7 6. SAKE VOORTSPRUITEND 6.1 Doelringe: Die besluit is geneem dat die ringe van die doelpale dieselfde sal bly op 450 mm. GOEDKEURING VAN NOTULE: SPESIALE AJV 6 APRIL 2013 Voorstel: Gauteng Suid-Wes Sekondant: Spelersvereniging GOEDKEURING VAN NOTULE: SPESIALE AJV 9 JULIE 2013 Voorstel: Noordwes Oos Sekondant: Afrigtersvereniging GOEDKEURING VAN NOTULE: SPESIALE AJV 12 OKTOBER 2013 Sake voortspruitend Die skole assosiasie wys daarop dat die gedeelte in hierdie notule wat lees: Uitvoerende bestuur: Pos adjunk-visepresident: Skole, sal Tersiêr word, is nie korrek nie. Dit is nie hoe die bepreking plaasgevind het nie. Hierdie portefeulje bly Skole. Die voorsitter vra die vergadering om verskoning vir die misverstand weens verkeerde notulering. Dit is wel so dat hierdie portefeulje steeds Skole sal wees. Die grondwet in sy geheel moet vandag deurgegaan en goedgekeur word. Voorstel: Sekondant: Gauteng Suidwes Vrystaat 7. JAARVERSLAG 7.1 Verslag van die president Die visepresident neem die stoel in en lê die president se verslag voor. SGO spreek hulle dank uit dat die Afrikaanse weergawe van die president se verslag ook in die jaarverslag ingesluit is. Die verslag word op voorstel van GO en gesekondeer deur NN goedgekeur en aanvaar. Die voorsitter neem weer die stoel in. 8

8 8. FINANSIES 8.1 Begroting 2013 Die begroting is reeds vroeër die jaar gedoen, maar daar is nagelaat om dit aan die unies voor te lê, dus is die voorlegging van die begroting bloot akademies. Die tesourier neem die vergadering deur die begroting. RingbalSA het n bedrag van R van die Departement van Sport en Rekreasie ontvang vir hierdie finansiële jaar. Dit moet soos volg bestee word: R vir projekte rakende ontwikkeling en R vir admin. Van bogenoemde R moet R bestee word aan klubontwikkeling. Dit beteken dat n persoon wat n klub wil ontwikkel of n nuwe klub wil stig, kan aansoek doen om finansies daarvoor. Daar moet behoorlik verslag gedoen word rakende waaraan hierdie geld bestee word en dit moet met kwitansies, ens. gestaaf word. Registrasiegelde en toernooigelde Registrasiegeld vir seniors = R250,00 Senior nuwe spelers = R150,00 Registrasiegeld vir juniors = R130,00 Junior nuwe spelers = R80,00 Toernooiheffing vir seniors = R270,00 Toernooiheffing vir juniors = R270,00 Goedkeuring van registrasiegelde en toernooiheffing Voorstel: Noordwes Oos Sekondant: Spelersvereniging Die tesourier noem dat die kontrak met die department reeds onderteken is, dus behoort die geld vroeër uitbetaal te word hierdie jaar. Die skeidsregtersvereniging bedank die tesourier (Lanie van Wyk) vir die wyse waarop sy die finansies hanteer. 9

9 9. GOEDKEURING VAN DIE JAARVERSLAG AS GEHEEL Die voorsitter neem die vergadering deur die jaarverslag as geheel. Hy noem dat daar volgende volgende jaar baie meer distrikte en getalle moet wees. Verslag as geheel Die jaarverslag sal Maandag in sy geheel op die webblad wees. Op voorstel van die skeidsregtersvereniging en gesekondeer deur Gauteng Oos word die jaarverslag in sy geheel goedgekeur en aanvaar. Elize Durand gee namens die portefeulje Ontwikkeling n aanbieding oor die ontwikkeling wat die afgelope paar jaar plaasgevind het. 10. BESKRYWINGSPUNTE Die voorgestelde grondwet word oorhoofs vertoon en die voorsitter neem die vergadering daardeur. Bespreking: Die voorsitter verduidelik die konsep van proporsionele verteenwoordiging en waarom dit nodig is. Die departement en SASKOK verwag nou soveel van sportfederasies en daar is so baie werk en vergaderings om by te woon dat die uitvoerende bestuur heeltemal te klein is. Om voldoende ekstra lede te kan aanstel, gaan dit nodig wees dat daar meer as twee persone per distrik sitting mag hê, aangesien daar te min belangstellende distrikte is. SGO voel dat dit moontlik baie ongesond kan wees, aangesien een distrik dan potensieel die sport kan oorheers. Die voorsitter verduidelik dat die spelergetalle so baie moet styg vir elke ekstra stem, dat so iets byna onmoontlik is. Voorstel om dit so te aanvaar: Sekondant: Teenvoorstel dat status quo gehou word Voorstel: Sekondant: Gauteng Suidwes Noord Natal Sentraal Gauteng Oos Mpumalanga Hoëveld Daar word ook genoem dat mense wel gekoöpteer kan word op die UB sonder stemreg. 11 VANAF SENTRAAL GAUTENG OOS The president will be eligible for re-election without being nominated by his union of residence The president will be elected from either the vice-president or the deputy vice-presidents who had at least served a term of not less than four years on the executive committee The vice-president will be elected from either the deputy vice-presidents or any remaining member of the executive who had at least served a term of not less than two years on the executive committee. Die skakelbeampte en voorsitter van die spelersvereniging moet stemreg hê. Sekondant: Natal Met n meerderheid van stemme word hierdie punt aanvaar. Dit moet in die regulasies ingeskryf word dat die verenigings se algemene jaarvergaderings na die UB-verkiesing moet plaasvind, sodat hierdie pos nie n ander persoon uit n hoër portefeulje hou omdat daar reeds twee van dieselfde distrik op die UB is nie. Die voorsitter vra die vergadering se toestemming om die pos adjunk-visepresident: Skole te hou soos dit is, en n ekstra portefeulje, adjunkvisepresident: Tersiêr, by te voeg. Sedibeng noem dat dit nie so besluit is in die spesiale AJV nie. Voorstel om dit te aanvaar: Sekondant: Vrystaat Skeidsregtersvereniging Oor twee jaar moet Tersiêr n vereniging in volle reg wees, met sy eie verenigings, ens. en die voorsitter moet deur hulle AJV verkies word. Sentraal Gauteng Oos noem dat daar eers gevra moet word of die skole assosiasie hiermee saamstem. Aanvaar die grondwet as geheel Voorstel: Sekondant: Mpumalanga Hoëveld Skeidsregtersvereniging Die visepresident gee terugvoer oor die sportekspo waaraan ringbal deelgeneem het onder sy leiding. Ringbal het baie goeie blootstelling gekry en kontakte gemaak; en hy het verskeie brosjures vir belangstellendes. 13

13 11. BESPREKINGSPUNTE 11.1 VANAF GAUTENG NOORD 1.1 SA-oefeninge Daar moet meer geskeduleerde oefeninge wees vir SA-spanne. Die spanne vertoon swakker op die vertoonwedstryde omdat daar net een verpligte oefening is. Daar sou hierdie jaar twee verpligte oefeninge gewees het, maar die een moes weggeneem word aangesien die nasionale kampioenskappe na n ander week moes skuif. Die wedstryde is hierdie jaar baie na aan mekaar, wat veroorsaak dat daar nie tyd was vir n ekstra oefening nie. Dit kan ook oorweeg word om die verpligte oefening ten minste 3 of 4 ure lank te maak VANAF GAUTENG OOS Balle Daar is klagtes oor die gehalte van die balle. Dit trek skeef, ens. Die gevoel is egter dat die balle hierdie jaar van beter gehalte was as verlede jaar. Die skeidsregters noem ook dat hulle verlede jaar die balle elke aand gewas het; hierdie jaar het hulle dit nie gedoen nie en dit het langer gehou. Op die nasionale kampioenskappe word die balle meer hanteer as tydens wedstryde, dus hou die balle nie so lank op die kampioenskappe nie. Die samesprekings met XCO vir die nuwe kontrak is op hande en dit sal aangespreek word Nasionale Kampioenskappe 2014 Ons wil graag uitsluitsel hê oor waar die nasionale kampioenskappe volgende jaar gaan plaasvind. Soos gewoonlik word dit tydens hierdie vergadering bekend gemaak, en sal vandag bekend gemaak word. 14

14 Leenspelers Leenspelers moet aan hul eie unie se verpligtinge voldoen voor hulle aan ander unies geleen mag word. Daar is spelers van GO wat vir ander unies gespeel het, wat GO self sou kon gebruik. Besluit: Die riglyne stel daar moet ʼn ooreenkoms tussen die twee unies moet wees. As GO dus nie toestemming gee nie, mag sodanige speler nie vir ʼn ander unie gaan speel het nie. Indien ʼn speler by geen unie geregistreer was nie, mag hy vir enige unie speel tydens die nasionale kampoenskappe. So ʼn speler moet ʼn skoonkaart of brief van die betrokke unie kry. RingbalSA moet ingelig word van alle leenspelers VANAF MPUMALANGA HOËVELD Het die o/19-seuns wat hierdie jaar in o/23-spanne gespeel het tydens die nasionale kampioenskappe, as o/19 s geproef? Hoe is dit moontlik dat n plaasvervanger reserwe by die o/23 s SA-kleure verwerf het? Daar is ʼn o/19-speler vir die o/23-sa span gekies en hy was reserwe in die o/19-span Hoe is dit moontlik dat 'n span in 2012 B-ligawenners was en nog steeds in die B-liga speel die volgende jaar? Die mans B wat gewen het verlede jaar (Vrystaat) het nie opgeskuif na die A-liga nie. Organisasie noem dat Vrystaat gevra het om in die B-liga te speel. MH vra dat dit aan alle unies deurgegee moet word, waarop hulle daarop gewys word dat dit wel op die presidentsraadvergadering voor die nasionale kampioenskappe bespreek en goedgekeur word Kan RingbalSA asseblief kyk na hoeveelheid spanne wat inskryf in die veterane-ligas en sodoende bepaal om drie spanne te keur? Word daar ook gekyk na die "bottom" wedstryde vir keuring? Die aantal spanne per liga word elke jaar in oorweging geneem tydens die kies van SA-spanne. In gevalle waar daar te min spanne is, moet die keurders kan regverdig waarom hulle n SA-span en n uitnodigingspan wil kies. Daar moenie net sommer ekstra spanne gekies word om mense te sus nie, want dan word die klere goedkoop gemaak. Daar word wel uit die Bottom -spanne gekeur. 15

15 11.4 VANAF SEDIBENG Informele kleredrag vir nasionale spanbestuurders moet verander word na sweetpak, uitstapdrag of n driekwartbroek met spanbestuurdershemp. Dames dra tans kortbroeke en dit hoort nie by n spanbestuurder langs die baan nie. Besluit: Die driekwartbroek mag wel gedra word. Daar moet oorweging geskenk word aan n sweetpakbroek wat strek tot net onder die knie en ook na n amptelike spanbestuurdershemp SA-spanne en SA-uitnodigingspanne se baadjies moet beide groen wees. Die wapen verskil reeds en die senior mans en dames kan geïdentifiseer of onderskei word deur iets soos n goue koord om die baadjie. Verlede jaar het spelers in die uitnodigingspanne groen baadjies gekoop en hierdie jaar moes hulle blou koop en hulle is ongelukkig hieroor. Besluit: Die voorsitter noem dat mens by ander sporte nie enigsins ʼn groen baadjie kry nie. Ons is dus reeds voor die ander sporte. Hulle hou hulle groen uiters eksklusief. Die UB sal eers gaan kyk na watse kleure ander sportsoorte gee voordat n besluit geneem word Die klank tydens die aankondiging van die spanne by die nasionale kampioenskappe was nie op standaard nie. Daar moet ook oorweeg word om inligting wat baie belangrik is, soos die toerinligting, in n ander tydsgleuf oor te dra. Die gedeelte waar die aankondigings van die toerinligting gedoen is, het die mense reeds begin skarrel en die spelers kon dus nie hoor nie. Dit moet dalk in ʼn ander tydsgleuf gedoen word. Daar moet ook seker gemaak word dat die klankstelsel goed werk en duidelik is. Belangrike aankondigings moet gemaak word terwyl almal nog rustig is voor die mense begin huistoe gaan. 16

16 11.5 VANAF RINGBALSA SKEIDSREGTERSBESTUUR Die proefreël moet in werking tree vir alle ringbalkompetisies op alle vlakke. (Proefreël: n Strafdoel moet 3 punte tel van die strafdoellyn af, en 2 punte van die sirkel af om sodoende vuilspel te beperk. Dieselfde span gooi weer af na n suksesvolle strafgooi). Die spelersvereniging noem ook dat die twee unies wat wel hierdie reël toegepas het, gevind het dat dit wel vuilspel verminder het. Gauteng Oos voel dat die driepuntstraf baie seer maak. Die probleem kom egter in by die voordeelreël. Mense sê die skeidsregter bevoordeel ʼn span as hy eerder voordeel speel as om die strafdoel toe te ken. Vrystaat voel dat die skeidsregters hulle kaarte moet gebruik, dan sal daar nie so gereeld reëlveranderings moet wees nie. Daar word oorgegaan tot stemming vir en teen hierdie punt. Met n meerderheid van stemme word die verandering aanvaar. Die voorsitter vra dat die skeidsregters meer voordeel moet toelaat Unies moet by vasgestelde reëlvertolkingsdatums hou; verwys na RingbalSA se kalender. Kennis word geneem Dit is obstrukie as n verdediger met die hande bokant die skouers by die paal staan. Dit is nou obstruksie as enige speler in die doelblok met die hande bo die skouers staan; verwys na reël Dit word so aanvaar, en daar moet bygesit word alle spelers Probleem met klerebestellings: Die verskaffer moet klere in voorraad hou aangesien daar nie elke jaar baie skeidsregtersbestellings is nie. Die klereverskaffer kan nie elke jaar net 3-5 hempde, broeke en sweetpakke maak nie. 17

17 Die skeidsregters wil nou ook onder XCO inval. Dit moet deel gemaak word van kontrakonderhandelings. Martin Greenberg noem dat die skeidsregtersvereniging hom moet kontak daaroor sodat dit met XCO bespreek kan word Die spanbestuurders moet weer die keuring/evaluering van skeidsregters doen tydens die nasionale kampioenskappe. Besluit: Dit sal oorweeg word VANAF RINGBALSA SPELERSVERENIGING Nuwe reëls wat gebruik is tydens Super 9 Die gevoel is dat ons die nuwe reëls moet instel soos wat dit gebruik is tydens die Super 9, maar dat daar gekyk moet word na die 3-punttoekening. Afgehandel Swartlys Die swartlys moet beskikbaar wees tydens die eerste PRV in die jaar. Dit sal verhoed dat spelers eers uitvind voor die toernooi dat hulle op die swartlys is. Die swartlys is vroeg uitgestuur hierdie jaar. Die inligting stop by die unies se sekretaresses en bereik nooit die spelers nie. 12. JAARPROGRAM Die voorsitter gee die breë trekke van die kalender en verduidelik waar al die kompetisies plaasvind. 18

18 13. VERKIESING VAN DIE UITVOERENDE BESTUUR Die voorsitter stel die sekretaris-generaal aan die woord om die verkiesing van die president waar te neem. President Johan Oosthuizen Wynand Zaayman Met n meerderheid van stemme word Johan Oosthuizen verkies. Visepresident Wynand Zaayman Chris Erasmus Thinus van Wyk Met n meerderheid van stemme word Wynand Zaayman verkies. Tesourier Lanie van Wyk is die enigste genomineerde en word algemeen aanvaar. Sekretaris-generaal Letitia Greenberg is die enigste genomineerde en word algemeen aanvaar. Adjunk-visepresident: Organisasie Martin Greenberg is die enigste genomineerde en word algemeen aanvaar. 19

19 Adjunk-visepresident: Ontwikkeling Elize Durand is die enigste genomineerde en word algemeen aanvaar. Adjunk-visepresident: Verenigings Martin Greenberg se naam word verwyder by hierdie pos omdat hy reeds verkies is. Chris Erasmus Thinus van Wyk Met n meerderheid van stemme word Chris Erasmus verkies. Adjunk-visepresident: Skole Christo Botha is reeds op die skole assosiasie se AJV verkies en sal hierdie pos beklee. Adjunk-visepresident: Tersiêr Neels Beyer is die enigste nominasie maar hy mag nie verkies word nie, aangesien daar reeds twee van sy unie op die UB verkies is. Die voorsitter vra die vergadering wat ons nou te doen staan. Daar is twee opsies (1) Daar kan nou iemand gekoöpteer of nomineer word; (2) Die grondwet stel dat geen nominasies van die vloer af aanvaar sal word nie, dus is die enigste ander uitweg dat die UB iemand in hierdie pos koöpteer. Besluit: Die vergadering aanvaar dat die UB iemand sal koöpteer. 20

23 3.2 Verskonings Geen 3.3 Stemkrag Geloofsbriewe. Die voorsitter kontroleer die geloofsbriewe. Die afgevaardigdes is saamgestel soos gelys in paragraaf 3.1. Die vergadering is ten volle gekonstitueer met n stemkrag van 68 uit n moontlike 97 lede en dus sal besluite wat geneem word bindend wees. 4. Vasstelling van die agenda 9.4 KZN vra dat punt 9.3 van die vorige agenda teruggeplaas word op die agenda. 24

24 5. GOEDKEURING VAN DIE VORIGE NOTULE: 9 NOVEMBER Regstellings Geen Voorstel: Sekondant: Afrigtersvereniging Spelersvereniging 6. SAKE VOORTSPRUITEND 6.1 Bl. 4: Toernooiheffing Op die AJV van 9 November 2013 is die toernooiheffing van R270 goedgekeur. Die vraag word gevra hoe dit nou verander kan word na R300. Lanie van Wyk verduidelik dat die gelde nie aangepas is met die oog op die nuwe finansiële jaar nie. Dit was n oorsigfout aan die kant van die UB en daarom is besluit om die registrasiegelde dieselfde te hou en te vra vir die goodwill vanaf die provinsies en distrikte dat die toernooiheffing verhoog. In die vervolg sal die registrasiegelde en toernooifooie voorgelê word vir goedkeuring by die presidentraadsvergadering in Februarie. Die voorsitter verduidelik dat die UB nie die sport suksesvol kon bedryf op die laer tarief nie. Vrystaat voel egter dat hulle te laat kennis gekry het daarvan, dit moes al in Maart of April deurgegee gewees het. Dit word deur SGO beaam. NWO voel dat die verenigings en die portefeuljes begroot, dus is dit nie duidelik hoe RingbalSA se begroting so erg verkeerd kon loop nie, aangesien die UB reeds die begroting gesny het. Lanie van Wyk antwoord weer dat die begroting nie aangepas is met die oog op die nuwe finansiële jaar nie. NWO noem dat n brief gesirkuleer is dat alle begrotings reeds gesny is, en nou moet daar meer fondse vanaf spelers geïn word. Dit maak nie sin nie. Johan Oosthuizen antwoord dat die begroting gesny is omdat RingbalSA minder geld van die Department van Sport gekry het as waarop daar begroot is, en die bestuur het verkeerdelik gewerk op die verhoogde gelde. 25

25 Hy verduidelik weer dat die sport slegs bedryf kan word met die geld tot die UB se beskikking. As daar nie fondse beskikbaar is nie moet sekere projekte gestaak word. SGO noem weereens dat dit te laat deurgegee is. Sekere distrikte het wel die verhoogde bedrag betaal en ander het gevra of dit volgende jaar betaal kan word aangesien hulle dit nie nou van hul spelers kan verhaal nie. Die voorsitter noem dat indien dit nie betaal word nie daar ongeveer R minder inkomste vir die toernooi is. Besluit: Na bespreking word besluit dat die laer tarief betaalbaar is en die distrikte wat wel die verhoogde bedrag betaal het, se gelde sal nie aan hulle terugbetaal word nie, hulle sal dit dan as krediet hê in Bl. 6. Punt Noordwes noem dat dit in die regulasies ingeskryf moet word dat die spelersvereniging se voorsitter nou wel stemreg het. Daar word ook gevra wanneer kry die regulasies beskikbaar sal wees, aangesien die verenigings se AJV s ook daarvolgens aangepas moet word. Johan Oosthuizen antwoord dat die grondwet en regulasies tans deur n prokureur nagegaan word en dat alle veranderings eers ingesit moet word voordat ons dit van die prokureur terugkry sodat daar nie keer op keer deur dieselfde proses gegaan moet word nie. 6.3 Bl. 8: Leenspelers Die vraag word gevra hoe n speler vir drie verskillende distrikte en/of ouderdomsgroepe kan speel tydens een nasionale kampioenskappe. n Speler mag nie op een toernooi met meer as een nommer speel nie. Vrystaat erken dat hulle gefouteer het. Hulle het n speler geleen en vir die keurders gesê dat die kind nie gekeur moet word nie. Hulle het ook vir hierdie speler n Vrystaat speelhemp gegee om in te speel. Gauteng Oos noem dat dieselfde speler vir Gauteng Suidwes en vir n ander distrik gespeel het en in antwoord op navrae in hierdie verband is daar gesê dat daar toestemming vanaf die UB gekry is om dit so te doen. Die spelersvereniging noem dat daar sekere gevalle is waar toestemming wel gegee is en in hierdie gevalle is spelers volgens die regte prosedure geleen. Gauteng Noord sê dat hulle twee spelers het wat uitgeleen kan word, maar hulle moet in hul eie distriksklere en met hul eie distriknommer speel. Daar sal baie beter riglyne hiervoor geskryf moet word. In gevalle waar n speler of spelers slegs vir een wedstryd geleen word, kan hulle wel speel maar die wedstryd sal vriendskaplik wees. Daar is wel riglyne rakende leenspelers, dit moet net so toegepas word. Die speler wat geleen word hoef nie uit posisie te speel nie. Indien hy of sy twee maal vir daardie span gespeel het, moet hy of sy die toernooi voltooi in daardie span en kan nie weer terugskuif na sy of haar oorspronklike span nie. 26

26 Gauteng Noord sê dat hulle n probleem het met leenspelers want spelers wil nie registreer en deur die jaar speel nie, dan gaan speel hulle bloot vir n ander distrik as leenspeler. Dus ontwikkel daardie distrikte niks, maar hulle toernooigetalle bly dieselfde. Die riglyne lees dat n span nie meer as drie spelers per span mag leen nie. Leenspelers moet ook in hulle eie ouderdomsgroepe bly as hulle aan n ander distrik geleen word. Vrystaat het n doel geleen wat doel gespeel teen Gauteng Oos se o/17 seuns. Hy het al die punte aangeteken en niemand het geweet dit is n vriendskaplike wedstryd nie. Die gevoel is dat dit nie aanvaarbaar is nie. Die bestaande riglyn word voorgelees en daar word gesê dat dit so toegepas moet word. Die riglyn lees dat die leen van spelers voor die kampioenskappe skriftelik gedoen moet word met toestemming deur beide die betrokke distrikte. Distrikte kan nie op die nasionale kampioenskappe een-een speler leen per wedstryd nie. Die sekretaris-generaal het twee weke voor die toernooi gevra vir al die toestemmings-briewe vir haar gestuur word. SGO voel dat distrikte wat ongelukkig is oor die toedrag van sake skriftelik moet appelleer. Die spelersvereiging noem dat die spelers weggejaag word as hulle nie as leenspelers mag speel nie. As die bestaande riglyn toegepas word jaag ons spelers weg. Johan sê dat hulle wel verder mag speel, maar slegs vriendskaplik. Indien dit nie so toegepas word nie kan enige distrik bv sewe goeie spelers leen en die toernooi wen. Natal vra of kom distrikte om kampioenskappe te speel of om vriendskaplik te speel; indien dit so voortduur is dit nie meer n kampioenskappe nie, maar wel n ontwikkelingstoernooi. Distrikte moet teruggaan en seker maak dat hulle volgende jaar beter doen en met 12 spelers bywoon. Natal voel dat dit nie nou dit gestop kan word nie omdat dit reeds drie dae lank plaasvind. Voortaan sal dit so werk dat daardie speler nou in sy eie distriksklere speel en alle wedstryde wat so gespeel word, is vriendskaplik. Gauteng Noord voel dat soos dit tans gebeur, word spelers wat glad nie speel nie, gebel en dan speel hulle slegs nasionale kampioenskappe. So word meer spelers weggejaag. Vrystaat sê dat volgens vereistes van hulle sportraad moet n speler ligas speel en proewe speel voor hulle die kleure mag ontvang. Johan vra dat daar nou n besluit geneem moet word oor wat ons gaan doen. Noordwes sê dat enige span wat iemand wil leen n ander span se reserwes kan leen. Daar moet aan die begin van die kampioenskappe die name ingegee word van spelers wat beskikbaar is om geleen te word. Met ander woorde, daar sal n poel van impakspelers wees wat geleen kan word. Natal voel dat dit aanvaarbaar is as n span een speler leen, maar indien n tweede speler geleen word, is die wedstryd vriendskaplik. Vrystaat noem dat hulle wel voor die kampioenskappe gevra het om mense te leen en hulle kon nie regkom nie, dus moes hulle op die kampioenskappe spelers kom leen. Hulle voel dat dit onregverdig is teenoor hulle dat daar nou n probleem is met leenspelers aangesien hulle wel voor die tyd ook gevra het vir enige span se impakspelers. 27

27 Die volgende twee voorstelle word gemaak: Indien n span een speler leen is dit aanvaarbaar, maar indien n tweede speler geleen word, word dit n vriendskaplike wedstryd. Sentraal Gauteng voel dat slegs mense wat glad nie op die kampioenskappe speel nie geleen kan word; met ander woorde, die speler het geregistreer by sy distrik en nie kleure gekry nie. Besluit: Daar sal gehou word by een speler leen is reg, maar indien n tweede speler geleen word, word dit n vriendskaplike wedstryd. Algemeen aanvaar 6.4 Bl. 9, punt : Klank Noordwes noem die klank Sondag tydens die opening baie swak was. Die mense op die rugbyveld kon niks hoor nie. Johan vra waarom het hulle dit nie dadelik gesê sodat dit reggestel kon word nie. SGO noem dat hulle op baan 5 speel en daar kan mens geen afkondigings hoor nie. Johan sê dat dit onder Laeveld se aandag gebring sal word sodat hulle dit kan verbeter vir die toekoms. Martin Greenberg sê dat hulle in ander kompetisies probeer om nie afkondigings te doen tydens n wedstryd nie want almal konsentreer dan net op die spel en let nie op na afkondigings nie. SGO vra dat dit die volgende dag so gedoen sal word. Natal voel egter dat indien afkondigers stadiger en beter geartikuleerd praat kan mens tog uitmaak wat gesê word. Noordwes versoek ook dat dinge net een maal afgekondig word en nie so baie keer nie. 7. FINANSIES 7.1 Finansiële state Die state is aan almal gesirkuleer en die tesourier vra vir vrae. Natal noem dat hulle n vraag gestuur het dat die inkomste en uitgawes opgestel moet word tesame met die begroting sodat die inkomstes en uitgawes teenoor die begroting gemeet kan word. Lanie van Wyk sê dat ons kan nie peuter aan die geouditeerde finansiële state nie. Ons kan slegs veranderings aanbring aan bestuurstate. Noordwes voel egter steeds dat die begroting tog saamgestuur word na die ouditeur toe, dus moet daar n manier wees waarop die ouditeur dit kan doen. Noordwes vra dat die ouditeur aangesê moet word om dit te doen, aangesien mens op die huidige 28

28 state nie kan bevestig dat die begrotings wel aangepas is soos wat die UB sê dit is gedoen nie. Indien die ouditeur dit nie wil doen nie moet ons na n ander ouditeursfirma skuif. Lanie sê dat die ouditeure in die toekoms versoek sal word om dit so te doen. Bl 4: Natal vra vir n algemene verduideliking van die R verlies van die afgelope twee jaar. Lanie noem dat ons baie geld teruggeskuif het na die department se allokasie ten einde die geallokeerde gelde betyds te bestee. Dus is daar algemene uitgawes daaruit betaal omdat die departement die geld terugeis as alles nie bestee word nie. Gauteng Oos vra wat is Development domestic. Dit is ontwikkeling in Wes-Kaap, Actonville, Watville, Sedibeng, Ennerdale, Orange Farms, Soweto, Wesrand, Azaadville, Sasolburg, Noord-Kaap, Katlehong, Thembisa en Vosloorus. Gauteng Oos vra hoe die fondse toegeken word na die distrik of hoe? Lanie antwoord dat dit per projek toegeken word en die UB keur dan die uitgawes per projek toe. Gauteng Oos voel dat hierdie spelers by die distrik geïnkorporeer moet word maar hulle betaal geen registrasiegelde nie; waarom moet hulle dus ingetrek word. Hulle taxigeld en alle ander kostes word betaal in sommige gevalle deur beide RingbalSA en GO. Is die ontwikkelingsgeld slegs vir gekleurde spelers? Lanie antwoord dat dit ook is vir vrouens, mense met gestremdhede, ens. Die gevoel is dat daar blanke mense is wat wel speel en ook swaarkry maar hulle kry geen gelde uit ontwikeling nie. Mens kan nie sien watse ontwikkeling gedoen word nie. SGO sê dat daar soveel geld aan ontwikkeling bestee word, maar waar is die spelers? Johan vra wat is die doel van die kampioenskappe om mense te ontwikkel of om kampioenskappe aan te bied? SASCOC verwag dat agtergeblewe spelers in hul eie gemeenskap ontwikkel moet word en nie na ons fasiliteite gebring moet word nie. SGO voel dat solank as wat RingbalSA vir hulle geld gee gaan hulle nooit ontwikkel word vir die sport nie, want die oomblik wat ons gaan ophou geld gee verdwyn hulle. Elize Durand sê dat hulle besig is om bane te bou binne die gemeenskappe self sodat die mense daar kan speel. Noordwes voel egter steeds dat dit goed sal wees om hulle by die kampioenskappe te kry sodat almal kan sien wat ontwikkel word. Lanie noem egter dat dit te duur is om hulle daar te kry, waarop Noordwes antwoord dat almal nie daar hoef te wees nie, slegs een span sal goed wees. Gauteng Oos noem dat daar geld gegee word om vir hulle bane te bou, terwyl die huidige bane waarop ons mense speel vervalle is en nie meer bruikbaar is nie. Johan noem dat dit op n SASCOC-vergadering bespreek is en dit is n gesprek vir twee dae wat op die beplanning gedoen sal word. Noordwes vra waarom klereverkope op die state met ongeveer R verskil. Hulle was onder die indruk dat die spelers direk aan XCO betaal. Daar word geantwoord dat mense nie die klere kry as hulle nie daarvoor betaal het nie. Die verskil is die gevolg van ontwikkelingspelers, bv. die Gauteng ontwikkelingspan en buitelandse toerklere. 29

29 Noordwes vra hoe kan ons sê hierdie is n ouditeursverslag as die gelde nie reg gewys word nie. Die ouditeur is nie veronderstel om vir ons sê hoe dit gedoen sal word nie, ons moet vir hulle sê hoe hulle dit moet doen. Daar is al herhaaldelik op AJV s genoem dat die state nie verstaanbaar is nie. Distrikte moet dit aan die spelers verduidelik maar kan dit self nie eers verstaan nie. Tours and tournaments local and international en ook Exhibition games en matches. Hierdie jaar en verlede jaar is daar n baie groot verskil wat nie verduidelik kan word nie. Byvoorbeeld is Tours and tournaments maar dit is nie aan die uitgawekant nie. Dit maak nie sin nie. Exhibition games die groot verskil is as gevolg van die busse Kaap toe wat betaal is. Noordwes sê dit moet so op die state aangedui word. Die ouditeur moet meer notas bysit. Bl. 2: Natal vra wat is die Sundry debtors waarop Lanie antwoord dat dit ou skuld is. Natal voel dat dit al vir n paar jaar oorgedra word en ons gaan dit nie inkry nie; dus moet dit afgeskryf word. Dan skuif die verlies op na ongeveer R toe. Lanie noem dat hierdie debiteure op die boeke bly as gevolg van die swartlys, sodat ons die spelers verantwoordelik kan hou daarvoor. SGO voel dat dit na twee jaar afgeskryf moet word, dit kan tog nie na elke finansiële jaar oorgedra word nie. Noordwes het hierdie jaar van XCO gebruik gemaak vir hulle klere. Daar is gesê hoe meer mense hulle gebruik hoe goedkoper gaan dit word, maar dit gebeur egter nie. XCO skenk toernooiballe en ook die SA dames en mans se klere. Noorwes voel egter dat dit n skenking is wat nie as verlaagde pryse gesien kan word nie. Dit moet oorweeg word dat XCO vir ons n gedeelte terug te gee. Johan noem dat die kontrak met XCO aan die einde van die jaar hernu moet word en dit kan dan ingeskryf word. Martin Greenberg noem dat die klere se pryse reeds verminder is per item. Ook die pryse vir hul verskillende klerereekse. Noordwes voel egter dat XCO belowe het dat die spelers iets sal terugkry of dat hulle afslag sal kry, maar nie een hiervan gebeur nie. Hulle voel dat XCO eerder hul gewone pryse moet vra en dan iets teruggee aan die sport. Johan, Martin en Letitia het n vergadering met XCO gehad en hulle het gesê dat hulle selfs nog buite die kontrak hulle pryse sal verlaag en hulle het wel. Noordwes voel hulle kon ander klere vir n goedkoper prys vir dieselfde gehalte gekoop het. Gauteng Noord sê distrikte moet drie kwotasies kry en dit so aan XCO voorlê. Gauteng Noord het dit gedoen en XCO het hulle pryse verlaag. Natal noem dat daar in terme van Tours onder Tours and tournaments international n verskil is inkomste is R hoër as uitgawes. Tours sluit in die uitgawes om Natal en die Kaap se mense by die provinsiale kampioenskappe te kry. Johan sê dat daar reeds gevra is dat die state vergemaklik moet word en dit sal gedoen word. Noordwes stel voor dat die ouditeur die volgende AJV waar finansiële state bespreek word moet bywoon. Natal sê dat RingbalSA hierdie finansiële jaar wat verby is, n groot verlies gely het en vra wat die planne is om in die toekoms gelyk te breek. Lanie sê sy moes van die 30

30 uitgawes insit by die gelde van die department om dit te behou. Ons het dus voorsiening gemaak om hierdie geld in die vorige jaar te betaal. Dit lyk dus soos n verlies maar dit is nie die geval nie. Johan noem dat die begroting teenoor die beskikbare geld twee maal per jaar hersien word en dan word daar besluit watse persentasie van die begroting bestee kan word in terme van die inkomste uit spelers. Natal voel egter steeds dat as mens die R verwyder, sit ons steeds met n verlies van ongeveer R Voorstel: Die state moet na die ouditeur teruggestuur word en dit wat versoek is moet ingesit word. Daarna moet dit weer uitgestuur word. Johan sê dat die state reeds by die department moes gewees het, dus gaan dit n invloed op die allokasie hê. As dit nie goedgekeur word nie kan dit n probleem veroorsaak. Verlede jaar is die state betyds ingehandig en die geld is in Desember betaal. Hierdie besluit kan beteken dat ons die geld eers in Maart kry. Natal stel voor ons moet die state voorlopig goedkeur hangend die bykomende notas. Noordwes sê dat hulle twee jaar gelede by die skool reeds daaroor gekla het en niks het verander nie. Dit moet dalk oorweeg word om van ouditeure te verander. Johan sê dat die AJV ouditeure kies en dit moet dan na die volgende AJV deurgestuur word. Voorstel: Die state moet voorlopig goedgekeur word. Johan sê dat dit nie veel beteken nie.sgo vra of die notas binne 21 dae uitgestuur kan word. Voorstel: Sekondant: SGO Sedibeng. Na bespreking word besluit dit sal binne 30 dae beskikbaar wees. Goedkeuring van die begroting: Johan vra wat is die besluit. Die oorskakeling in finansiële jaar het alles omvergewerp. Op Natal se vraag antwoord Johan dat ons reeds in die begroting is alhoewel dit nog nie goedgekeur is nie omdat die AJV waar dit goedgekeur moes word nie plaasgevind het nie, as gevolg van geen kworum teenwoordig. Ons moet nou nuwe datums kry om dit goed te keur. SGO sê dat die nuwe begroting nie gekommunikeer is nie. Lanie sal dit uitstuur. Natal vra dat alle veranderings aan die begroting gekommunikeer moet word sodat almal verstaan waar veranderings vandaan kom. 31

SPELERBESKIBAARHEID VIR PROVINSIALE KAMPIOENSKAPPE Daar is besluit dat spelers wat vir SA-spanne beskikbaar is ook vir provinsiale spanne beskikbaar moet wees anders word die provinsiale spanne afgewater. Sedibeng sê dit gebeur ook dat mense nie vir die nasionale kampioenskappe beskikbaar is nie, en dan is hulle skielik vir federasie beskikbaar. Johan sê dat die provinsies dit in hulle grondwette moet inskryf. Natal vra wat dan van die mense wat nie geld gehad het vir die toernooi nie maar wel op die provinsiale kompetisie kan speel. Dit is aanvaarbaar want mens kan nie mense dwing om te betaal nie. Die versoek word gerig dat provinsies dit so moet afdwing. 9. BEDANKING VAN DIE VISEPRESIDENT Johan sê daar was baie briefwisseling en almal het bewus geraak van wat aangaan met die verhore en ondersoeke wat uitgeloop het op die bedanking van die visepresident. Dit moet nou aan die AJV voorgelê word vir bekragtiging. Natal sê hulle wil hê almal moet eerlik wees met mekaar. Dit het gegaan oor drankgebruik op die Mauritius-toer. Slegs die volwassenes is gepenaliseer en waarom nie ook die kinders nie? Die kinders is nie verhoor nie omdat niemand n klag teen die kinders gelê het nie. Op vorige toere is daar ook drank gebruik, waarom is daar nou skielik n probleem? Almal is in kennis gestel dat Wynand geskors is maar niemand het geweet hoekom nie. Die dissiplinêre saak het oor drankgebruik gehandel, maar Natal vra waarom is hy geskors en mag hy glad nie met ringbal-mense in aanraking gekom het nie. RingbalSA het van die begin af nie met die federasie gekommunikeer nie. Tydens die dissiplinêre verhoor is daar gekommunikeer dat die skorsing iets van die verlede is en dat Wynand sy brief daardie Maandag sou kry. Wynand het geappelleer maar daar het niks van gekom nie. Volgens hulle is die skorsing nooit opgelos nie en dus lyk dit asof dit n persoonlike saak was. Natal sê ook dat Wynand nie bedank het nie, hy is gedwing om te bedank. Intussen is mense gekoöpteer om sy werk te doen. Waarom is die skorsing nie opgehef nie, waarom is hy gevra om te bedank en waarom is die federasie nie op hoogte gehou nie. Noordwes sê dat hulle self betrokke was by die verhore hulle wag ook nog op die uitslag van die verhore. Daar is geen verdere aksies geneem, uitgestuur of onderteken nie. Die mense sit steeds en wag vir n antwoord. Johan antwoord dat beide die spanbestuurders hul terugvoer vanaf die dissiplinêre komitee ontvang het en nie een van hulle het geappelleer nie, dus was daar niks om verder daaraan te doen nie. Ringbal is nie voorbereid vir dissiplinere verhore nie. Dit is swak om geen terugvoer te gee op dissiplinere verhore nie. 32

32 Natal: Patrick was betrokke deurdat hy vir Wynand ondersteun het. Daar is nie spesifieke reëls en regulasies in plek vir sulke verhore nie. Die spelersvereniging is aangesê dat hulle nie vir Wynand mag verteenwoordig nie, maar die grondwet sê hulle kan. Die AJV het hom aangestel en dus kan slegs die AJV hom uit sy amp verwyder. Johan sê dat dit waar is dat ons nie voorbereid is om sulke sake te hanteer nie. Dit was egter Wynand se portefeulje om hierdie regulasies en riglyne op te stel. RingbalSA is deur n prokureur geadviseer en hy het seker gemaak dat ons binne die grondwet bly. Natal sê dat die voorondersoek deur die beskermhere gedoen is. Die grondwet lees egter dat mens na die beskermhere moet appelleer, so hoe kan hulle dan vir die voorondersoek gebruik word. Die betrokke prokureur het RingbalSA ingelig dat dit aanvaarbaar is so. Johan sê dat almal so besig is om die tegniese verloop te kritiseer dat niemand kyk na wat regtig gebeur het nie. Die persoon is aangestel en vol protea kleure is aan hom toegeken om minderjarige kinders na die buiteland te vat. Hy moes toesien dat hulle die wet nakom en nie alkohol gebruik nie. Nadat hierdie toer verby is, het die ouers gekla dat hy drank aan die kinders voorsien het. Die verhoor is gehou en hy is skuldig bevind. Alhoewel daar moontlik tegniese foute gemaak is, is hy skuldig bevind. Hy het sy staf ontvang en die skorsing is opgehef. Hy is in Pretoria by die Super 9 terugverwelkom op die UB. n Ruk later het hy egter skielik geappelleer. Dit spreek vanself dat mens nie kan terugkom op n bestuur en dan appelleer nie. n Appelraad is aangestel, wat die skuldigbevinding gehandhaaf het. Daarna is n volle bestuursvergadering gehou waartydens almal baie openlik gepraat het en Wynand is die geleentheid gegee om sy weergawe te gee. Daar was egter steeds sekere dinge wat nie sin gemaak het nie en heelwat verskille. Tydens hierdie vergadering is hy gevra om te bedank. Hy het egter geweier aangesien die presidentsraad of die algemene jaarvergadering hom moet afdank. Die UB het hierdie besluit van hom aanvaar. Na verloop van tyd het hy egter wel bedank. Daar is geen druk op hom gesit nie, hy het uit sy eie bedank. RingbalSA moes mense aanstel want die sport moet voortduur. Op 26 Januarie 2014 het Johan die bestuur ingelig dat klagtes ontvang is en dat hy die beskermhere gaan vra om die voorondersoek te doen. Wynand was teenwoordig en het ook ingestem dat die ondersoek so gedoen kan word. Wynand het egter hierna die sekretarisgeneraal aangeval per epos, SMS e en oproepe. Dit het gelei tot sy skorsing. In 2011 is daar n ringbal-toer na Mauritius en kinders het drank gebruik tydens hierdie toer. Die internasionale bestuur van Mauritius het toe laat weet dat dit nooit weer toegelaat sal word in hulle land nie. Dus is die drankgebruik op hierdie toer glad nie goed ontvang nie. Johan het ook die aangeleentheid met SASCOC bespreek en hulle staan honderd persent agter hom; veral omdat protea kleure aan Wynand toegeken is. Die spanbestuurders is ook aangekla. 33

33 Noordwes voel dat die saak nie afgehandel is nie. Daar moet dringend prosedures in plek gestel word aangesien so iets ons in die hof kan laat beland. Die kinders se ouers of voogde moet dan ook gemaan word, aangesien die kinders wel die alkohol aanvaar het. SGO vra wat van die spanbestuurders? Hulle is albei wel verhoor en is skuldig bevind op sommige van die sake. Die inhoud daarvan kan nie op n vergadering bespreek word nie aangesien dit vertroulik is. Wynand vra die geleentheid om aan die vergadering te verduidelik waarom hy toegelaat het dat die kinders alkohol gebruik. Hy verduidelik dat hy nie teenwoordig was toe die kinders begin drink het nie. Hy moes dus die besluit neem of hy dit vir die res van die toer gaan toelaat of nie. Indien hy dit nie toelaat nie is die kans groot dat hulle sou skelm drink. Hy het toe besluit om dit toe te laat. Die spelersvereniging sê dat die alkoholbeleid vir beide seniors en juniors geld. Die huidige alkoholbeleid is nie toereikend nie. Die skole assosiasie noem dat hulle die o/19-liga op die skoletoernooi afgeskaf het omdat kinders bo 18 jaar mag alkohol gebruik. Ons landswette stipuleer n volwasse persoon mag nie vir n minderjarige kind alkohol gee nie. Dus moes die volwassenes net hulle pligte uitvoer. Hulle wil die eer van die protea hê, dus moes hulle ook die werk doen om hulle op te pas. Alle ouers sou dit nie toelaat nie en ons moet besluit wat is toelaatbaar vir almal. Johan sê die drankwet het nie saamgegaan Mauritius toe nie, dit is eers na die tyd uitgehaal as verweer. SASCOC sê RingbalSA moet nie hierdie gedrag aanvaar nie en ons moet ons eie regulasies daaroor instel. Vrystaat sê hulle het gehoor die verhore is verby en hulle het inligting gekry dat Wynand bedank het omdat hy geskors is. Letitia Greenberg sê dat Wynand haar persoonlik aangeval het oor die brief wat sy aan hom gestuur het dat sy skorsing opgehef is. Johan noem dat Wynand persoonlik gevra is om te bedank, nie per brief nie, waarop hy geweier het om te bedank. 39 REPORT OF THE PRESIDENT 1. INTRODUCTION RingballSA achieved its long-term goals by the end of 2013 in that full national Protea colours have been awarded to RingballSA players for the first time. Congratulations to the u/17 boys and girls, and the management team with this special achievement. However, the joy was short-lived after complaints were received regarding events that took place during the tour to Mauritius. This necessitated the management of RingballSA to conduct an investigation into these events, and the outcome of this investigation was that there were sufficient grounds for action to be taken. Unfortunately, for many reasons, the matter became unpleasant at times, so much so that the executive committee had no choice but to suspend the vice-president pending the outcome of the disciplinary hearings. The disciplinary committee ruled that the various tour managers were guilty of the charges as stated and appropriate penalties were imposed on these individuals. During the Exco meeting in March 2014, after his suspension was lifted, the executive committee discussed the matter with the vice-president. However, he could still not give sufficient clarity about what really happened during the tour and the EC asked him to resign. The vice-president, Mr Wynand Zaayman, initially refused to resign, but about two weeks later, he submitted his resignation. This necessitated the EC to co-opt people to ensure the smooth running of the sport and the EC elected deputy vice-president, Mr Martin Greenberg, as the new vice-president and Ms Carlien du Plessis was elected in the post of deputy vice-president: Organisation. Mr Bongani Radebe was also co-opted as EC member responsible for marketing and sponsorships. Congratulations to these members with their election. I would also like to use this opportunity to thank Mr Zaayman for his selfless input into RingballSA over many years. Despite these events, it is much appreciated and I am convinced that you can make a contribution to the sport at a different level. 40

40 2. Meetings Executive committee meetings Due to the disciplinary matters, the executive committee was forced to have more meetings than planned during the past year. Dates and attendance of EC meetings 5 & 26 January March March March March June August Presidents' council meetings The presidents council meetings were not always satisfactory because the meetings were always held together with Super 10 games. This resulted in several members only attending parts of the meeting as they also acted as team managers. The decision was taken that these meetings would no longer be scheduled with any games in order to hold more meaningful meetings. Annual general meetings The semi-annual general meeting at which the financial statements are submitted for approval, took place at the SA Championships in Nelspruit this year. Several issues regarding the financial statements were identified and the treasurer undertook to have the statements done accordingly in the future. The disciplinary action and the subsequent movements in the EC were also discussed and ratified. 41

41 3. Training of officials Although referees and coaches courses were again presented at national level early in this year, follow through to the national championships was not as it should be. The associations involved, especially the referees association, will have to take more deliberate steps in future to train enough officials for the needs at national level. We can no longer expect from referees during the national championships to handle games as referees, to act as selectors and also to act as team managers. The pool of available referees should be doubled in the near future. 4. Competitions International In December 2013 the SA u/17 boys and girls toured to Mauritius for international games against Mauritius. It was the first time that national ringball teams competed internationally. The teams did a very good job and showed that, as far as ringball is concerned, South Africa is not going to be beaten any time soon. Unfortunately, the games between the SA u/23 men and women against Namibia had to be cancelled because the players elected had exams which they could not move. Super 10 It was decided that the Super 10 of 2014 would not be played at one single venue, but at different venues as requested by the districts. In addition, the action competition would no longer take place with the Super 10 and it was moved to October and played as a one-day competition. The Super 10 was played in Brakpan, Johannesburg, Sasolburg and Pretoria. The standard of the games was generally very high and the players saw the various venues as a new challenge. Congratulations to the Northern Bulls men and women who won both divisions this year. 42

42 Club championships During this year's club championships in Kempton Park only the winners of each district were allowed to play. The format proved that the strongest teams from each district deserve to play against each other to determine who the champions are. Congratulations to Ladies winners Noordheuwel Mens winners Olympia SA national championships This year the national championships took place from 14 to 19 July in Nelspruit. RingballSA had no choice but to intervene in order to ensure that the championships took place. Upgrading and maintenance work were done to some of the courts, totalling about R RingballSA also entered into a new contract for the use of the courts at High School Bergvlam, which would hopefully make things easier in future. Despite problems with the goalposts, the weather played along and the championships went well without any major problems. A total of 162 teams from 14 different districts participated in the championships and again delivered ringball of high quality. Congratulations to each team who were winners in their respective leagues. The selection of the various RingballSA teams once again brought about its own controversy and the EC had no choice but to refer the teams back to the selectors and changes were made to many of the teams. The reasons were mainly that selectors gave players high scores and then overlooked them when the teams were selected, or the opposite, that players who were rated below the average of 2.5 were selected. The EC's viewpoint is that a player cannot be selected in an SA team if he/she does not have an average of at least 2.5 for the week. We are currently exploring the method of selection seriously in order to eliminate the human factor as far as possible. The possibility of a fully electronic system seems to be the alternative option for the future. Unfortunately, provincialism is still a major point of concern when it comes to the selection of teams and this should be limited. However, what is still unacceptable is the announcement of the wrong players, and this after convenors were asked a couple of times whether they made sure that the names correspond with the names in the file in the office. 43

43 Exhibition games This year the exhibition games took place in Middelburg, Durban and Pretoria. It was a huge shock and surprise the morning in Middelburg when the players lined up for the opening ceremony and the difference in the colour and cut of the tracksuits were very visible. It was probably the biggest blunder regarding the clothes since RingballSA adopted the new design about five years ago. The matter was taken up with XCO's general manager the following week and RingballSA s general feeling was clearly conveyed. XCO undertook to replace these tracksuits without costs in However, what is still an unpleasant situation is the withdrawal of selected players, players who do not turn up for games, and players who suddenly cannot attend games due to work conditions. Financial reasons are also suddenly used as excuse, even though each player knew in advance what the cost implications would be. There were even cases where players who were not available, suddenly became available at the insistence of the selectors or the team manager. This year the exhibition games took place at short intervals in order to make the season a bit shorter and to try to maintain the quality of the players. All the exhibition games went well with some surprises, as in the past, where the SA teams had to succumb to the invitational teams. In these cases the relevant selectors should definitely be worried. All these aspects will be carefully considered during the indaba where the competitions, the selection of teams and exhibition games for the next five years will be planned. My thanks go to each district and its members for hosting the exhibition games, I think everyone thoroughly enjoyed it. Unfortunately, the prices of the food and drinks at the exhibition games in Durban left a bad taste in the mouth. It was exceptionally high and was certainly not value for money. This year was also the first time that RingballSA selected a Sportsman and Sportswoman of the Year. These awards are meant for people who are exceptional, not only on the court, but also at management level. Congratulations to Neels Beyer and Karimma van der Merwe who won these awards for Provincial championships The provincial championships were held in Kroonstad and five provinces participated in the u/17 and senior categories. For a competition in its second year, the standard was high and the competition was tough to win gold. Unfortunately, the national teams could not be selected during the day due to circumstances beyond our control. Congratulations to Gauteng who won gold in all four categories. I believe that the other provinces went home to improve for the coming years. Thanks to the Free State Ringball Federation who hosted this day. 44

44 SA schools championships The SA schools championships again took place in Kroonstad this year with 81 beautiful young, energetic teams lining up for the opening on Sunday, 5 October. Colour, song and excitement knew no bounds and the more than 800 children showed that ringball can also be an enjoy event. So too did the Mr and Miss Schools Ringball that took place on Thursday evening with absolute enthusiasm and thundering in the stands. However, Friday's team announcement was tempered by very welcome rain and the schools management team quickly had to make alternative arrangements. Notwithstanding, it was still a very special event for every child whose name was read. The exhibition games on Saturday were played in absolute windy, typical Free State sandstorm whether. Congratulations to the schools management team and everyone who made a contribution. It made me very proud to see that ringball at school level is going through a natural process of integration and that children of all races and ages enjoy the game and thoroughly. Keep it up. 5. Development This year RingballSA received R from the Department of Sport and Recreation, R of which was earmarked solely for the administration of the sport and the balance for development. Regarding development we mainly focus on the Western Cape, Gauteng and the Free State. Ringball is taken to other communities that have not previously been exposed to it. On several occasions the question is asked, Where are the players that are developed? The answer is very simple they are still in the communities where development takes place, and they will only become visible if invitations to attend sports days are responded to. The other aspect is that districts now have to integrate these teams into their districts because it is not going to be an automatic process. The integration of previously disadvantaged communities into districts will also be a priority during the indaba and measures will be taken to speed up this process. 6. Finances Moving RingballSA s financial year definitely made the management of the finances easier and contributed to an improved cash-flow system. Unfortunately, the same cannot be said about the department since parts of RingballSA s 2014 application were lost and the process of disbursement was delayed by up to three months. 45

45 The need expressed during the semi-annual AGM that more explanatory notes should accompany the financial statements, is receiving attention and the possibility of appointing new auditors will also be considered. Funding for the sport from the lottery for the next year will unfortunately not take place because the money has already been earmarked for other projects. Be assured that the finances of RingballSA are managed very well. 7. SASCOC RingballSA is a fully affiliated federation of SASCOC and as such several meetings were attended this year. Decisions taken during meetings this year will have an impact on how we do development and play our competitions in future. Federations that still have two separate championships for juniors were in no uncertain terms warned it not to do so any longer, since it places an unnecessary financial burden on the parents. Players playing across district and provincial borders will also have to reconsider this, as this would not be allowed much longer. Federations have to take ownership of their sport and take responsibility for its implementation at school level. The correct procedures must be used in that each school must establish a particular school committee for each specific sport in schools. The requirement is that a teacher on the committee must serve as link between the sport and the school. Probably the biggest decision that affects all sports will be the sport-specific scorecard that will be done annually. Each sports federation will be evaluated annually based on a comprehensive scorecard and underperformance could result in federations losing their affiliation or even being fined. RingballSA have no other option than to deliberate intensively at the indaba on the way forward in order not to compromise our affiliation. 8. General Despite several negative events in the past year, ringball as sport asserted itself in various areas, particularly in terms of participation in sports councils, as well as the introduction of ringball in areas such as, among others, Soweto. Although we cannot currently see the fruits of all this hard work, it should become clearly visible in the near future. 46

46 Unfortunately, ringball cannot look away from the fact that real decisions will have to be made to take ringball to all provinces, districts and communities in South Africa as soon as possible. It is required of us to take our sport to all 52 districts and nine provinces in the near future, as well as to increase the number of referees, coaches and administrators by approximately 100%. Furthermore, the selection system will be discussed intensely before teams will be selected in 2015 and an infallible system will be put in place. The current system leaves space for too many questions and too many dubious choices are made. Ringball is facing many new challenges that could have an enormously positive impact on the sport, both nationally and internationally. You and I, who are in the management of the sport are going to determine whether we will accept the challenge and make a success of it. Therefore, I invite you all to take hands and make a success of these new challenges. My thanks to each executive member for their selfless contribution and inputs that were made sometimes under very difficult circumstances. Inleiding RingbalSA het sy langtermyndoelwitte teen die einde van 2013 bereik deurdat volle nasionale Protea-kleure vir die eerste keer aan spelers van RingbalSA toegeken is. My gelukwense aan die o/17 seuns en dogters en bestuurslede met die besondere prestasie wat julle behaal het. Die vreugde was egter van korte duur nadat daar in Januarie klagtes aangemeld is aangaande gebeure tydens die toer van die twee nasionale spanne in Mauritius. Dit het die bestuur van RingbalSA genoodsaak om ondersoek in te stel na die gebeure en die uitkoms van die ondersoek was dat daar genoegsame gronde vir optrede was. Ongelukkig, en om verskeie redes, het die aangeleentheid by tye onaangenaam geraak, soveel so dat die uitvoerende bestuur geen ander keuse gehad het as om die visepresident te skors hangende die uitkoms van die dissiplinêre verhore. Die dissiplinêre komitee het beslis dat die onderskeie toerbestuurslede skuldig was aan klagtes soos gestel en gepaste strawwe is aan die individue opgelê. Die uitvoerende bestuur het egter tydens die UB vergadering van Maart die saak met die visiepresident bespreek nadat sy skorsing opgehef is. Hy kon egter steeds nie genoegsame duidelikheid gee oor wat regtig gebeur het tydens die Mauritius-toer nie en die UB het hom gevra om sy bedanking in te dien. Die visepresident, Mnr Wynand Zaayman, het aanvanklik geweier om te bedank, maar het sowat twee weke later wel sy bedanking ingedien. Dit het die UB genoodsaak om koöptasies te doen en adjunk-visepresident, Mnr Martin Greenberg, is deur die UB as nuwe visepresident verkies en Me Carlien du Plessis is verkies tot die pos van adjunk-visepresident: Organisasie. Mnr Bongani Radebe is dan ook gekoöpteer as UB lid verantwoordelik vir bemarking en borgskappe. Baie geluk aan hierdie lede met hul verkiesing en ek wil ook van die geleentheid gebruik maak om Mnr Zaayman te bedank vir sy onbaatsugtige insette oor baie jare vir RingbalSA. Nieteenstaande die gebeure, word dit opreg waardeer en ek is oortuig dat jy op n ander vlak jou bydrae vir die sport kan lewer. 48

48 9. Vergaderings Uitvoerende bestuursvergaderings As gevolg van die dissiplinêre aangeleenthede wat afgehandel moes word was die uitvoerende bestuur van RingbalSA genoodsaak om gedurende die afgelope jaar meer vergaderings te hou as wat beplan was. Datums en bywoning van UB-vergaderings 5 & 26 Januarie Maart Maart Maart Maart Junie Augustus Presidentraadsvergaderings Die presidentraadsvergaderings was nie altyd na wense nie aangesien die vergaderings telkens saam met Super 10 wedstryde plaasgevind het plaasgevind het. Dit het veroorsaak dat verskeie lede slegs gedeeltes van die vergadering kon bywoon aangesien hul ook as spanbestuurders moes optree. Die besluit is egter geneem dat die vergaderings vanaf 2015 nie saam met geskeduleerde wedstryde sal plaasvind nie sodat daar meer sinvolle vergaderings gehou kan word. Algemene jaarvergadering Die halfjaarlikse algemene jaarvergadering waartydens die finansiële state voorgelê word vir goedkeuring, het vanjaar tydens die SA Kampioenskappe in Nelspruit plaasgevind. Verskeie aangeleenthede rondom die finansiële state is uitgewys en die tesourier het onderneem om die state dienooreenkomstig te laat opstel in die toekoms. Die dissiplinêre optrede en die daaropvolgende verskuiwings binne die UB is ook bespreek en bekragtig. 49

49 10. Opleiding van beamptes Alhoewel daar weereens vroeg in die nuwe seisoen skeidsregters- en afrigterskursusse op nasionale vlak aangebied is, was die deurvloei tot by die kampioenskappe nie na wense nie. Die betrokke verenigings, en veral die skeidsregtersvereniging, sal in die toekoms baie meer daadwerklik moet optree om voldoende beamptes gereed te kry vir die behoeftes op nasionale vlak. Daar kan nie meer van skeidsregters tydens die nasionale kampioenskappe verwag word om wedstryde te blaas, te keur en nog as spanbestuurders ook op te tree nie. Die poel van beskikbare skeidsregters behoort binne die afsienbare toekoms verdubbel te word. 11. Kompetisies Internasionaal Die SA o/17 seuns en dogters het in Desember 2013 vertrek na Mauritius vir internasionale wedstryde teen Mauritius. Dit was die eerste keer wat nasionale ringbalspanne vertrek het om internasionaal te gaan meeding. Die spanne het hulself baie goed van hul taak gekwyt tydens die wedstryde en gewys dat Suid Afrika, wat ringbal betref, nog lank nie geklop gaan word nie. Die wedstryde tussen die SA o/23 mans en dames teen Namibië moes ongelukkig afgestel word omrede die verkose spelers eksamenverpligtinge gehad het wat hulle nie kon skuif het nie. Super 10 Daar is besluit om die Super 10 van 2014 nie meer by n enkele venue aan te bied nie, maar wel by verskillende venues soos versoek deur die distrikte. Die aksiekompetisie sou dan ook nie meer saam met die Super 10 plaasvind nie, maar is verskuif na Oktober as n eendagkompetisie. Die Super 10 het plaasgevind in Brakpan, Johannesburg, Sasolburg en Pretoria. Die standaard van die wedstryde is oor die algemeen baie hoog en die verskillende venues is gesien as n nuwe uitdaging vir die spelers. Baie geluk aan die Northern Bulls mans en dames wat vanjaar beide afdelings gewen het. 50

50 Klubkampioenskappe Tydens vanjaar se klubkampioenskappe wat in Kemptonpark plaasgevind het, is slegs die wenners van elke distrik toegelaat om te speel. Die formaat het bewys dat die sterkste spanne van elke distrik verdien om teen mekaar mee te ding om te bepaal wie die klubkampioen moet wees. Baie geluk aan Dames wenners Noordheuwel Mans wenners Olympia SA nasionale kampioenskappe Vanjaar het die nasionale kampioenskappe vanaf Julie in Nelspruit plaasgevind. RingbalSA het geen ander keuse gehad as om tussenbeide te tree ten einde seker te maak dat die kampioenskappe wel kan plaasvind in Nelspruit. Opgraderings- en instandhoudingswerk is aan sommige van die bane gedoen om hulle speelbaar te maak, wat ongeveer R beloop het. RingbalSA het ook n nuwe kontrak vir die gebruik van die bane met Hoërskool Bergvlam beding, wat sake hopelik sal vergemaklik in die toekoms. Nieteenstaande probleme met die doelpale, speel die weer egter saam en verloop die kampioenskappe sonder enige noemenswaardige probleme. Altesaam 162 spanne van 14 verskillende distrikte het aan die kampioenskappe deelgeneem en die wedstryde het weer spel van hoogstaande gehalte opgelewer. Baie geluk aan elke span wat as wenners in die onderskeie ligas gekroon is. Die verkiesing van die onderskeie RingbalSA-spanne het weereens sy eie kontroversie opgelewer en die UB was genoodsaak om spanne terug te verwys na die keurders en daar is by heelwat van die spanne veranderings aangebring. Die redes is hoofsaaklik keurders wat goeie punte toeken aan spelers en hulle dan oor die hoof sien wanneer die spanne gekies word, of die teenoorgestelde, dat spelers verkies word wat onder die gemiddeld van 2.5 gegradeer word. Die UB se standpunt is dat n persoon nie in n SA-span gekies kan word indien hy/sy nie ten minste n gemiddeld van 2.5 vir die week het nie. Daar word tans baie indringend gekyk na die metode van keuring ten einde die invloed van die menslike faktor so ver moontlik te elimineer. Die moontlikheid van n ten volle elektroniese stelsel blyk die alternatiewe opsie vir die toekoms te wees en dit word ondersoek. Ongelukkig bly provinsialisme steeds n baie groot punt van kommer as dit by keuring van spanne kom en dit moet inderdaad beperk word. Wat egter steeds onaanvaarbaar is, is die aankondiging van verkeerde spelers tydens die spanaankondig en dit nadat sameroepers telkens gevra word of hulle seker gemaak het die name korrespondeer met die in die lêer in die kantoor. 51

51 Vertoonwedstryde Die vertoonwedstryde het vanjaar plaas in Middelburg, Durban en Pretoria plaasgevind. Groot was die skok en verbasing die oggend van die opening in Middelburg toe die spelers vir die opening aantree en die verskil in kleur asook snit van die sweetpakke baie duidelik sigbaar was. Dit was heel waarskynlik die grootste flater wat die klere betref sedert RingbalSA na die nuwe ontwerp oorgegaan het sowat vyf jaar gelede. Die saak is egter die volgende week met XCO se hoofbestuurder opgevolg en die algemene gevoel van RingbalSA se kant is duidelik oorgedra. XCO het dan ook die onderneming gegee dat hulle bereid is om die sweetpakke gedurende 2015 kosteloos te vervang. Wat egter steeds n onaangename situasie is, is die onttrekkings van verkose spelers, spelers wat nie opdaag vir wedstryde nie, asook spelers wat skielik weens werksomstandighede nie wedstryde kan bywoon nie. Finansiële redes word ook skielik as verskoning gebruik, alhoewel elke speler vooraf geweet het wat die koste-implikasie sou wees. Daar is selfs gevalle waar spelers verkies is wat glad nie beskikbaar was, nie maar op aandrang van die keurders of spanbestuurder verander is na beskikbaar. Vanjaar het die vertoonwedstryde met baie kort tussenposes plaasgevind ten einde die seisoen binne n kort tydperk te kon afhandel, asook om die standaard van spel te probeer handhaaf. Al die vertoonwedstryde het goed afgeloop met die enkele verrassings soos in die verlede waar van die SA-spanne die knie moes buig voor die uitnodigspanne. Hierdie gevalle moet definitief van die betrokke keurders bekommerd laat. Al bogenoemde aspekte sal deeglik in oorweging geneem word tydens die bosberaad waar die kompetisies, verkiesing van spanne en vertoonwedstryde vir die volgende vyf jaar beplan sal word. My dank aan elke distrik en sy lede vir die aanbied van die vertoonwedstryde, ek glo elkeen het dit terdeë geniet. Ongelukkig het die pryse van die kos en drinkgoed tydens die vertoonwedstryde in Durban die geleentheid n bietjie van n wrang smaak gegee. Dit was uitermatig hoog en was verseker nie waarde vir geld nie. Vanjaar is dit dan ook die eerste keer wat RingbalSA n Sportman en -vrou van die Jaar aangewys het. Die toekenning het gegaan aan persone wat nie alleen op die baan nie, maar ook op bestuursvlak hulself baie goed van hul taak gekwyt het. Baie geluk aan Neels Beyer en Karimma van der Merwe met jul toekennings. 52

52 Provinsiale kampioenskappe Die provinsiale kampioenskappe het vanjaar in Kroonstad plaasgevind en vyf provinsies het in die o/17 en senior kategorieë deelgeneem. Vir n kompetisie in sy tweede bestaansjaar was die standaard hoog en was die wedywering sterk om goud te wen. Ongelukkig kon die nasionale spanne nie tydens die dag verkies word nie as gevolg van omstandighede buite ons beheer. Baie geluk aan Gauteng wat in al vier kategorieë goud verower het en ek glo die ander provinsies gaan terug huis toe met die gedagte dat hulle net sal verbeter in die komende jare. Dankie aan die Vrystaat Ringbal Federasie wat die dag aangebied het. SA skole kampioenskappe Die SA skole kampioenskappe het vanjaar weer in Kroonstad plaasgevind met 81 pragtige jong energieke spanne wat op Sondag, 5 Oktober, aangetree het vir die geleentheid. Kleur, sang en opgewondenheid ken geen perke en die meer as 800 kinders wys dat ringbal ook n geniet-geleentheid kan wees. So ook verloop die Mnr en Mej Skole Ringbal op die Donderdagaand met absolute geesdrif en n gedawer op die pawiljoene. Vrydagaand se spanaankondiging word egter gedemp deur n baie welkome reënbui en die skolebestuur moes baie vinnig n alternatief daarstel. Nieteenstaande was dit steeds n baie spesiale geleentheid vir elke kind wie se naam uitgelees is. Die vertoonwedstryde op die Saterdag word in absolute winderige tipiese sandstorm Vrystaat-weer afgehandel. Baie geluk aan die skolebestuur en elkeen wat n bydrae gelewer het. Dit het my opreg trots gemaak om te sien dat ringbal op skolevlak n natuurlike proses van integrasie ondergaan het en dat kinders van alle bevolkingsgroepe en ouderdomme die spel terdeë geniet en hulself daarin uitleef. Hou so aan. 12. Ontwikkeling RingbalSA ontvang vanjaar R vanaf die Departement van Sport en Ontspanning, waarvan R uitsluitlik geoormerk word vir die administrasie van die sport en die balans vir ontwikkeling. 53

53 Daar word hoofsaaklik op die Wes-Kaap, Gauteng en die Vrystaat gekonsentreer wat ontwikkeling betref. Ringbal word na ander gemeenskappe geneem wat nie voorheen daaraan blootgestel was nie. By verskeie geleenthede word die vraag egter gevra Waar is die spelers wat ontwikkel word? Die antwoord is egter baie eenvoudig hulle is steeds in die gemeenskappe waar ontwikkeling plaasvind en hulle sal slegs sigbaar wees indien daar gereageer word op uitnodigings om die sportdae by te woon. Die ander aspek is dat distrikte nou die spanne by hul distrikte sal moet begin integreer aangesien dit nie n outomatiese proses gaan wees nie. Die integrasie van voorheen benadeelde gemeenskappe by distrikte sal ook as prioriteit gesien word tydens die bosberaad en maatreëls sal in plek geplaas word om die proses te bespoedig. 13. Finansies Die verskuiwing van RingbalSA se finansiële jaar het die bestuur van die finansies definitief vergemaklik en bygedra tot n verbeterde kontantvloeistelsel. Ongelukkig kan dieselfde nie van die departement gesê word nie, aangesien gedeeltes van RingbalSA se 2014 aansoek weggeraak het en dit die proses van uitbetaling met tot drie maande vertraag het. Die behoefte wat uitgespreek is tydens die halfjaarlikse AJV dat meer verduidelikende notas in die finansiële state vervat moet word, geniet aandag en daar sal ook oorweging geskenk word aan die moontlikheid van die aanstelling van nuwe ouditeure. Befondsing vir die sport vanaf die lotto vir die volgende jaar sal ongelukkig nie plaasvind nie omrede die geld alreeds geoormerk is vir ander projekte. Die finansies van RingbalSA word egter baie goed bestuur. 14. SASCOC RingbalSA is n ten volle geaffilieerde federasie van SASCOC en as sulks is verskeie vergaderings die afgelope jaar bygewoon. Besluite wat die afgelope jaar geneem is tydens die vergaderings gaan in die toekoms n groot invloed hê op die wyse waarop ringbal ontwikkeling doen, asook hoe kompetisies gespeel gaan word. Federasies wat steeds twee afsonderlike kampioenskappe vir juniors bedryf is in geen onduidelike taal gemaan om dit nie meer te doen nie, aangesien dit onnodige finansiële las op die skouers van ouers plaas. Spelers wat oor distriks- en provinsiale grense speel sal ook in die toekoms moet besin aangesien dit nie toelaatbaar is nie. Federasies moet eienaarskap van hul sporte neem en verantwoordelikheid vat vir die implementering daarvan op skolevlak. Daar moet egter van die korrekte prosedures gebruik gemaak word deur n spesifieke skolekomitee vir elke spesifieke sport by skole tot stand te bring. Die vereiste is dat daar n onderwyser op die komitee moet dien wat as skakel tussen die sport en die skool sal dien. 54

54 Moontlik die besluit wat die grootste invloed vir alle sporte gaan meebring is die sport-spesifieke telkaart wat jaarliks gedoen gaan word. Elke sportfederasie sal op grond van n omvattende telkaart jaarliks geëvalueer word en onderprestasie kan tot gevolg hê dat die federasies hul affiliasie verloor of selfs beboet word. RingbalSA het dus geen ander uitweg as om tydens die bosberaad intens te beraadslag oor die pad vorentoe ten einde nie ons affiliasie in gevaar te bring nie. 15. Algemeen Nieteenstaande verskeie negatiewe gebeure die afgelope jaar het ringbal as sport homself deeglik laat geld op verskeie gebiede, veral wat betref deelname op sportrade, asook bekendstelling van ringbal in gebiede soos, onder andere, Soweto. Al word daar nie huidiglik baie vrugte van al die harde werk gesien nie, behoort dit in die afsienbare toekoms baie meer prominent en sigbaar te word. Ringbal kan ongelukkig nie wegstap van die feit dat daar daadwerklike besluite geneem sal moet word om ringbal so gou as moontlik na alle provinsies, distrikte en gemeenskappe van Suid-Afrika uit te brei nie. Daar word van ons verwag om binne die afsienbare toekoms ringbal na al 52 distrikte en nege provinsies te vat, asook om die aantal skeidsregters, afrigters en administrateurs met ongeveer 100% te verhoog. Verder sal die keuringstelsel baie intens bespreek word en alvorens daar spanne in 2015 verkies word, sal daar n onfeilbare stelsel in plek gestel word. Die huidige stelsel laat te veel vrae na vore kom en heelwat keuses wat gemaak word, is twyfelagtig. Ringbal staan voor baie nuwe uitdagings wat n enorme positiewe uitwerking op die sport kan teweegbring, nasionaal sowel as internasionaal. U en ek wat aan die bestuur van die sport staan gaan bepaal of ons die uitdagings gaan aanvaar en dit tot n suskes dryf. Ek nooi u elkeen dus uit om hande te vat om van die nuwe uitdagings n gesamentlike sukses te maak. My dank aan elke uitvoerende bestuurslid vir jul onbaatsugtige bydrae en insette wat soms onder baie moeilike omstandighede plaasgevind het. 72 Deputy vice-president: Organisation Thank you to the executive committee for having the faith in me to move me to the portfolio of organisation after a member of the executive committee resigned. This was quite an exciting challenge. 1. Super 10 This competition was changed to include 10 teams and it was played in two pools of five teams each. The competition was played at four different venues, with the pool games taking place over three Saturdays and the semi-finals and finals being played on the 4 th Saturday. This year, the action competition did not take place at the same time as the Super 10, and was played on 4 October. Participating teams for this year» Ladies division: Bosveld Buffels, Cobras, Dragons, Gauteng Eagles, Hawks, Luiperds, Mustangs, Northern Bulls, Thunder Cats and Vaal Warriors» Men s division: Bosveld Buffels, Cobras, Dragons, Gauteng Eagles, Hawks, Luiperds, Mustangs, Northern Bulls, Thunder Cats and Vaal Warriors The alcohol testing during the Super 10 did much to keep the players from using alcohol before and between games, and in this way eliminated many behavioural problems. Thank you to the players association for conducting these tests every time. The rules of the penalty shot, that was approved at last year s AGM of RingballSA were used during the Super 10 competition, the three-point penalty shot and the throw-off for the same team that succeeded with a penalty shot, and the same with a normal penalty shot and the throw-off for the same team, ensured that foul play was minimised. 73

Club championships This year, the club championships were held at Kempton Park on 7 June 2014 with only the winners of all districts taking part. Unfortunately, some of the districts did not enter a team or some districts withdrew their teams a day or two before the competition and I had to redo the programme three times. In all the groups there were only three teams, except for one women s group, which made it difficult to work out the programme. Last year, there were four groups in the women s and men s competition. 74

National championships The national championships were held in Nelspruit from 14 to 19 July The opening was held on Sunday, 13 July 2014, and everybody could feel the anticipation of the championship starting. We welcomed two new districts, Gert Sibande Ringball District and Mpumalanga Northern Ringball District (previously Mpumalanga Highveld). There were problems from early on, due to districts withdrawing or adding teams only days before the championships. This had a ripple effect on all aspects regarding the organisation of the championships. But with patience and determination, these small problems were ironed out. As in 2013, the courts were a non-smoking area and anybody wanting to have a cigarette had to do so outside the premises. Although we had some problems with certain people throughout the week, I want to thank every player and/or official who helped us in this by leaving the premises whenever they wanted to smoke. I would like to thank Mpumalanga Lowveld District for a well-organised tournament, and also the ladies who assisted us in the office with the administration. 75

77 4. SA exhibition games and year-end function This year we again opted to play three exhibition games in various towns. The event took place at Fountains Valley and it was a very informal function where the idea was that the players could enjoy themselves without being chased away before 12:00. The players of the year were announced and the junior group was handed their jackets while the u/17 u/23 and senior groups received a trophy. We used two courts, one for the ladies teams and one for the men s teams. I would like to thank Hendrie Jacobs for keeping the arena well informed about all our other requests to make the day enjoyable. There were only two franchises that entered u/23 teams: Luiperds u/23 ladies team and Dragons u/23 men s team. Unfortunately, they could not participate in the competition due to a lack of interest from the other franchises. 79

86 Deputy vice-president: Development Overview Since the re-elections in 2013, I resumed my duties as deputy vice-president: development. The main focus was to continue with the development projects in the Western Cape, Gauteng and Free State, and to align our sport with the resolutions adopted at the National Sport Indaba in November 2011:» Sports organisations need to fight tirelessly for the establishment of a sports system that is free of discrimination and that would provide equal participation opportunities for all South Africans.» There is an urgent need for the transformation of the delivery of sport in order to level the playing field.» Sport is a fundamental constitutional, socio-economic and human right that has the potential to improve the quality of life of all South Africans.» The aim is to implement successfully a sports development continuum that will ensure well-coordinated and seamless development of athletes from talent identification to elite levels.» Sport and recreation activities have not always been inclusive of marginalised groups, especially women, the youth, the elderly, people residing in rural areas and persons with disabilities.» It is imperative that sports federations align their structures to correspond with the political boundaries. In order to achieve the resolutions made at the National Sport Indaba to which our federation committed ourselves, we created two permanent positions to assist with development and introduction of our sport in areas where it has never been played before. The positions of Youth Development Coordinator South (Western Cape, Northern Cape, Eastern Cape and KwaZulu-Natal) and Youth Development Coordinator North (Free State, Gauteng, Limpopo, North West and Mpumalanga). To assist the youth development coordinators we appointed project leaders and coaches who promote ringball in schools and their communities. Currently, we have eight project leaders and 51 coaches in three provinces (Western Cape, Gauteng and Free State). 87

90 Estimated development players (This is the number of children we have records for, more children are playing but we do not have them on record) Other development For me the most positive aspect of the people (youth development coordinators, project leaders and coaches) in the development team is their attitude and enthusiasm towards ringball. It is amazing to hear how they knock on doors at schools and communities while they are away for week-end or on holiday visiting friends and family, to introduce the sport in places where they do not even reside. At conferences where they have equipment they start conversations purely because they have a ball with a logo under the arm. Places where the game has been introduced informally are Limpopo, Kwa Nongoma, Durban, Botswana and Sri Lanka. Database A database with details of development school coaches and players has been implemented and more information is captured on an ongoing basis from documents compiled in 2013 for record-keeping purposes. Conclusion It remains my passion and my commitment to develop ringball in districts and regions where the game is not known, but unfortunately our sport will not grow and become recognised and sustainable in sport circles in our country or internationally if all the provincial leaders, their districts, clubs and players are not prepared to incorporate, change in their vision, attitudes and focus, and allow our sport to become a tool to promote social cohesion in our communities and communities beyond our borders. It is unbelievably rewarding to see and experience different cultures, visit township areas, and take the time and make the effort to not focus on yourself, but on other people and to really get to know them. To see children regardless of race, gender and pretences play, sing, dance and just enjoy themselves because they have an opportunity they never had before..something we take for granted or that we believe is our right or is owed to us. 91

91 Maybe, just maybe, it is time for all of us to get back to basics and the bottom line and realise everything we are and have is only because of the grace and the love of our King and Saviour who preferred to remain humble while He walked the earth. 93 Deputy vice-president schools I would like to give a short report back on the Ringball South Africa Schools Association for the year In 2013 a boys and girls Protea team was selected to represent South Africa in Mauritius in December Invitational teams were also selected to tour to Namibia at the same time. Eight players in these two teams only played at the schools SA championships. Surely a great achievement. Both tours were very successful and the players enjoyed themselves very much. On 15 February 2104 we had our annual planning weekend at High School Birchleigh in Kempton Park and all the districts were well represented. Very important rules were laid down and all the points emanating from the schools AGM were dealt with. Everybody went back to their respective districts with great enthusiasm and new ideas. We were adamant that the SA schools championships would be a resounding success in At this stage the schools and clubs are fully integrated and the same rules apply to both. The school coaches attended the courses that were arranged by Ringball South Africa and they were also encouraged to keep their log books up to date and be available for the South African championships. All the credits and courses were entered into the log books. Many thanks Jackie Souër for making this transition running smoothly. However, the integration with the SA referees did not run as seamless as anticipated. Even though we are now doing the same courses and writing the same exams, the school referees and management are still not accepted as equals. My thanks to Corrie Potgieter for remaining patient in very trying times, and for doing your job despite the problems experienced. Ringball South Africa held coaching courses and clinics in the Western Cape, Free State, Sedibeng, Northern Cape and Gauteng to introduce our sport to the people in rural areas. Thank you to Rene Oberholzer for working with Elize and her group. You are doing great work for the schools. We envisage playing ringball in all nine provinces and 52 in the near future. At the 2015 planning weekend, we will spend more time on how to implement this. Last year we planned to have a youth day mini-ringball competition. Thank you to all the districts that participated and to everyone who was willing to assist with coaching and refereeing on this day. 94

94 The school leagues took off in the second week of the third term. Some districts played very strong leagues and everyone worked hard for the forthcoming Champion of Champions trophy as well as the national schools championships. My thanks go to Gert Kachelhoffer who organised this competition. Thank you also to Neels Beyer and his team at GN for your assistance and to Brakkies and the referees. Congratulations to Ekurhuleni North who once again won all the trophies. On 27 September 2014, the annual provincial championships were held in Kroonstad. A large amount of our schoolchildren was involved in these championships at u/17 level. At these championships the Protea teams for India were to be selected but the date had to be postponed to 25 October All the children selected for the Schools SA and SA invitational teams were invited to the trials for these teams. The opening ceremony of the annual SA Ringball schools championships was held on Sunday, 5 October, but all the hard work already began in February My thanks to Hennie Souër for all the hard work you put in. Thank you also to Paula Webb. You were once again the backbone of our successful year and championships. Thanks for keeping everyone informed and pushing everyone to keep to the stipulated deadlines. Our championships were once again a big success and all participants left the championships with lots of new friends and full of enthusiasm. 96 Deputy vice-president: Associations General Thank you to the executive committee for the confidence in me to place me in charge of the associations. All the associations were very busy during the year and I foresee a lot of changes for Coaches SASCOC There was a huge effort to align our coaching framework with SASCOC's requirement. We are in the final phase of the LTPD (Long-term Participation Development) programme. We had sent the final draft to Istvan Balyi of Canada for approval and we are still awaiting his feedback. In the interim we circulated the document to all districts and provinces to make all the ringball members aware of it and for feedback purposes. Our first draft of the coaching document was completed with the assistance of the University of Johannesburg, but, unfortunately, we are experiencing problems with sustainability of this support. We are in the process of seeking alternative solutions and institutions. Various training courses, including strapping courses, were offered during the first part of the year and were well attended by members. A logbook and credit point system was introduced for all coaches and team managers. An official training session for team managers was held and this resulted in better communication and administration of national team managers. The coaches association will make sure that this type of training is sustained in future. The constitution of the coaches association was amended to include all the necessary changes and to be in line with the constitution of RingballSA. 97

This year, the focus was more on the practical side of the training. The national referees association will be the custodian of all levels of exam papers. This means that all provinces, districts and schools will write the same exams for each level. Examinations for tournament referees were written and from that five new referees were available for the national championships in July. The future focus will be the following:» To make sure that all referees interpret each rule in the same manner» More practical courses Threats The referees and coaches associations in the district are not functioning in the way they are supposed to function. There are many associations that are not affiliated with the provincial association and as a result, team managers, coaches and referees at club level are not properly trained. Furthermore, there are also fewer referees, team managers and coaches who meet the standards of the national and, likewise, SASCOC standards. This makes the placement of team managers for the national teams very difficult, because there is a limited number of team managers and coaches available who comply with all the criteria. 98

98 It also reduces the number of referees who are qualified to participate during the national tournament, and it increases the criticism about the quality of the tournament referees. I appeal to the district chairpersons to up the standard of their coaches and referees associations. 99 Ringball South Africa Players Association Report of the chairperson 2014 It was a privilege again to represent all the players of RingballSA during There were a few challenges during the year, but overall, the discipline of the players during games was better than in previous years. This was evident during the first competition of 2014 the Super 10. There was a marked decrease in yellow cards given to players during the series. This could have been due to the players getting used to the new penalty rule that was introduced in 2013 or it could be that the attitude of players changed from playing the man to an attitude of playing the game. Whatever the reason was, the series proved to be a huge success among the players. There were an issue where players went to play for other franchises without the proper the necessary authorisation, but thanks to the EC, the right decisions were made and no player or team was disadvantaged. During the club championships, all the winners of their respective districts played very well against each other. Every team wanted to be the champion for 2014 and no red cards were given to any player during the day s matches. The coaches association held a clinic for two age groups in The day was well attended by both age groups (u/13 and u/19). However, there were some players who did not attend the clinic or who left early. Players must realise that these clinics are there to help them. To help them improve their agility and abilities in order to become the best athletes for our sport that will have a knock-on effect on all our players. During the national championships, some districts were unhappy about the loan players that were used by some districts. However, the president of RingballSA said during the semi-annual AGM that the EC would look into this matter to put rules and regulations in place with regard to loan players in future, as players do get injured during the championships. 101 Ringball South Africa Coaches Association Report of the chairperson Introduction At the end of our ringball season, it is my pleasure and privilege to report on the activities of the coaches association for the year Management There was only one change to the management team due to the resignation of Louis Fivaz as additional member. Nobody was co-opted in his place. 3. National coaching course RingballSA coaching courses specifically aimed at the long-term development plan, long-term coaching plan, coaches logbook and sport-specific coaching, were presented during the weekends of 1 February and 1 March These coaching courses held in Pretoria and Johannesburg, respectively, were attended by 88 people. A special word of thanks to the members of the management team for their efforts and willingness to share their knowledge. We received positive feedback regarding the new direction and changes implemented. A regional coaching course presented at the request of SWD, as well as a developmental coaching course on 15 February 2014 in Ennerdale. My appreciation to Neels Beyer who handled it on our behalf. 102 4. National championships As in the past, all nominated team managers were evaluated by the management team during the national championships. The team managers of the year: Seniors Juniors Tommy Chapman (Gauteng East) Bianca Vorster (Gauteng East) The training for team managers before of the national championships (instead of during the first mandatory practice session as previously) proved worthwhile because we received many fewer complaints this year. This practice will continue in future. This training was attended by 44 aspiring and nominated team managers. In order to improve our training continuously, attention needs to be given to the training of our team managers, especially with regard to their administrative duties. 5. Concerns The following concerns need to be addressed:» Certain districts do not provide coaching and development courses within their constituency and expect that the national body should do it on their behalf.» Affiliation and administration, especially the quality and timely submission of affiliation documents, CVs of coaches and team managers and keeping of logbooks.» The availability of data pertaining to coaches and team managers from the different districts, in spite of several requests.» The lack of established coaching structures in the majority of provinces (under the auspices of the provincial federations). 6. Positives The following positives were noted:» Positive attitude of our coaches and team managers towards the changes implemented» Continual growth in the number of available coaches and team managers 103

104 RINGBALL SOUTH AFRICA REFEREES ASSOCIATION REPORT OF THE CHAIRPERSON 2014 It is my pleasure to report on the activities of the referees association over the past year. I am privileged to submit the following report: Meetings Six meetings were held and we attempted to do proper planning for the year and to make sound decisions on issues in the interest of our sport. I would like to thank each of my management members for their hard work, cooperation and support. Everyone made sacrifices to make a success of the 2014 season. Referees courses and training The national referees course was held at the ringball courts at Frederika Galleries, Gezina, on 1 March The reality is that the referees course this year was very poorly attended. Reasons for this are that the districts/federations did not make provision for this on their calendar. This resulted in potential candidates and already qualified referees not attending the course. Federation and district officials held too many portfolios and then choose rather to attend the coaches course. Only 12 persons attended this course, for which management is grateful. Much effort was invested into making the course more practical. The course attendees made use of this opportunity and all their questions were well demonstrated. The general feeling was that more of this type of practical course needs to be presented to eliminate uncertainties. The rules were demonstrated in a practical matter. The questions were more direct and all errors were ironed out. All the potential candidates were allowed to write the exams. Some of the attendees were not properly prepared and expected management to pass them. 105

105 National referees examination This year, management created more opportunities for possible candidates to write the exam. Besides the opportunity at the scheduled national referees course on 18 May 2014, candidates were allowed to write exams at the club championships as well as at the provincial games. The national exams were poorly attended and were again a disappointment for management because the date had been announced at the beginning of the season. Short rule discussions were held before the club championships and at the provincial championships, but these were not very successful. Management made themselves available to travel to unions to conduct courses. It was pleasant to welcome the young referees who passed and made themselves available for duty during the national championships. However, the concern is that no rules discussion was held in Mpumalanga Lowveld. Management can be contacted by districts or provinces to present courses. This will help ensure uniform application of the rules. We hope that more referees will be available for other competitions and not just at the national championships as this helps to build new referees confidence and experience. 106

106 Another problem is that some districts did not comply with the rule to pay their fines for too few referees. Refresher course A refresher course was presented the day before the national championships on 13 July 2014 in Nelspruit. It was very well attended by all the referees who would participate during the championships. We mainly concentrated on the obstruction rule, hands above the shoulders under the goal post and the application of the "advantage" rule as well as the new penalty rule. Problems and questions that arose throughout the season were discussed so that all referees applied the rules uniformly during the championships. National championships The national championships were held in Nelspruit for the 2014 season. The cooperation of the referees was excellent only one game was delayed and this was due to a serious injury. Whenever changes were required, another referee was always willing to assist. Also, when a referee was injured, co-referees immediately offered their services. The cooperation of the referees contributed to the successful completion of the 2014 national championships. It was not possible to do referee placement for the first two days before the tournament, because of the unavailability of the roster. Furthermore, complications arose because the roster changed daily and sometimes several rounds changed. Referee placement was also hampered because the changes in the roster affected the availability of referees. The late release of the roster and the many changes made to it, made it difficult for the players as well as for management. This was caused by federations and districts withdrawing or entering teams very late. In this regard, I want to thank my management that worked late on Sunday evening to get the games going on time on Monday morning. Thank you for your hard work during the tournament, which also contributed to the success of the tournament. General Due to the fact that I could not referee this year, I was available to spend more time to evaluate referees. I had the opportunity to move between courts to see how the referees are performing. It also helped that the cooperation in the office was much better. I also observed that the evaluation of referees by some selection committees was not satisfactory. For instance, high scores were given to a referee, but at the bottom of the page it is reported that the referee is not suitable for that league. This made no sense and resulted in this evaluation being discarded. We as management would love to see that the team manager again assists with the evaluation of the referees. It might also be time to implement a "referee selection committee" to do the evaluation of referees and the selection of the national referees. 107

107 I also observed and management confirmed that the trial rule where obstruction is punished with the possibility of 3 points, certainly had an impact. This resulted in fewer red cards being given because rough play and persistent obstruction decreased. The attitude of the referees was more positive and saw a pleasant enthusiasm among the referees. It was very nice to see many new faces among the referees and to welcome them. Unfortunately, there are still districts that do not have referees at the national championships. The many portfolios that referees had to fill also contributed to the problems in placing referees for all games. These referees are keen to handle games, but because of their many obligations, they are often placed only for a few games per day. If there were errors in the roster, many of these referees had to be moved again which put pressure on the few uncommitted top referees. Het hulle die toernooi aangebied of wie het die toernooi aangebied? 2. Spookspanne a) Wanneer is die afsnypunt vir optrek van spelers uit spookspanne? 3. RingbalSA keurders a) Is daar n dress code vir die RingbalSA keurders, sodat hul duidelik sigbaar langs die bane vertoon? 4. Toernooi 2014 a) Die beplanning en kommunikasie was nie op standaard soos wat ons dit ken nie. Die sameroepers kon geen beplanning doen voor die tyd nie. Dit het dit moeilik gemaak die jaar 5. Kostes by vertoonwedstryde a) Die pryse van kos en koeldrank/koffie was buitensporig hoog gewees, kan ons dalk die mense vra om daarna te kyk wanneer hulle die vertoonwedstryde aanbied. Die mense ry ver, het baie uitgawes en wil graag die stalletjies ondersteun maar nie as hul jou n fortuin vra vir kos en koeldrank nie 118

118 Vanaf Mpumalanga 1. Toernooiprogram was 'n ramp. Daar is op die nippertjie veranderige aangebring en die program vir die o/23- en o/19-mans was op die Sondag tydens die optog nie gereed nie. Daar is wedstryde geskuif sonder die nodige kennisgewing aan spelers. 2. RingbalSA keurders was nie op standaard nie. Graag word verneem wat die kriteria is om as keurder op te tree op die nasionale kampioenskappe. Spelers is uit die "bottom" spanne in SA-spanne gekies, bo die spelers in die "top" spanne. Spelers wat nie ondervinding het van ringbal nie word bo spelers gekies wat alreeds hul SA-kleure verwerf het en dan moet die spelers die "nuwe" spelers op oefeninge leer hoe om te speel. 3. Graag word daar verneem wat die kriteria is om as SA-spanbestuurders in ag geneem te word. Hierdie vraag is spesifiek gerig op die gedrag van SGO o/17 dogters se spanbestuurder tydens hul wedstryd teen MNRD o/17 dogters. Tog word hy as RingbalSA - spanbestuurder gekies. Die gedrag van die betrokke spanbestuurder was so aggresief gewees dat daar amper met een van MNRD se spelers se ouers handgemeen geraak is. 119

Indien daar nie genoeg mense is om van te keur in n kompetisie nie moet dit mos onder die aandag van die uitvoerende bestuur gebring word. Ons gee kleure weg en maak ons sport goedkoop. Interpretasie van die puntestelsel: Dit word nie dieselfde vertolk deur alle keurkomitees nie, moet dalk weer verduidelik word (slegs n aanbeveling). Die tweede deel van die keuringspunte is net vir kennisname wat miskien in gedagte gehou kan word by die opleiding van die keurders.
