1 MEMORANDUM May 30, 2008 TO: FROM: School Board Members Abelardo Saavedra Superintendent of Schools SUBJECT: TITLE I, PART A PARENT INVOLVEMENT REPORT CONTACT: Carla Stevens, Background The Title I, Part A Program is designed to provide opportunities, training, and information for parents that will help them assume a more meaningful role in improving student achievement, and to increase their effectiveness when participating in the planning, design, implementation, and evaluation of the Title I, Part A programs. The Houston Independent School District (HISD) Title I, Part A parental involvement participation data were limited to parental involvement participation in the following areas: parent/teacher conferences, parent education, family literacy, parent literacy, parent planning, and parent volunteering. s who attended parent/teacher conferences were identified. education participation identified parents who have received services such as GED or ESL instruction. literacy participation identified other family members who attended activities that promoted student achievement. literacy participation identified parents who attended activities that promoted student achievement. These activities included: family math, reading, science nights, and parenting-skills workshops. planning identified the participation of parents in the campus planning process. volunteering identified parents who participated in organized parental support in a variety of capacities. For the school year, parents of 70,167 students participated in the Title I, program which represented 37.3 percent of all Title I, Part A students enrolled. HISD served a total of 275 Title I, Part A schools during the school year. Of the schools served, there were eight early childhood centers, 181 elementary, 49 middle, one combined, and 36 high schools. While the majority (268) were schoolwide campuses, seven were targeted assisted (Appendix A). The percentage of parental involvement was calculated by dividing the number of students who had parental involvement coded on their student Chancery screens by the total number of students in membership based on the fall 2006 PEIMS resubmission. category percentages were calculated at the school, region, and district levels. Findings Figure I reflects the majority of Title I, Part A parental involvement activities was identified as parent conference. It is interesting to note that over 43 percent were identified as educational enrichment activities for families and parents including education, family literacy, and parent literacy. The North Region exceeded the other regions in conferencing. The Alternative and Charter Schools Office exceeded in family literacy. The South Region exceeded in education, parent literacy, planning, and volunteering (Figure 2).
2 When looking at the specific types of parental involvement at the district and regional levels, it is apparent that the conference was the main form of involvement. The lowest areas of participation were parent literacy and planning (Appendix A). Westside High School had the highest level of parental involvement participation 90 percent. Several schools showed no parental involvement participation. Several site observations indicated technical problems and inconsistency with coding (Appendix B). An extract of data from the Chancery Student Management System (SMS) indicated that 254 campuses showed parental involvement data. Chancery allows the user to code a student's record whose parents have been involved. Additionally, the user is then encouraged to identify how the parent was involved. In many cases, this action was not exercised. The following schools did not indicate any parental coding: Early Childhood - Armandina Farias - Gabriela Mistral - Las Americas - Phillis Wheatley Elementary - Charles Atherton - John Kennedy - Concord Middle - W.A.L.I.P.P. High - Carnegie Vanguard - Barbara Jordan - REACH Charter - Ross Sterling - Houston Night - Booker T. Washington - Kashmere - Newcomer - Evan Worthing Combined - ALTA - Young Scholars Academy - Bannker-McNair Math/Science - Community Services Conclusion Overall, student enrollment in Title I schools during the school year was 188,256 with the total number of students with parent involvement participation at 70,167 which reflects a percentage of 37.3 percent districtwide. Further assessment of the different types of involvement showed little change between categories (Appendix A). The percentage rates in all the categories, except conferencing appeared to be low. Only the South Region had marginally consistent participation levels. The Alternative and Charter schools led in the area of family literacy (35.2 percent) (Figure 2 and Appendix A). Recommendations Additional attention should be considered for parent literacy programs. Based on the percentage of limited English proficient students in HISD, 27.4 percent, there is a substantial need for schools to offer like programs.
