7 2017 Long Beach Dragon Boat Spring Race Dragon Boat Racing Rules & Instructions International Cultural Exchange Association I - Captains Meeting 1 Captains meeting is on Sunday at 8:45 AM at the Marshalling Tent. 2 All Long Beach teams must turn in electronic waivers. No waivers, no racing! Out-of-Town team, please send in electronic waivers, if possible! II - General Notes 1 DO NOT use Paoli Way for vehicle or pedestrian entrance. Do not use Paoli Way to drop off. 2 DO NOT sit on the low wall along Paoli Way. The wall is located closer to the residence and is along the west side of beach walk way. 3 DO NOT step on or touch plants on/near Paoli Way. 4 DO NOT play frisbee, football or volleyball on the driveway. 5 Marine Stadium gate for parking opens at 7:00AM (please be patient and quiet coming into the lot). 6 Please keep the noise level down at all times, especially when setting up early in the morning. 7 Each team is entitled to 3 parking spots, unloading included. Coordinate with your team. Other cars can entry through Marine Stadium North gate and park at Marine Stadium North parking lot. 8 We need 4 teams to bring 8 boats from Mother's Beach by 8AM. Each team brings 2 boats. Each volunteer team will be given 3 additional VIP pasess to park at Marine Stadium South parking lot. 9 Please inform Mary Melton (info@scdbc.org) if your team does not have life vests or paddles. Use of life vest or paddles is $5 each. 10 Please inform Iris Duly if your team has a need for a certified steersperson 11 Request for certified steersperson to steer for your race can be arranged through SCDBC. A fee of $30 per race if requested before festival. A fee of $50 per race if requested onsite. 12 Volunteers will be coordinating the loading and unloading of boats, your team is required to load/push-off and dock/unload on your own 13 Certified steersperson shall guarantee that boats are not run into the sand when docking medals will be awarded to each winning team. Each additional medal is $5. 15 Wearing water shoes or sandals is highly recommended to protect from rocks and other hard/sharp objects. 16 Please keep the loading area clean by not leaving bottles, equipment, or other personal belongings. 17 Open fire grill/cook tops and alcohol are strictly prohibited. No sales of food or team products allowed in the tent area. 18 All teams will be responsible for removing their own trash. There will be trash bins in Marine Stadium. Teams will need to bring the trash to onsite big trash bin for disposal. Trash bags will be provided. DO NOT dump trash in the big blue trash bins along side the beach area. 19 Swimming is prohibited in the Long Beach Marine Stadium and the loading area. 20 All teams will be responsible for bringing their own toilet paper. 21 Each team is responsible to bring their own bailers for bailing out water from the boat. 22 Paddlers shall not bring personal belongings (wallet, phone, etc.) to the boat. If you are wearing glasses or sunglasses, make sure you secure them on your head. We are not responsible for any lost / damage of your personal belongings.

8 23 Before each practice and race, the team captain and coach should check all of the teammates' physical conditions. If any member is not in good condition to practice or race, please don't let him or her get onto the boat. 24 During the practice or race, if any member does not feel well, please tell your leader or teammates and ask the respective member to stop paddling. 25 During paddling, if you see any other paddler having abnormal physical symptoms, please check with him or her and report to your leader or coach as soon as possible. III - Racing Rules 1 If any of your team members have any special medical condition, they must carry their medication with them at all times. 2 Division assignments are determined by previous race records. Lane assignments for the first race of each division are drawn by lottery by officials. 3 Paddlers can only paddle for one team only within 500m division and 200m division. No crossing with any other team roster during division heats. Penalty in the form of Team Disqualification (Team DQ) upon protest with valid proof will be applied. 4 Minimum of 14 paddlers and maximum of 18 are allowed per boat. 5 All divisions are mixed divisions, which needs to have a minimum of 6 female paddlers. 6 Team Captains and Coaches must read and follow the race grid in order to be on time for races. 7 In order to keep the races on schedule, the dock crew will not wait for any teams upon launching for a race. Make sure your entire crew is ready to marshal and checks in at the loading area 30 minutes before your scheduled race. It is your responsibility to check the posted schedule. 8 A minimum of 2 team members from each boat need to help push their boat off from the dock for their race. 9 During marshalling, teams should line up in two straight lines from back to front on the boat facing the launching area with the steersperson in front reporting to judges and the caller behind the paddlers. All persons on the boat must wear a PFD buckled at all times. 10 All life jackets MUST be coast guard approved, type 1, 2 or 3. Inflatable life jacket (type 5) is not acceptable. No other clothes can cover your life jacket or wear outside of your life jacket during race. 11 Teams at the loading area MUST follow the officials directions. Teams that do not load properly (e.g., waiting for missing paddlers, full team is not ready to load) will be disqualified immediately. 12 After the boat leaves the dock, it cannot stop for any personnel changes unless approved by the racing committee. All launched boats are required to head to the starting dock immediately. Stops and detours are not permitted. Boats that delay the starting of a race will be penalized or disqualified. 13 When heading to the starting line, stay close to the shore and outside the big red buoys as other teams may be racing. 14 To minimize noise, drumming is prohibited from the loading area to the starting dock. Absolutely NO Drumming before 10AM. 15 Drummer cannot use improper drumming method to interfere other teams. If done so, the team can be DQ (disqualified) or receive a time penalty of 30 seconds. Drummer, steers and race paddlers cannot use other device to make noise during the race. 16 During race, drummer must have active drumming action. If not done so, team can receive a time penalty of 30 seconds. 17 Upon finishing a race, each team must return promptly back to the launching dock without causing delay for the next heat. A penalty of 30 seconds may be imposed to the boat causing the delay. Follow loading official s commands to return the boat to a specific location. 18 All ICEA life jackets and paddles must be returned and must not leave the marshalling area after each race (penalty: 30 seconds).

9 19 Penalty for ICEA equipment damages (e.g., paddles, life jackets, drums, steering oars, and boats) will be applied to offending parties in the form of added seconds to their race time. 20 Additional racing details are available online at: under Race Rules 21 Disregard of starter s or umpires instructions may result in disqualification. 22 Starter will be on the referee boat at the start line. 23 If any boat crosses lane during the race, course empires will warn the boat and a minimum of 20 second penalty may be applied. It is advised to stop the boat immediately and start the boat again in order to avoid collision.
