3 MEMORANDUM Bracebridge Fire Department TO: FROM: Mayor G. Smith and Members of Town Council M. Medley, Fire Chief DATE: July 27, 2016 SUBJECT: Introduction of a New Cellphone Paging System The Bracebridge Fire Department has sought out new ways to augment the Department s regular paging system that is used to alert firefighters of calls for assistance. It was decided that a system which utilized cell phone technology would be the best platform to use. Several programs were researched, using evaluation criteria such as ease of use; practicality; and the technical support capabilities of the provider. After a thorough evaluation it was decided that the FireQ-RVS system from Breton Smartek would be the Fire Department s best option. This program sends Fire Department pages as cell phone texts to our firefighters, which allows the information to be sent out to a much broader area and in turn draw in personnel who may have been out of range for our conventional paging system. Firefighters are then able to hit a Respond button on their phones which lets officers know who is responding as well as their estimated time of arrival. Those firefighters who arrive on scene can click the On Scene button, which populates a Google map using their phone s GPS coordinates. This map is subsequently sent to all responding personnel. As a supplement to the cellphone portion, there is a small television screen located at station one for quick reference for staff to see who is responding to the call as well as the mapping. The program can also be used to track training and to create call reports for staff. FireQ-RVS has been received well by firefighters and has been a welcome addition to our communication capabilities. 6 From: To: Cc: Subject: Date: Robyn Nawrot Lori McDonald Nawrot-Road Allowance Use Agreement Wednesday, July 20, :17:22 PM Dear Mayor and Council, Further to previous communications originating over 3 years ago to various parties representing the Town of Bracebridge, we are asking for your support to remove the requirement for Robyn and Tom Nawrot to enter into a road use agreement for the purpose of accessing and building a cottage at our property located at 1061 Sugar Maple Lane. This road is a private road (Gallaugher Rd) accessed by several parties. The encroached area in question crosses over private property owned by Pine Lake Investments. We do not own the road, we cannot control who uses the road nor do we maintain it. Requests by the town to provide insurance in the original agreement, in addition to several other unrealistic conditions, forced us to abandon severance applications as the town would not alter their position despite several pleas. At the abandonment of the severance applications, direction by counsel representing owners Gallaugher, Pine Lake and Abrams/Pariser, provided leased access for a term of 21 years to allow us to reach our property from the road. Submission of a Site Plan in August 2015 for the purpose of building a cottage required us to sign a road use agreement. Again we were asked for insurance and again we advised the town that this cannot be obtained. Only the owners where the encroached area crosses or a formal road association is able to obtain. As we are neither the owners and there is no formal road association nor desire by the current owners to form same, we are without power or influence to provide requested insurance. Additionally, despite the town's insistence that we should be able to provide, it was not until October 2015, when we contacted the insurer recommended by the town, that they confirmed and called the town to confirm they could not provide in a case such as ours where we do not own the road and the reference provided was not for people in our position. The most recent agreement finally acknowledges that we cannot provide insurance, HOWEVER, has a clause that states should there be any action or suit that we will be party and support costs of any suit. This is not a solution! We simply cannot agree to a clause that holds us solely responsible with the town when there are several users of the road who along with their guests and agents have full access. We have attempted to work with several parties representing the town to be faced with barrier after barrier, continued undue delays, nearly exhausting our financial and emotional resources. We respectfully ask for your reconsideration in this matter to allow us the same enjoyment and freedoms being experienced by our neighbouring lots. Regards Robyn and Tom Nawrot

Unfortunately many are not performing this function in our yard and are stopping and doing this along the west shoulder of Rosewarne drive. We believe that the no parking signs will assure this is done in our yard & will eliminate the potential hazard that presently exists when these tru cks utilize the west shoulder where sight lines are in adequate for them to merge with traffic along Rosewarne drive.
