. Points Classification UCI Races Only Points will be awarded at intermediate locations and at the finish, except during the Time Trial, where no points are awarded. Intermediate Sprints 5, 3 and 1 points Stage 1 Road Race: Men - 2 sprints Women - 1 sprint Stage 2 Road Race: Men 2 sprints Women 1 sprint Stage 3 - NONE Stage 4 Criterium: Men 3 sprints (Laps 20, 15, 10) Women 2 sprints (Laps 12 & 8) Stage Finishes 15, 12, 10, 7, 6, 5, 4, 3, 2, and 1 point Tie Breakers - In the event of a tie in the general individual classification by points, the following criteria shall be applied in order until the riders are separated by Number of stage wins, Number of wins in intermediate sprints counting for the classification on points, General Individual Classification by Time. Signage: Green 1K and 200M signs, and a green background with Sprint will mark the line. 9

8 10 UCI/PRT/ELITE RACE RULES, AWARDS & STAGES Under 23 General Classification (U23) The U23 classification is open to riders of racing age 22 or under, as indicated on the license. This classification applies only to Men Pro 1 and Women Pro 1, 2. Team General Classification Team GC calculations (UCI Men & UCI Women) will be made by adding the time of the top 3 riders within each team by stage, without figuring into it any individual time bonuses or penalties. In certain cases it is possible to have penalty time applied to the team. Teams with fewer than 3 riders will be eliminated from the team classification. Refer to UCI Regulation for tie-breaking procedures. Leaders Jerseys sponsored by EPIC Cyclewear The leader of each classification, except the team classification, shall be required to wear the corresponding distinctive jersey. If a rider is leading more than one classification, the order of priority of the distinctive jerseys shall be as follows: 1. General Classification (GC): Yellow (men). Pink (women) 2. Points Classification: Green 3. Under 23 (U23): White GC time AWARDS PROTOCOL The following riders are required to present themselves for the awards ceremonies. See each stage for specific times. Full team uniform is required. Jersey Leaders will immediately follow stage winners at each ceremony except the time trial which will be performed as described below. UCI Men & Women Listed First: Stages 1-3: The winner of the stage The leader of the General Classification by time The leader of the Points Classifications The leader of the Under 23 General Classification (U23) Stage 4: The winner of the stage The leader of the General Classification by time The leader of the Points Classifications The leader of the Under 23 General Classification (U23) The three first riders of the General Classification by time Top Team on GC ELite Men 1, 2: Stage 1-3 The winner of the stage The leader of the General Classification by time Stage 4: The winner of the stage The three first riders of the General Classification by time ROAD STAGES Road Closure: UCI Men and Women racers only will have full rolling enclosures at all times, and can use the full width of the road. Whenever the road is more than two lanes wide, riders must use only the right two lanes. Note that Men 1, 2 racers will have a rolling enclosure based upon road conditions; otherwise, standard USAC center line rules will be in effect at all times! Marshals: There will be corner marshals on the courses, but ultimately, it is the riders responsibility to know each course! Neutral Support: Provided by Shimano Neutral Race Support for the UCI Men and UCI Women 1, 2 by means of a minimum of 2 cars. Elite Men 1, 2: Limited neutral support is available for the Elite Men 1, 2 race. Wheels in, wheels out options. Wheels can be picked up at the finish area after the race. The race is not responsible for wheels and equipment left at the drop-off area 30 minutes after they are deposited. Wheels/equipment that have not been collected will be moved to the starting line of the next stage once the finish line tear down is complete. Feed Zones: Are indicated on maps.

There is a 9.5 mi / 15.3 km neutral section. The course is a large loop with the finish back in Fayetteville on the top of Mount Sequoyah. See trip report for full details. Pro Women and Elite Men 1, 2 - will leave Fayetteville heading east to Morningside Dr. Will then head south on Morningside around to Hwy 71B (S. School). There is a 6.1 mi / 9.8 km neutral section. NOTE - There is a steep downhill section at the top of Devil s Den State Park with several switchbacks at the 27.3 mi / 44 km from Mile Zero on the trip report. **See Thursday Finish Map and/or Trip Report for exact caravan deviation details** Feed zones: Pro Men - See Maps and Trip Report for locations 1. Feed Zone 1 - (Hwy 23 on the right side of the road only at the Withrow Springs State Park at Keith Ham Pavilion). Mile 41.4 / KM 66.7 on Pro Men Trip Report. The time trial is a stage and will count in team and individual GC. 2. Start times will be ed to team managers and posted on the event web site, Mount Sequoyah Conference Center registration area and at the staging area of the time trial at Devil s Den. Starts will be at 30-second intervals based on time of day. 3. Neutral support will be stationed at the halfway point on the course, approximately 2 km. Follow support vehicles are prohibited on the course. Team vehicles are not allowed on the course, but team support personnel are allowed to station themselves on the course provided they do not access the course with a vehicle. 4. Feeding is not permitted during the time trial. 5. Equipment: UCI regulations apply for Stage 3 Time Trial (except Elite Men 1 2 race), riders must present themselves to bike check 15 minutes before their posted start time. Riders 190cm tall or taller who are not on the Tall Rider List need to be measured before TT day. This can be done at enrollment or immediately after the Managers meeting Officials will be available for pre-check 1 hour prior to the start of the first rider. Teams are encouraged to review the following document: Rulesandregulation/16/51/61/ClarificationGuideoftheUCITechnicalRegulation ENG_English.pdf 6. Course: The course is a 3.0 mile / 4.84 kilometer climb out of Devil s Den State Park. The road steadily climbs 725 feet to the finish with an average grade of 5%, with most of the climb at 6% to 8%. Race officials and volunteers will be posted along the Time Trial course. CENTER-LINE RULE IS IN EFFECT. Riders must remain to the right of the road at all times. THERE IS NO WARM-UP ALLOWED ON THE COURSE. 7. Awards Ceremonies NONE on Saturday. It will take place 2 hours before the start of each group s criterium race. The podium is next to rider sign in. Riders must present themselves in full team uniform. UCI Women 12:00 pm; UCI Men 1:00 pm; Elite Men 1,2-2:45 pm. Same protocols apply as Stages 1 & 2. Directions: The course is approximately 24 miles / 38.7 km (45 minutes driving time) south of Fayetteville. Before 7:30 am arrival at the staging area - Take I-540 south to exit 45, turn right/west onto Hwy. 74. After 8:00 am arrival at the staging area - take I-49 south to exit 53, then proceed south on Hwy 170 to Devil s Den. Address: West Arkansas Hwy 74, Winslow, AR Riders will only be allowed to park in designated areas within the park. Campground C area will be the main parking area, which is approximately 1 kilometer from the start Staging area is located next to the Large Pavilion. A tough climb to the finish will challenge the field as the race progresses. There is NO warming up on the course. The course will be closed from 1:45 pm to 2:00 pm for a kid s ride. Amateur events will be taking place throughout the day.. Pits: There are 2 neutral pits on course, located immediately after turns one (just past the Start) & six (after the bottom of the long descent) from start/finish line. Shimano Neutral Race Support staffs both pits. One representative from each Pro Men and Pro Women s team are allowed to provide assistance in each pit. Wheels in, wheels out will also be allowed. Due to limited wheel support area, please remove wheels immediately after your race finishes. The Joe Martin Stage Race is not responsible for wheels and equipment left in the service areas 30 minutes after a race has ended. Intermediate Sprints: at the Start/Finish line: Pro Men - sprint laps at 20, 15 and 10 to go. The bell will be rung at 21, 16 and 11 to go Pro Women - sprint laps at 12 and 8 to go. The bell will be rung at 13 and 9 to go. Race announcer will alert riders with the bell for the upcoming sprint lap. Mishaps: Free lap rule is in effect for recognized mishaps. Riders will not be permitted to reenter the race with less than 4 laps remaining. They will be given the time of the group they were with as determined by the panel of commissaries and will be placed behind riders completing the last lap of the race. Time Limit: All riders about to be lapped will be pulled from the race at the finish line by the officials and assigned a calculated time based on their average speed at the time they were pulled. Riders calculated or actual finishing times must be within 15% of the winner s time. PRO TEAM CRITERIUM PARKING INFORMATION: Pro Men and Women teams with team-only vehicles are required to park in a team-designated area near the start/finish and within the course perimeter. This area can be accessed from College Ave. on Meadow St. See Criterium map for parking details. Award Ceremonies: ALL CATEGORIES immediately after the stage finish.
