Introduction 1.1 The objective of this Nomination Criteria is to identify and nominate to the Australian Paralympic Committee ("APC") those athletes who will achieve the best possible medal results in Swimming at the 2016 Paralympic Games ("Games") Paralympic Long List 2.1 Swimming Australia Ltd ( SAL ) will choose Athletes from within its sport to be members of the SAL s Paralympic Long List (Long List). 2.2 SAL may add Athletes to the Long List at any time at its absolute discretion where based on performances in 2015 through to and including the 2016 Australian Swimming Championships, the SAL Paralympic Performance Manager is of the opinion that the Athlete has the potential to be nominated for selection in the 2016 Australian Paralympic Team. 2.3 All athletes nominated by SAL to the Long List who wish to attempt qualification for the 2016 Australian Paralympic Team must review sign and return the Long List Agreement letter to Lynn Fowlie, Swimming Australia C/- Australian Institute of Sport Leverrier St Belconnen ACT This is required to be eligible for nomination and selection to the 2016 Australian Paralympic Team. 3. The 2016 Paralympic Team Shadow Squad - Swimming 3.1 At the time of the 2016 Australian Swimming Championships the International Paralympic Committee (IPC) will not have confirmed the number of quota slots allocated to the APC for Swimming at the 2016 Paralympic Games. As a result SAL will nominate athletes to the 2016 Paralympic Games Team Shadow Squad Swimming (Shadow Squad). 3.2 SAL will only nominate athletes from the Long List to the Shadow Squad for the 2016 Paralympic Games. 3.3 SAL will nominate up to a maximum of 40 athletes to the Shadow Squad for the 2016 Australian Paralympic Team provided they: have competed at the 2016 Australian Swimming Championships to be held 8-15 April 2016, unless applies; and are members of the APC Long List for inclusion in the Shadow Squad hold an active IPC Swimming Athlete License for the 2016 season; are internationally classified with a Confirmed sport class status or a Review sport class status with a review date after 31 December; have met the additional competition requirements as outlined below at the 2016 Australian Swimming Championships, unless applies: a) Priority 1 the first, second and third ranked athlete in any Individual Paralympic Event will be nominated to the shadow squad, provided they swim a time that equals or betters the 4 th ranked time in the world. b) Priority 2 i) Priority 2 will only apply to athletes who have not previous represented Australia at the Paralympic Games. ii) If less than three athletes are selected in an Individual Paralympic event in a class under Priority 1, then based on performances at the 2016 Australian Swimming Championships the highest ranked athlete will be nominated to the shadow squad provided they swim a time that equals or betters the 7 th ranked time in the world.

2 c) Priority 3 i) Priority 3 will apply to athletes who have previously represented Australia at the Paralympic Games. ii) If less than three athletes are selected in an Individual Paralympic event in a class under Priority 1 and 2, then based on performances at the 2016 Australian Swimming Championships the highest ranked athlete will be considered for nomination to the shadow squad provided they swim a time that equals or betters the 7 th ranked time in the world. d) Priority 4 i) Priority 4 will only apply to athletes who have not previous represented Australia at the Paralympic Games. ii) If less than three athletes are selected in an Individual Paralympic event in a class under Priority 1, 2 or 3, then based on performances at the 2016 Australian Swimming Championships the highest ranked athlete will be considered for nomination to the shadow squad provided they swim a time that equals or betters the 10th ranked time in the world The General Manager, Performance in consultation with the Paralympic Program Manager at their absolute discretion, may recommend to the National Selectors a change to the athletes nominated to the Shadow squad for an individual due to an extenuating circumstance that prevents an athlete from meeting the qualification standards at the 2016 Australian Championships SAL will only nominate those athletes who have met the qualifying rankings as follows; Note; the SAL A, B and C qualifying times for individual events are equivalent to SAL A 4 th in the World based on the 2015 World Rankings, SAL B - 7 th in the World based on the 2015 World Rankings and SAL C 10 th in the World based on the 2015 World Rankings.

Process of Nomination and Selection to the Australian Paralympic Team 4.1 Only athletes who are a member of the Shadow Squad may be nominated by SAL to the APC for selection to the 2016 Australian Paralympic team. 4.2 The number of athletes able to be selected by the APC to participate in events at the Paralympic Games is subject to the number of slots for each sport allocated to the APC by the International Paralympic Committee ( IPC ) and the Organising Committee for the Paralympic Games ("Qualification Slots") out of the total number of slots available for each sport. 4.3 Once the Qualification slots allocated to the APC for swimming are confirmed by the IPC, SAL will nominate athletes from the Shadow Squad to the APC for selection on the 2016 Paralympic Team as per 3.3.5; Athletes will be ranked within each priority group based on 2015 IPC Swimming three per nation World Rankings, with all Australians removed from the rankings then added back in based on performances at the 2016 Australian Championships In the event of a tie between two or more athletes with the same world ranking for the final position to be nominated to the APC for selection, the athletes with the athlete with the highest 2016 SAL Multi Class Point Score (MCPS) will be nominated to the team For athletes that are re classified following the 2016 Australian Championships, SAL will use their classification as at the 15 August 2016 to determine the class they will be nominated for and the time they swam at the 2016 Australian Championships will be used to provide an updated World Ranking in their new classification class Should an athlete withdraw from the shadow squad the next highest ranked athlete provided there are not more than 2 athletes already on the team and ranked higher in that event maybe added to the shadow squad provided the Paralympic Performance Manager in consultation with the National Paralympic Coach are satisfied that selected athlete is in full training and has demonstrated an uncompromised commitment to preparation for peak performance at the Paralympic Games. 5. Relays 5.1 all Athletes eligible for nomination in Individual Events under clause 4 above are eligible for nomination in the Relay Events where Australia has qualified a team. 5.2 In determining who will represent Australia in relay events at the 2016 Paralympic Games, the National Paralympic Coach will consider all available information. 5.3 Following consultation with the Team Coaches the National Paralympic Coach and appointed relay coach will determine the specific strategy for each relay team. The National Paralympic Coach will communicate this strategy with the swimmers in consideration for each relay team. To remain eligible for selection, all athletes will be required to comply with the requirements that have been communicated by the National Paralympic Coach. 5.4 In selecting the relay team for each event, the National Paralympic Coach s decision will be final. 6. Illness/Misadventure/Extenuating Circumstances This clause will only apply in determining whether an Athlete has met the criteria imposed by SAL pursuant to clauses In considering the performances of Athletes at events, training camps or other attendances required under clauses 2 of this Nomination Criteria the Paralympic Performance Manager in consultation with the National Paralympic Coach at their absolute discretion, may recommend to the National Selectors that they give weight to extenuating circumstances.

6 6.2 For the purposes of this clause 6, extenuating circumstances means an inability to compete and/or attend events, training camps or other attendances arising from: injury or illness; equipment failure (where applicable); travel delays; bereavement or disability arising from death or serious illness of an immediate family member; and/or any other factors reasonably considered by the Paralympic Performance Manager in consultation with the National Paralympic Coach at their absolute discretion, may recommend to the National Selectors to constitute extenuating circumstances. 6.3 Athletes unable to compete at events, training camps or other attendances required under this Nomination Criteria must advise the SAL Paralympic Performance Manager in writing of this fact and the reasons before the commencement of the events, training camps or other attendances required under this Nomination Criteria. 6.4 In the case of illness or injury, Athletes will be required to undergo a medical examination by a doctor or doctors nominated by SAL. 6.5 A decision in each case of extenuating circumstances will be made by the SAL National Selectors on an individual basis. Any such decision will not be binding on the APC. 7. De-selection 7.1 The General Manager, Performance in consultation with the Paralympic Performance Manager and National Paralympic Coach must be satisfied that selected athletes to the Shadow squad or the Paralympic team are in full training and have demonstrated an uncompromised commitment to preparation for peak performance at the Paralympic Games. 7.2 Selected Athletes will be required, to the satisfaction of the SAL Paralympic Performance Manager in consultation with the National Paralympic Coach, complete the training regime and attendance and team participation requirements as follows: i) attend all team activities designated by the Paralympic Performance Manager, unless provided an exemption, including but not limited to; ii) Orientation Camp April 2016 iii) Grand Prix 30 June-3 July 2016 iv) Para Grand Prix TBC July 2016 v) Staging Camp from 23 August An athlete may be requested to undertake a time trial (fitness test) to demonstrate that they are prepared to compete at peak performance levels at the event. This request will be at the absolute discretion of the Paralympic Performance Manager after consultation with the National Paralympic Coach. The timing of the fitness test to be discussed between the athlete s home coach and the National Paralympic Coach. 7.4 If the National Paralympic Coach is of the view that the athlete is not or will not be in a state of preparation for peak performance at the Paralympic Games then an agreed action will be developed to support and address the identified concerns. 7.5 If the National Paralympic Coach is of the view that participation of the selected athlete is not in the best interest of the team or the individual s performance then the General Manager, Performance will make a recommendation to

7 the SAL High Performance Committee (HPC) to deselect the athlete from the team. If approved by the HPC a formal request will be submitted to the AOC. 7.6 If an athlete is de-selected under any circumstance following the team announcement, the General Manager, Performance in consultation with the Paralympic Performance Manager and National Paralympic Coach may request that the National Selectors consider a replacement, provided the replacement athlete has met the performance requirements. If a replacement athlete is required, the selection committee will make a recommendation to the HPC. If approved by the HPC, the athlete will be nominated to the APC. 8. Making of Nominations 8.1 Shadow Squad SAL can nominate athletes for inclusion in the Shadow Squad up until 15 April Australian Paralympic Team SAL will nominate athletes to the APC for selection in the Paralympic Team by 2 August The APC will determine the date in 2016 when it will announce the selection of Athletes in the 2016 Australian Paralympic Team and this date will be advised. 9. Appeals 9.1 Appeals against nomination or non-nomination by Swimming Australia will follow the process set out in the Swimming Australia Appeals Process document, which is available from Swimming Australia. 9.2 All appeals concerning the selection or non-selection of athletes to the 2016 Australian Paralympic Team by the APC must be in accordance with the Appeals Process contained in the APC s General Selection Criteria. 10. Amendments to Nomination Criteria This Nomination Criteria may be amended by SAL with the prior written approval of the APC. Any amended Nomination Criteria will be distributed by SAL via to members of the Long List, posted on the SAL website and be made available in hard copy at the 2016 Australian Swimming Championships 8-15 April 2016, in Adelaide. 11. Interpretation 11.1 Words used in these Nomination Criteria have the same meaning ascribed to them in the APC s General Selection Criteria unless a contrary meaning appears from the context In this Nomination criteria the following words and phrases have the following meanings; Swimming Australia Ltd The governing body for the sport of Swimming in Australia SAL Multi Class Pointscore 2016 SAL Multi Class Pointscore will be released January 2016 and will be available on the SAL website ( The SAL Point Score allows comparisons of results among different events. The SAL Point Score assigns point values to swimming performances, more points for world class performances typically 1000 or more and fewer points for slower performances. The base times are defined every year, based on the latest World Record that was approved by the IPC. World rankings Individual Paralympic Events 2015 IPC Swimming three per nation World Rankings, with all Australians removed from the rankings Are the swimming events that will be contested at the 2016 Paralympic Games as part of the swimming program.
