2 GENERAL USARS BOARD MEMBER ELECTIONS The following were re-elected for three year terms, effective with the close of this annual meeting and continuing through the close of the 2009 Annual Board Meeting: David Adamy as a Grassroots Director, George Kolibaba as an At- Large Director, Toby Mathews as the Figure Athlete Representative to the Board, and John Gustafson as the Officials Representative. USARS BOARD OFFICERS The following were elected for one year terms: George Kolibaba as the President/Chairman of the Board of USA Roller Sports; David Adamy was elected as the Vice President of the Board; Billy Sisson was elected as the Treasurer of USA Roller Sports; Richard Hawkins USARS Executive Director, was elected as Corporate Secretary. FOUNDATION TRUSTEES - Re-elected Budd Van Roekel and George Kolibaba to each serve another three-year term as Trustees of the U.S. Foundation for Amateur Roller Skating. ATHLETE BOARD MEMBERS - Approved amending the Articles and By-Laws of USA Roller Sports as follows: Article IV, Section 6. Add - If an athlete is not going to be at the board table he must notify the office 45 days prior and we will invite the runner up. The alternate will be invited to be a voting member for that meeting. Article V, Section 8. Add, 4. If and when a board member misses two consecutive meeting he or she will be notified that they are in jeopardy of being removed from the board. REQUIREMENT FOR BOARD MEMBERS - USA Roller Sports Board Members shall be required each year to sign a letter of commitment. Effective immediately, Board Members who miss two consecutive meetings shall receive a letter from the USARS President, informing them that failure to attend the next meeting will result in the loss of their seat on the Board of Directors, subject to extenuating circumstances. JUDGES AND COACHES CONFERENCES - A National Judges and Coaches Conferences will be held in 2007 and continue on an annual basis, with sites and locations to be determined. In conjunction with the USARS Executive Director, each Technical Committee will be responsible for putting together the program details for their Annual Judges/Coaches Conferences INDOOR SPEED AND ROLLER FIGURE SKATING NATIONAL CHAMPIONSHIPS - Subject to financial negotiations and clarification of costs, approved Lincoln Nebraska, as the site for the 2008 and 2010 National Indoor Speed and Figure Roller Skating Championships. SUSTAINING COACH - Effective for the skating season, implement a Sustaining Coach category of membership for retired or inactive coaches. The annual membership fee shall be $60 and include a coaching card and a subscription to the USA Roller Sports magazine. 2

3 MEMBERSHIP FEE INCREASES - As approved by the Executive Committee, effective with the skating season: Raise the annual coaching membership fee from $50 to $60. Raise the annual unattached coaching membership fees from $50 to $150 Raise the annual dual coaching membership fees (figure & speed, speed & hockey, etc.) from $85 to $100. Raise the annual competitive and non-competitive memberships from $35 to $37 for all disciplines except aggressive. Raise the annual club charter fee from $50 to $60 for all disciplines except aggressive. Raise the following fees as they pertained to aggressive sanctioning. a) Eliminate the $5 intraclub sanction for ALL disciplines. b) Increase indoor/outdoor sanction fees for aggressive ONLY to $100 per day. c) Increase the daily host & venue liability insurance fees for aggressive ONLY to $200 per day UNATTACHED COACHES - Effective with the skating season, changed the name from Unattached to Non-Affiliated Coach membership, with an annual membership fee of $150. COACH MEMBERSHIPS - To require the signature of the owner/operator of the skating facility on coach membership applications (except those of the non-affiliated coach) PAN AM GAMES NOMINEES - Staff approved by Executive Committee for nomination to USOC: Overall Team Leader: Michael Jacques (John Gustafson-Alternate); Speed Team Coach: Renee Hildebrand (Rob Dunn-Alternate); Figure Skating Coach: Linda Clemens (Gloria Manning-Alternate) PAN AM GAMES TECHNICAL OFFICIAL NOMINEES - Competitive Officials approved by the Executive Committee for nomination to the Pan Am Federation for Roller Sports following: USA Figure Skating Judge: Dan Brown (Marian Spooner-Alternate); USA Speed Skating Referee: Janine Cobb (Ken Shelton-Alternate). SPEED SKATING JUNIOR OLYMPIC CHANGED TO NOVICE INLINE SPEED - Approved the following recommendations of the Speed Committee, effective for the skating season: 1. Change the name from Junior Olympic Program to Novice Inline Speed Program. 2. Eliminate the three-year time clock for Novice Inline Speed. 3

4 3. Eligibility will be established at the beginning of each skating season with the purchase of a competitive card and be effective for the entire September 1 st to August 31 st season. 4. Skaters are eligible to compete in the Novice Inline Speed Program, unless they have met any of the following conditions the previous or prior years. a. Skaters placing 1 st, 2 nd, or 3 rd in an individual event in Freshman or above at Quad National Championships in 1992, or any year prior to 1992, are not eligible for Novice events. b. Skaters entering individual standard or elite events at the Inline National Championships are not eligible for Novice events the next season or thereafter, except as follows: b.1. Participation or placement in the Tiny Tot division will have no effect on Novice eligibility. b.2. In the Primary and Juvenile divisions only the participants that place 1 st, 2 nd, or 3 rd will not be eligible for Novice events the next season or thereafter. c. Skaters placing 1 st, 2 nd, or 3 rd in Junior World Class or World Class events at the Outdoor National Championships, excluding the marathon and relays, are not eligible for Novice events the next season or thereafter. d. Skaters placing 1 st, 2 nd, or 3 rd in an event at the Novice Inline National Championships, are not eligible for Novice events the next season or thereafter. MEDALS FOR Approved the recommendation of the Speed Committee to award Gold, Silver, & Bronze to top 3 placements at both Regional and National Championships in both Elite (Standard) and Novice (JO) Divisions to mirror our top competitions including World Championships, Pan American Games, and World Games. All events will still qualify 4 to the National Championships. Points will remain the same; 30, 20,10, and 5 for the top 4 placements in each division distance final WORLD SPEED AND FIGURE SKATING CHAMPIONSHIPS STAFF - Approved by the USARS Executive Committee: Senior Speed Team Coach - David Downing, Senior Speed Team Manager Chris Tidwell, Junior Speed Team Coach - Linda Wood, Junior Speed Team Manager - Ricci Porter, Michael Bell-USA Referee 2007 WORLD SPEED TEAM AMENDMENT - Approved the recommendations of the Speed Committee to change the World Team Selection Procedure, effective for the skating season: Qualify the top 8 placements at Outdoor Nationals in World Class Men, World Class Women, Junior World Class Men, and Junior World Class Women for residency, with the top 6 4

5 placements qualifying for our Senior and Junior World Teams (total of Junior and Senior World Team Members to be 24). Overall placements will be determined by the following points system: Points awarded for each distance: 1 st Place - 15 points; 2 nd Place - 12 points; 3 rd Place - 10 points; 4 th Place - 8 points; 5 th Place - 6 points; 6 th Place - 4 points; 7 th Place - 3 points, 8 th Place - 2 points. Points awarded for 5 th to 8 th in 500m Track and Road by times in Semi Heats. The top 8 placements will be selected as follows: Overall 200m and 300m Overall sprint, 300m and 500m Track and 200m and 500m Road Overall Track Overall Road 4 spots overall combined for positions 5 th, 6 th, 7 th and 8 th. With 7 th and 8 th only qualifying for residency, or as alternates to the World Team in the event a higher qualifier is unable to participate. Tiebreaking Formula: In the event of a tie, the following formula will be applied; Highest placement in races in the following order: Track: 15K Elimination, 300m, 10K Points Elimination, 1000m, 500m Road: 20K Elimination, 200m, 10K Points, 500m Prioritize Sprint: 300m, 200m, 500m Track, 500m Road 2007 COACHING CLINICS - Approved the two-step recommendation in concept, to conduct a coaching clinic at the 2007 Outdoor Nationals and to develop one for use through Park and Recreation Centers, that would tie in with current clubs and rinks. A program and budget shall be brought back to the Board at its February Semiannual Meeting. OUT-OF-REGION REFEREES - Effective for the skating season, approved the Speed Committee proposal to redefine the requirements for out-of-region referees for Regional Championships: Amend the Rule Book, SR712.1 & SR712.2, to only require one referee, from out-of-region with assistants as needed. Update the Meet Directors Manual, as follows where it contains a recommended, Out-of-Region Referees by number of contestants chart. This chart should be corrected as follows; Outside In-Region Contestants Referees Referees Less than or more or more or more 5

6 CORNER REFEREES - Effective with the skating season, approved the Speed Committee recommendation to amend the Speed Rule Book to read as follows: SR735 DUTIES OF CORNER REFEREES SR735.1 Corner referees will be stationed on the outside of the track at each corner pylon for every race, either individual or relay. It is the primary duty of the corner referee to be responsible for maintaining correct placement of the pylon of marker at his/her corner of the track. It is also the duty of the corner referee to watch for fouls or any irregularities. Upon observing an apparent foul, the corner referee must note the offending contestant s number on paper, then signal the referee that a foul may have occurred. The corner referee signals by raising his/her right hand overhead (see Officials Arm Signals) or communicates to the referee via radio headset, if used. The race referees and or the chief referee will take the corner referee s recommended foul call for review. The referee may accept or reject the corner referee s foul recommendation. Only the referee can disqualify a skater from a race. SR735.2 is deleted SR735.3 becomes SR735.2 Correct SR735.2 e. it should be SR735.2 d. SR735.4 is deleted ROAD COURSE FOR NATIONALS - Approved the following recommendation of the Speed Committee: 1. During the Spring clinics or National Team clinic the course will be inspected and laid out. The course will be inspected by the coaches participating in the National Team clinic or a Spring clinic and one CIC official for safety issues. The track will be laid out and measured to insure that it will meet the minimum requirements. A rough diagram will be posted on the USARS website for all athletes and coaches to view. 2. At least 6 weeks prior to the Championships, the preliminary layout will be posted on the USARS website. Prior to the beginning of the championships, the Speed Committee will do a final inspection of the course to inspect for safety issues and confirm the length. After this step is completed, the final diagram will be available for all athletes and coaches. Once the Speed Committee finalizes the track, it cannot be altered. MEET OFFICIALS EVALUATION - Approved the Speed Committee recommendation to utilize an evaluation form in the assessment at all USARS sanctioned meets. The following form will be submitted by the chief referee after each meet and warehoused on the USARS website with restricted access (password protected for use by evaluators, who will be A officials). 6

7 The purpose is to track the progress of the official while assisting the Speed Officials Committee with consideration of applications for upgrades. The first 13 numbers will remain unchanged with all currently active referees moved, in their current order, to lower numbers made available by the elimination of inactive officials. USA Roller Sports will supply each renumbered or newly numbered referee with one number free of charge. Additional numbers will be made available for purchase if requested. 8 SR820.1 SR820.2 SR820.3 SR820.4 SR820.5 SR820.6 C Commission Used at league, interclub and invitational contests, applicable to any track position except referee. No experience as a speed official is required to take a written commission test. B Commission Needed to act as a Regional Championship official. To be eligible for this commission an applicant must have at least one-year experience as a C official and have completed at least six meets. No written test is required, however, a candidate must have the endorsement of the league or Regional USARS President or Chairperson. A Commission A B commissioned official may apply to the Speed Committee for appointment on the National Championship Panel as a supporting official. This does not include a referee position. If that individual s performance at the National meet is deemed satisfactory, they will be awarded an A commission. Referee CR Commission Used at league, interclub and invitational contests, applicable to any track position up to and including an assistant referee. No experience as a speed official is required to take a written commission test. Minimum age for this commission is 16 years. BR Commission To be eligible for this commission, an individual must have refereed as a CR commissioned official a total of six invitational contests of which two must be outside of their region of residence and have had a CR commission for a minimum of two years. A written commission test must be taken. The candidate must be knowledgeable at all supporting positions including tabulation. Working each of the supporting position will be required. The BR commission will allow the referee to act as a chief referee at league, interclub and invitational contests and as an assistant referee at a regional championship. The candidate who has successfully met all the obligations of the BR commission will be issued a national number. Candidates must have the approval of the Regional Chairperson. Minimum age for this commission is 20 years. A-Alternate (A-ALT) Commission A BR commissioned official may apply to the Speed Committee for appointment on the National Championship Panel for assignment as a non-compensated assistant referee. This official must have had a BR commission for a minimum of two (2) years and have been a chief referee at a minimum of six (6) meets. The candidate must have officiated two (2) out of region regional contests as a BR commissioned referee A candidate must have thorough knowledge of the Speed Rule book and the speed portion of the Meet Directors manual. An AR commissioned referee will be assigned by the Speed Committee to give the candidate a verbal test. If that individual s performance at the National contest is deemed satisfactory along with the verbal test, they will be awarded an A-ALT commission. 8

9 SR820.7 SR820.8 SR820.7 SR820.8 AR Commission An A-ALT commissioned referee may apply to the Speed Committee for appointment on each years Indoor National Championship Panel for assignment as an assistant referee. If that individual s performance at the National contest is deemed satisfactory they will be awarded an AR commission. The AR commissioned official may apply to be a chief referee at the Indoor National Championships after working a minimum of five (5) Indoor National Championship contests. Any A commissioned supporting official, who has not participated at an Indoor National Championship contest for a period of three consecutive years shall revert to a B commission. Any A-ALT or AR commissioned referee, who has not participated at an Indoor National Championship contest for a period of three consecutive years shall revert to a BR commission. This will now become SR This will become SR Changed to read: As a rolling official goes through the ranks of the commission structure and chooses to officiate as a standing corner referee, the equivalent supporting official s commission will be awarded. A verbal test will be given by an AR commissioned official assigned by the Speed Committee. INTERNATIONAL OFFICIAL - Approved the following as recommended by the Speed Committee: Requirements to Become an International Official In order for AR commissioned referees to be selected to become an International Referee under CIC and FIRS, the referee must have an AR commission for a minimum of five (5) years and have been active in officiating throughout those five years with a minimum of five (5) contests, each year, at the league, interclub, invitational and regional championships. In addition the referee must have officiated at least three (3) of the five (5) indoor national championships over the five (5) year period. The candidate referee also must have officiated at outdoor national championships for a minimum of five (5) years within an eight (8) year period. Thorough knowledge is required of the USARS rule book, the CIC rule book and the speed portion of the Meet Director manual. The candidate must meet the current CIC requirements. The candidate, if qualified by these requirements, then may be invited sit for the written exam given by the CIC at a World Championship. Testing by CIC is only completed at the World Championships. The candidate will be required to pay all their expenses to the World Championships to be tested. If the referee candidate is successful in passing the CIC exam and is awarded their international credentials, the official will become eligible into the world official travel rotation system. The points needed to qualify into the rotation system will be retroactive back to the last three (3) years of officiating. 9

10 INTERNATIONAL REFEREE POINTS - Approved the Speed Committee recommendations to amend the International Referee Travel Selection Requirements as follows: The following point system has been developed to allow a fair and equitable way to select officials for all international competitions. To be chosen to become an international referee, one must be at the highest officiating classification of their country. Since the adoption of CIC rules for our Outdoor National Championships, USARS referees must continue to keep current on all officiating requirements at the international level. In addition, this official must remain active in officiating indoor and outdoor competitions throughout the year. The point total will be accumulated over a three year period, then require to maintain a point total equal to or greater than 40 points in the previous 3 year period. This will qualify and maintain an international referee in the current rotation system. Various competition point values: 1 Point: Invitation and League Meets 3 Points: Regional Championships 6 Points: One-half of any Indoor or Outdoor National Championships 9 Points: Indoor National Championships 12 Points Outdoor National Championships Referees who maintain the minimum points in the rotation system, will be considered for World Championships. Other referees who have accumulated points may be considered for Pan Am Games, Pan Am Skating Championships, World Games, or any other international event. Note: A Certified Meet Director who has an international commission shall be included in the point system for an opportunity to be selected as a traveling international official. All expense-compensated positions allowed for Outdoor National Championships will be filled with referees who have International Commissions. In cases where more applicants then expense-compensated positions occur, a rotation system will be established. Those who are retired, as defined by CIC rules, will be moved into an expense-compensated position if any open up. Example of Point System Year 1: Outdoor National Championships (ONC) 12 points Indoor National Championships (INC) 9 points Total: 21 points Year 2: ONC 12 points One Regional Championships 3 points Total 15 points Year 3: ONC 12 points Total 12 points 3 Year Point Total: 48 points 10

11 48 points will now qualify the referee in the rotation system. Year 4: Year 5: Year 6: Points for year one are dropped. ONC One Regional Championships Total Point total for years 2, 3, & 4 Points for year two are dropped. INC Two Regional Championships Total Point total for years 3, 4, & 5 Points for year 3 are dropped. ONC Three Invitational Contests Total Point total for years 4, 5, & 6 12 points 3 points 15 Points 42 points 9 points 6 points 15 points 42 points 12 points 3 points 15 points 45 points As you can see, years 4, 5, & 6, all maintain a minimum 40 point total. Other point combinations can be used. UPGRADES Approved the Speed Committee recommendations for Referee and Supporting Official Upgrades: Jim Hare AR, Kristin Dijulio-Smith AR, Mike Wong A, Melanie Holt A, Kristine Gallatin A, John Szelagowski - A MEET DIRECTOR CERTIFICATION - Approved the Speed Committee s proposal to offer Meet Director s Certification Class for AR Officials. The Meet Directors Certification Course shall be open to anyone who is interested and scheduled for the day prior to Indoor Speed National Championships to facilitate participation. PRO ELITE DIVISION - Effective with the skating season, approved the proposal submitted by the Speed Committee for Changes to Pro Elite Division: Change the Division name from Pro Elite to World Class effective immediately. New Qualifications: Current Senior World Team Members are required to skate World Class Indoor the year they become team members, and as long as they compete in World Class at Outdoor Nationals. This requirement no longer applies if a skater does not qualify for the world team for 5 consecutive years. The top three placements, in Sophomore, Junior, Senior, and Classic at Indoor Nationals are eligible to skate World Class Indoor the following year, at their discretion, and are continually eligible to compete in World Class Indoor thereafter. 11

12 Junior World Team Members are eligible to compete in World Class Indoor, at their discretion, and are continually eligible to compete thereafter. World Class Indoor entry fee to be increased to $ per skater, plus $35.00 for each additional event (relay) entered. Increase justified by 4 races as well as increase in prize money. Increase prize purse per distance TBD by entry. Changes in format: The 500m sprint will have 6 on the line for the final event. Eliminate timed requirement for 1500m and make it a straight race with heats, semi finals, and 6 on the line for the final event. Change the 5000m to an elimination race with unannounced prime laps. Random bell laps with elimination the second time across the timing line after the bell. Eliminate down to 6 skaters for the last 3 laps, lapped skaters will be distanced and a bell lap eliminated. Rolling start seeded by random draw with 18 in the final. Elimination heats, when required, will be 3000m with the final skater eliminated on the last lap. Use the standard USARS track for all World Class events. HARDBALL HOCKEY 2007 NATIONALS Approved the Hardball Hockey Committee recommendation to conduct the 2007 Hardball Hockey National Championships in Fort Smith, Arkansas, July The coaches meeting will be held on July 7, The entry deadline shall be June 11, 2007 PLAY-OFF OR DOUBLE ROUND ROBIN - Approved the recommendation of the Hardball Hockey Committee that when only four teams are registered in a particular category, there will be a play-off. If less than four teams, a double round robin will be played. HALF TIMES CHANGED - Approved the recommendation of the Hardball Hockey Committee for Peewee, Midge and Freshman Games times to change from 10 and 12 minute halves to 15 minute halves. The Mercy Rule is to be changed from 8 goals to 10 goals. Scoring will end at that point and an announcement will be made to that affect, the game will then continue until time is up. (A clarification of this change will be brought back to the February Board Meeting) PLAYER NUMBERS - Approved the Hardball Hockey Committee recommendation that players can have any number up to 99, except for in the World Class Division, which will be 1 through WORLD TEAM STAFF - Approved the Hardball Hockey Committee recommendation that Jimmy Trussell will be the World Team Coach in 2007, with Pat Ferguson as an Assistant Coach, Ron Torvik as the Goalie Coach, and Don Allen as the Team Manager. 12

13 2007 NATIONAL AND WORLD TEAM SELECTION - A National Team will be selected December 8, 9, & 10, 2006, in Salt Lake City, Utah, at the Hollywood Connection, 3217 South Decker Lake Drive, West Valley City (Salt Lake City), Utah, the site of the 2006 National Championships. The final World Team Selection for 2007 Team USA is to take place during the Cup of Nations Tournament in Montreaux, Switzerland (or another international tournament if necessary). ROLLER FIGURE SKATING SENIOR WORLD TEAM - The 2006 Senior World Roller Figure Skating Team shall receive financial support from USA Roller Sports in the amount of $22,000, or $1,000 per athlete, toward the cost of their participation in the 2006 World Roller Figure Skating Championships in Murcia, Spain WORLD FIGURE SKATING CHAMPIONSHIPS STAFF - Approved by the USARS Executive Committee: Senior Figure Team Coach - Jane Wojnarowsky, Senior Figure Team Manager Bill Houle, Junior Figure Team Coach - Gloria Manning, Junior Figure Team Manager - Toby Mathews. WORLD TEAM SELECTION CAMP REMOVED FROM CONSIDERATION Approved a discontinuation of any plans to conduct a mandatory Junior and Senior World Class Training/Qualification Camp in ADULT SOLO AND TEAM DANCE - Approved the Figure Committee recommendation for Adult Solo and Team Dance Requirements to have a 3 year rotation: 13

DRAW DEADLINE - Approved the Figure Skating Committee recommendation to set May 1 as the deadline for drawing the Regional Championships requirements. PREMIER FIGURES Approved by the Executive Committee, to accept the following Premier Gold and Silver Figure Divisions Requirements for the season: For Premier Gold: Group 1: 3A, 5B, 9A Group 2: 3B, 5A, 9B For Premier Silver: Group 1: 1, 2B, 5B Group2: 1B, 2, 5A LOOP FIGURE DIVISIONS (AR ) Change: b) have not placed at a National Championship in the Junior, Junior World Class or Senior World Class events. 18 b) Any skater who has ever skated in the Junior, Junior World Class or Senior World Class Figure events and have not placed at a National Championship, should they choose to skate a loop event, must skate Advanced Loops. BYE TO WORLDS As approved by the Executive Committee, granted the two Show Teams a bye from participating in the 2006 National Championships by paying the required entry fees and automatically qualifying for the World Championships. INTERNATIONAL RULES OF COMPETITION - Recent CIPA rule changes had been inserted into an update Figure Rule Book. No motion is required for this, since USARS automatically adopts regulations passed by the International Figure Skating Committee (CIPA) into our World Class requirements: AR JUNIOR WORLD CLASS and SENIOR WORLD CLASS DANCE World Class Dance shall consist of compulsory dances, original dance (OD) and free dance elements, which shall all be scored as a combined event with a single award presented. Placement in the World Class Dance event will qualify a team to represent the United States in world competition according to team size as established by the USARS Board of Directors. For athlete rights under U.S. Public Law establishing entry into international qualifying events, see USARS GR1.03 concerning "Protected Competitions." (a) At any championships using recorded music for compulsory dance, the meet host must provide CDs of adequate duration to cover the required number of repetitions as listed in (f) below, without interruption or break in the contestant s musical program. (b) In case of a fall or other interruption in the skating, the teams must resume the dance at the nearest technically feasible point. In the case of interference, the flight will begin anew and the judging will resume at the point of interference. (c) Warm-up - All teams will warm-up on the first dance to be skated, and then all teams will be judged on that dance. After the judging of the first dance, all teams will be given a warm-up period on the second dance, followed by the judging of that dance, etc. (d) Flight Times & Rotations - WORLD CLASS DANCE and JUNIOR WORLD CLASS DANCE shall use a one-team flight system. This one-team flight will be maintained throughout the flight rotation. 1. The required number of repetitions of the dance will be listed in the World Class Dance Repetition Requirements. 2. The skating time of WORLD CLASS FREE DANCE will be three minutes, thirty seconds (3:30) plus or minus ten (10) seconds. In the event the team skates less than three minutes, twenty seconds (3:20), the judges will be informed so that this can be reflected in their scores. If the team is continuing to skate past the three minutes, forty second (3:40) mark, a whistle will be blown and the judging will cease. The timing of the program shall begin when the skater(s) move any part of his or her body. 3. For Compulsory Dance the flights will be divided into groups comparable to the number of dances to be skated, including OD. The first team will begin the first dance, followed by the rest of the field of competitors in order. The team s ingroup one will then go to the end of the skating order and the first team in group 18

19 two will begin the second dance. The same procedure is followed for the Original Dance, with the first team in-group three leading all the others. 4. For the Original Dance (OD), the teams will skate one at a time. Time shall be two minutes, 30 seconds (2:30) +/- 10 seconds. The timing will start with the first movement. 5. In Free Dance, the teams will draw for their skating order based on placement after the Compulsory Dances & Original Dance (OD) scores, combined. 6. When a couple is announced for compulsory dances, original dance and free dance the entrance must be no longer than fifteen (15) seconds. The exit of the compulsory dances, original dance and free dance must be no longer than fifteen (15) seconds. (e) World Class Dance Repetitions - In compliance with CIPA regulations, for WORLD CLASS DANCE two sequences of compulsory dances will be skated, with the exception of the Quickstep, which will be four sequences. 1. It is obligatory that each team skate the required repetitions for each particular dance. Judges, therefore, will award a grade at the completion of the required repetition. 2. If a team fails to complete the required repetitions, the referee shall inform the team of this and give them the opportunity to complete the requirements. 3. World Class Junior and Senior Competitive Dances Judges must watch each team for their required amount of repetitions. 4. Junior Team Dance repetitions (same as WC Events). Elimination will skate two (2) flights and finals will skate one (1) team flights. The timing will begin with the first 19

20 movement of either skater. Movement is defined as any movement of the head, arm, leg or foot. 6. All World Class Compulsory dances shall start at the same end of the skating surface, to be designated prior to the start of the event by the referee. 7. Order of Dances to be skated is determined by CIPA. (See Competitive Requirements section.) AR (f) ORIGINAL DANCE (OD) EVENT SPECIAL REQUIREMENTS - THE FOLLOWING RULES MUST BE OBSERVED: 1. MUSIC - Each couple must choose their own music, tempo, and composition. Orchestral music and vocal music is permitted. This does not preclude background musical effects, which are considered as being expressive of a particular type of folk music. The incorrect selection of music for the rhythm chosen shall result in a mark of point zero (.0) by each judge. 2. The Original Dance will consist of a dance constructed to a minimum of two (2) or a maximum of three (3) three rhythms (they can repeat a first rhythm but it must be the same melody and tune as the first). Choose from the set below: 2007 Rhythm Combination (Foxtrot, Quickstep, Charleston) 2008 Spanish Melody (Paso Doble, Flamenco, Tango, Spanish Waltz 2009 Memories of a Grand Ball (Waltz, Polka, March, Galop) 2010 Latin Combinations (Mamba, Cha Cha, Samba, Rhumba) 2011 Swing Combination (Swing, Jive, Boogie Woogie, Jitterbug, Rock & Roll, Blues) ORIGINAL DANCE SET ELEMENTS One straight-line step sequence, along the long axix of the rink, extending as near as possible the full length of the skating surface. During this step sequence the partners MUST NOT touch but remain no more than one arms length apart. This element must be included. One change of direction left one SMALL LIFT MUST BE executed with one change of direction there must not be more than one half (1/2) revolution in the lift, only a change of direction (either change of edge and/or forward to backwards, or backwards to forwards), with the lady s waist no higher than the man s shoulder. During the execution of this element it is not allowed for the lady to assume an upside down position with the legs in a split or semi-split position in front of the man s face. This element must be included. One diagonal step sequence together in any dance hold. This element must be included. One dance spin (one position only) in any dance hold/position, with minimum two (2) and maximum five (5) revolutions. This element must be included. 3. Time - The OD shall be a total time of 2:30 (TWO minutes, THIRTY seconds) +/- 10 seconds. 4. Timing of the dance will begin with the first movement and end with the last movement. 5. The OD can be started at any place on the floor. 6. EXECUTION -The choice of steps, connecting steps, turns and rotations is left to the skaters, provided those choices conform to the OD rules. This does not exhaust all the possibilities of steps, turns and rotations. Any steps are 20

21 permissible, providing that at least one skate of each skater remains on the skating surface at all time throughout the dance except when performing the one required lift and the duration of music at the beginning and end of the music where specific movements are allowed, lying down on the skating surface and/or stationary movements in character with the music. Toe stop steps are permitted but remember whilst on the toe stop, there are no edges skated and therefore considered less difficult. Little hops (lifting of the skating foot a small distance from the floor) are allowed to express the character of the dance. 7. Two stops are allowed during the dance that must not exceed TEN (10) seconds for each stop. 8. Pulling or pushing the partner by the boot or skate is not permitted. 9. Partners must not separate except to change dance holds, or to perform brief movements in character with the rhythm chosen, or during a permitted stop, provided that they are performed no more than TWO (2) arms - length apart and no more than TEN (10) seconds except for the beginning and end of the routines. 10. There are no restrictions on dance holds, arm movement, hand claps etc. which are interpretive of the music. 11. The dance must contain difficult movements and be expressive of the music. 12. THE DANCE MUST NOT BE A FREE DANCE. 13. During the first and last TEN (10) seconds of the OD, the following movements are allowed (but not obligatory): a) laying with hands, knees or other parts of the body on the skating surface. b) stationary movements in character with the rhythm of the OD. 14. Painting on any part of your body is considered show and is not allowed in figures, freeskating, pairs or dance. A deduction of 0.2 from both the A and the B mark will be made for any violation of the above. AR (g) ENTRY AND EXIT ON THE FLOOR FOR WORLD CLASS DANCE When a couple is announced for compulsory dances, original dance and free dance the entrance must be no longer than fifteen (15) seconds. The exit of the compulsory dances, original dance and free dance must be no longer than fifteen (15) seconds. (h) Marking Original Dance - In scoring the O.D., two scores must be given on a scale of (0-10.0). THE FIRST SCORE IS FOR TECHNICAL MERIT WHICH CONSISTS OF: 1. ORIGINALITY 2. DIFFICULT 3. VARIETY 4. POSITION 5. PATTERN 6. SPEED OF THE DANCE THE SECOND SCORE IS FOR ARTISTIC IMPRESSION WHICH CONSISTS OF: 1. Correct timing of the dance 2. Movements of the couple in rhythm 3. Relationship of the skating movements to the character of the music. 4. Cleanness, execution, and utilization of the skating surface 5. General carriage and line of the couple 21

22 (i) COSTUMES should be in character with the dance but not extreme. Props of any nature are forbidden. Skaters will be required to change any costume not meeting the foregoing regulations. All warm-up periods must be conducted in costume. These dress standards must also be observed for practice sessions when wearing alternate attire. Tank tops, cut offs and leotards without skirts are prohibited. Women skating costumes when worn outside the practice rink or competition site must be covered with slacks, street length skirt, coat or other normally accepted public attire. Costumes for male and female skaters may reflect the character of the music selected. Painting on any part of your body is considered show and is not allowed in figures, freeskating, pairs or dance. When costumes do not meet the foregoing requirements, in the opinion of the Chief Referee, he/she shall instruct the tabulator to penalize the contestant with a scoring deduction of five (5) points. NOTE: All warm-up periods must be conducted in costume. (j) The provisions of the rules must be closely observed in scoring the Original Dance.(International competition, deductions for violations of these restrictions will be 0.2 per violation.) AR Rules for Free Dance, Senior World Class Dance and Junior World Class Dance Competition (a) General: The free dance, in contrast to compulsory dances, has no required sequence of steps. The free dance must: 1. contain non-repetitive combinations of new or known dance movements composed into a program displaying the personal ideas of the dancers in concept and in arrangement; 2. are constructed so that the element of competitive dancing is predominant; 3. not have the character of a pairs skating program. (b) The duration of the Free Dance is 2:00 to 3:00 minutes. For Junior and Senior World Class Free Dance, the duration is 3:30 minutes (+/- 10 seconds). The timing of the program begins when the skater(s) move any part of his or her body. (c) Costume: The costume for both man and woman should be in character with the music, but should not be such so as to cause embarrassment to either the judges, audience or skaters concerned. Props of any nature are not permitted to be used. Painting on any part of your body is considered show and is not allowed in figures, freeskating, pairs or dance. (d) Music: The music chosen for the free dance is at the discretion of each couple. The music chosen must: 1. be dance music suitable for roller skating; 2. have a tempo, rhythm and character suitable for dance skating; 3. not necessarily be constant in tempo, but may vary from fast to slow or slow to fast, etc. 4. have a beat; 5. orchestral music and vocal music is permitted. 6. not have one rhythm so short that it fails to create a change.
