3 Event Description The Rockin River City Ride, Rockin Run and After Party is a fundraiser hosted by the Junior League of Evansville and the Evansville Morning Rotary Club. The purpose of the event is twofold; one is to promote healthy lifestyles through the encouragement of exercise; and two is to raise funds for the hosting organizations to further their missions throughout the community. The Rockin Run and After Party will take place on Friday, May 13, 2016 with the Bike Ride to take place on Saturday, May 14, All festivities will be held rain or shine. Rockin Run and After Party festivities to begin on Friday May 13 th at 6:00 p.m. The run/walk is a 3 or 5 mile closed route that will commence at 7:30 p.m. Participants to register at Tropicana Events Plaza with the starting line being near the corner of Riverside Drive and Court Street. First Aid tent will be operated at Cherry Street and Riverside. Course closes promptly at 9:00 p.m. During the Rockin Run participant activities will consist of walking or running the course and adding paint to a mural along the route. 1. Proper fitted clothing and shoes are required for all ride and walk/run participants. 2. The Rockin Run/Walk will be supported by volunteers staggered approximately every quarter mile throughout the course. During the After Party, the participants will attend concert like setting to listen to music and enjoy time together with friends and family. Bike Ride to begin Saturday May 14 th at 7:00 am with the bike ride and walk commencing thereafter at 8:00 am. Riders and participants will gather at Sunset Park where a bike park will be maintained with a kid s park, vendors display area, and the first aid tent. The bike park will allow participants to park and secure their bikes while attending to the vendor booths, crafts, and children s games at Sunrise Park. The participant activities will consist of the long ride circuit (100K, 60K, and 25K) and a 5 K family ride / walk on the Pigeon Creek Greenway. At 8:00 am a staggered start for the rides will commence. The 100K and 60K will start between 8:00 a.m. and 9:00 a.m. The 25K and 5 K will start between 8:30 a.m. and 9:00 a.m. All participants are expected to complete the selected routes and return to the start/finish by 2:00 p.m. After 2:00 p.m. at which time supported activities will cease. Participants of the adult long bicycle rides associated with Rockin River City Ride will be on roads open to automobile traffic. Participants shall share the road with cars, abide by all traffic laws, and will be directed to ride single file and will be guided by the following safety precautions taken by the organizers: 1. Helmets are required on all Rockin River City Ride sponsored rides. Free helmets will be provided to children by Deaconess Hospital for the first 200 children cyclists without helmets. 2. Proper fitted clothing and shoes are required for all ride and walk/run participants. A properly maintained bicycle is required by all bicyclists. 3
4 3. Participants under the age of 18 must be accompanied by an adult or guardian. 4. The adult long rides will be Show and Go. This means that participants are given maps, cue sheets, and routes are properly marked, so that cyclists may choose to begin a ride within any reasonable time they should choose. a. This has the effect of disbursing riders which decreases the effect on traffic and decreases risk of cyclist/cyclist collisions. 5. The adult long ride will be supported by vehicles labeled SAG (Support and Gear) until 2:00 p.m. These volunteers have the job of supporting cyclists who may break down or picking up cyclists that need help to finish or have other issues which cause them to be unable to finish. a. SAG support will be provided by Brecks Bicycle Shop at no cost (parts are included for small repairs). b. Rest Stops along the way will also be stocked with additional first aid supplies. c. Event organizers will have radio / cell phone contact with rest stops, SAG volunteers, and transportation assistance. 6. Rockin River City Ride and Rockin Run routes have been submitted to the Evansville Police Department, the Vanderburgh County Sheriff s Department and the Perry and German Township Volunteer Fire Departments to ensure that none conflict with planned projects and road closures. All participants must follow approved course for all events. 7. All Rockin River City Ride and Rockin Run participants are required to sign a waiver and to provide all emergency contact information at registration. They are also required to wear a bib number which allows their identification by event volunteer staff. 8. Rockin River City Ride highly suggests that all participants review the recommended bicycle safety information which will be featured on the event website and will be featured in the event programs distributed to every Rockin River City Ride participant. 9. The use of earphones and personal music devices is strictly prohibited by all participants while they are involved in any of the rides or walks or runs. Rockin Run Course Descriptions The Glow run will consist of an oval 1 mile course using city streets and sidewalks. The participants will traverse oval course three to five laps to complete the course. Course Description The Ride will consist of the adult long ride circuit 5K family ride circuit. The long ride be conducted on public roadways on the west and north ends of the county. All rides will be an out and back circuit that begin and end at Sunset park. Long ride participants will be instructed to observe the rules of the road and will be provided in their participant packets a summary of city and county bicycle specific rules, as well as a summary of bicycle etiquette. 4
5 The family ride/walk will be confined to the Pigeon Creek Greenway and will begin and end at the Sunset Park Trailhead. Riders on the family ride / walk will be given copies of the rules of the Pigeon Creek greenway passage and a summary of bicycle etiquette. Below are summary maps of both of the adult long rides and the family ride / walk. 10 1 st Aid and Water Stop Locations All minor medical services required by event participants will be handled by on-site Deaconess Hospital personnel who will staff and operate the First Aid Tent located in Sunrise Park for the bike ride and on Cherry Street at Riverside during the Rockin Run/Walk. The First Aid Tent will provide minor medical assistance to participants in the start finish of the ride/walk and those in the vicinity of the Kids Park and Bike Park. The operations of the First Aid Tent will be overseen during two shifts by the following RN members of the Deaconess medical staff: Deaconess Medical Staff Contact: Shift 1 7:00 a.m. to 2:00 noon Deaconess RN # 1 & # 2 In addition to the First Aid Tent, basic first aid supplies will be available at all rest stops with the exception of the water stations located on the Greenway. First aid supplies will also be issued to all SAG wagon drivers for the purpose of providing initial first aid for any injured participants encountered along the adult long ride routes. There will be no Automatic External Defibrillators (AEDs) available at either the First Aid Tent or at any of the rest stops. Rest stops will be provided to participants at various 12 to 15 mile increments along the adult long ride routes. Also, a water stop will be located along the green way passage for participants of the 5K family ride / walk and at Cherry Street for the Glow Run. The rest stops will be manned by members of non-profit organizations; however, a member of either the Evansville Morning Rotary Club or the Junior League of Evansville will be assigned to each rest stop for communications and direction in the event of a minor or major medical emergency. The list of rest stops is as follows: - Rest Stop #1 Greenway (Shirley James Ohio Street) - 5K, Rest Stop #2 Dog Town Tavern (6201 Old Henderson Rd) - 25K, 60K, 100K Rest Stop #3 Broadway Rec Complex - 60K, 100K Rest Stop #4 American Legion Post 8 Funkhouser (6001 New Harmony Rd) - 60k, 100k Rest Stop #5 South Terrace School (8427 Haines Road Wadesville, IN) 100K Rest Stop #6 Jim Back's Yard (11039 Hillview Dr) 100K The mapped locations of the rest stops can be viewed on the route maps located in the Course Description section of this plan. 10

12 Vanderburgh County Sheriff s Office: Cell Phone: spreston@vanderburghsheriff.com In addition to the local police agencies, the Ride Organizers have been in contact with the volunteer fire departments for responsible for various areas of the Adult long rides. The contacts are as follows: McCutchanville Volunteer Fire Department: Duane Halsema, Chief Cell: ext. 302 McCutchanville Volunteer Fire Department: Will Nalin, Division Chief Cell: German Twp Volunteer Fire Department: David Bretz, Chief Cell: Perry Twp Volunteer Fire Department: Scott Whitfield, Chief Cell: Scott Twp Volunteer Fire Department: Keith Kahre, Chief Cell: ext kkahre@scottfire.org During the course of the ride, the Safety Committee Chairman will maintain contact with the public agency liaisons to coordinate course re-routes due to emergencies or to communicate any incidents post escalations. Course volunteers will be trained to call in the event of an accident in which participant(s) has (have) sustained an injury which prevents them from getting up or which appears to a reasonable person to be deemed in need of professional medical attention. Following contact with emergency services via 9-1-1, the Safety Committee chairman will contact the volunteer fire personnel notifying them of the incident. All event volunteers will be trained to provide basic assistance (offering basic first aid supplies upon request at the rest stops) and to refer participants to the First Aid Tent for minor medical needs. Furthermore, participants engaged in providing SAG support will also maintain basic first aid supplies in their vehicles to assist injured riders encountered along any of the adult long ride routes. Training will also involve the review of ride etiquette and a review of the emergency contact procedure (e.g. when in doubt contact 9-1-1). Volunteer personnel will also be trained in basic procedures to address the use of first aid supplies to stop bleeding, if applicable, until emergency services arrives. Medical Emergency Response: The following are the general instructions on contact

Upon witnessing an accident or observing the post-accident scene, call If the rider is unable to get up unassisted, Do not move them, unless their presence in the accident location would subject them to potential life threatening injury. 3. Stay with the injured participant and make sure that they remain stable while emergency services arrive. 4. Following verification that emergency services have been contacted and are on their way, contact Safety Committee Chair, Heidi Young at , who will alert the SAG volunteers in the area to make sure that first aid supplies are available to injured participants while emergency services are in route. 5. The Safety Committee Chair will contact event organizers to report the incident. 6. An incident report will be completed by the Safety Committee Chair and maintained on file by the Junior League of Evansville and the Evansville Morning Rotary. 13
14 Course Worker Description The course workers staffing the adult long ride and family ride / walk will consist of members of both the Evansville Morning Rotary Club and the Junior League of Evansville. At least one member from either club will be assigned to each rest stop / water station. In addition, volunteer SAG drivers will also be driving the segments of the adult long ride route. It is assumed that all volunteers, unless specifically noted below, are not First Aid Certified. All volunteers of the Evansville Morning Rotary Club and the Junior League of Evansville have participated in emergency response training and are familiar with the incident response and reporting procedures. Deaconess Medical Staff Contact: Shift 1 7:00 a.m. to 12:00 noon RN #1 & #2 Shift 2 noon to 5:00 p.m. RN #1 & #2 SAG Support will be provided by Brecks Bicycle Shop. The following are the three SAG drivers: SAG SUPPORT Other drivers In addition to the SAG support a member of Rotary will monitor the 25K route to provide ride service for participants who cannot complete the Ride. The weather will be monitored prior to the commencement of the event. Event personnel will be in contact with local meteorologists from local television Stations 14 WFIE and 25 WEHT to be on alert for severe weather conditions and/or identify severe weather pop-up conditions that might occur after the start of the event. If severe weather threatens to strike before the event, the start will be delayed until the threat has passed. For the ride, if it appears that severe conditions or pop-up will strike after the start of the event, the 60K and 100K routes will be cancelled if the 25K can be completed prior to the weather conditions occurring. When severe conditions with threaten during the event, event organizers will make a determination to cancel the ride and/or run altogether. 16 APPENDIX A ROAD RULES AND BICYCLE SAFETY & ETTIQUETE Bicycle Safety and Etiquette Please obey the rules of the road and respect the local citizens who welcome this event with open arms. Below, you will find some general road riding and glow run etiquette rules and that should be used to create a safe environment for everyone involved. 1. WEAR A HELMET AT ALL TIMES during the bike ride. 2. Follow the Rules Follow all traffic laws an automobile driver would observe which include but are not limited to stopping at red lights, stop signs and yielding to pedestrians. In some cases, a police officer patrolling an intersection will give riders the right away in this case, it is okay to proceed with caution. o Please DO NOT ride in a pack spread across the road to block other riders or worse, motor traffic. o The roads are not closed for this ride, you are expected to share the roads with other groups and follow all traffic laws. 3. Radio Devices Headphones, cell phones, radios and other similar devices are NOT permitted while riding or walking. 4. Be Predictable Smooth, consistent riding is the key to ensuring everyone riding around you feels comfortable and that you are not a hazard to yourself or anyone else. 5. Know Your Limitations and Use the Course Support Provided. The courses can be difficult with unpredictable weather. There will be rest stops with food and hydration, along with mechanical and medical support roughly every 7 to 14 miles. There will also be SAG (Support and Gear) vehicles along the course that will assist with your journey. 6. Call Out Any Change Call out Slowing, On Your Left, On Your Right, Car Up, Car Back, etc. Also, call out approaching hazards for those behind you such as Pot Hole, Tree Limb, etc. 7. Do NOT Overlap Wheels Be cognizant of those around you and pay attention to the position of your front wheel vs. their back wheel. 8. Ride Single File or Two Abreast The Rockin River City Ride is by definition a rules of the road ride meaning the roads are open to traffic. Please do not endanger yourself and others by riding more than two abreast, or in some cases single file and inconveniencing the local citizens who allow us to come through their community. o No state permits riding more than two abreast on public roads. 9. Signal Signal with your hands and/or voice so that everyone knows your intentions. o One element that makes the Rockin River City Ride unique is that it starts and finishes in a downtown setting. In doing this, we make sure there is support on the roads, but we do advise you to take extreme caution when riding on the often times dense, open roads. Make sure you stay 16
17 single file and ride on the right side of the road and in the bike lane when available. Also, make sure to signal to motorists when making right and left turns. 10. Stay to the Right Ride as far to the right as is practical, unless making a left hand turn or avoiding hazards in the road. If you must stop, do your best to move off the road when you stop. o Once the large group has started to thin after the first few miles of the ride, please have your team ride orderly in single or double file and allow others to pass when needed. o If your group needs to stop on the side of the road for an unplanned break flat tire, broken bike, etc. please move your whole group safely out of the traffic lane. 11. Leave No Man/Woman/Child Behind If you are riding in a group and get separated at an intersection, as a matter of courtesy, you should soft pedal until the rest have rejoined. o Talk with your teammates in advance of the ride. Plan what you are going to do when someone gets a flat or needs to stop. o What if someone crashes? Or is too tired? Having a team plan in place will help you make decisions quickly and get your team moving on down the road. 12. Use Caution On Descents Watch for signage indicating dangerous descents and be ready to slowly apply the brakes if necessary. When descending and turning, make sure your inside leg is at the 12 o clock position, not 6 o clock. o This event will have a few 'good' climbs. Please make sure you read the course descriptions, cue sheets, study the course profile and train appropriately. If possible and when safe, it is a good idea to pre-ride the course to know what you're up against. 13. Follow Course Signage The signage we place on all courses is there for your safety, follow the directions of these signs. For example, a CAUTION sign means slow down and focus on your surroundings. 14. Say Thank You The Rockin River City Ride could not exist without the many volunteers and agency support on-course. Please take the time as you ride by to thank them for dedicating their time to the event. 15. Take Caution After Fog Cool, wet nights and warm mornings can often lead to foggy conditions in the Vanderburgh County area. If it is foggy at the start, please use caution until the fog burns off. Keep a greater distance between yourself and other riders, remove sunglasses and watch for metal surfaces, like railroad tracks and road seams, which may be wet. 16. Take Caution if Sever Weather Strikes. Ride officials will monitor weather conditions prior to the event. The event is a rain or shine event, however pending severe weather will cause the event to be canceled. If severe weather strikes during the ride take the following precautions to avoid lighting strikes. o Looking for safe shelter as soon as you can hear thunder. o Lowering your elevation as much as possible. If you are on a hill with exposure to the sky, head downhill or seek out an overhanging bluff or a valley or ravine where you can lower your exposure. The exception is if you are in a place at risk of flash flooding like a creek bed then you should go to higher ground. 17
18 o Moving to a sturdy building or shelter if there is one within reach. Options might include underpasses, large barns, stores or railway stations. Do not take shelter in small sheds or under isolated trees. o Getting off your bike quickly if you feel your skin tingle or your hair stand on end. Squat low to the ground on the balls of your feet. Place your hands on your knees with your head between them. Make yourself the smallest target possible, and minimize your contact with the ground. 18
