4 MEMBERSHIP Membership NEW MEMBERS The Blacktown City Soccer Referees Branch welcomes a large number of new members into the branch each year to referee with us. In order members of the public to become new members of our branch, they must complete the following process: 1. Enroll in a referees course at the beginning of a season by contacting the office 2. Attend a Laws of the Game introductory session 3. Complete the Football Federation Australia online Laws of the Game course and print Laws of the Game certificate upon completion (to be presented to instructor) 4. Attend and complete a Level 4 Referees Course (completion includes attending face-toface lecture and completion of a Level 4 Referees Workbook) 5. Attend an information session which may include the following; local rules information, completion of availability form and uniform sizing Upon completing the online Laws of the Game, and Level 4 Referees Course, new members must register as a referee on My Football Club. Please see My Football Club registration process below. EXISTING MEMBERS Existing members wishing to re-register as an active referee at the beginning of a season must do so through My Football Club. Existing members do not need to complete a Laws of the Game course. Non-active members, life members and assessors must also register as inactive referees on My Football Club. MY FOOTBALL CLUB Members are to log into My Football Club using their FFA number and password. Members must then ensure they have a correct address and updated passport style photo before completing the following process when registering: 1. Step 1: Blacktown City Soccer Referees Branch (Club) 2. Step 2: Referee Accredited + Level (Yes, 4,3,2,1) Category (Assessor, Junior, Senior) 3. Step 3: Registration Package (New Referee, Existing Referee, Inactive Referee) 4. Step 4: Add Package Members must accept all Terms & Conditions and proceed to payment. 5 OFFICIALS CODE OF CONDUCT Officials Code of Conduct All members upon registering are required to abide by Blacktown District Soccer Football Association s officials code of conduct: I will place the safety and welfare of players above all else I will show concern and caution towards sick and injured players I will give all players a fair go regardless of their gender, ability, cultural background or religion I will be impartial, consistent, objective and courteous when making decisions I will accept responsibility for my actions and decisions I will condemn unsporting behaviour and promote respect for the individuality of players I will avoid any situations which may lead to or be as a conflict of interest I will be a positive role model in behaviour and personal appearance and ensure my comments are positive and supportive I will be a good sport as I understand that actions speak louder than words I will always respect, remain loyal to and support other officials I will keep up to date with the latest Laws of the Game, trends and principles of their application I will emphasise the spirit of the game rather than the errors I will refrain from any form of personal abuse towards players or other officials I will refrain from any form of sexual harassment towards players or other officials I will respect the rights, dignity and worth of all people involved in the game, regardless of their gender, ability, cultural background I agree to abide by this code of conduct and to be subject to the rules and policies of the club/association. 6 PROFESSIONALISM & PUNCTUALITY Professionalism & Punctuality PROFESSIONALISM Members are reminded when they are appointed to matches, attending training or any other events; they are representing the branch and are required to conduct themselves in a professional manner. This also applies to members who are appointed to state run competitions. This will include wearing appropriate attire and Branch polo to and from the ground. PUNCTUALITY Referees are required to arrive to the ground they have been allocated to officiate on 30 minutes before the appointed kick off time. When you arrive, report to the canteen and let the club officials know which games you have been appointed to officiate. Referees can then take up a comfortable position near halfway and begin to check the field of play, match balls and acquire the team sheet 10 minutes prior to kick off. It is important that all games start on the scheduled kick off time and that half time lengths are kept to a minimum to ensure that all games on the day run on time. When you have finished all your appointed games, proceed to the canteen or clubhouse to inform club officials you have finished and collect your match fees. When purchasing items from the canteen whilst officiating, remember to take your wallet and expect to pay for any food or drink and if it the club gives it to you for free, ensure to politely thank them. UNIFORM All referees are to be in correct uniform at all times. The uniform shall consist of black or yellow, short or long sleeved shirts, which referees will wear correctly tucked in and with the collars down. It will also consist of black shorts and black socks which will be pulled up and predominantly black footwear. Black hats may be worn by referees. Assistant referees may wear black tracksuit pants or branch jacket when officiating. Page 4 Version 1.2 BCSRB.Inc
7 CRITERIA FOR FINALS SERIES Criteria for Finals Series To assist the branch in selecting appropriate referees for the semi-finals through to grand finals, there has been a criteria developed. All referees wishing to officiate in the finals series must meet all of the requirements of the criteria. Referees wishing to officiate in finals series must meet the following four (4) requirements: 1. Attend the compulsory pre-season seminar. 2. Attend all three (3) compulsory technical/information nights. 3. Attend a minimum of nine (9) training sessions. 4. Attend a minimum of eighty-five percent (85%) of your appointed matches. 8 PRE-SEASON SEMINAR Pre-season Seminar The Blacktown City Soccer Referees Branch Inc. will hold an annual seminar 2-6 weeks prior to the season commencement date. It is compulsory for all members to attend this seminar. The 2014 Pre-season Seminar date is Saturday 8th March. 9 TECHNICAL/INFORMATION NIGHTS Technical/Information Nights The Blacktown City Soccer Referees Branch Inc. aims to improve the skills & knowledge of all members of the branch. To assist in achieving this aim, the branch has three (3) scheduled technical/information nights throughout each season. It is compulsory for all members to attend all of the technical/information nights. The 2014 Technical/Information Night dates are as follows: Wednesday 9th April Wednesday 4th June Wednesday 6th August* *The third technical/information night will include information on finals series and include a presentation on Procedures to Determine the Winner of a Match. All technical/information nights will be held at Brock Street, Mt Druitt unless notified otherwise. AIM The aim of the technical/information nights is to achieve the following: Keep members up-to-date with the Laws of the Game Provide members with in depth information on key knowledge areas of the Laws of the Game Address issues arising from feedback provided by referees, assessors, coaches & players Inform members of procedures for upcoming events (e.g. finals) Q & A Page 7 Version 1.2 BCSRB.Inc
10 TRAINING Training The Blacktown City Soccer Referees Branch Inc. will hold two training sessions each week, giving all members sufficient opportunity to attend. Training will be held on Tuesdays and Wednesdays 6:30PM - 8:00PM during the season, and conclude the week of the grand finals Training Commencement Date: Tuesday 1st April/ Wednesday 2nd April Training may consist of, but is not limited to, the following: Fitness Training Positioning Wall Management Player & Situation Management Assistant Referee Work Technical Sessions Referees are encouraged to bring the following items to each training session: Whistle Flags Red & Yellow Cards Appropriate running shoes Fluids (water bottle) Training is on every week* regardless of weather conditions. Training will be held inside the referee's room if there is wet weather and a technical session will be conducted. Referees are to sign an attendance sheet, so the branch can log how many sessions you have been to. *Training will not be held in the event there is another scheduled session of higher priority (e.g. Technical/Information Nights) or training clashes with the NRL State of Origin. All training sessions will be held at Brock Street, Mt Druitt unless notified otherwise. PRE-SEASON TRAINING Pre-season training will be conducted weekly commencing approximately one month prior to the season commencement date. 11 TRAINING CADET TRAINING The Blacktown City Soccer Referees Branch Inc. will hold one cadet training session each week. Cadet training will be held on Mondays 7:00PM - 8:30PM during the season, and conclude the week of the grand finals Cadet Training Commencement Date: Monday 28th April Cadet Training is a great opportunity for referees to further their development, receiving training which is more advanced, testing your skills as a referee and knowledge of the Laws. Cadet Training is aimed at those looking towards officiating higher level games in Blacktown as well as those who want to further their refereeing and start officiating state run competitions such as youth league, and have the opportunity to attend state titles. ELECTRONIC FLAGS The Blacktown City Soccer Referees Branch has one set of Electronic Beep Flags which senior members are permitted to use upon seeking permission from the Secretary. Electronic Beep Flags are only to be used on local competition matches. Members are to borrow a flag set on designated training nights and must return them the following week. Members who borrow a set of flags are expected to properly maintain them (including changing batteries if required), and could be liable for any loss/damage caused whilst in possession of the flags. 12 APPOINTMENTS Appointments MATCHREF As of 2014 the Blacktown City Soccer Referees Branch Inc. uses MatchRef as its system of allocating referees. All referees will be allocated matches based on their grading & availability. Members are required to login to MatchRef using their FFA number and password no later than Monday prior to that upcoming round, to fill in their unavailability. If you are to become unavailable after Monday prior to that upcoming round, members are required to contact the appointments officer directly. Passwords for first time users will be ed to the referee, and once you login you can change your password. Members are required to keep their details on MatchRef up-to-date. Once members are logged into MatchRef, they are required to fill in the following items if applicable: Update Zones Update Team Relationships Update Specific Unavailability Remember; you are available at all times unless you specify otherwise! Appointments will be distributed mid-week prior to the upcoming round, and referees will receive the appointments via and via upcoming appointments tab in MatchRef. Referees will only receive their appointments and the names of the referees they are officiating with. MatchRef will also keep a history of games you are appointed to however; it will not indicate if you have actually refereed those games. If after you have received your appointments you are unable to attend your appointed matches for any reason, you are required to contact the appointments officer directly as soon as possible. 13 UNIFORMS Uniforms As of 2014 the official uniform supplier for the Blacktown City Soccer Referees Branch Inc. is Unipro, a division of Hallmark. It is mandatory for all members officiating games allocated to you via the branch, to wear the official supplied uniform*. *Referees who own previously used official suppliers (Stanno, Kanga or SSI) are permitted to use these uniforms, but are encouraged to acquire the new uniform. Referees are responsible for purchasing their own uniforms. Under no circumstances will the branch be responsible for the purchase or supply of a referee's uniform. 14 MATCH REPORTS Match Reports TEAM SHEET Referees are required to obtain team sheet fifteen (10) minutes prior to kick off, and ensure that all player ID checks are complete. After the game, referees are required to fill out the following items on the team sheet: Final Score Cautions (Code Y1-Y7) Send-Offs (Codes R1-R7) Goal Scores (Premier League, Women's Premier League and Super League First Grade only!) Referee and Assistant Referee names and signatures Note: in the event of a send-off or special incident, referees are reminded to record the following items in their notebook, to enable them to complete the appropriate reports: Match details (teams, division, grade, field, date, kick-off) Players/coach/manager name, ID number, shirt number & club Caution/send-off codes Time the sanction/incident occurred Detailed description of offence/incident When complete, hand the team sheet to the home team. SEND-OFF REPORTS A send-off report is required when a player has been sent-off for committing any of the following offences: Serious foul play (R1) Violent conduct (R2) Spitting at an opponent or any other person (R3) Denying the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (R4) Denying an obvious goal-scoring opportunity to an opponent moving towards the players goal by an offence punishable by a free kick or penalty kick (R5) Using offensive, insulting or abusive language and/or gestures (R6) Receiving a second caution in the same match (R7) Page 12 Version 1.2 BCSRB.Inc
15 MATCH REPORTS INCIDENT REPORTS An incident report is required if any of the following incidents occur: Suspends or abandons the match for any infringements of the Laws Suspends or abandons the match because of outside interference of any kind Suspends or abandons the match because of a severe injury and/or an ambulance is required Suspends or abandons the match due to a decision that the condition of the field of play or its surrounds or that the weather conditions are such to not allow the match to take place Abandons the match for whatever reason Misconduct by players before or after the match Misconduct by any team or club official Misconduct by spectators SUBMITTING REPORTS The referee has a duty to provide the appropriate authorities with a match report, which includes information on any disciplinary action taken against players and/or team officials and any other incidents that occurred before, during or after the match. If a referee requires assistance in writing match reports, they can feel free to contact any management/standing committee member and can also refer to pages 'Writing Match Reports' section of the Laws of the Game 2013 Edition. Send-off & incident reports can be found on the BCSRB website (Library Forms). Reports are to be submitted by the officiating referee (and assistant referee if required) to matchreports@bdsfa.com within two (2) days of the completion of the match. 17 LOCAL RULES Local Rules Below is a list of ball sizes and game durations for Blacktown District competition matches: COMPETITION BALL SIZE GAME DURATION Under 10's - 12's 4 2 x 25 min Under 13's 4 2 x 30 min Under 14's 5 2 x 30 min Under 15's - 16's 5 2 x 35 min Youth 5 2 x 45 min All Age & Masters 5 2 x 45 min Men's Super League 5 2 x 45 min Men's & Women's Premier League 5 2 x 45 min Half time intervals are to be kept to 5 minutes (must not exceed 15 minutes). NUMBER OF PLAYERS In the Blacktown District competition, only Men's Premier League First Grade will follow the proper substitution procedure as per the Laws. Men's Premier League First Grade will have a maximum of five (5) substitute players. All other competitions will follow interchange rules. Ages are permitted to have three (3) interchange players, ages 15 to adult are permitted to have 5 interchange players & masters are permitted to have seven (7) interchange players. The Referee may not allow interchange, if they believe the use of interchange is not in the 'spirit of the game". THE PLAYER'S EQUIPMENT If undergarments, undershorts or tights are worn, they must be black or of the same main colour of the sleeve or shorts. Undergarments worn by masters on Friday nights are permitted to be any colour. Tape or similar material applied externally to the stockings can be of any colour. Page 15 Version 1.2 BCSRB.Inc
18 LOCAL RULES THE DURATION OF THE MATCH In the Blacktown District competition, Men's & Women's Premier League First Grade will allow for time lost (additional time) as per Law 7. As the 'interchange' rule applies in Women's Premier League First Grade, there is no need to add time for each interchange. All other competitions must play the exact times specified above. THE GOAL KICK For Under 12 age groups, goal kicks shall be taken from an imaginary line through the penalty spot, extending the width of the goal area. For all other age groups the goal kicks shall be taken according to the Laws of the Game. THE CORNER KICK For Under 12 age groups, corner kicks shall be taken on the goal line, 8 years (7.32 m) from the penalty area line. For all other age groups the corner kicks are to be taken according to the Laws of the Game. FORFEITS Any team not in attendance at the designated ground and ready to take the field at the due time shall be deemed to have forfeited the match. The referee shall endorse the team sheet to the effect that: "name of team" was not ready to take the field." If the minimum number of players is not available, 10 minutes will be allowed to equal the minimum number whereby the referee will call the match forfeited and endorse the team sheet as per above. In such cases the referee will be the sole judge of time. Referees will report such matters in the usual way, which will be dealt with as per the Regulations or By Laws. When a game is forfeited without notice to the Association, the team to whom the game is forfeited shall submit a team sheet in the usual manner; signed by the referee, who shall note on the team sheet that the other team did not turn up. The referee will not be paid on the match day and must submit a claim for fees to the Association. Claim for Fees Forms can be found on the BCSRB website (Library Reference Materials). 20 REFEREE QUALIFICATIONS Referee Qualifications PATHWAYS FOR REFEREES Match officials in Australia are subject to two streams within the accreditation structure - Community and Advanced. Each structure consists of multiple accreditation levels allowing for a smooth advancement and continual progression to a higher level if desired. Community level courses, targeted at officials working within local/regional amateur football competitions consists of the Laws of the Game, Level 4 and Level 3 accreditations across various fields such as Outdoor, Futsal, Instructor and Assessor. Advanced level courses, directed towards officials working within regional, state and national competitions consists of both Level 2 and Level 1 Accreditations for relevant Outdoor and assessor officials in addition to Level 2 accreditations for instructors. 21 REFEREE QUALIFICATIONS REFEREE COURSES Gaining outdoor refereeing accreditation begins with the Laws of the Game online educational tool providing a basic introduction to the Laws of the Game and the explanation of each law. The Level 4 qualification complements the Laws of the Game s theoretical focus and is aimed at match officials officiating in junior and youth matches. You must complete both the online Laws of the Game and Level 4 Referee training programs before you can be appointed to any matches except MiniRoos. The Level 3 training program builds on the basics developed in the Level 4 Referee course by focusing on skill consolidation and is aimed at match officials officiating in junior to lower divisions of adult football. The Level 2 training program is the beginning of the advanced phase and follows the theme of development of advanced officiating which are taught as a concentrated set of theoretical classroom presentations (8 hours) followed by practical assessments, coaching in matches (minimum of 2matches) and completion of the program folder. The training program is conducted over the course of at least one full season. Successful referees will be considered qualified to officiate at matches ranging from junior football to the penultimate senior football in their State, Territory or region. The Level 1 training program, centred on a theme of senior officiating and commitment to excellence, prepares applicants to officiate at matches from junior football to the highest level of senior football in their State, Territory or region and potentially at national level. This program includes a concentrated set of classroom presentations (8 hours) followed by practical assessments and coaching in matches (minimum of 2 matches) and completion of the program folder that is reviewed by both the State Referees Committee and FFA. 22 USING SOCIAL MEDIA Using Social Media WEBSITE The Blacktown City Soccer Referees Branch has a website which members can access at their leisure to find out any information which they require. The website contains a number of sections including a news feed, calendar, library, and useful links which all referees can access. The news feed will contain any upcoming event, changes to events or important information which has recently been released to referees (e.g. registration information, upcoming seminars and training information). The calendar contains set dates for all events scheduled during the season. This includes seminars, technical/information nights, training dates, referee courses, finals and any other events. The library contains six tabs which include the following information: Codes of Conduct (Officials Code of Behaviour) Documents (Uniform Information, Laws of the Game, Referee Fees) Forms (Send-Off Report, Incident Report) Policy Documents (FNSW Policies, Hot Weather Policy, Lightening Policy, etc) Reference Materials (Resources, Competition Rules) Constitution Referees are encouraged to check the website weekly for any updates or information which may have been posted or modified. FACEBOOK Blacktown City Soccer Referees Branch uses a Facebook Page and a Facebook Group to communicate with members. The Facebook Page is used primarily to communicate urgent and important information to members quickly. Members are encouraged to Like the Facebook Page in order to receive updates on their News Feed when posted. Updates may include upcoming events, changes or cancellations to upcoming events, field closures and any other important information. The Facebook Group is used primarily for members to communicate amongst each other. Members are encouraged to Join the Facebook Group and can therefore ask any questions which they may have in relation to refereeing, training or any upcoming events. Page 20 Version 1.2 BCSRB.Inc
