MINUTES OF THE MEETING OF BDSFA Inc BOARD OF DIRECTORS HELD AT LONE PINE TAVERN, ROOTY HIIL RD SOUTH, ROOTY HILL DATE OF MEETING: 30 th November 2011 PRESENT: APOLOGIES: Dane Sim (Chairman), Laurie Archer, John Boyle, Chris Gafa, Darren Graham, John McShane, Glen Overton, Les Smith, Lisa Thorn Barry Walbancke IN ATTENDANCE: MEETING OPENED: Jack Taylor (CEO) and Sue Sim (Minute Secretary) 6:50pm 11/075 The minutes of the Board meeting held 9 th November 2011 were tabled and accepted. Matters arising: DS did Barry finalise everything. JT Not completely, but we have been able to finalise their books. We will put in place better procedures next year. DS did you receive any applications for Branch Coach and Appointments officer. JT we have received one for Branch coach. I will need to find out what qualifications they need to be a Branch coach. I feel we need two to do the job. Mark Fellows and Allan Dick are interested in being on the Standing Committee. The AGM for the Referee s Branch is next Wednesday, 7:30pm at the Lone Pine. JB do they have a returning officer? JT No they don t as the Board appointments a President, Secretary and Treasurer. DS will Nathan Carroll do the appointments again? JT he is not interested. 11/076 Financial Report 1. Report tabled. 2. JB can we have a full report for our next meeting? JT Yes do you want Profit and Loss, Balance sheet or reconciliation report? JB Reconciliation will do. 11/077 Election of President 1. DG nominated Dane Sim to be the President. MSA the President for 2012 is Dane Sim. 11/078 Discussion on Board participation 1. Laurie was asked if he still wished to be the match day competition secretary. 2. MSA that Laurie Archer will be the match day competition secretary. 3. John Boyle was asked if he wished to continue looking after the roo ball appointments. All board members were asked if they wished to continue as the chairs of the standing committees. We had two meetings last week and they were well attended by clubs. They would rather them be out of season not during the season. Referee s S.C. need a chairman. DG - There will be a Coaches Standing committee on 14 th December for all Club coaches to attend. JT we need to have a Club strategic meeting in February or March, so if we had all standing committees before that meeting we can then advise the clubs of what was discussed and accepted by the Board. GO have the terms finished. JT yes JB all clubs were invited last week to the Women s meeting. JT have open meetings for the first hour for all to attend then the committee can meet after. 11/079 Chief Executive Officers Report 1. Obviously we still haven t moved into our new home. Issues seem to be OH&S and the delivery of an evacuation plan. We don t have water, full power or sewer connections yet, though all are imminent. We do have a portable toilet. We do have phones and internet (we think) We are losing our sense of humour. I have issues with security. Discussion : it was resolved that the President will write to the Mayor, General Manager of Blacktown City Council advising that no money will be paid to Council until we are satisfied that the Blacktown Football Park Complex is fully completed. We will also advise our disappointment in Council on the above issues. We have over 9,000 registered players in the Blacktown Council area. 2. Sydney Branch met with a resolve to call a SGM and move a motion of no confidence in a decision of the Board. Neither Dane nor I attended the meeting. 3. I have a meeting at FNSW on Friday to discuss player numbers and assist with the design of FNSW advertising plan for players in Our FFA meeting has been postponed twice, I have organised for a meeting room at Council on Thursday at 7:30pm. I have requested all registrars attend. I have also allowed a number of other club personnel to attend. 5. FNSW referee s fees have been received with no fees for s as FFA state game facilitator. We will continue with SSG Officials and asked the Board to accept same fees as last year. Discussion on fees for SSG officials Resolved that: officials be paid $11 per game 8-9 officials be paid $12 per game We need to look at the way we select the officials. We need a practical test as well as written. We should ask some young referees to help. John Boyle was asked if he will still look after them. JB I would like to be the chairman of the Referee s Standing committee. DS asked for anyone to be the Women s Standing Committee chair. Glen Overton will be the chairman for the Women s S.C. LA asked does John need to be a referee to be the chairman. John Boyle has done the referee s course and only needs to be registered as a nonactive referee. LA do the referee s know that the AGM is on. JT yes they have been advised. The Board needs to attend as well. Next Wednesday 7:30pm Discussion on fees, appointments, progression for SSG officials

Minutes tabled. 2. Recommendations to the Board. Recommendation 1 -That Premier League 1 st stoppage time. Grade plays substitution and has The Board accepts the recommendation. Recommendation 2 - The Presidents Cup become a knockout midweek comp with all All Age male teams taking place first (with the exception of Prems & S/League). Then bring in S/League and Prems over different weeks. Prems and S/League would have to nominate a team from their squad of 1 st & Res Grade Players. The knockout final would have to be completed by end of June. Discussion ensued; Fee to nominate Compulsory for Premier League, Super League and AA-3, other divisions can nominate. The Board accepts the recommendation in Principle.

Recommendation 3 - That Premier League and Super League team s nominations close by the end of the 3 rd week in February. The Board accepts the recommendation. Recommendation 4 - Suggest that Under 17/18 competition be of equal teams (or two divisions) and play Saturday afternoon. MSA that the U17/18 competition be played on a Saturday. Recommendation 5 - The formation of a Over 45 competition be implemented: a. Up to 18 players can be registered b. In the first season up to 5 under age players can be registered in the team with the age set at 40 years old as at end of c. Competition to run home and away and finish with a Grand Final (ie: equal amount of games) d. Allow Over 35 players to play in the Over 45 s and visa versa e. Play games on a Saturday afternoon and group games at different venue each week f. Play 4 x 20 minute halves Discussion ensued. Good concept. Resolved: b. Players must have a birthdate of 1971 or below to be eligible for the competition. Must have a minimum of 11 correct aged players to form a team d. TO BE REMOVED. Normal upgrade rules apply. The Board accepts the recommendation with the above changes. 11/082 Women s Standing Committee Meeting minutes and recommendations. 1. Minutes tabled. 2. Recommendations to the Board. Recommendation1-The formation of a Over 30 Women s competition be implemented: a. Up to 18 players can be registered b. In the first season up to 3 under age players allowed to be registered in the team with the age set at 28 years old as at end of c. Competition could be staged at alternative grounds each week d. Allow Over 30 players to play in other All Age Ladies Divisions e. Day of play to be determined either Monday or Friday Nights f. Play 2 x 45 minute halves Discussion; Resolved: b. Players must have a birthdate of 1984 and below to be eligible for the competition. e. The competition will be played on a Friday night. The Board accepts the recommendation with the above changes. Recommendation 2 - The Formation of a Premier League Women s Competition a. The 1 st Grade team will be known as Women s Premier League and consist of 8 teams (min) and be open age b. The Reserve Grade team will be known as Women s Super League and consist of 8 teams (min) and be an Under 21 Women s competition c. To start neither League has to have the same teams from each club d. Up to 16 players can be registered in each League

5 Blacktown & Districts Soccer Football Association Inc Board Meeting Minutes Page 5. e. Play on a Sunday afternoon at 1pm / 3pm on a home and away basis, based on the Premier League team f. Play 2 x 45 minute halves with interchange g. The first Division of other All Age Ladies competitions starts at All Age Ladies Division 3 Discussion ensued: Recommendation:- The concept as presented is not viable, The Board resolved that the U21W and O30W be trialled in The effects will be monitored by the Board with the aim to implement Women s Premier League within 3 seasons using the initial U21s players as 1 st Grade and upcoming 21s as Reserve Grade. Recommendation 3 - Suggest that a Gala Day for Under 10 Girls be held during and at the end of the season. The Board accepts the recommendation in principle. Recommendation 4 - Dolphin division (rooball) consist of predominantly 80% of female players. We will try our best but it is up to the clubs to nominate.
