1 2013 AIBA WOMEN S JUNIOR AND YOUTH WORLD BOXING CHAMPIONSHIPS AUSTRALIAN TEAM SELECTION CRITERIA 1. OBJECTIVE 1.1 To identify and select those athletes who will achieve the best possible results for Australia at the, if it is to be held, 2013 AIBA Women s Junior and Youth World Boxing Championships with the date and location to be advised by AIBA. 1.2 This criteria may be amended or supplemented by the Boxing Australia Board, especially where matters arise which have not been provided for in this criteria. Any variation or amendment must be in writing given by the Chief Executive Officer on behalf of Boxing Australia who will endeavour to give as much notice as possible to all persons affected by the amendment or supplement to these criteria. 2. PROCESS OF NOMINATION AND SELECTION 2.1 Boxers must have met their Boxing Australia Member Association selection criteria, which must have been fair, transparent and equitable, to be selected to compete in the 2013 Australian Championships, or have been entered into the Championships by the Boxing Australia Board. 2.2 Boxers must have been nominated by their Member Association or Boxing Australia for (but not necessarily have competed in) the 2013 Australian Championships to be held 10 to 16 February 2013 at the Magic Millions in Morphettville, South Australia to be eligible for selection to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships Boxers must be born from 1997 to 1998 inclusive for the Women s Junior category and 1995 to 1996 inclusive for the Women s Youth category. 2.4 Boxers must have signed and dated the Athletes for Australian Selection Declaration to be considered for selection to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships Boxers must abide by the clauses in the Athlete for Australian Selection Declaration and any other Boxing Australia contracts that they sign. 2 2.6 Only boxers who have been nominated by their Member Association or Boxing Australia for the 2013 Australian Championships are eligible for consideration of selection to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships and they must be selected for a following weight category: o Junior: 44kg-46kg, 48kg, 50kg, 52kg, 54kg, 57kg, 60kg, 63kg, 66kg, 70kg, 75kg, 80kg and 80+kg o Youth: 45-48kg, 51kg, 54kg, 57kg, 60kg, 64kg, 69 kg, 75kg, 81kg, 81+kg 2.7 Boxing Australia does not have to select to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships, or financially assist, a boxer who wins a Women s Junior or Women s Youth weight category at the 2013 Australian Championships. 2.8 Boxing Australia reserves the right to withdraw any boxer who is selected for the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships who does not attend all Boxing Australia approved compulsory training camps, national and international preparation competitions. 2.9 In the event a selected boxer is not available to compete at the 2013 AIBA Women s Junior and Youth World Boxing Championships the Boxing Australia Board, if it so decides, has the power to select another boxer(s) to the Australian Team. 3. PROTESTS 3.1 A boxer may protest against a decision in a bout at the 2013 Australian Championships according to procedures in Boxing Australia s Technical and Competition Rules. 3.2 A protest must be made in writing to the Head of the Jury within 30 minutes after the completion of the bout accompanied by a $500 cash fee that will only be refunded if the protest is successful. 3.3 The Jury will make a decision to either approve or reject the protest, after considering the circumstances of the protest. 4. APPEALS - BOXERS 4.1 The appeal process concerning non-selection is two tiered, with the first appeal to be heard by the Boxing Australia Appeal Panel with any subsequent appeal to be heard by the Court of Arbitration for Sport. In all cases the appeal will be at the expense of the appellant. 4.2 The sole grounds for any appeal are that this Selection Criteria was not properly followed and/or implemented. 3 4.3 Any appeal by a boxer against non-selection must be made to the Boxing Australia Appeal Panel. Any appeal must accord with the following procedure: (a) The appellant must give written notice of her appeal to the Boxing Australia Chief Executive Officer within 48 hours of the announcement of the decision against which the appeal is made. (b) Within five (5) working days of submitting her written notice of appeal, the appellant must submit to the Chief Executive Officer the grounds of that appeal accompanied by a non-refundable payment of $2000 to Boxing Australia. (c) That the Boxing Australia Appeal Panel will be comprised of the following persons appointed by the Boxing Australia Board: (i) (ii) (iii) A barrister or solicitor who will act as the Chairman; A person with thorough knowledge of amateur boxing; and One other person of experience and skills suitable to the function of the Boxing Australia Appeal Panel No Person is eligible to be appointed to the Boxing Australia Appeal Panel if he/she is a member of Boxing Australia or the Boxing Australia Selectors Committee or by reason of his/her relationship with the appellant or any member of the Boxing Australia Board or the Boxing Australia Selectors Committee would be reasonably considered to be other than impartial. (d) The Boxing Australia Appeal Panel will convene a hearing as soon as possible after the submission of the grounds of appeal. The hearing may occur in such manner as the Chairman decides, including telephone or video conferencing. The Boxing Australia Appeal Panel is not bound by the rules of evidence but must observe the principles of procedural fairness. (e) Prior to the hearing, the Boxing Australia Selectors Committee will provide the Boxing Australia Appeal Panel and the appellant with a written statement as to the reasons for the decision against which the appeal is made. (f) The Boxing Australia Appeal Panel will give its decision as soon as practicable after the hearing and will provide the Chief Executive Office and the appellant with a statement of the reasons for its decision. 4 4.4 Any appeal from a decision of the Boxing Australia Appeal Panel must be solely and exclusively resolved by the Court of Arbitration for Sport according to the Code of Sports-Related Arbitration. The decision of the said Court will be final and binding on the parties and it is agreed that neither party will institute or maintain proceedings in any court or tribunal other than the said Court. 4.5 A boxer wishing to appeal to the Court of Arbitration for Sport must give written notice of that fact to the Chief Executive Office within 48 hours of the announcement of the decision against which the appeal is made. She must then file this statement of appeal with the Court of Arbitration for Sport within five (5) working days. 4.6 Failure to observe the above time limits will render any appeal a nullity provided that a boxer may apply to the body to hear the appeal in question for an extension of time in which to commence an appeal. The body to hear the appeal in question may grant such an extension of time in extenuating circumstances outside the control of the boxer concerned. 5. SELECTION OF BOXERS TO AUSTRALIAN WOMEN S JUNIOR AND YOUTH TEAM 5.1. Boxers who win their Women s Junior or Women s Youth weight category in the 2013 Australian Championship are not automatically selected for the Australian Women s Junior and Youth Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 5.2 Boxers will be evaluated for selection to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships based on their skill and performance as demonstrated at the 2013 Australian Championships and in priority order their potential to place Top 4 or Top 8 at the World Championships (as assessed by Boxing Australia in its judgement of the International Standard of boxing in each weight category). 5.3 Boxing Australia may only financially assist up to five (5) boxers to attend the 2013 AIBA Women s Junior and Youth World Boxing Championships. In the event that there are more than five (5) boxers selected, the Boxing Australia Selectors Committee will recommend to the Boxing Australia Board up to five (5) boxers to financially assist. 5.4 All boxers selected to the Australian Team will be required to pay a contribution levy. Boxing Australia financially assisted boxers to the World Championships will be required to pay a $1000 levy, while any other selected athletes will be required to self-fund all costs associated with their participation in the World Championships. 5 5.5 If a non-financially assisted boxer member of the Australian Team wins a medal at the 2013 AIBA Women s Junior and Youth World Boxing Championships, Boxing Australia will refund her reasonable costs incurred in travelling to the Championships and her stay with the Team in the Championships period provided she has competed in two or more bouts in the World Championships. 5.6 Boxers selected in the Australian Team must maintain weight within the weight category for which they have been selected. If a boxer weighs more than or less than 5% of the competition category weight for which she has been selected two days prior to departure of the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships, Boxing Australia reserves the right to withdraw that boxer from the 2013 AIBA Women s Junior and Youth World Boxing Championships. If withdrawn for that reason the boxer will be required to meet all the relevant costs incurred by Boxing Australia for her training/competition and associated preparation and travel to the World Championships. 5.7 Boxers who are nominated by the Selectors Committee and approved by the Boxing Australia Board will be selected to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 6. OFFICIALS 6.1 Boxing Australia will advertise for and select a Head Coach/Team Manager for the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 6.2 Boxing Australia will advertise for and select an Assistant Coach for the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 7. APPEALS - OFFICIALS 7.1 An applicant to be the Head Coach/Team Manager or Assistant Coach has no right of appeal against their non-selection to the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 8. JURY 8.1 The Jury will consist of three (3) members appointed by the Boxing Australia Board to officiate in each session of the 2013 Australian Championships. The Jury must be present and observe all bouts. 8.2 Each member of the Jury shall be entitled to one vote only. All decisions shall be decided by a majority vote. SELECTORS COMMITTEE 9.1 The Boxing Australia Selectors Committee consists of five (5) National Selectors appointed to that committee pursuant to Boxing Australia s constitution and relevant by-law. 9.2 Each member of the Boxing Australia Selectors Committee shall be entitled to one vote only. All decisions shall be decided by a majority vote. 9.3 The Boxing Australia Board, where it so decides, will provide the Boxing Australia Selectors Committee with the number of boxers that may be selected to be members of the Australian Team to the 2013 AIBA Women s Junior and Youth World Boxing Championships. 9.4 The Boxing Australia Selectors Committee when making selections will take into account a boxer s skill and performance as demonstrated at the 2013 Australian Championships and in priority order her potential to place Top 4 or Top 8 at the World Championships (taking into account Boxing Australia s assessment of the International Standard in each weight category). 9.5 All decisions of the Boxing Australia Selectors Committee are subject to the approval of the Boxing Australia Board.
