5 CHAIRPERSON S REPORT On behalf of the Sydney Junior Rugby Union (SJRU), thank you to all Clubs and Districts and respective members for their involvement in junior rugby union during the 2018 season. In 2018, we appointed a predominantly new Board of Directors, who have proven to be progressive, collaborative and working towards the similar outcome to achieve our Strategic Vision, to Grow the Game form the Grassroots. I would like to take this opportunity to thank each Director for their involvement and time commitment to junior Rugby Union, and their approach throughout the season. The Directors come from right across Sydney, and we have had inclusive representation and the voice of our 60 clubs have been heard at Board level through the dedication of the directors in ensuring this occurred. See Board Chart. I would also like to thank the Planning Advisory Group (PAG), for their continued involvement in 2018, meeting regularly at Rugby AU, to discuss their respective districts and share their rugby knowledge and opinions with each other. This group has been a successful and influential group of enthusiasts, who have shaped some significant progress in junior rugby, and I thank all the members who devoted time to this important initiative. The Sydney Junior Rugby Union has continued its management of all aspects of junior rugby in Sydney, and remains the largest union nationally, with the actual grassroots its focus. We have continued throughout the season to facilitate meaningful competitions for all players, from U6 s through to Opens. Our participation rates have remained strong, at almost 12,000 players, and we have also experienced significant growth in Girls Sevens competitions. We have delivered 16 weeks of Rugby, culminating in grand finals and then further selection to pathways opportunities. We have supported our clubs and districts and been the governing body for all aspects of the game and associations. We have shared the same passion as our constituents for the game and for the development of junior players, in achieving enjoyment in the sport. When I started this role two years ago, there were several aspects of the Sydney Junior Rugby Union, that needed attention and development. With the support and work of our extensive rugby community, we have achieved much of these goals of two years ago, and junior rugby is on the path to continued growth and success. We said then that the registration and competition system needed attention and we agitated for influencing change. We now have a capable app and live scoring functionality and a more enhanced system. We will continue to improve the technology and interactive components of the competition. We had no strategic plan. We worked tirelessly to achieve a plan with key pillars and this guided our Board to keep a clear vision to Grow the Game from the Grassroots. This strategic plan will continue through to 2020 and we intend to achieve our visions in the manner we planned for. We revised the SJRU Constitution, and remove gender inequalities, added some more up to date governance and clarity around aspects of our Constitution, ensuring the SJRU was a leader for our clubs in the adoption of a valid and relevant constitutional Page 5

6 document. We said two years ago that we needed to actively address the perception of weight for age disparities in the years of accelerated growth. We went about collating accurate data to support the findings and collaborated with a more extensive subjective analytical study with Rugby AU, to determine best outcomes and application for junior rugby to ensure optimal player safety. We have implemented some mandatory assessments and we are certainly addressing the issue. This has been an extensive body of work and research, and we are the only code across Australia who have taken this concern and properly understood its complexity and addressed those concerns as best we could. Two years ago we did not have a website. We now have a functional and very capable, professional website at This has a plethora of resources within it and provides a face for Sydney Juniors to our rugby communities. We will continue to invest in the game and listen to what the clubs and districts need. We have a healthy operating revenue, and have strategically invested in areas such as minis gala days, representative rugby tours and support for coaching and officiating. The SJRU continues to support and assist junior rugby and engage with our clubs and districts to be guided by the immediate needs and future plans. I am proud of what we have achieved over the last few years, and excited about the future of the game and in particular of the foundation of the game, the grassroots. We have again this season, been supported by some rugby greats, and Phil Waugh has continued as Ambassador for the SJRU. Phil presented the Sydney jerseys to all our elite players from U14 s, U15 s, U16 s, Opens and the inaugural team of Girls representative players, at Rugby AU. We thank Phil for his involvement in the grassroots game and support of our aspiring players, as well as being the ambassador for the SJRU throughout Owen Finegan has similarly supported the grassroots game and been an appointed Director on our Board for the second successive year. Owen has been involved as an assessing coach in our new size for age implementation throughout this season, and been involved in orchestrating commercial partnerships for the SJRU. We thank Owen for his involvement, and continued focus on grassroots rugby. The SJRU has been integral in conducting height and weight measures at State Championship competitions, and provided significant data for this important topic of weight and height based on age. With a continued partnership with Rugby AU, and the supporting studies, the SJRU progressed to implement findings and attempt to resolve the size for age concerns in junior rugby. There were mandatory assessments that occurred by Level 2 assessing coaches, right across Sydney, and genuine intentions to eradicate concerns around variances in size for age by addressing the issue as effectively as possible. Thank you to the Level 2 coaches involved, and to the rugby community, for their adherence to these assessments where necessary and to understanding that all efforts are being made to address potential concerns around this complex discussion, and provide a safe playing environment with optimal welfare and safety for our junior players. We continued our close working relationships with the governing bodies in the game and formed a strong relationship with Rugby AU, where we hosted our All Club Meetings, our Board Meetings and our various representative jersey presentation evenings and ceremonies. Thank you to Rugby AU, for the use of the new facilities in Moore Park and for the unified approach to rugby through the simple gesture of venue utilisation. We also worked with respect to the size for age policies and procedures with Rugby AU, and are satisfied that this aspect of player safety and welfare required addressing and has been achieved in year one of its implementation. We also saw further enhancements to player safety in the officiating of the game, with the advent of the Blue Card for concussion or suspected concussion. We saw a clear management of these types of injuries, with no increase in incidence of concussion across the season, however a more appropriate Page 6

7 management of suspected cases, and a more transparent process around the gradual return to play as required. We worked alongside NSW Rugby Union throughout the season and saw the introduction of a new governance model for the game in this state. Sydney Junior Rugby Union continues to be a strong custodian of the game with a unique commitment to grassroots junior rugby and a focus on the development at this level, with a thorough understanding of the requirements of junior rugby in terms of enjoyment and participation and in growing our sport. We thank NSWRU for the involvement of their community team in conducting surveys, analysing data, assistance in some aspects of running our competitions and in the management of the competitions employee. For 2019, there will be a revised structure to how we manage competitions and all aspects of the junior game and how it is resourced effectively. We intend to have the support of NSWRU to determine together how this is optimally achieved. We supported the women in rugby again this season, following on from our initial women in rugby event last year. The SJRU hosted some of our women who devote hours to the junior game and thanked them for their contributions. We attended the ladies day at a Waratahs home game, and enjoyed discussing the game, women in our sport, and the opportunities to develop a Women s coterie in the coming seasons, where we can support rugby and enjoy the rugby experience on game day, in a similar way to the existing coteries that have been established. To all the volunteers, the parents and the players that enjoy this great sport and have the associated passion for the game, thank you. Rugby Union is a combative, skilful and truly international game and we look forward to working with our Clubs in further assisting where we can in developing all aspects of grassroots club rugby. We will continue to improve the delivery of the competition, making it safe, inclusive and fair for all participants. Thank you for the opportunity to chair the Sydney Junior Rugby Union for the last two years, it has been a pleasure. I will miss being at the helm and advocating positive change for the sport, but will play my part in supporting grassroots rugby from the sidelines in the years to come. 11 MINIS REPORT 2018 saw the continuation of a strong, vibrant series of Minis competitions run across Sydney by local district organisations. As has been the case in recent years, there were seven Minis competitions run in Sydney Southern Districts, Randwick/Eastern Suburbs, Inner West, Western Sydney, Eastwood, Gordon/Norths and Northern Beaches. SJRU s role is to support these local competitions and I would like to thank and pay tribute to the District Minis Coordinators who put in so much time and effort to support Minis rugby in their local community. Similarly there are hard-working Minis Coordinators, Coaches, Managers, parents and of course all the players at clubs across Sydney who all contribute to the fun and engagement of Minis rugby in Sydney, and we are very grateful for all of their efforts. Referees are an essential part of rugby and we are also indebted to them for the great contribution they make. Minis rugby is one of the great training grounds for new young referees to learn the art of whistleblowing. Each local competition is structured in the way that suits their clubs. Formats vary with competitions organised at a central venue, at a rotating venue, on a home/away basis, all of an age group playing at the same location or vertical streams playing at the same venue. Some districts experienced frustration with being able to finalise their draw early in the season but will be applying lessons from that in preparing their 2018 draw. Girls made up a small but growing proportion of Minis players in 2017, a trend that most clubs are keen to encourage. In Under 6s and 7s many clubs had girls playing alongside boys, with the odd club being able to field girl-only teams in Minis age groups. In 2018 SJRU was able to successfully organise an Inter-District Minis Gala Day. Participation was optional but pleasingly nearly every club in Sydney joined in. On August 4 th at 9 different venues across Sydney, host clubs welcomed Minis teams from outside their district for a non-competitive rugby gala day, playing some 360 games between them. This was a significant event on the SJRU calendar with lots of planning and organisation required. Congratulations to the District Minis Coordinators, Host Clubs, Travelling Clubs, Referees, parents and especially the players for the wonderful spirit they all showed in making this a fun and memorable occasion. We have already begun planning for the 2019 gala day! There are also a number of invitational gala days for Minis run across Sydney, some being competitive and and some just for fun. These are significant events and we are grateful to the host clubs for their efforts in supporting the spirit of Minis rugby. This year we saw: King of the Hills (Under 8s and Under 9s) Harbord Harlequins Cup (Under 8s and Under 9s) Chatswood Challenge Cup (Under 8s and Under 9s) Dufficy Cup (Under 9s Hunters Hill) Tiger Cup (Under 6s and Under 7s Wahroonga) Overall Minis rugby is alive and well in Sydney. There are thousands of players, officials, parents and supporters cheering on their team each weekend, showing that Minis rugby is all about fun and participation. The more we can support and encourage these players and their helpers, the better will be the future of our game. Anthony Hunt - Director (Minis) Page 11

12 SOUTHERN ZONE REPORT What a year 2018 has been and what an honour to represent the Southern Zone. I have thoroughly enjoyed meeting such amazing and dedicated people in Rugby Land, from Club to District to Zone, within the SJRU and NSWRU. The opportunity to increase communication across all these entities has been extremely satisfying and I look forward to increasing this in the coming 12 months. If nothing else I believe 2018 showed us all how crucial communication is to the success of the game. There have been several highlights this year including an increase in participation in Selectors and Coach/Managers across the representative levels from the South which in turn assists the development of its players. The girls have continued their successes in 7 s and now into the 15 a side teams with several representatives in the U15 and U17 girls teams. I look forward to hopefully ensuring there are teams from Southern Zone entered into the 2019 Opens Competition whether it be from individual clubs, districts or even the Zone as we did not have any representation in this year s Sunday Competition for this age group. The minis competition culminated in some fantastic Gala Days, coupled with participation in both the Waratahs and Wallabies March Pasts was very exciting for all and hopefully assists in the retention of players in the game. Going forward into 2019 I would like to encourage the upskilling of our coaches to increase Level 1 and Level 2 numbers across the Zone. An increase in managers and parents who complete the Smart Rugby and even Assistant Referee courses also leads to improved professionalism across the sport. I believe with increased communication, willingness to work with others, stronger district leadership, an increase in Senior Club involvement and improved coaching quality the end result will be an increase in player numbers and higher retention rates. 13 WESTERN ZONE REPORT What a fantastic season of rugby across the Zone from Minis to Juniors!! This is my first year in the role as Western Zone Rep and it s been awesome. I have had the opportunity to talk with Presidents, coaches, managers and parents each week about rugby in the West. Rugby is certainly well and truly alive and is producing some amazing Junior players. MINIS Our grassroots players have had a wonderful dry, winter of rugby. Minis in the Western Zone starts from U6 and continues to U9 s, with some little ones starting as young 4yrs old! I have the pleasure of coordinating a Western Sydney Minis Comp that sees 380 players from 35 teams within the Parramatta and Penrith Districts playing each week on a Sat morning at Central Venues across the 2 districts. Teams are streamed and allows for 2-3 clubs to be at one of 2 or 3 venues each week rather than home and away. Wests Minis are at a centralised venue and play every Saturday at St Luke s Oval with all the minis coming together to play. Eastwood District run a home and away system travelling from clubs each week including, Dural to Ryde to Pennant Hills to North Rocks. Minis had some great Gala Days hosted during the season by Redfield Rugby and Ryde Rugby. These are great days where Eastwood and the Western Sydney Minis join for a great day of rugby! We also had the Inter-District Gala Day which saw minis families travelling to another district in Sydney for a fantastic day of rugby. I know many are already looking forward to next year. Thank you to Norwest, Rooty Hill and Ryde who hosted on the day. Both Liverpool and Rouse Hill will be working hard to rebuild their clubs in Rouse Hill and Liverpool both had minis in 2017 but due to lack of numbers in 2018, joined forces with neighbouring clubs to ensure players kept playing. Liverpool is in a fantastic location in between Camden and Southern District where many players travel far and wide to play rugby. Next year, Liverpool hope to have U6 s -U16 s. Rouse Hill will be looking to run teams in U6 s- U10 s. Rouse Hill hopes to fill the gap again between Norwest and Hawkesbury and Rooty Hill. With one of the biggest growth areas in Sydney on their doorsteps, Rouse Hill and Liverpool will work with neighbouring clubs to ensure kids are playing rugby! We look forward to seeing more kids playing rugby for their local clubs in JUNIORS Exciting news in 2019, will see the U18 s competition expanding to Saturday, as well as the SJRU Sunday competition! U18 players no longer need to choose between rugby, league or soccer. They can now play rugby on a Saturday and Sunday! Saturday will run in conjunction with the Colts program and players can have a run with their District team. Sunday competition will still be run by SJRU and cater for those that can t play on a Saturday due to school or other commitments. Player numbers are steady in Juniors across the Western Zone, especially in the U10, 11s and 12 s age groups. This year saw both Hills, Ryde and Northern Barbarians enter in 2 teams into U13s and Penrith, Rooty Hill, Blacktown, Wests and Dural with 1. Norwest and Hawkesbury joined forces in the U13s. Great to see the spirit of rugby amongst clubs to ensure kids keep playing rugby. Sadly, numbers are decreasing from U14s- U18 s due to school commitments, however, we really encourage boys and girls to get involved in both Club and School rugby as it improves the skills and development of the players. Hopefully, with the U18 competition, may see kids coming back to the game. REPRESENTATIVE The Western Zone saw great success this year at the State Championships with the Zone taking out a number of Titles, from U12 s to U17 s in both girls and boys! Page 13

14 Congratulations to those players selected to represent the Zone, Sydney and Gen Blue in A special mention to the girls from the Western Zone who represented NSW in the game at Ballymore. What an amazing achievement and experience! Rep Transferring and Import Rule Zone Presidents have been working hard this season with each other to ensure players are not travelling too far away from home or from their mates, where they should be playing for their local club. It s important players, parents and coaches are aware of the Rules in place and the impact it has when a Representative player moves clubs or districts. Especially if it s not just one player and a whole team folds as a result of those multiple players moving. We hope that in 2019, we see less player movements across Clubs and Districts, ensuring strength in the Districts of the Zone. SIDELINES in 2019 I would love to see in 2019: All coaches with a minimum Level 1. It is imperative that as a Zone, we ensure our players are getting the best coaching possible, from Minis to Seniors Those coaches that are already Level 1, upskilling to Level 2. The Zone could then ensure they also have good representation in the coaching ranks at Representative level across the Districts. Parents and Managers completing their Smart Rugby or even the Assistant Referee Courses. Young players (13yrs or older) or Parents becoming referees. Ensuring sideline behaviour is always positive and non-abusive towards players, officials or volunteers. Clubs providing a Summary of the Rules and Expectations to every player, parent, coach and supporter! These will help to ensure as a Zone, we are educated in the game of Rugby and enjoy the game we all so love! Here s to 2019 Rugby Season! Yours in Rugby Kate Page Page 14

16 SEVENS & GIRLS RUGBY REPORT 2018 has seen girls and women s rugby grow exponentially across Sydney and Sydney Juniors has seen a significant grown in the junior ranks particularly across the u10 and u12 age group. SJRU kicked of the season with Wave 1 sizzling 7 s across term 1 and comprised around 32 teams of girls from U12 to U18. The first round of Sizzling 7 s Rugby was a warm Saturday evening and it was an absolute joy to see so many people involved and supporting the girls in their love of the game. As with any first round there were a few teething problems and SJRU worked closely with NSWRU to smooth out the creases. Wave 1 Finals were hosted at West Juniors at St Lukes Concord and was a wonderfully successful end to a lovely summer of rugby. In Wave 2 we saw that grow to 59 teams and the U10 girls joined the competition. The proposal to split into 2 zones was progressed and we ran the Northern Zone and the Western Zone, which incorporated teams from the Southern Zone. The success of the zone formation was better for most clubs and teams, the benefit being reduced travel for a lot of teams, however the downside was a reduction in variety. As the competition grows in the coming years we expect to see more teams join from each zone which will alleviate the issue of lack of variety. Frosty 7 s was indeed frosty with rugby played on some of the coldest Saturday nights in years. The girls showed their enormous dedication, commitment and team spirit. A credit to them and the clubs they play for. The Frosty 7 s Finals were again hosted by West Juniors at St Lukes Concord the Northern and Western Zone came together. Once again we offered Village Club teams involved in Frosty 7s the opportunity to play off in a competition structure to be crowned 7s Champions in overall age group brackets. Structured 7s competition formats have also been successful in helping girls hone their skills and build confidence in contact. This approach was also evident by the number of girls teams who competed in the 2018 NSW Rugby 7s State Championships, held in October up in Tuncurry for age brackets Under 13s and Under 17s. Congratulations to all the players, teams, village club administers/ volunteers and referees that made for a successful 2018 Rugby 7 s season. In particular, thank you to all of the support staff every Saturday, the back of house support from Caitlin Aquilina, Bippy Power, Susan Stenning, Tricia Waters and Andrew Hill for all their efforts and energy in supporting the growth of 7 s. 17 NSWJRU STATE CHAMPIONSHIPS The NSWJRU State Championships are the first step in the representative pathway for our junior club rugby players. Our U10 s & U11 s are called development tournaments and are designed to give a multitude of players the experience of reps without the stress of playing in a finals series. Our U12 s to Opens all compete for the title of State Champions. The NSW Junior Rugby Union State Championships are held over the June Long Weekend. This weekend is a showcase of the talent and aspiring players within the SJRU and NSW Country Competitions. Thank you to the hosting Venues for providing a wonderful weekend for the age groups. 18 REPRESENTATIVE REPORT The 2018 Representative program was designed to build upon the progress we made in 2017 in aligning the SJRU pathway with the various Rugby AU, NSW Rugby Gen Blue programs. At the outset I d sincerely like to thank all the Coaches, Managers, Physios, S&C staff and the Independent Selectors that volunteered time throughout the season, in support of all the boys and girls involved in pathways rugby. The Representative team tables following this report denote many of the names of volunteers involved. NSWJRU State Championships The first step in the Representative XVs pathway was the NSWJRU State Championships (U12 to U17 with U10s and U11s holding Gala / Development day formats) which kicked off in early June. This year we had the following venues host State Championships and the winners are denoted in the following table. As always wet weather presented its usual challenges in the lead up to the event. Notwithstanding our host venues were amazing in organizing contingencies to find a way to provide a wonderful weekend of representative rugby across multiple venues. To that end I d like to thank all our State Championship hosts and their wonderful volunteers we couldn t do these type of events without your efforts. This game had much more at stake than bragging rights or player selections to the NSWJRU State teams the winning coaching team would also get the coaching gig for the NSWJRU I team. Sydney won the game meaning the coaching team of Mark Houston, Brett Fawcett & Mark Rechner assumed the NSWJRU I role and the NSW Country crew took over the NSWJRU II team. 19 Regionals The Representative calendar continued for other age groups with the NSW Regionals which were again hosted by Hunters Hill at Boronia Park. My thanks to the Hunters Hill Rugby Club and its team of volunteers for making this weekend a success. These games are primarily trials for the respective Sydney and Country teams in the U14, U15 & U16 age groups. This carnival is always one of the most enjoyable with high quality rugby and further selections opportunities adding to the drama. Northern Zone which is a combination of boys selected from across Gordon, Northern Suburbs, Manly and Warringah Districts took out the titles in both the U15 s and U16 s age groups in U16 Invitationals Our CJRU and SJRU U16 teams were selected and then competed in the NSW Invitational against two NSW Schools teams at Narrabeen. This is a selection trial for the two NSW teams that would compete in the U16 s Nationals at the Southport School on the Gold Coast in late September. I am pleased to say that the Sydney U16 team did very well and a number of lads were selected into the two NSW teams. These type of selections are a great validation of the junior club pathway, congratulations to all the boys that participated and did Sydney Juniors proud. Sydney U16 vs NSW Country U16 results U16 s (Ella Cup) SJRU 42 defeated CJRU 21 From here we ventured out to Scully Park, Tamworth a few weeks later where Central North were our very welcoming hosts for the annual City vs Country games. This year we had an added bonus of the U16 NSWJRU Presidents XV playing against NSW Country U16s (as Sydney and Country U16s had played each other already) which was a fantastic addition to this traditional fixture. City vs Country results U14 s (Tim Gavin Shield) SJRU 40 defeated CJRU 10 U15 s (Steve Tuynman Cup) SJRU 28 defeated CJRU 24 U16 s NSWJRU Presidents XV 34 defeated CJRU 24 U17 s Girls (Grace Hamilton Shield) CJRU 27 defeated SJRU 15 Girls XVs Rugby Off the back of growing participation and interest in Girls 7s rugby in 2017 we selected an inaugural Girls Under 17 XVs rugby team that trained and went onto play Country girls in Bathurst at the 2017 City Country Championship. In 2018 as part of the pathways development process we included girls Under 15 and Under 17 XV a side team s within the NSWJRU State Championships format on the June long weekend. In the Under 17s age group we had representation from the Central Coast, Gordon, Hunter, Illawarra, Randwick/Parramatta and West Harbour districts. Whilst in the Under 15s age group we had representation from district teams drawn from the Central Coast, Central North, Gordon, Hunter, Randwick/Parramatta and Illawarra. The girl s teams where kindly hosted by West Harbour at St Lukes, Concord and shared in the same tournament atmosphere as the Under 15s boys. Following the June long weekend, the Sydney Selectors announced two train-on squads in both girls age groups (U15s and U17s) to continue training that would go onto be selected in Sydney representative teams to take on Country up at Tamworth on the 5 th of August. Unfortunately for logistical reasons the Country U15s could not field a team, which left our U15s Sydney girls without a game that weekend. Not to worry, as Kim Schuck the Competition Manager of Brisbane Junior Rugby Union kindly came to the party enabling us to arrange games for the girls on Page 19

20 Sunday 16 th of September. This was a real highlight for the girls and will hopefully become a bigger fixture to include NSW Country and ACT, with potential to expand to State teams in future years.
