The flooding that occurred across central Ontario was a result of the combination of warm temperatures, a significant amount of rain and rapidly melting snow pack over a short time period. This combination of factors resulted in record water levels and flows throughout central Ontario including within the Muskoka River system. Following any flood event, our staff review the various circumstances leading up to the event and the response by ministry staff. Ministry staff are also involved in various municipal emergency response committee debriefings. As we review and analyze this most recent flood event, the items in your motion will be considered. I appreciate your kind words and acknowledgement of the contributions of staff in the ministry's Bracebridge office. District staff worked diligently in response to this flood event and to ensure communications with various stakeholders including local municipalities, emergency response personnel and First Nations. Logan has been chosen to take part in the national Army Cadet Expedition, to HAIDA GWAII, BC, and is one of only 36 teenage cadets chosen to take part in this program, known as the Ultimate Army Cadet Challenge, from the 18,920 Army cadets across Canada. This is a unique and exciting experience for this cadet and it is the culmination of many years of dedication, participation and training in both your community and attendance at Cadet Summer Training Centres. The success of any cadet corps is directly influenced by the local support it receives and you can be justifiably proud of the accomplishments of this exceptional young citizen. For your general information, The Royal Canadian Army cadets is a federally-sponsored program for young Canadians ages 12 to 18 that develops in youth attributes of leadership, good citizenship, and physical fitness, while stimulating interest in the Canadian Armed Forces. There are currently 18,920 Army cadets within the 429 cadet corps across the country. The Army Cadet League of Canada is a non-profit organization dedicated to supporting the Royal Canadian Army Cadets. For over 40 years, the League has sponsored Army Cadets and solicited public interest for the program, all while promoting the objectives of the Canadian Cadet Movement. 4 AR THE ULTIMATE Y CADET CHALLENGE Mount Everest 2010 M THE 2013 ACLC FUNDRAISING CAMPAIGN What it is about: Army Cadet Expedition is the premier Army Cadet activity, challenging the best Army Cadets in Canada to the push their mental and physical limits. This travel experience provides cadets the opportunity to put into practice the self-reliance, leadership, and spirit of adventure they have learned at their local cadet corps and during their summer training at the Cadet Summer Training camps (CSTC). It also magnifies their sense of what it is to be a Canadian! Why we need your support: The Army Cadet League of Canada (ACLC) supports the Expedition cadets by providing the extras that add to the excitement of the trip. We add to the funds committed by the Department of National Defence. This fundraising campaign is conducted every year to provide additional equipment specific to the destinations and the activities of each expedition. This ensures that the cadets have a first class experience and guarantees that the country visited appreciates that, we in Canada support our youth in a meaningful way. We thank you for your generosity in the past and hope that you will be able, again this year, to make a donation in support of this amazing experience for our young Canadians EXPEDI IONS National Expedition: Haida Gwaii, BC In December 2009 the BC government officially changed the name of the islands from the Queen Charlotte Islands to Haida Gwaii as part of a historic reconciliation agreement between the province and the Haida Nation. Haida Gwaii is considered a world-class destination. The accent here is on the great outdoors and the renowned Haida culture. Tourism BC explains Haida Gwaii as "A globally unique ecosystem that partially escaped the last ice age, and continually evokes comparisons to the equally isolated and biologically diverse Galapagos Islands." It is a place so remote that roads cannot bring you there. Cadets will get to have a significant experience in Canada with historical, cultural, and ecological value. While sea kayaking among the Historical Haida villages and hikes along the East coast of Raham Island the cadets will have the opportunity visit one of only 6 UNESCO World Heritage Cultural Sites in Canada, SGang Gwaay, a decaying Haida village. International Expedition: Patagonia, Argentina Patagonia is a region located at the southern end of South America, a territory shared by Argentina and Chile, boasting some of the most dramatic landscapes on Ea rth. For this expedition, cadets will ascend the most appealing mountain for climbing and mountaineering located in the South end of Nahuel Huapi National Park and Bariloche surrounding Mount Tronador peaking at just over 3200 meters. For cadets this would be a familiar ac~vity as it is comparable with the glacier hikes they have experienced during their expedition training course while attending the Rocky Mountain Cadet Summer Training Centre in Alberta The sea kayak portion of the trip will see the team move down Mascardi Lake south west of the city of Sa n Carlos de Bariloche, stopping for short treks to points of interest along the lake. The lake is in a sheltered area that protects it from the bigger winds allowing for more stable travel conditions. As a resident and taxpayer of Oakley Ward and the Town of Bracebridge I wish to record my objection to the proposal to introduce a By-Law extending the permitted use of ATVs (All Terrain Vehicles) on Bracebridge Municipal Roads throughout Oakley Ward. This action has been recommended by a vote taken by the General Committee of Bracebridge Council thereby rejecting a thoroughly researched report and recommendation to the contrary produced by the Town's professional staff. There are property owners in Oakley who have experienced vandalism, intimidation, trespass and damage to private property from ATV users. Many residents have complained of noise and have observed blatant disregard by some ATV users for the safety of pedestrians, cyclists, minor children and pets as well as creating damage to roads, and other public property. Why would Council consider the opportunity for increased problems and property damage when the staff of the Town have consistently recommended against creating a By-law to authorize increased use of A TV's throughout the region? Voting against the comprehensive report developed over many months by professional staff examining the issues and detailing the liabilities and potential for increased tax related cost defies logic. The Town of Bracebridge has approved a Community Based Strategic Plan Objective of 11 A Green, Mindful and Environmentally Sustainable Community" as part of the peaceful enjoyment of our property and of the natural environment and desired future. We need to 11 Walk the talk". An opportunity to enjoy the natural beauty and peace oft his rural area is, in the large part, why many of us have chosen to live here, vacation here and expend our tax dollars here as opposed to elsewhere. Once damaged, rural areas that provide the unspoiled quality of the natural environment may be lost for all time. McDonald Municipal Clerk- Town of Bracebridge 1000 Taylor Court Bracebridge, ON P1L 1R6 Dear Ms. McDonald: On behalf of the South Muskoka Hospital Foundation, I am submitting a request to make a presentation to the Committee of the Whole to update the Mayor and members of Council on the South Muskoka Memorial Hospital and our capital campaign priorities. The Muskoka Algonquin Healthcare South Muskoka Memorial Hospital (SMMH} Site is a 66-bed hospital serving 35,000 permanent residents, 75,000 seasonal residents, and an estimated 600,000 tourists. Our 42 physicians, 353 staff, and over 200 volunteers are dedicated to creating a healthier future for our community. Our site offers a range of inpatient services from maternity to palliative care and a broad spectrum of clinical care on an outpatient basis, including diagnostic imaging services. The needs of our community continue to grow: over the next 20 years, many of our seasonal residents will begin to make their homes here year-round. Muskoka's growth rate is higher and the population is aging more rapidly than the provincial average. Over SO% of our population is age 55 or older. With this anticipated population shift, now is the time for SMMH to invest in technology and upgraded equipment to meet the needs of our growing, and aging, community. It is with the health and well-being of our community at the forefront that we are undertaking an ambitious campaign to raise $6.5 million for a variety of projects that will maintain and enhance our position as a superior healthcare provider in South Muskoka. As Campaign Chair, I strongly support this campaign. Technology's tools give us capacity for communication so we can access and have patient records available when needed. It also helps us to improve patient safety through automated processes. This campaign with its focus on technology and upgraded diagnostic imaging equipment is absolutely necessary to bring our community hospital to where we need to be.
