1 Darlington Building Society North Yorkshire & South Durham ECB Premier Cricket League Minutes of Management Meeting held at the Springboard Centre, Stokesley on Wednesday 24 th August PRESENT President C W West, A B Bainbridge, T Briddock, S Donlan, M Kirkbright, N Hutchinson, C Nicholls, D Stanwix, G Smith and General Secretary D Watchman. APOLOGIES for ABSENCE D Austin and M Christon. KEITH HOPPER The president advised the meeting of the recent passing of Keith Hopper, a much valued servant of the league for many years in a number of capacities. At the time of his death he was a vice-president and still umpiring in the league. The meeting observed a minutes silence in remembrance and thanks. MINUTES OF PREVIOUS MEETING The minutes of the meeting held on 27 th July 2016 were signed as a correct record. MATTERS ARISING Pallister Cup Richmondshire had agreed to Whitby s request to play the match on an evening at a neutral venue convenient to both clubs. The match had subsequently been held at Middlesbrough on Monday the 8 th August with Richmondshire winning the game. Resolved: Thanks to be recorded to Middlesbrough for providing their ground and facilities. FIXTURES SECRETARY Nothing to report. 2 13/8 D2 Normanby Hall 50 13/8 D3 Redcar 50 13/8 D3 Northallerton 50 TREASURERS REPORT Financials A balance of 37, was reported with one unpaid bill of 450 due to Shutter Press. The balance included an 8,000 payment from the ECB in respect of the standard annual accreditation payment. Contingent liabilities totalled 3, made up of PQS scheme 1,910, s prize vouchers 375, women s cricket unspent budget and 1,000 tea awards. The president reminded members that their annual expenses claims should be submitted to the treasurer before the next meeting. UMPIRES CO-ORDINATOR Leading statistics up to the end of July derived from the umpire s reports on Fair play and Pitch & Facilities Marking were tabled for discussion. Resolved: Fair Play tables to be circulated to all clubs. ECB NATIONAL CLUB T20 COMPETITION Richmondshire were successful in winning the Northern Area final which was held at Stockton on the 7th August defeating Clitheroe and Stockton. They thus progressed to the National Quarter-final on the 21 st August where they were defeated by their hosts Sandiacre from the Derbyshire Premier League. NAT WEST U19 T20 BLAST In the final of the NYSD League competition Hartlepool defeated Sedgefield on 12 th August. Hartlepool will now be at home to Ryhope in the county semi-final on Tuesday 30 th August. Resolved: Thanks to be recorded to Sedgefield for their excellent organisation of the event, and to the representatives of the former Cleveland League who were invited to make the presentation of the prestigious Cleveland Challenge Cup, the prize for winning the NYSD element of the competition. NB subsequent to the minutes Hartlepool defeated Ryhope in the semi-final and now meet Shotley Bridge in the floodlit final at the Riverside on Friday 9 th September NYSD CUP FINALS The president brought the meeting up to date with the progress of the 2016 finals 15 of 21 had been completed. There had so far been 8 abandonments linked to those 15 finals. NYSD Fifteens With finals day rapidly approaching, Messrs. West and Christon had visited Billingham to review progress and provide any required advice. Junior Cup Final The final between Barnard Castle and Saltburn had been cancelled due to the weather on Sunday 21 st August and had now been re-arranged for Sunday 4 th September. (Subsequently abandoned again and rescheduled for 11 th September) 2
3 PROMOTIONAL GROUND VISITS Ground and facilities at the three clubs in line for assessment were discussed. Resolved: Current information indicated that all three would meet the requirement should they achieve promotion and therefore no further assessment was required. CHAMPIONSHIP TROPHIES Clubs are reminded of league rule 37 regarding the return of championship trophies to the league. It is the holding club s responsibility to return them to the League by the end of the first week in September (September 3 rd ). Resolved: All 2015 championship winners to action. DISCIPLINE Middlesbrough Midweek League Two players, A Shepherd (Sedgefield) and J Leech (Normanby Hall) had played in the MML while under suspension from all ECB affiliated cricket. Both clubs had confirmed that the players had been made fully aware that the suspension applied to all cricket. Resolved: Details of the periods that the players had been suspended for to be passed to the MML for consideration of any action that they may feel appropriate. Any further action by the NYSD to be considered once the MML had advised of their own outcome. Saltburn A misconduct report had been submitted by umpires G Abbott & M Moore relating to the behaviour of J Ellison during the Div.2 match away to Rockliffe Park on the 14 th August. In accordance with procedures laid down in league rules, Saltburn had been asked to consider taking their own disciplinary action with their response required by 28 th August. Marske A misconduct report had been submitted by umpires C Verrill and J Flynn relating to the behaviour of C Drinkel during the Div.2 match at home to Redcar on the 14 th August. Before being notified by the league of the umpires report, Marske had taken their own disciplinary action and had notified the league that the player had been suspended by the club for a period of 28 days commencing on 20 th August. Resolved: The Committee considered that the action taken, which was in line with recommendations, was appropriate and no further action was required by the Disciplinary Committee. As this was the second suspension issued to a Marske player this season an automatic points deduction would apply in accordance with Disciplinary Rule points to be deducted from the Div.3 team and 10 points from the SD2 team. Umpires Match Report Cautions K Turner Barnard Castle No appeal and fine paid. T Bell Maltby No appeal and fine paid. L Hutton Darlington RA No appeal and fine paid. R Mains Marske 14 day suspension, suspended until end of 2017 season imposed by the club C Borwell Stokesley No appeal and fine paid. N Khan Billingham Synthonia Caution reviewed at request of the club. Original decision confirmed after further discussion with the umpire. Fine paid. 3
4 SOCIAL MEDIA Thornaby A full and unconditional written apology had been received by the committee from a Thornaby player following the social media indiscretion reported in the July minutes. Resolved: This now completed this issue. Great Ayton Notification had been given to the League of comments made on social media by a Great Ayton player. The Club had been asked to ensure immediate deletion of the comments and formally advise the player that any further reported indiscretions would be treated as a disciplinary offence in accordance with the social media protocol previously advised to all clubs. Shildon Railway The League had been formally notified of unacceptable comments made by two Shildon members on social media. Resolved: The level of the offences to be assessed and the club advised accordingly. Concern was expressed by members of the committee concerning the growing number of disciplinary incidents involving Shildon that were being reported. Resolved: That Shildon be asked to appear before the committee at their October meeting. CORRESPONDENCE None REGISTRATIONS REGISTRATIONS CONFIRMED Amateur Transfers Glen Lancaster Sedgefield to Norton Evan Brad Roberts Horden to Blackhall Peter Armstrong Norton to Preston DECLINED Billingham Synthonia had submitted an application to register Nisal Randika as an overseas amateur. This application had been declined as the individual was considered to be a professional player. REPRESENTATIVE CRICKET Scarborough Festival Match A League representative team had played the Yorkshire ECB Premier League North to open the Scarborough Cricket Festival on Sunday the 21 st August. Having scored 262 in 50 overs the game had subsequently been lost by 8 wickets. Resolved: Written thanks to be given to the organisers for their hospitality on an excellent day enjoyed by all. 4
5 Bede Financial Group Wilkinson Cup Final The NYSD will play the NTSL in the final at Marske on Sunday 11 th September, 1pm start. ECB Cricket Unleashed It was reported that the ECB had now completed the re-structure of their recreational game department and had issued their 5 year plan for recreational cricket under the general heading Cricket Unleashed. Paul Bedford would be the head of the Leagues and Competitions sector with Tessa Whieldon the League Engagement executive appointed. Ally Jarvis had moved to the ICC Global Tournaments arm. Resolved: The link to the strategy document to be issued to all clubs for their information. Data Cleansing The analysis of club progress in data cleansing prepared by the Result Secretary to be distributed to all clubs. Accreditation Payments ECB grants to Premier clubs from the interim accreditation payment received from the ECB would be distributed with the end of season reconciliation and the amounts paid would be subject to the performance criteria detailed in the January minutes. SEASON 2017 Clubs would be contacted shortly with a mini player survey questionnaire in which they would be asked to collate player views on certain NYSD specific factors. The survey would need to be returned by clubs in time for the September rules review meeting. The president would co-ordinate. PERFORMANCE OF THE MONTH AWARDS Selection of the July winners was deferred until the September meeting. SUSPECT BOWLING ACTION Yarm A report had been received from umpires expressing concern at the bowling action of a Yarm player in the Great Ayton v Yarm SD2 match on 21 st August. Resolved: As no previous reports had been received regarding this player s action, a copy of the report to be sent to the players club in accordance with ECB/NYSD League protocol. HALL OF FAME The planned induction of 6 new members to the Hall of Fame had taken place in a pre-match lunch reception at the Kerridge Cup final on the 31 st July. This had been exceptionally well received by those present and much congratulatory correspondence had been received following the induction ceremony, thanking the league for their efforts, thus highlighting once more the value placed on these awards in rewarding and recognising deserving individuals. Detailed programmes had been produced for the awards and if any club would like copies they should contact the president direct. 5
6 RULES REVIEW A deadline of 15 th September had been set for the return of club results to the player survey. The results would be considered by a rules review sub-committee who would then lodge recommendations with the full committee for consideration at the next LMC meeting. ANY OTHER BUSINESS None DATE OF NEXT MEETING The next meeting will be held on Wednesday 28th September at the Springboard Centre starting at 7:30pm and this would include the rules review. 6
