17 Changes to the Constitution (1) Clause 13 d) From Category 1 to- One per team in the fourth line at the top of page 23 of the main handbook delete and replace with Category 1 (i) a British or Irish citizen born in England and Wales and is deemed ordinarily resident or (ii) A player who has been resident in England and Wales for the immediately preceding four consecutive years and is deemed Ordinarily Resident [Ordinarily Resident is determined on the basis that the player has been resident in England and Wales for a minimum of 18 months prior to 31st March in the relevant year and he has not been out of England and Wales for longer than 35 days consecutively or 70 days in total during the previous two years] * A player will only be treated as having been a UK resident within England and Wales for the relevant consecutive period if he has spent a minimum of 210 days in each year within England and Wales (for which purpose a year shall mean a year ending 31st March Confirmation: A player who holds a British passport and lives outside the UK must also meet the Ordinarily Resident criteria. Deemed status A player who was resident in England and Wales and would benefit from Category 1 or Category 3e status but for having relocated outside England and Wales for temporary work purposes (unrelated to cricket and for a period of no more than 24 months), may apply to their league or the ECB for deemed Category 1 or Category 3e status immediately on his return to England and Wales. Approval is at the discretion of their league or the ECB and is not automatic. Category 2 Contracted Player to a first class county. A player (capped or uncapped) qualified to play for England under the current ECB regulations and, currently, under contract to a First-Class County Club. For the purposes of clarification, a contracted player is one who has a current full playing contract, a summer contract or a development (scholarship) contract but not an Academy contract (16-19 years). Should a Category 3 or 3E player be under contract to a first class county he/she will be treated as a 3 or 3E player for registration purposes. Category 3 Players who are not deemed Ordinarily Resident. If the player does not meet the criteria for Category 1 or Category 3E they will be deemed to be a Category 3 player. Category 3E Players who are deemed Ordinarily Resident but have been in England & Wales for less than 4 years. A player not qualified as a Category 1 player, deemed Ordinarily Resident can qualify and play in all ECB club Competitions in England and Wales. If: a) The player has been resident in England and Wales for the immediately preceding 18 months. b) The player has not been out of England and Wales for longer than 35 days consecutively or 70 days in total during previous 18 months. Carried
18 Changes to the Constitution (2) Please also note the following The Home Office managed migration rules relating to visa requirements for overseas players have not changed from last year and as with last year we would urge all clubs to check with the ECB and or the Home Office with any queries that the league cannot deal with Specifically we wish to clarify that any player coming over on a Tier 5 Creative and Sporting Visa will only be allowed to play in the Premier and Championship divisions.

20 Match Duration A. All matches in the Regional structure shall be played under Format 2 in the playing rules. Carried
21 Match Rule 15 Match rule 15 on page 7 of the match rules handbook after the word Final in line two of Week 20 (Saturday): remove at a neutral venue to be determined by the League. If a neutral venue is not arranged the Final will be played at the ground of the highest placed (based on league position) Finalist and replace with at the ground of the highest placed (based on League position) Finalist unless the League determines that a neutral venue shall be used. Carried
22 Match Rule 3 Match rule 3 on page 4 of the match rules handbook delete in its entirety and replace with 3. SCORERS & DUCKWORTH-LEWIS MATCH MANAGERS 3.1 All clubs will appoint their own scorers, who shall be qualified or have been granted dispensation by the League. 3.2 Failure to provide a registered scorer for the duration of the match will result in a 5 point penalty and the side will be required to nominate a player to score for the duration of the match. 3.3 The home club is responsible for providing a competent Duckworth-Lewis Match Manager (DLMM), as defined in the Duckworth-Lewis Procedure document and failure to do so will result in a 5 point penalty. The umpires shall be responsible for reporting any breach of this rule and their decision shall be final. Please note the reason for the proposal to amend Section 3 is to discourage clubs from not providing a non-playing scorer for the duration of the match (3.2) and ensure that a competent Duckworth-Lewis Match Manager must be provided by the home club and provides sanctions where this doesn t occur (3.3). It is linked to further changes to section 2.6 of the 50-Over rules. Carried
23 Match Rule Match rule 2.6 on page 14 of the match rules handbook delete rule in its entirety and replace with If the Home club has provided a DLMM or someone from the Away club has agreed to act as DLMM then the Duckworth/Lewis Method will be used to calculate the target score of the side batting second using the Duckworth/Lewis regulations as provided by the League to every club. The umpires shall agree with the scorers and shall inform the captains of the target score before play is resumed. In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed. The target score shall be displayed clearly on the scoreboard If a competent DLMM is not available throughout the match the following will apply: The Away side shall have the option of dispensing with the Toss and electing to field first The target score of the side batting second shall be calculated using average run rate, calculated by dividing the runs scored by the number of legitimate deliveries received by the side batting first. Please note the proposed changes to 2.6 of the 50-Over rules are required to cover situations where the Home side does not provide a competent Duckworth-Lewis Match Manager. In interrupted matches it is essential that the target for the side batting second can be calculated and in a number of matches last season a DLMM wasn t provided. The proposed change allows for the result of the match to be determined using average run rate instead of DL. Using average run rate confers an advantage on the side batting second and therefore the match rule gives the away side the option of dispensing with the toss and electing to bat second. Carried
24 Changes to Match Rules for 2018 NB Under rule 11d of the Constitution, clubs will be voting to introduce changes to Match Rules on an experimental basis for one year. Such changes will then be put to next year's AGM for permanent adoption.
25 Match Rules On page 22 of the match rules handbook delete Half of the matches are played using Format 1 and half of the matches are played using format 2 and replace with All of the matches are played using Format 2 This proposal has been put forward by Rickmansworth CC supported by three other clubs in accordance with 11(b) of the constitution Carried 53 in favour / 37 against
26 Match Rules All matches in divisions 7a to 10 b shall be of 90 overs duration. Please note that if this proposal is carried there will be consequential amendments to the match rules in both Formats or Format 2 only if the proposal in one above is carried. If Format 1 is still in use the split of the overs will be 47/43.The way the existing match rules are drafted does not allow a simple actual amendment to be included in this agenda without reproducing a large part of the rules which would be unwieldy. If the proposal is carried there will be consequential amendments to those rules which will entail a major re-writing of them specifically relating to rain affected matches, times within which overs are to be bowled,bonus points and bowler restrictions. Those amendments will be published in the handbook and on the website in good time for the season. What we are asking you to vote on now is the principle. Not Carried 37 in favour / 45 against
27 Match Rule 8 Match Rule 8 to cover scorers in Divisions 3a to 6b, add a new sub-clause h) as follows:- h) In Divisions 3a to 6b each club is encouraged to provide a competent non-playing scorer and in all matches where such a scorer scores throughout the match the team for which that scorer scores shall be awarded one additional point. For the avoidance of doubt this shall not apply to cancelled matches. In the event of misreporting of the provision of scorers the point will be cancelled and a five point penalty imposed. Not Carried only 3 votes in favour
28 Match Rule 8 The Laws of Cricket issued by the MCC in October 2017 shall not apply specifically as follows: a) The new Law 42 (player behaviour) shall only apply down to division 6b where there are panel or qualified umpires standing. b) The new bat size restrictions shall not apply for 2018.
29 General Although not a match rule we will amend the disciplinary regulations under rule 4,1 Procedure so that the following sentence shall be added Clubs will have to deal with such matters and confirm their decision to the league within 72 hours of referral or the matter will go to hearing under rule 5 below
30 Changes to Match Rules for Premier Division and Championship Only clubs with teams in the Premier Divisions are eligible to vote on the following changes
31 Rule 15: Play Offs If a result is not achieved on either day the result will be determined by a Bowl Out. Such Bowl Out shall be undertaken in accordance with the rules set out in match rule 13 of the Readers 20/20 Competition Playing Conditions (which also provide for a result by coin toss if a bowl out is not possible). Reason: to give a greater opportunity for the result to be determined by sort form of display of cricketing skills where a result is not achieved on the main or reserve dates. Carried
32 Rule 16: Promotion & Relegation The side finishing 9 th in the Premier Division and the side finishing 2 nd in the Championship will play a Play-Off under the 50 over match rules, using balls approved for use in the Premier Division. The winner will play in the Premier League and the loser will play in the Championship in the following season. The match will be played on the Saturday of Week 19 at the ground of the side finishing 2 nd in the Championship unless agreed otherwise by the two clubs. In the event of adverse weather the reserve date for this match is the following Saturday, i.e. seven days later. Reason: to give both sides the best opportunity of fielding their strongest side Carried
33 Match Rule For Timed Matches In Weeks 6 To 14
34 Rule 3: Bowling Restrictions In an uninterrupted match no bowler shall be permitted to bowl more than the greater of 20 overs or one-third (rounded down) of the overs available at the start of the innings. If the number of overs available is reduced as a result of any interruptions in the match the maximum shall be one-third (rounded down) of the reduced number of overs. A bowler may exceed the limit solely as a result of such a recalculation of overs due following an interruption in play. Reason: the match rule was unclear on the consequences of reduced overs in the second innings following loss of playing time. Carried
35 Match Rule 4: Points Side winning toss and batting first or losing toss and batting second Win 30 points Tie 15 points Winning Draw 6 points, Losing Draw 2 points The Winning and Losing draw is calculated on run-rate for the innings, based on legitimate balls received. Run rate shall be calculated to three decimal points. In the event that the two sides have identical run-rates the side losing the fewest wickets shall be deemed to have the higher run rate. If still equal then each side shall receive 4 points. Bonus points: Batting 2 points for reaching 125, 175, 225, 275, 300 Bowling 1 point for taking 2, 4, 6, 8, 10 wickets Side winning the toss and fielding first Win 30 points Tie 15 points Winning Draw 6 points, Losing Draw 0 points Bonus points: Batting 1 point for reaching 125, 175, 225, 275, 300 Bowling 1 point for taking 2, 4, 6, 8, 10 wickets Reason: to discourage teams from inserting the opposition and not making a reasonable attempt to win the match Carried
36 Match Rules For The 50 Overs Competition (Matches In Weeks 1 To 5 & 15 To 18)
37 Match Rule 1: Coloured Clothing All sides are required to wear coloured clothing in this playing format. Batsmen and the wicket-keeper are recommended and encouraged to wear coloured pads. Reason: To see all sides competing in coloured clothing and in anticipation of a possible move to white ball cricket in the 2019 season (subject to approval). Carried
38 Match Rule 12: Points Win 25 points Tie 13 points Reason: to recognise that a win in the Limited Overs format will be achieved by one of the sides whereas in the Timed format it is a more notable achievement. Therefore fewer points should be available for a win in the Limited Overs format. Carried
39 Duckworth-Lewis-Stern Procedure Rule 1: The Professional Edition of Duckworth-Lewis- Stern (DLS), requiring the use of a working laptop computer and a printer, will be used to calculate the Target Score. In the event of failure of all of the available computer(s) for any reason, then the Standard Edition will be used to calculate the Target Score. Reason: The DLS procedure has been in use for four seasons and the calculations should be undertaken using the computer software as the manual tables are now considerably out of date and should be used only in an emergency.
