2 2010 Qualifying Competition Season TECHNICAL ANNOUNCEMENT 1. GENERAL The 2010 U.S. Figure Skating qua lifying com petition season consists of a total of 14 eve nts. These include 12 qualifying events (nine regional championships, three sectional championships), the U.S. Junior Figure Skating C hampionships (juvenile an d interm ediate) and the AT&T U.S. Figure Skat ing Cham pionships (no vice, junior a nd senior). All 14 event s are sanctioned by U.S. Fi gure Skating and conducte d according to the most cu rrent U.S. Figure Skating rulebook, 2010 edition, with c hanges a nd clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or am ended is the responsibilit y of t he participants. U.S. Figure Skating reserves the right to incor porate revisions to the international judgin g system (IJS) made by the ISU for junio r and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 3035 (3) Meet all age and t est requirements pertaining to the event you are entering and (4) Meet the citizen and residency requirements as stated in Rule Non-U.S. citizens who h ave alre ady received a l etter of per mission fro m the chair of the Competitions Committee and were accepted to co mpete in the U.S. Figure Skating qualify ing system are eligible to register. All ot her non-us citizens seeking eligibilit y m ust meet th e requirements set forth in Rule Important Notice for All Coaches All coaches must co mply with the coaches regi stration polic y i n or der to be allowed to instruct/coach at all qualify ing com petitions. Coaches will need to ch eck in at the event registration desk and show proof of registration plus membership in both U.S. Figure Skating and PSA in order to receive a credential. Each local organizing committee (LOC) will ask to see each coach s registration, membership cards and a photo ID at check in. A list of all coaches who have successfully registered will be available at If they have not registered, they will not be allowed a credential no exceptions. Important Notice for All Pairs and Dance Teams All pairs and dance teams will begin their qualify ing at their resp ective sectional championships (unless they have been notified of a bye advanci ng the m directly to the U.S. Championships). 4 2. REGISTRATION A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2010 U.S. Figure Skating qualifying competition season. All competitors competing at the sectional championships had to register for the 2010 qualifying competition season by the deadline of Sept. 1, To update all mandatory f orms (Planned Pr ogram Content F orm, Competition Music Form, Medical Registry, Media Form ) for the 2010 qualifying competition season, pr oceed in the following manner: Log on to Click on Online Event Reg, then Event Manager B. BYES No medical by es will be considered. Co mpetitors awarded a by e to their sectional championships or the U.S. Cham pionships will receive official notification in writing from U.S. Figure Skating. All competitors wishing to com pete in the 2010 qualif ying competition season, including those who receive a bye, must enter by the Sept. 1, 2009 deadline. C. ENTRY FEES Sectional Championships Qualifying Entry Fees Those singles skaters advancing, regardless of method, from their regional championships to the sectional championships will incur an additional $150 entr y fee plus $10 adm inistrative fee. This total will automatically be charged to the credit card that paid the initial entry fee. All pairs and dance teams were charged the $150 entry fee plus administrative fee during the initial registration process; therefore, no additio nal entry fee for these teams wil l be charged. Singles skaters who receive a bye from their regional championships directly to the sectional championships will only be charged the sec tional entry fee of $150 plus the $10 administrative fee. Those who received a late by e after the close of entries and paid the initial $130 entry fee (and the administrative fee) will be charged an additional $20 to cover the cost of the sectional entry fee. Your registration fee is not considered valid until all appropriate entry and administrative fees have been paid and all required forms have been completed online to U.S. Figure Skating. D. PAYMENT Online payment via credit card is the ONLY accepted form of payment. For those competitors advancing to the sectional championships from the regional championships, the credit card used during the initial entry registration will be automatically charged the additional sectional entry fee. 5 3. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2010 season, all events and levels at all championship competitions (regional, sectional, U.S. Junior Championships, U.S. Championships) will be conducted in accordance with the international judging system (IJS). B. AGE AND TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 3640 (senior singles) and on the U.S. Figure Skating web site at C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU with regard to well-balanced programs. Please refer to this web site often for continuous updates. All competitors entering into the 2010 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at up to one week prior to the start of your competition. D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating re quires all com petitors t o full y com plete a co mpetition m usic information form as part of the online registration process. The following information is required for each pi ece of music used in the composition of the short progra m/original dance and free skate/ free dance: co mposer, orchest ra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2010 season, CDs are the only acceptable media. CDs must be clearly marked with name, event entered and the music length. Each CD must have only ONE (1) track on it. In the case of a short program and free program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted! Lead in time (time before the music begins) on CDs may not exceed two (2) seconds. New for 2010 Each CD must be in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the skater s name and event. Standard hard plastic jewel cases or other CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted. Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs. Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals used at the Regional Championships will be forwarded to the Page 4 of 6

6 Sectional Championships and the U.S. Junior Championships for those advancing. Those qualifying from the Sectional Championships will have their original music forwarded on to the U.S. Junior Championships/U.S. Championships. Skaters receiving byes to the U.S. Championships must mail their competition music on CD no later than one (1) month (Dec. 13, 2009) prior to the start of the U.S. Championships to the following address: Pete Zurlinden U.S. Championships Music Tech 2950 Los Olivos Lane La Crescenta, CA CD s are to be mailed in CD Mailers, which can be obtained at the post office or any office supply store. All competitors must have at least one (1) additional copy rinkside at practice sessions and during the actual competition event. The LOC will accept no responsibility for damage or loss. U.S. Figure Skating will supply current dance music for compulsory dances. E. OFFICIAL BULLETIN BOARD The official bulletin board will contain any announcements or changes, and it is the responsibility of the competitors to check it often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board. 4. ADVANCEMENT TO U.S. JUNIOR CHAMPIONSHIPS (Strongsville, Ohio)/U.S. CHAMPIONSHIPS (Spokane, Wash.) QUALIFIERS For all competitors advancing to the U.S. Championships Representatives from the 2010 AT&T U.S. Figure Skating Championships will be present to distribute information packets, ensure that all competitors advancing receive and submit the required information and answer any other questions pertaining to the U.S. Championships in Spokane, Wash. A room at each sectional championships has been assigned for those skaters advancing to the U.S. Championships. Representatives from the LOC and U.S. Figure Skating shall be available to assist. The fifth- and sixth-place finishers in singles, pairs and dance for novice-/junior-/senior-level competitors are the first and second alternates to the U.S. Championships. They will receive their announcement on site but do not need to submit any paperwork unless contacted by U.S. Figure Skating. Juvenile and Intermediate Pairs and Dance All juvenile and intermediate pairs and dance will have their first competition at the sectional championships rather than the regional championships. The top eight placed teams at each sectional championship will advance to the U.S. Junior Figure Skating Championships. All teams advancing will receive instructions for downloading the U.S. Junior Championships announcement from Page 5 of 6

7 The ninth- and tenth-place teams at each sectional championships will be considered the first and second alternates for the U.S. Junior Championships. They will receive instructions for downloading the announcement but do not need to submit any paperwork unless contacted by U.S. Figure Skating. Alternates do not need to mail in any paperwork or required forms unless contacted by U.S. Figure Skating. 5. INSURANCE/LIABILITY A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 3222). 6. ANTI-DOPING Anti-doping tests will be conducted at the U.S. Figure Skating Championships, held in Spokane, Wash., Jan , Senior-level competitors only are eligible to be tested. 9 2010 Pacific Coast Sectional Figure Skating Championships November 17-22, 2009 GENERAL EVENT INFORMATION The 2010 Pa cific Coast S ectional Skating Cham pionships of Unit ed States Figure Skating will be held Novem ber 17-22, 2009, at the Snow Ki ng Ice Arena in Jackson, Wyom ing. The Jackson Hole Figure Skating Club (JHFSC) will host these championships. The Snow King Ice Arena has an indoor ice surface 200 x 85 with rounded corners. 10 REGISTRATION DESK A registration desk will be open at the l obby of the Snow King Ice Arena, at the main entrance of the building from Sunday through Sunday, Nov , 2009, during all practice and competition hours. Competitors must check in at the registration desk to receive their credentials. A detailed tentative competition schedul e will be posted on the event website, once available. All skaters are expected to be in the arena one hour prior to the start of their scheduled event. ACCOMMODATIONS Jackson Hole is a very popular destination for world class outdoor activities, and is one of t he gateway cities to Yellowstone National Park. Please make y our reservation early. The official hotels for the competition have a block of rooms set aside with special rates. 12 OFFICIAL NOTICES During the competition, updates will be posted on the official bulletin board in the lobby of the Snow King Ice Arena. Information on this bulletin board supersedes all other official information and is considered sufficient notice to all participants. It is the responsibility of the skater, parent, and coach to check this board upon arrival and regularly during the competition for changes of schedule or other important information. SECURITY / CREDENTIALS Entrance to the competition arena is by credential or ticket only. Competitors: Each Sectional competitor will receive a credential for no additional charge. Coaches: One coach credential will be provided for each singles skater or team for no additional charge. This credential will allow entry to all areas of the venue. Coaches must be current members of U.S. Figure Skating and the PSA and have coach s registration to receive credentials. Chaperone: One chaperone credential will be provided for each skater for no additional charge. Chaperones are not permitted access to the locker rooms. Additional coach or chaperone: Each competitor may purchase one additional chaperone credential for $50. Each singles skater may purchase one additional coach credential and each pair or dance team may purchase two additional coach credentials for $50 each. Changes: Competitors may make one change to chaperone and/or coach designations; these must be made at the registration desk by the non-minor skater or his/her parent or guardian. Replacement: Lost credentials may be replaced for $50. TICKETS A fee of $20 per day will be charged for admission to the competition. Day passes will be available for purchase at the rink on the same day as admission. All-event (multi-day) tickets may be purchased in advance (using the enclosed form) for $50 each. OFFICIAL PRACTICE Official practice sessions could begin on Tuesday, Nov. 17, 2009 at the discretion of the Chief Referee. For Junior and Senior Dance, the compulsory and original dance sessions will be combined into a single session. All official practice sessions will be 30 minutes except the following: Novice and Junior Ladies FS, Novice Men FS 35 min Senior Pairs FS and Junior and Senior Free Dance 35 min Senior Ladies FS, Junior and Senior Men FS, Junior and Senior CD/OD 40 min Music will be played at all official practice sessions. Official practice ice will only be sold as a complete package, consisting of one official practice and one official warm-up for each competition segment. Prices are as follows: Juv. & Int. 13 UNOFFICIAL PRACTICE Unofficial practice ice will also be offered. The days and times will be determined as the competition schedule is finalized. Skaters may request unofficial practice ice on the Practice Ice Form, or by signing up at the registration desk at the rink starting on Sunday, Nov. 15. No unofficial practice ice reservations will be accepted without payment. The fee for each 25 minute unofficial practice is $25 per skater. Music will not be played on unofficial practice. PROGRAM INFORMATION All skaters/teams must submit a Program Photo form and one 5 x7 head/shoulders photograph for inclusion in the program. Print or electronic photos (on CD or via ) may be submitted. Digital photos sent via are preferred. Please send digital photographs in Tiff, jpg, or pdf format (300 dpi or greater). Singles skaters who submitted print photos or a CD for the Regional Championships program may assume their photos will be forwarded by the regionals LOC. Please your electronic photos to Lori Fussell at iceskater@bresnan.net. AWARDS Medals will be awarded for first through fourth place, and trophies will be awarded to the first place winners. Results are not official until posted. All awards will be presented off ice at the designated awards area. The schedule for the awards presentation will be posted on the Official Bulletin Board. VIDEO/PHOTOGRAPHY Professional photographers will be in attendance, shooting action photos and podium photos as well as video of all skating performances. These services may be purchased by competitors for additional fees paid directly to the vendors. First through fourth place finishers should appear in costume for podium photos and to receive important information for the U.S. Figure Skating Championships or the U.S. Junior Figure Skating Championships. Competition performance videotaping will be provided by and available for purchase from the official event videographer assigned by U.S. Figure Skating. All U.S. Figure Skating Championship Competitions (including sectionals) will be professionally videotaped and photographed. Videotaping of the competition in any form is not permitted. Photographs are permitted for personal use only. No flash photography is allowed and resale of photos is strictly prohibited.
