Confirmation of Minutes Annual General Meeting 11 h June 2012 Motion confirming Minutes and 3. Chairman s Report CHAIRMAN S REPORT We have completed a second year of unification and I have enjoyed my term as Chairman and I thank the members for giving me the opportunity to occupy the chair for the next 12 months. I also thank the whole administration group for their contribution and it is pleasing to me to know that they have decided to run for another year. At the same time I would welcome greater interest from members in seeking a position on the Board or Committee s. To satisfy the constitutional rules, board positions relative to gender will have to be followed next year and a rotation of gender will be required to fill the Chairperson s position. Our life member in Lorna Moule has decided to retire from holding a position on the Umpires Committee and her presence will be missed because Lorna has been a valuable member of that body for many years. Thanks Lorna for your contribution and I hope you continue to enjoy your bowling. I set myself a bucket list of objectives at the commencement of the season and unfortunately my achievement was not of very high standard. The proposed Junior Development program, despite many meetings did not get off the ground but we will continue to focus on that objective. During my term I have discovered that the recognition of the decline in the interest shown by potential bowlers is within our ranks but not too many people are prepared to offer assistance to increase our membership. Gerald Winter and myself travelled to Bowls Vic on the 20 th July 2012 for a meeting with Peter Hanlon who was the CEO of Bowls Victoria at the time. Our meeting covered issues that were of interest to the West Gippsland Bowls Division. I was made aware at that meeting that the Human Rights Commission with the implementation of the Equal Opportunity Act would have an influence on how we structured our competition and set rules to comply with the Act. Unfortunately Bowls Victoria has been criticized for what Bowlers describe as negativity by BV which is not correct because the matter is wholly in the hands of the Human Rights Commission. I hear comments that the Rules which we have to impose based on gender eligibility are destroying the sport which may be so but unfortunately the Legal eagles have via the courts, provided us with Legislation that may not be in our favour. The events staged by West Gippsland Bowls Division appeared to be favourable to the participants. A Morwell Club bowler by the name of Ian Kirkup had a very successful season and went to Bendigo to compete in four State events. Well done Ian and you demonstrated great sportsmanship during your time on the green. A Survey of members to obtain their input to obtain their input on various matters affecting Pennant competition was conducted by the division. The Treasurer of the Division in Roy Hammond was the main contributor to organising the Survey and collating the results for which I thank him. The Survey indicated that members were in the main happy with how the both Tuesday & Pennant competitions were being run although the Afternoon tea issue was a talking point for some time before it was put to bed. I thank everyone for your support & I hope you have a enjoyable bowling season. Mal Grant (Chairman) Motion adopting Chairman s Report 4. Treasurer s Report & Annual Financial Statement. ANNUAL REPORT As our Financial year finished on 30 th June and on behalf of Treasurer Roy Hammond I present the Audited Annual Financial Report, (Attached) We had an Income of $16, and Expenses of $15, giving us Balance of $1, (Last year Balance was $803) Term Deposit $10,596

2 Total Members affiliated with WGBD was down by 30 Bowlers. Affiliation Fees will remain the same at $7 per Member. The amendments we have just adopted results in this Financial Year being only 11 months and ending on 31 st May 2014, therefore giving the Auditor more time to Audit the Accounts for the next AGM on 11 th August The Strzelecki Region Financial Year also ends on 31 st May. I would like to thank Maurie Henry for Auditing the Accounts and move the Treasurers report be accepted. Motion accepting Treasurer s Report and 5. Other Reports: 5.1 Secretary s Report SECRETARY S REPORT The second year of the West Gippsland Bowls Division has worked well, the Program and arrangements for have been completed. Communications with the Clubs has improved with the two Club Communication Officers, but it is still incumbent on the CCOs to pass on all information to the Club Delegates and or the Members where required especially the draws and information for State Events. Entries for Events are still not coming in by the required date from some Clubs, who need to send replies promptly back to the Division Secretary by the closing date so that Draws for State and Division Events can be completed. I would like to thank Ian Caines for his input in preparing for Season and Michael Holroyd for taking over as Chairman of the Competitions Committee with assistance of Pat Hiriart. Mike Weatherall and Neil Myers who have all as Chairman of each Committee carried out their required commitments for the WGBD Board and the Division Bowlers, who I thank and appreciate. My thanks also go to all the Board Members for their help in my role as Secretary, and I would like to acknowledge the help of my wife Joan in answering phone calls and the compiling of letters etc. My best wishes to all for Season Gerald Winter Committee Reports (a) Competition Committee Report COMPETITIONS COMMITTEE REPORT SEASON Congratulations to all pennant winners, State and Championship event winners. Yallourn won both the Midweek and Saturday Pennant titles and went on to defeat the South Gippsland winners to progress to the State playoffs at Barham. Similarly a number of our State and Championship winners went on to win their matches against strong South Gippsland opposition before proceeding to the state finals at Bendigo, Belmont and Warrnambool. West Gippsland representative teams performed well against their South Gippsland opponents and the Strzelecki combinations played well at the State Sides Championships at Horsham and Swan Hill. Delegates of the West Gippsland Division played well to outpoint their fellow delegates from South Gippsland to win the Olney Cup.

3 Pennant ended with an excellent finals series with a large number of spectators witnessing top class bowling. The Mid week pennant final was played in inclement weather, however, the players persevered and results were achieved in all games without the need to use the reserve day. Thanks to all Clubs that made their greens available for Championship, state events and the pennant finals. This enabled matches to be played on a variety of greens and locations throughout the Division. Clubs are requested to ensure that they have players available to carry out their obligations to field teams in competitions such as the McGilton and Barry Shields, s Champion Fours and the Kate Tilbury Shield. These are all vital components of having a healthy competition. Thanks are due to members of the Competitions Committee Pat Hiriart, Joy Snare, Alan Ralls and Graeme Hill. Joy provided great assistance to Pat during her illness, this help was invaluable. Particular mention has to be made for the retired Chairman of the Competitions Committee Ian Caines who has put a great deal of work into running bowls in West Gippsland over the years. There have been some rule changes for the forthcoming Pennant season. If men play Midweek pennant they can only play lead or second. These are the only restrictions on players for Midweek or Saturday Pennant apart from the eligibility for finals rules which have not changed. The 60/45/30 end rule is no longer in operation and all games must be played to completion for a result to be counted. We look forward to a great season in It is a priority for the Competitions Committee that an eighth side is found for Division 3 in Midweek pennant to remove the bye. Could Clubs please consider this issue as they decide their entries for Divisions 4 and 5 in the Midweek Competition. We trust that we have been of assistance to all who enquired and be assured that the relevant information was in accordance with the Laws of the Sport of Bowls. The Board was advised by Bowls Victoria that endorsement was received from the Australian Sports Commission and the National Official Accreditation Scheme that umpires and measurers in our district have received certification, valid for four years, to act as umpires and measurers.

When tutorials are in progress board members lose their opportunity to compete in many state and club events. A reminder also that if an umpire is approached to deal with any matter requested by players they have no other option but to act. As Chairman of the Umpire s Board I would like to publicly thank Don Fuller for the amount of work and his assistance to me personally who has retired from the Umpires Board after two years of service. Special recognition belongs to Lorna Moule who has been a major player in assisting officials for so many years. Her knowledge and expertise will be greatly missed. The new Board members have certainly big shoes to fill with her retirement. I hope she keeps good health and continues to enjoy the sport of bowls. Tutorials for the next season will commence in October and all clubs will be advised again in writing by the WGBD Secretary. 7 6. Region Report STRZELECKI REGION REPORT As Chairman of West Gippsland, I am obliged to attend the Strzelecki Region meetings which are normally held at Mirboo North. Unfortunately very little interest is shown by members for positions on the Board and the operation of such is managed by a small crew which perhaps does not meet the constitutional requirements. A Competitions Committee is nonexistent and events run by the region have to be organised by the Division bowls committees. A very successful Round Robin event was held at Inverloch in November 2012 which was won by West Gippsland. A total of 16 players were selected from the two divisions to represent the Region at the Sides Championship in Horsham. Our players performed very well in hot conditions and went into the final game with confidence but were comfortably beaten by the Sandgate Region which had several state players amongst their members. Bowls Vic have decided that in future only 12 players will constitute a side for the Sides Championship Competition. The Ladies held a Round Robin event at Inverloch in February which was won by West Gippsland. Twelve players were selected to represent the region at Murray Downs in the ladies regional sides championship and performed creditably winning the section with two wins and a loss. The ladies wore their new Region shirts with great pride and favourable comments were received. The major State Regional finals were played at Leongatha on successive Sunday in February and the winners progressed to the State Finals at Bendigo East in April. The choice of Leongatha was a good one because a large crowd attended the games and the venue was able to accommodate them. The AGM was held at Mirboo North on the 13 th June 2013 and the following members were elected: President was not nominated and Joy Hargreaves (existing President) accepted the position after being voted in from the membership. Website Report WEBSITE REPORT. I have developed the West Gippsland Bowls Division website as well as one can and provided the browsers of the various web pages that make up the site, with as much information as possible. Obtaining photos of the winners of events is sometimes difficult and I welcome more to publish because pictures help to complete the story. In future when sending photos I would be pleased if they could be reduced to 250 kb or less. At the time of writing this report I am in the process of creating a new website under the IMG STG brand. Bowls Australia have decided to go with a new IT provider and all other Bowls Associations have decided to follow suit. You will be provided with the address for the new site when it comes on line. As mentioned above, photos have to be reduced to 250 kb or less otherwise they will not be accommodated on the new site. This can be done using the program called PAINT which is on most Computers under Accessories. The Sporting Pulse website will be dismantled on the 30 th June and it is my objective to archive all the news items and they will be available on the new IMG STG website.
