3 2015 Peak Day Report June 2016 ABSTRACT The Greater Vancouver Water District (the GVWD or the District ) is one of the four separate entities that operate under the name Metro Vancouver and is responsible for supplying water to its members. Its network of water mains, pump stations, and peaking reservoirs must be capable of supplying during periods of low, or high, consumption. This report is created to document the peak day, the day of each year when the highest volume of water is drawn from Capilano, Seymour, and Coquitlam Watersheds. The peak day can be identified by determining the highest point of the water consumption hydrograph, which records the daily source flows. In addition, it is important to determine the maximum water drawn by each member on peak day. This can be done by analyzing the water consumption data for that day from various meters throughout Metro Vancouver. Most meters are linked to the Supervisory Control and Data Acquisition (SCADA) System; however, there are a number of meters that merely totalize the volume of water at the site, and whose readings are collected weekly. Therefore, no data for the peak day alone are available from these meters and a factor is applied to calculate the member flow. This adjustment factor is also used to account for meters whose electronic data are unavailable or faulty due to reasons such as meter failure or upgrade, and SCADA communication problems. The 2015 peak day occurred on July 1 st. Table 1 below lists the peak day flow for the last ten years. The all time record is 2,001 megalitres per day (), which occurred on July 30, 1990 prior to implementation of the District s Water Shortage Response Plan. 7 2015 Peak Day Report June INTRODUCTION Most of the water used by the 2.5 million people of Metro Vancouver is supplied by the Greater Vancouver Water District (District) to its members, who then distribute it to individual households and businesses. The District was formed in 1926 as a cooperative joint venture. Advantages include economies of scale of jointly providing water to the District s population and use of the high quality water available from the North Shore Mountains. Over the years, the District has expanded to include most of the population within Metro Vancouver. 8 2015 Peak Day Report June PEAK DAY Water is supplied to the members through the District s network of water mains, pump stations, and peaking reservoirs. This network must be capable of supplying the demand for water. The system is most heavily stressed at those times when demand reaches a peak, with the peak day being defined as that day of the year when the highest volume of water is drawn from the sources: the Capilano, Seymour, and Coquitlam Watersheds. Peak supply day may not coincide with the day of peak consumption for the entire system or within each member system, due to the effect of local consumption and reservoir balancing. This report illustrates the details of water use by each member of the District during the peak day. This report can be utilized to: Evaluate the capacity and efficiency of the existing water mains and peaking reservoirs. Compare the data with those of previous years so that future demands can be projected and system upgrades can be planned. The following sections discuss methodologies on how the peak day is found and how the data are collected and calculated. It is followed by descriptions of the hydrographs, which will be shown in the appendices, and the definition of the terms. 3.0 METHODOLOGY The method that is used to find the peak day is described below. Calculation of the flows on peak day is also detailed. 3.1 Finding the Peak Day The greatest demand for water takes place during hot and dry summer weather. The daily water consumption hydrograph in Figure 1 is updated regularly. It shows demand starts increasing in May and reaching its peak at around mid-july to mid-august. When the graph begins to show a downward trend, the peak day is confirmed by identifying the day that corresponds to the highest point of the graph. Once the peak day is determined, hourly flow data are collected and processed to illustrate the impact of the peak day demand on the water transmission network. 2

Most flow data sources are either linked to the Supervisory Control and Data Acquisition (SCADA) system or equipped with data loggers and data can be extracted conveniently through the Corporate Historian Database. Some water main flow measurement sites are neither connected to the SCADA system nor equipped with a data logger. They merely keep track of the total flow volume but do not store any historical data. Consequently, these data sources are omitted and an adjustment factor is applied to calculate the member flow. The adjustment factor is also used for meters whose electronic data are unavailable or erroneous due to reasons such as meter failure or upgrade, and SCADA communication problems. The derivation of the adjustment factors will be discussed later in this report. Depending on the type of data, several methods are used to calculate the flow in water mains and reservoirs. The methods by which flow data are calculated include: PI Data: PI is the Corporate Historian Database. It includes SCADA and manually uploaded data logger data. Hourly flow data are downloaded to spreadsheets for the peak day directly from the PI database. 3

10 2015 Peak Day Report June 2016 Non-SCADA Mechanical Meters: There are a few flow meters which are not linked to the SCADA system yet and provide only total flow volumes. These are read on a weekly basis as part of the water billing process. As a result, hourly data for these meters are unavailable. Their effect on the peak day flows is addressed through the use of an adjustment factor. A listing of the adjustment factors is included in the appendices. Level Meters in Reservoirs: Each reservoir has a volume-level relationship calculated and tabulated; therefore, the volume of water in the tank can be obtained by measuring the water level and performing the appropriate conversion. In addition, the flow can be calculated by dividing the change in volume over the change in time. For example, the flow at 16:00hrs in is calculated in the following way: (Volume at 15:30hrs (ML) Volume at 16:30hrs (ML)) x 24(hr).. (1) A positive flow indicates a net outflow from the reservoir; likewise, a negative value signifies a net inflow. 3.3 Calculating Member Flow Once the flows through the water mains and reservoirs are calculated, the amount of water supplied to each member is calculated. First, the inflow pipes (pipes that carry water into a member s area) and the outflow pipes (pipes that carry water out of a member s area) are identified. Then, the hourly consumption rate would be calculated as follows: Total Member Flow = Adjustment Factor X (Inflow Outflow) + Reservoir Flow. (2) The calculated flow into and out of Metro Vancouver peaking reservoirs are included in determining the member peak day and peak hour demands. The member peaking reservoirs, however, are not part of the calculation, as they are considered to have significantly lower effects. Figure 2 illustrates a sample adjustment factor calculation. attached in Appendix A. Adjustment factors are 4

12 2015 Peak Day Report June MEMBER PEAK DAY HYDROGRAPHS After the flow results are obtained and calculated, peak day hydrographs are plotted. Tables listing the hourly flows used to determine the member peak hour and average daily flows are presented in Appendix D. Each member has two graphs plotted on separate sheets. The first one contains total member flow (solid black line) and reservoir flow (dashed black line). The second one contains the flow of each main and reservoir. The inflow and outflow mains are represented by solid and dashed lines respectively, while the reservoirs have solid lines with markers. The member peak day hydrographs are attached in Appendix B. 5.0 SYSTEM PEAK DAY HYDROGRAPHS In addition, graphs of the GVWD source, reservoir, and total system flows are plotted. Source flow is the amount that is taken out of the lakes behind the dams. Reservoir flow is the amount that is taken out of the peaking reservoirs within the transmission system. Total system flow is a summation of the source flows and reservoir flows. Each type of flow has its own flow plotted with a solid line and its average flow plotted with a dashed line. System peak day hydrographs are attached in Appendix C. Tables listing the hourly flows used to determine the system peak hour and average daily flows are presented in Appendix E. 6.0 CONCLUSION The 2015 peak hour and the average peak day flows are summarized in the following table. The lawn sprinkling regulations, in combination with other water conservation initiatives, help reduce peak day and peak hour water use. Implementation of morning-only sprinkling hours by all GVWD members starting in summer 2012 is further reducing the demand on the GVWD and member water transmission systems. 6
