2 2015 Qualifying Competition Season - Synchronized Skating TECHNICAL ANNOUNCEMENT 1. GENERAL The 2015 U.S. Figure Skating qualifying competition season for synchronized skating consists of a total of four events, including three sectional championships and the U.S. Synchronized Skating Championships. All four events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating rulebook, edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the International Judging System (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The sectional and national championship competitions are only open to competitors who are current members of U.S. Figure Skating and who meet the eligibility requirements according to U.S. Figure Skating Rule 2220, all age and test requirements pertaining to the event your team is entering and the citizen requirements as stated in Rule Important Notice regarding coaches for all synchronized skating qualifying competitions: To be a credentialed coach at a U.S. Figure Skating qualifying level competition, a professional coach or choreographer must: Be declared by the team at the time of the U.S. Figure Skating registration process* Listed as Coaches Education Requirement (CER) Category A compliant for for qualifying events, CER B for nonqualifying events* Current with Coach Registration (requires annual fee and background check)* A current member in U.S. Figure Skating* A current member in the PSA *Requirements for both qualifying and nonqualifying events. 3 2. REGISTRATION A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2015 U.S. Synchronized Skating Qualifying Competition Season. To enter online you must do the following: a. Your team must be currently registered in the level that you wish to compete. It may take up to three weeks to process your synchronized team registration form. b. Only two people have access to the online entry 1) Contact Person and 2) the Team Coach listed on your Synchronized Team Registration Form. c. The person registering the team should go to: and sign on with their own member number (not the team s number). Once you have logged on, you will see an option (on the left side) to register online for the event in which your team is eligible. The system will guide you through the registration process. Please note that a user name (U.S. Figure Skating Member #) and password are necessary for online entry. If you do not already have a password, follow the instructions on the site. It can take up to two days to get your password. Please plan ahead. Double check that the address you have listed with U.S. Figure Skating is accurate. Additionally, verify that U.S. Figure Skating is an accepted party by your server, therefore, allowing from headquarters to enter your inbox and not junk mail. d. All team members must be current U.S. Figure Skating members, and eligible for the event in which you are entering. Age/test ineligibility or expired memberships of any athlete on your roster will prevent you from completing the process. e. Do not attempt to enter a skater who has not yet tested. You must wait until all team members have passed the appropriate test to enter the system. If a skater has recently passed, and it is not recorded, you will be given the opportunity to enter the data and the entry will clear. f. The time zone of your home club will determine the entry deadline of 11:59 p.m. Dec. 1, g. You will receive an confirmation of the transaction. 4 B. DEADLINES Age requirements must be met as of July 1, Test requirements must be met by Dec. 1, Provisional entries based on an athlete on the team passing a test after the close of entries will not be accepted. The entry deadline for the 2015 Qualifying Competition Season for synchronized skating is 11:59p.m., Dec. 1, The time zone of your team s home club will determine the entry deadline of 11:59p.m., Dec. 1, NO EXCEPTIONS WILL BE MADE! NO REGISTRATIONS WILL BE ACCEPTED AFTER THIS DEADLINE. C. BYES Teams awarded a bye to the U.S. Synchronized Skating Championships will receive official notification in writing from U.S. Figure Skating. However, all competitors, including those who receive a bye, wishing to compete in the 2015 Qualifying Competition Season for synchronized skating must enter by the deadline. D. ENTRY FEES All teams entering the 2015 Qualifying Competition Season for Synchronized Skating must pay the appropriate entry fee to U.S. Figure Skating. There is no additional entry fee for the U.S. Synchronized Skating Championships. Qualifying events: $ Juvenile, Intermediate, Novice, Junior, Senior, Collegiate, Adult and Masters Nonqualifying events: $ Preliminary, Pre-Juvenile, Open Juvenile, Open Adult, Open Masters and Open Collegiate In addition, all teams are required to pay an administrative fee of $10/team. E. PAYMENT Online payments via credit card or e-check are the ONLY accepted forms of payment. Once entries have closed, there are no refunds on entry fees. Once entered, all withdrawals are considered final. A team may not re-enter even if the withdrawal occurs prior to the entry deadline of Dec. 1, *If you need to withdraw, you must send an to Mia Corsini at mcorsini@usfigureskating.org, with your team s name, U.S. Figure Skating team membership number, event in which your team is entered and the competition from which you wish to withdraw. Your team s registration is not considered valid until all appropriate entry and administrative fees are paid and all require forms (including planned program content sheet) are complete online to U.S. Figure Skating. Please note, if payment has not successfully settlement (NSF) by December 10, 2014, the team will be withdrawn from the 2015 Qualifying Competition Season for Synchronized Skating. All payments for services and items ordered through the Local Organizing Committee (LOC) such as tickets, practice ice, souvenirs, etc., should be paid directly to the LOC as per the instructions on the LOC forms and/or LOC web site U.S. Synchronized Skating Sectional Championships 3

5 F. IMPORTANT NOTES Your online entry is a combined entry for the 2015 Synchronized Skating Sectional Championships and 2015 U.S. Synchronized Team Skating Championships. Teams advancing from sectionals will be automatically entered in the 2015 U.S. Synchronized Skating Championships. They will need to fill out only LOC forms for their next event. a. Proof of age is required for skaters on juvenile, intermediate, novice, junior and senior teams who have not submitted proof of age to U.S. Figure Skating before. These should be sent in after you register online. Once you submit the entry, you will be given a list of athletes that you must send proof of age for. Please send proof of age only for the athletes the computer lists. Please do not send proof of age in for skaters not on these level teams, or who already have proof of age on file. b. Collegiate and open collegiate teams: In addition to the online registration process, all teams in the collegiate or open collegiate levels must submit to U.S. Figure Skating Headquarters, by the entry deadline of Dec. 1, 2014, a signed copy of FORM C verifying their academic eligibility. c. Medical Registry & Waiver: All athletes who are members of a team competing at the Synchronized Skating Sectional Championships are required to go onto their MEMBERS ONLY profile via and complete the medical registry and waivers online. Instructions: Once on the site, each athlete must: Click on the Events tab Select Competition Season Profile Select Edit Medical Registry and complete all of the information there Select Sign Waivers and initial all of the boxes. 3. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2015 season, the following levels will be conducted in accordance with the International System of Judging (IJS): intermediate, novice, junior, senior, collegiate and adult. The following levels will be conducted under the 6.0 judging system: preliminary, pre-juvenile, open juvenile, juvenile, open collegiate, open adult and masters. The sectional and U.S. Synchronized Skating Championships are sanctioned by U.S. Figure Skating and will be conducted under the rules set forth in the Official U.S. Figure Skating Rulebook and this announcement. Coaches are required to read the Rulebook and know all rules pertaining to their team. B. PLANNED PROGRAM CONTENT SHEETS All synchronized teams entering events judged under the IJS (intermediate, novice, junior, senior, collegiate and adult) are required to submit a planned program content sheet as part of the registration process. The planned program content sheet should be completed by the close of entries (Dec. 1, 2014), but may be updated up to two weeks prior to the first official practice at your competition. To complete the planned program content sheet the registered team coach or team contact person (same person that is eligible to complete the online registration) must go to log in under his or her own member name and follow the instructions to complete the sheet ( Competition Season Profile ) U.S. Synchronized Skating Sectional Championships 4

6 C. EVENTS TO BE SKATED LEVELS THAT ARE OFFERED ONLY AT THE SECTIONAL CHAMPIONSHIPS 1. Preliminary: A team of 8 to 16 skaters. All skaters must be under 12. The majority of the team must be under 10 on the preceding July 1. Program duration: 2 minutes +/- 10 seconds Well balanced program: Rule Pre-Juvenile: A team of 8 to 16 skaters. The majority of the team must be under 12 on the preceding July 1. Program duration: 2:15 minutes +/- 10 seconds Well balanced program: Rule Open Juvenile: A team of 8 to 16 skaters. The majority of the team must be under 20 on the preceding July 1. All skaters must have passed the Pre- Preliminary moves in the field test. Program duration: 2 ½ minutes +/- 10 seconds Well balanced program: Rule Open Collegiate A team of 8 to 16 skaters. Skaters must be enrolled in a college or university as a full-time student, as defined by the institution they attend, as of the entry deadline. Program duration: 3 minutes +/- 10 seconds Well balanced program: Rule Open Adult: A team of 8 to 16 skaters. The majority of skaters must be 19 years or older on the preceding July 1. Program duration: 2 ½ minutes +/- 10 seconds Well balanced program: Rule Open Masters: A team of 8 to 16 skaters. Skaters must be 25 years of age or older with the majority of skaters 30 years of age or older. Program duration: 2 ½ minutes +/- 10 seconds Well balanced program: Rule 7530 LEVELS THAT WILL ADVANCE TO THE U.S. SYNCHRONIZED SKATING CHAMPIONSHIPS 1. Juvenile: A team of 12 to 20 skaters. Skaters must be under 13 on the preceding July 1 and have passed the Preliminary moves in the field test. Program duration: 3 minutes +/- 10 seconds Well balanced program: Rule Intermediate: A team of 12 to 20 skaters. Skaters must be under 18 on the preceding July 1 and have passed the Pre-Juvenile moves in the field test. Program duration: 3 ½ minutes +/- 10 seconds Well balanced program: Rule Novice: A team of 12 to 20 skaters. Skaters must be under 16, with the exception of a maximum of 4 skaters that may be 16 or 17, on the preceding July 1 and have passed the Juvenile moves in the field test. 7 Well balanced program: Rule Junior: A team of 12 to 16 skaters. Skaters must be at least 13 and under 19 on the preceding July 1. All skaters must have passed the Intermediate moves in the field test. Short program duration: Maximum 2 minutes, 50 seconds Free skate duration: 4 minutes +/- 10 seconds Well balanced program and short program: Rule Senior: A team of 16 skaters. Skaters must be at least 15 on the preceding July 1 and have passed the Novice moves in the field test. Short program duration: Maximum 2 minutes, 50 seconds Free skate duration: 4 ½ minutes +/- 10 seconds Well balanced program and short program: Rule Collegiate: A team of 12 to 20 skaters. Skaters must be enrolled in a college or university as a full-time student, as defined by the institution they attend, as of the entry deadline. All skaters must have passed the Juvenile moves in the field test. Program duration: 4 minutes +/- 10 seconds Well balanced program: Rule Adult: A team of 12 to 20 skaters. Skaters must be at least 21on the preceding July 1, with the exception that up to four team members may be 18, 19 or 20 years of age. All skaters must have passed either the preliminary moves in the field test, the adult bronze moves in the field test, the preliminary figure test or the preliminary dance test. Program duration: 3 ½ minutes +/- 10 seconds Well balanced program: Rule Masters: A team of 12 to 20 skaters. Skaters must be at least 25, and the majority of the team must be at least 30 on the preceding July 1. Program duration: 3 minutes +/- 10 seconds Well balanced program: Rule 7510 CROSSOVER RULES: An individual skater may skate on more than one, but not more than two, synchronized skating teams as long as the teams are in different levels, and both levels in question allow crossing over between them. The following must also be adhered to: Rule 2827: No team may be comprised of more than 50% of athletes who are also on any other team. This applies to both the entire roster and the athletes who are skating on the ice at any given competition. Rule 2826: Is a chart in the U.S. Figure Skating Rulebook illustrating which levels athletes are allowed to crossover between. It is found on page 123 of the U.S. Figure Skating Rulebook. ALTERNATE RULES: Rule 2825: Each synchronized skating team may have alternates listed on the team roster. The maximum number of alternates is four. Teams may have a total of four athletes on their roster in addition to the maximum number permitted on the ice for their respective level U.S. Synchronized Skating Sectional Championships 6

8 ROSTER / CHANGES TO THE ROSTER: Rule 2821: The entry form of the first qualifying competition of the year becomes the official team roster for the remainder of the year. The roster must list all team members including alternates. No additions will be permitted from sectionals to the U.S. Synchronized Skating Championships. Rule 2821 (B). Requests for substitutions to the roster must be submitted on the official form to the Sectional Vice Chair of the Synchronized Skating Competitions Subcommittee. Substitutions to the roster may be permissible up to two weeks prior to the start of the next qualifying competition. D. MUSIC Note: The official form may be obtained on the Forms page of COMPETITION MUSIC INFORMATION U.S. Figure Skating requires all teams to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in both the short program and free skate: Composer, orchestra, duration of music and record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying competitions, CD s are the only acceptable forms of media. CDs must be clearly marked with the team s name, event entered and the music length. Each CD must have only ONE (1) track on it. In the case the junior and senior events, separate discs for the short program and free skate must be turned in. Any disc with more than one track will NOT be accepted. Lead in time (time before the music begins) on CDs may not exceed two (2) seconds. Each CD must be in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the team s name and event. Standard hard plastic jewel cases or CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted. Due to compatibility and reliability reasons music may NOT be submitted on rerecordable CD-RW discs. Competition music must be turned in at the registration desk at the time of registration and will be available for pick up at the registration desk at the conclusion of the event. Teams will not receive their credentials until they turn in their music. All teams must have at least one (1) additional copy of their CD rink side at practice sessions and during the actual competition event. The LOC will accept no responsibility for damaged or lost CDs. E. OFFICIAL BULLETIN BOARD The official bulletin board will contain any announcements or changes and it is the responsibility of the teams to check it often for official notices. 9 4. ADVANCEMENT TO THE U.S. SYNCHRONIZED SKATING CHAMPIONSHIPS A. QUALIFIERS All teams advancing to the U.S. Synchronized Skating Championships will receive a link to the official competition Announcement via following the sectional championships. For all teams, all information required to be sent to the 2015 U.S. Synchronized Skating Championships LOC must be postmarked or ed no later than the TUESDAY FOLLOWING YOUR SECTIONAL CHAMPIONSHIP. Any information postmarked after the Tuesday following your sectional championship will be accepted ONLY at the discretion of the LOC. Those teams receiving a bye to the 2015 U.S. Synchronized Skating Championships will receive their announcement via and must follow the deadline set forth by the LOC. If a team qualifies for the 2015 U.S. Synchronized Team Skating Championships and chooses not to participate, the team must notify their respective sectional vice chair of the Synchronized Competitions Subcommittee and U.S. Figure Skating Headquarters (mcorsini@usfigureskating.org) within 48 hours following the conclusion of the competition. Four teams from each section, in each event, shall be permitted to enter the 2015 U.S. Synchronized Team Skating Championships. However, additional teams may be invited to participate per rule 2832, which may be found on page 123 of the U.S. Figure Skating Rulebook. B. ALTERNATES Teams placing fifth and sixth (unless there are fill-ins) at the sectional championships will be designated as first and second alternates. These teams will be provided with an event announcement as they may be selected to compete. Alternates do not need to submit any forms unless they are contacted by U.S. Figure Skating. 5. INSURANCE/LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships. (U.S. Figure Skating Rule 1600). 6. 11 2015 EASTERN SYNCHRONIZED SKATING SECTIONAL CHAMPIONSHIPS GENERAL INFORMATION The 2015 Eastern Synchronized Skating Sectional Championships will be held January 22-24, 2015 at the Olympic Center located at 2634 Main Street, Lake Placid, N.Y. The championships are sanctioned by U.S. Figure Skating and hosted by the NYS Olympic Regional Development Authority and the Skating Club of Lake Placid. REGISTRATION The registration desk is located on the main level of the Olympic Center just outside the main entrance to the 1980 Rink Herb Brooks Arena. The registration desk will be open on Wednesday, January 21 st from 12:00pm-7:00pm. On competition days, the registration desk will open 1 hour prior to the first event and close following the last event of the day. BULLETIN AND NOTICES The official bulletin board will be located next to the registration desk. The official schedule of events will be posted on the official bulletin board and will supersede all other schedules. It is the responsibility of each participating team to check the official bulletin board for all official information. Notices posted here are considered sufficient notice to all teams. Check frequently. AWARDS Awards will presented to athletes on first through fourth place teams in each event at times designated on the official bulletin board. Medals will be given to all skaters listed on the roster who were present during the competitive event. ADMISSION On site event ticket prices will be as follows: Adults $18/day $45/all event (3 day) Juniors (ages 7-12) $14/day $35/all event (3 day) Seniors (65+) $14/day $35/all event (3 day) Teams also have the option of pre-ordering adult all event tickets on LOC Form 1. EACH TEAM SHOULD ONLY SUBMIT ONE FORM. INDIVIDUAL PARENT FORMS WILL NOT BE ACCEPTED. The discounted price for one 3-day all event Adult ticket is $40 versus $45 on site. CREDENTIALS All athletes and registered coaches that are current members of U.S. Figure Skating and the PSA will receive a credential. In addition, each team will receive two additional chaperone passes. Credentials will be distributed to the team manager/representative at the registration desk. Credentials are non-transferable and must be worn at all times while at the competition and practice ice venues. PHOTOGRAPHY / VIDEO The U.S. Figure Skating Production Team will serve as the official video provider for this event. 12 Please note: videotaping of the competition, including practice ice, in any form is strictly prohibited per U.S. Figure Skating Policy. This schedule will change based on the number of entries. An updated schedule will be posted on the event web site as soon as possible following the close of entries. The draws for starting order will be posted on the official bulletin board at the first official practice ice session. All initial draws will be closed draws. Subsequent draws following the short program will be conducted as open draws. HOTEL INFORMATION All hotels must be reserved through the NYS Olympic Regional Development Authority. Hotel information will be available after September 2 nd. Requests must be made via online form ONLY between September 15 th and October 27 th. PRACTICE ICE OFFICIAL PRACTICE ICE will be conducted per rule The following applies to both the sectional and 2015 U.S Synchronized Skating Championships: Official practice ice segments for the following events will be in 12 minute segments (rule 2944): senior free skate, junior free skate and collegiate free skate. Official practice ice segments for the following events will be in 10 minute segments (rule 2943): senior short program, junior short program, novice free skate, intermediate free skate, juvenile free skate, adult free skate, masters free skate and open collegiate free skate U.S. Synchronized Skating Sectional Championships 3

13 Official practice ice segments for the following events will be in 8 minute segments (rule 2942): open juvenile free skate, pre-juvenile free skate, preliminary free skate, open adult free skate and open masters free skate. For the practice ice segment for sectional and the U.S. Synchronized Championships, each team shall be allowed a short warm-up period prior to the start of the music. Each team shall be allowed to have their music played two times. No stopping or restarting of the music will be allowed once the music has been started. For the free skate 8 minute segments, the music will be played for the first time no later than 1 ½ minutes into the session. The music will be played for the second time no later than the 5 minute mark of the session. A 30 second warning announcement will be given prior to the start of the music for both playings. Any time left in the session will be announced at the completion of the playing of the music for the second time. For the short program and free skate 10-minute segments, the music will be played for the first time no later than 1½ minutes into the session. The music will be played for the second time no later than the six-minute mark of the session. A 30-second warning announcement will be given prior to the start of the music for both playings. Any time left in the session will be announced at the completion of the playing of the music for the second time. For the free skate 12-minute segments, the music will be played for the first time no later than 1½ minutes into the session. Any time left in the session will be announced at the completion of the playing of the music for the second time. **Teams qualifying for the Open Juvenile Chamionship Round will be provided with an official practice in 6 minute segments on the 1980 Rink on the day of the event. 19 Official Practice Ice LOC FORM 2 Official practice ice will be available for all participating teams on the surface they will be competing on. Official practice will be scheduled by the chief referee and will be conducted in accordance with U.S. Figure Skating Rule 2940 as explained in the competition announcement. Official practice ice will be blocked by level. Teams will receive one block of official practice ice for their free skate and one for their short program. There will be no additional official practice ice for teams that qualify for the championship round. Teams are not required to purchase official practice ice. However, teams competing under the ISU Judging System are strongly encouraged to do so.
