1 ANNUAL GENERAL MEETING OF THE WEST GiPPSLAND BOWLS DIVISION 11 th June 2012 The meeting was chaired by the inaugural Chairman of the Division in Mrs. Barbara White and attended by two delegates from each of the 16 clubs present with 2 clubs absent. The meeting followed the agenda as tabled for the meeting and the following reports were tabled for perusal and confirmation: Chairman's Report I would like to thank everyone who contributed to a successful season, our first as a unified organisation. The Board has combined well; I would like to thank them for their support. I must say a special thank you to Roy who took over when our Treasurer Barbara Mc Lean sadly passed away. And to Max I am sorry you are not continuing, but I understand, your health comes first. During the season our Life Member Gwen Arnold also sadly passed away. But on the brighter side Pat Hiriart, received a Life Membership from the West Gippsland Board. Our Competitions Committee, a very busy group, has worked all season organizing the Pennant and State Events. I think them for their input, also the Coaching Committee and Committee's in general that worked for West Gippsland. As you can see we have a lot of terrific volunteers, quietly working for us all, for the betterment of our Division. Our first Mixed Opening was held at Trafalgar B/C, and started our season. We played Bowls, followed by afternoon tea. We had a meeting in February. Representatives from all our Clubs debated and discussed to see what changes to make or not, with West Gippsland By-Laws. Now we cannot make everyone happy, we just ask that you please be patient, during our transient seasons. We had a joint Super Veterans Day, in Morwell B/C. A very successful afternoon. Tony Colwell our Bowls Victoria Regional Representative, presented the Badges to quite a few recipients, and a lovely afternoon tea followed. Presentation Day I feel was another success... The Board had earlier decided on perpetual Shields, for the Men, the same as the Ladies. We had quite a few donated from organizations in our area, as well as our own local Bowlers. I thank you all for your contributions to West Gippsland. Once again I thank you all for your support and patience, while we settle into our new Division of West Gippsland. REGION REPORT As Chairman of West Gippsland, I also hold a seat on the Strzelecki Board. We had 6 meetings held at Mirboo North, and one meeting at Yallourn, total 7. On the Board are 2 B.V. Regional Representatives that attend meetings in Melbourne. As Strzelecki has no Competition Committee it was decides each Division, South and West to run State Events themselves. The men had shirts donated for the Sides Championships. Next season B.V. is also running a Sides Championship event for the Ladies. So shirts will be
2 organized for the Ladies too. Small sponsorship on the sleeves. $ from B.V. player to pay for meals. The South Gippsland President missed a few meetings and finally resigned, so Joy Hargreaves went in as President. The $1.00 affiliation fee for Strzelecki was sufficient as you can see by Statement, and will not be raised next season. A lot of discussion re Pennant cost to Barham. Vote 5-1. And at the AGM, Yallourns notice of motion on same subject was lost. West Gippsland has been asked to write to B.V. for a Ladies Goodwill Visit. South Gippsland are having a Men s Visit. The Strzelecki Regulations have been amended. The Strzelecki AGM was held on the 7` h June, under new Constitution all Clubs should have attended. 17 Clubs constitute a quorum. 15 attended. David asked for a vote, did they want a meeting with 15, or come back next week... So the meeting went ahead. Elections: President Joy Hargreaves Deputy Pres. Secretary Tony Colwell. Treasurer BV. R.R 2 of Tony Colwell & Joy Hargreaves. West Gipps Chairman South Gipps Chairman Joy hargreaves Tony sent letters to Clubs asking for expressions of interest. 3 Have been received from South. The Constitution states 8 members on the Board. W.G.B.D. COMPETITIONS COMMITTEE REPORT I am pleased to report that due to the good will of bowlers and clubs the first year of the West Gippsland Bowls Division competitions were an outstanding success, my thanks go to all the players, umpires and others who assisted in the conduct of the wide range of competitions. The outstanding bowls achievements for this season have included: The Yallourn Bowling Club Ladies won the WGBD and Strzelecki Region 1st Division Pennant Competition and then went on to compete in the Bowls Victoria Regional Tournament of Division 1 Pennant Winners, with 2 wins and 3 losses.
3 The Yallourn Bowling Club Men won the WGBD and Strzelecki Region 1st Division Pennant Competition and then went on to compete in the Bowls Victoria Regional Tournament of Division 1 Pennant Winners, with no wins 1 draw and 4 losses. Saturday Pennant was disrupted by the wettest season I can remember with many games washed out or severely affected by rain. The first weekend of finals were conducted in severe heat with a number of games being abandoned; whereas the grand finals were washed out, resulting in the reserve day on Sunday being utilised and some games being rescheduled from Trafalgar and Moe to Yinnar. The side chosen to represent West Gippsland at the Strzelecki Region Men s Regional Round Robin was successful, demonstrating once again our strength in this event. Six of the sixteen players were selected to represent Strzelecki in the Bowls Victoria Regional Sides Championship: Matt Ferrari, Ian Kirkup, John Leighton, Alex Muirhead, Josh McCormack, Ian Smethurst, Glen Scott and Geoff Cole. The team reached the semi-final of the event, going down to the ultimate winners, a great effort by those chosen represent Strzelecki. The West Gippsland Ladies team won the annual Interdivision competition against North and South Divisions. West Gippsland lost the annual Olney Cup competition against South Gippsland played at Boolarra. Moe won the McGilton Shield and Neerim & District the Barry Shield. Traralgon RSL won the Kate Tilbury Shield. I would like to take this opportunity to thank my colleagues on the Competitions Committee, namely Pat Hiriart, Denise Hamilton, Margaret Ratcliffe, Alan Ralls and Michael Holroyd, who with the support of WGBD Secretary Gerald Winter, assisted me in conducting the all Division events. Box 216 Newborough 3825 Ph/fax mikealice3@gmail.com Ken Brown - Warragul Tony Colwell - Traralgon Don Fuller - Morwell Mrs Lorna Moule - Yinnar Mrs Joy Snare Morwell Club Bowling Club FINAL UMPIRE REPORT On considering the information gained from the report in regards to the use of Stevenson s Screens the umpires board therefore recommends to the board of the WGBD to discontinue this method and introduce the use of digital thermometers as per the advice received from the bureau of meteorology. On behalf of the Umpires board I wish to thank all those who acted as officials during the pennant finals. It became quite a daunting task as many of the umpires were qualified to play and the pool of officials was somewhat small. Many had gone away as their pennant season had finished. It would be remiss of me not to mention the two ladies on the Umpires Committee, Lorna Moule and Joy Snare who not only coordinated all of the ladies events but participated day after day in trying weather conditions during several of the men s finals. Thank you to all and extremely well done. I was extremely disappointed in the attitude of some players in regards to the inclement weather heat policy. Not only did they vent their disappointment to the match committee members but toward the umpires board as well. My officials can only administer the rules that are laid down with the instruments provided for their measurement. I am sure the WGBD can overcome this problem area for the forthcoming season after options have been considered. Finally, the umpires board is still trying to put together a comprehensive data base of officials within the division. It is only by chance that I have heard about players transferring into the division who are qualified and the umpire s board has been neglected of notification. Michael Weatherall
6 Chairman WGBD Umpires Committee 23/03/2012 Coaching Committee We sent to Melbourne to get clarification, of Coaching requirements which took time for Melbourne to respond.then we had to update the information of the Coaches and which Bowlers were due for reaccreditation. There were 19 who did not wish to be reaccredited. The remaining 4 Coaches sat for their reaccreditation and were successful. WGBD Coaches D. Jowett N. Ellery M. Henry N. Myers Neil Myers Chairman Coaching Committee P O Box 292 Churchill /05/2012 Greens Committee I have enjoyed the opportunity over a number of years of doing what I can to assist many of the clubs in our area, but have become increasingly frustrated with a number of bowlsrelated issues, primarily the procedures around allocating venues/greens for WGBD events, including pennant finals. The bias shown towards some clubs, and against others, has become increasingly obvious, and is now the source of considerable angst throughout the WGBD. At the moment I have other priorities in my life, rather than staying involved and agitating for change, so therefore I would reject any nomination for apposition on the Greens Committee. Good luck for the coming season. Andrew Kent 22/03/2012 Under 18 Development There has been no activity with the Committee as the number of Juniors in the Division is almost non existent. We will be sending information out to the Clubs for them to send in the Names and contacts for their Junior Bowlers for Season. Gerald Winter for Lorraine Steel. 1/06/2012 Secretary s Report This is my first Report as Secretary of the West Gippsland Bowls Division. There have been changes as one would expect after having the MGBA for Men and GDLBA for Ladies, two Associations which have merged very well into being one Division. A considerable amount of work has had to be done to endeavour to run a Division that all Bowlers will be reasonably happy with. Concessions have also had to have been made by both Ladies and Men.
7 The communications with the Clubs is most important especially in relaying information to Members of each Club and in sending replies promptly back to the Division Secretary so that Draws for State and Division Events can be completed. Delegates must be informed of Meetings and any relevant information. The Board has made a decision that there will be two (2) Club Communication Officers to cover Ladies and Men of each Club. Shields have been donated for Men s Pennant, State and Championship Events this Season, that is in itself a piece of History, being certainly a first for our Men Bowlers. A number of Events have been conducted as Mixed Events instead of just one gender, and run successfully. The Committees under Ian Caines and Pat Hiriart, Mike Weatherall and Neil Myers who all have had experience on previous Committees which I have appreciated have been of great help to me during the Season. My thanks go to all the Board Members for their help in my role as Secretary, and I would like to acknowledge the help of my wife Joan in answering phone calls and the compiling of letters etc. My best wishes to all for Season Gerald Winter WEBSITE REPORT TO THE W.G.B.D. A.G.M. 11/6/12 I have during the year uploaded data to the website which may be of interest to members of the W.G.B.D. and bowlers outside the division. It is pleasing to know that the site is being used and I recently produced figures to support my statement. My intention this year is to publish a Newsletter on a monthly basis. The newsletter will contain items of interest emanating from Board meetings and other topical events around the traps. I have in the past couple of day s uploaded data pertinent to this coming season such as: W.G.B.D. Regulations Pennant Rules Events List for 2012/13 Ladies Bowls Program for 2012/13 Men s Bowls Program for 2012/13 Men s Pennant Draw for 2012/13 Ladies Pennant Draw for 2012/13 I have enjoyed being the Webmaster and will continue that responsibility for the next 12 months if the members feel there is a requirement for the service. I would also appreciate information from members to install on the website. Mal Grant 11/6/12 The meeting continued as per the agenda:
8 The result of the Ballot for the Chairman s position and incoming Board positions were announced by Life Member and Independent Chairman in Lorna Moule. The incoming Chairman Mal Grant, occupied the Chair and called for nominations from the floor for Vice Chairman and silence prevailed so the position is vacant and will most probably be filled by invitation under the constitutional Rule Nominations were called for the Board Member vacancy and a nomination was received for Margaret Ratcliffe who was welcomed on to the Board. The Chairman welcomed the new Board and announced the Committees that are very much an integral part of the organisation. He also mentioned the fact that the first 12 months of the unified board was a learning curve and explained that it was time to show some leadership and address certain issues for which he has created a Personal Objectives Bucket List as follows: 1. Meet with our Development Officer and address the falling membership. School programs?? 2. Database of affiliated bowlers in the division. 3. Improve our finals competition 4. Monitor the proposed Churchill Bowls Club development. 5. Introduce Twilight WGBD championship competitions. 6. Improved Publicity via the press. 7. The future of the Region as an entity. 8. Investigate the possibility of employing a part time Secretary/manager 9. Sponsorship of State events to increase the prize money.
