4 City of Brockville BCAC Meeting Minutes - Thursday, May 12, 2016 CHAIR'S REMARKS Alan commented on how nice the weather is and perfect for another cycling season. He has noticed a few cycle tours already going through the city. Alan asked Kathleen to share her news. Kathleen explained that she has bought her first home, and will need to resign from the committee as it is outside the City. She said she would still like to help out in any area or projects whenever the need arises. Alan thanked her for her contribution, and stated that she was one of the founding members. Alan stated that he will keep her on the mailing list. Election of vice-chair CARRIED Alan explained that since Hugh has retired from the committee they must nominate a new vice-chair. Doug nominated Lee, Bob seconded that nomination and Lee accepted. 5 City of Brockville BCAC Meeting Minutes - Thursday, May 12, Report from Ontario Bike Summit - Alan Alan provided a brief update on the 8 th Annual Ontario Bike Summit, held in Toronto April 19-20: 1. There were 234 attendees, comprised of advocates, municipal/provincial planners, consultants; municipal engineers/cycling coordinators, provincial ministry senior staffers, and politicians from all levels. 2. Of regional note, Mississippi Mills received a Bronze level Bicycle Friendly Community designation, becoming one of 30 communities across the province that are home to 60% of Ontarians. Bicycle Friendly Communities range from the large, like Toronto and Ottawa, to the small, like Mississippi Mills, Pelham, Town of Blue Mountains and Wasaga Beach. 3. Cycle tourism continues to be the most rapidly growing tourism sector in Ontario, with about 1,200 places/providers registered with Ontario-by-Bike, with most regions providing marketing materials including maps, and with the Ontario Waterfront Trail network expanding to over 1,600km this year with the opening of the segment extending north along Lake Huron from Sarnia to Grand Bend. Additional segments under development include a route circumnavigating Georgian Bay, and the Lake-to-Lake route from Toronto to Lake Simcoe. Mayor Henderson will once again be participating in the annual Great Waterfront Trail Adventure cycling tour, from Pelee Island to Grand Bend this year, as co-honorary tour leader. This is the third Adventure for the Mayor, giving him a great opportunity to meet with colleagues in cities and towns along the route and see firsthand how they harvest the benefits of cycle tourism and being bicycle friendly. 4. A missing piece in Ontario has been an active cycling skills training/education program. CAN-BIKE has been available yet not well constructed, current, marketed or used. A major revamp, with funding from MTO under Action Plan 1.0 of the #CycleON strategy, is underway now, with both short and longer term goals committed. 5. Glenn Murray, Minister of the Environment and Climate Change, provided an overview of the coming Action Plan 1.0 of the provincial Climate Change Plan. It is aiming to continue the OMCIP funding program with $200 million over four years. 6. Action Plan 2.0 of the #CycleON provincial cycling strategy is currently under development, once again engaging about a dozen ministries and many stakeholder groups. Look for it to be announced in the fall. Page 3 of 7 Page 5 of 18
6 City of Brockville BCAC Meeting Minutes - Thursday, May 12, The Summit is always a good chance to network with those from other communities facing similar challenges. Of note, Toronto s new cycling coordinator provided some insight in working with rail companies on paths along rights of way, and Thunder Bay s mobility coordinator provided good advice regarding seasonal use of removable flexible bollards. 8. While we make glacially-slow progress in Brockville, most of the rest of the province seems to be accelerating away from us down the trail to Bicycle Friendly economic benefits. STAFF REPORTS Nil. SUB-COMMITTEE AND MEMBER REPORTS/PROJECT UPDATES 1. Update on Ontario by Bike - Lee Lee shared that Bob M, John Mazurek and himself have been working on this project. They have been contacting local businesses to promote this website that they can register on for free. Lee explained that this website is a great resource for cyclist, when planning trips. 2. Update on Brock Trail - Conal Conal gave updates on the following sections of the Brock Trail: Mill Bridge fence from bridge to Henry Street to be completed on May 16. Perth/William Brock Trail Committee is pursuing the funding required to complete this section in 2016 Central/Ormond construction to be confirmed for 2016 or 2017 Laurier/Centennial - trail route was cleared as a donation VIA 401 underpass waiting on a formal response from VIA regarding an assessment of the trail sharing their 401 underpass. Dave LeSeuer and John Taylor hosted a Canadian National Railway representative to discuss access through the bridge under the CN main line The Municipal Maintenance Standards regulation is being updated to include bicycle facilities on road allowances. Conal will circulate the draft regulation to the Committee for comments when it is released. Page 4 of 7 Page 6 of 18

Bike Parking - Dennis Dennis stated that the new addition of the pump track at the Rotary Park has changed the plan for that area of the park. He noted that there is a bike rack at Blockhouse Island but you can't get your bike into it. Dennis feels it would be a good idea to revisit the parks and talk to the people in the parks regarding necessity of bike racks. Bob M. asked if an individual could request a bike rack or ring adjacent to their business. Conal said that could be a possibility but he would have to order more rings. Alan felt that we should collect some names first to see if there is a need. Kathleen suggested looking at the current inventory to make sure they are all being used. If there were underused rings, maybe they could be relocated. 4. TLTI Walk/Run/Cycle Event - Douglas Douglas shared that he is volunteering for this event. He added that it is a family event not a race. Douglas said they have shuttle buses to bring people back to their cars so they may return and pick up their bikes at the end of the trail. He is hoping to learn about planning something like this so the committee could do something like this in the future in the city. 5. Discussion about cycling network - Doug G. Doug explained that there isn't much new to report. The sub-committee hasn't met since the last meeting. They did however meet with the group from Laurier Boulevard. Doug offered that they are very impressed with how much research this group has done on cycling networks. 6. Round Table Bob M. stated that he is very impressed with Mississippi Mills website. He stated that they are very involved with several programs such as kids camp, cycling and paddling for a week. The committee felt it would be a good idea to suggest to the police that they put out media a release regarding the new crosswalk on King Street Page 5 of 7 Page 7 of 18

10 For Discussion Bicycle Parking Updated Requirements June 1, 2016 Discussion has identified need for new Bicycle Racks for some parks. Those parks were ranked as to priority. See appended list of parks/locations, with comments, for details of review. The short list and requirements are: 1. Blockhouse Island Parkway (Water St parking lot area) a. Two racks in corral at Water St parking lot b. Relocate rack near canteen 2. Hardy/Centennial Park a. Two racks in corral near washrooms/play structure 3. Rotary Park a. One rack near washrooms & splash pad b. One rack near basketball court & pump track 4. St Lawrence Park a. One rack near canteen/washrooms 5. Memorial Park (north) a. One rack near fieldhouse/washrooms This totals eight new racks (approx. $4,000) plus one rack relocation. The bicycle parking Blockhouse and Hardy Parks can be accommodated with no loss of vehicle parking. Both sites have current grassed areas, adjacent to vehicle parking. With the addition of a concrete pad and 2 racks, 10 bikes can be accommodated at each location. Blockhouse 2 rack corral - on the grassed north-east corner of the Water Street parking lot (Yellow circle in Google Earth picture on next page). Alternatively, the corral could be accommodated in one asphalt parking spot as shown by orange circles in picture. Hardy Park 2 rack corral - on the grassed, bulbed-out section that separates the two east side of Kincaid parking areas or at the south of the parking spaces (Yellow circles on Google Earth picture on next page). Alternatively, the corral could be accommodated in one asphalt parking spot as shown by orange circles in picture. The rationale for the two corrals is provided in the attached copy of an submitted for consideration in the ongoing parking lot discussions. The did not receive the courtesy of an acknowledgement. Funding: as funding for public parking lots (Reynolds Park, Wall St lot, EIT lot) come from the parking reserve fund, it s appropriate that the bicycle parking also be funded from the same reserve. 12 From: Alan Medcalf Sent: Wednesday, May 18, :19 PM To: 'Meg Plooy '; 'Steve Weir'; 'Bob Casselman'; 'Sandra MacDonald'; Conal Cosgrove Subject: Bike parking for events/festivals, tourism seasons With the meeting to sort out downtown area parking lots, signage and so on happening tomorrow, I d like to add bike parking to the mix. We currently benefit from about 3,000+ cyclists per year in organized and independent groups coming through Brockville on the Waterfront Trail route along Water St, and some unknown but not insignificant number from regional clubs and others doing weekend stay n rides. As well, there are more residents visible cycling around town each year a number that will grow as we complete the Brock Trail linkage under the 401 and start to build out the cycling network. The cycling committee is also blitzing downtown area businesses right now, with good reception, to boost registration with Ontario-By-Bike, hopefully leading to a business area designation for downtown as well. This exposure will help to sustain and grow our cycle tourism visits. The cycling committee will continue to monitor the racks and rings in the downtown/waterfront area, moving them as needed for better placement, and making additions here and there when needed. The Aquatarium also has bike racks on order for installation adjacent to their main entrance. At this time, with an area-wide parking discussion underway, please consider setting up two bike parking corrals for 10 bikes each, with a view to expanding in the future when and as needed. Accommodating 10 bikes takes the space of one automobile parking spot, with two short racks (similar to the one in front of City Hall) installed. My suggestion would be to use the end-of-row parking spot on Blockhouse Island Parkway, adjacent to the Tunnel, close to Water St, and one spot beside the Hardy Park washrooms, beside the grassed bulb out holding a utility pole (between the two lines of parking spots). While we still have large portable racks we can place out for events, the advantage of having some larger permanent locations is that visitors will find them useful even when events are not underway. More importantly, residents will learn they re there and start to make use of them. Hardy Park is a frequent destination for families, even more accessible by bike with the Tom Dailey Bridge and Brock Trail segment now open. The Blockhouse Island Parkway location will be visible from Water St and attractive to residents and visitors stopping to see the Tunnel, walk to Blockhouse Island, or stroll the Market or Downtown. 13 At 20 bike parking spots for 2 spots, this is good leverage for expenditures from the parking reserve which funds public parking. It s also good leverage in seeing residents bike to the Waterfront, freeing up spots for visitors. Thanks for considering the broader parking needs and opportunities.
