6 Chairman s Report ROGER DAVIS The return of rugby development to NSWRU was managed well, with a tight control of the management costs necessary to implement a state-wide roll out of the Initiative. It is my pleasure to provide this report on NSW community rugby activities for 215. The NSW Waratahs will also provide a report and suffice it to say, I congratulate Greg Harris and Michael Cheika on again winning the Australian Conference and progressing through to the Super Rugby semi-finals, falling to the eventual winners, the Highlanders. Administrative Challenges As far as NSWRU is concerned, financial matters continued to dominate the landscape in 215. The introduction and expansion of the National Participation and National Insurance Levies by the ARU placed additional pressure on Community Rugby and the failure of the Rugby Link registration systems only added to the administration workload for both staff and volunteers. Hopefully, new processes and greater familiarity within the changes at community level,will alleviate some of the teething problems experienced in 215 making 216 a more successful year in terms of this development although, the impact of the levies on the Clubs should not be under estimated and has brought considerable pain. Organisational Restructures On a more positive front, the return of responsibility for Rugby Development to NSWRU was managed well, with a tight control of the management costs necessary to implement a state wide roll out of the initiative. An extensive recruitment process was also undertaken to give greater effect to the program and as a result Andrew Hill joined us as the General Manager Rugby Development in September. Other organisational and development changes followed. An organisational restructure was completed for full implementation in 216 whilst the Western Sydney review was completed and has resulted in the receipt of an additional $35k in funding for Development in that area from the ARU. New Governance Structure Finally a review of the NSWRU/Waratahs governance model was completed by Josephine Sukkar and whilst all recommendations were not acted on, we now have a new governance structure wherein we have a common Chairman and CEO of the Waratahs and Community Rugby. As a result of this change, Nick Farr-Jones resigned as Chairman at season end, and I took the Chair in September. We sincerely thank Nick for all his endeavours, passion, commitment and fine work at the NSWRU over many years. It has been greatly appreciated. A huge thank-you also to NSWRU and Waratahs President Mick Mathers, and his Vice President Marty Roebuck, whose work behind the scenes across the State representing the Union has been significant and again much appreciated. 8 President s Report MICK MATHERS Rugby requires strong leadership through proper guidance, experience and wisdom. Rugby requires strong leadership through proper guidance, experience and wisdom and to that end an important decision was made by the Board in appointing Roger Davis as Chairman of both the NSWRU and Waratahs. A New Leadership Team I would like to thank retiring NSWRU Chairman and Director Nick Farr- Jones for his strong leadership and outstanding management. Nick goes above and beyond in ensuring the high standards are met in every aspect of the game and that the Board delivers the goods. I have great respect for his drive, sense of values and combative spirit. Nick has worked tirelessly for Community Rugby and his contribution is greatly appreciated. NSWRU is most fortunate to have a Chairman as well credentialed, proven and capable as Roger Davis. Again we have a leader driven to be the best. Leadership is particularly relevant as there is a proposed change to Rugby Governance currently under consultation with affiliates from Club, school, country, women s, subbies and juniors. This is a government directive to ensure accountability, transparency and compliance for funding. I am very proud of NSWRU and am honoured and privileged to be President of NSWRU. Retiring President Tim Gavin was a wonderful role model setting a very high benchmark for all future Presidents. I thank Tim for a job well done and wish him well in his role as Vice President ARU. Successful Year for NSW Waratahs Congratulations to our signature product, the Waratahs 215 and everyone associated with the team. There was immense pressure on the squad for a back to back win. The Team or Club competed well in a tough series. Michael Cheika has instilled a great culture within the Waratahs, all striving for excellence. The players are excellent role models for the younger players and they have represented NSW admirably, representing with pride and earning the right to wear the jumper. The team played with humility, modesty and perseverance. Our fan base is growing and there is evidence of increasing loyalty to the team. The Waratahs presentation evening held in the Ballroom of Royal Randwick was an emotional evening reliving the Super Rugby season, acknowledging high performances and saying farewell to many of the players and the coach. Congratulations to Michael Hooper in winning the Matt Burke players award for the player of the season for the third time. Well-deserved and an inspiring player for the rest of the team. Congratulations to all the Waratahs and coaching staff for another great effort enjoyed by all supporters. Premiership Rugby Delivers in 215 The Ken Catchpole Medal, held at the Rugby Club was well attended with representatives from the District clubs. Ken Catchpole s attendance made it a very special occasion. Ken was also present at the Grand Final held on the 15 th August at Concord. Congratulations to David Horwitz (Randwick) for winning the Best and Fairest player. Sydney University winning the Gregor George Trophy as the Club Champions in st Grade Minor Premiers Manly fought Eastwood to the wire in the Grand Final. Congratulations to the WOODIES. This year the Shute Shield games shown on 7-TWO were exciting and of a very high standard. The Grand Final capped off a wonderful Club Rugby season. Congratulations to all clubs including players, administrators and officials. To Bruce Worboys and his team of NSWRU employees a very big thank you. The sponsorship from Intrust Super is greatly appreciated and the initiatives and the TV presentations from the 7-TWO team were appreciated by all rugby supporters. Brett Papworth wrote an excellent article in the Rugby News in this year s Grand Final Edition explaining why Club Rugby is important in learning the great lessons of sport. Stating the lessons of humility and resilience learnt by playing Club Rugby will assist our Wallabies and Super teams in tough times. Brett concluded his article stating that Nothing happens by Accident. To the army of volunteers who make the game thank you so much for your support and commitment to Rugby. NSW Rugby Remains Strong I would encourage all our clubs to embrace women s rugby and meet those targets of securing women s teams. We all appreciate the great work being done by Kerry Chikarovski, Erin Morton, Graeme Holland and many more in encouraging and supporting Women s Rugby. I have been so impressed with the high standard of play, ever increasing skill level and the great camaraderie shown by the women s teams. It has been an action packed year for the NSW Juniors, our largest community rugby group. 6 NSW Rugby Union - Annual Report 215

9 President s Report MICK MATHERS A successful City Country tournament and State Championships, plus an excellent march past on the 23 May at ANZ Stadium. Congratulations to all and in particular to Gordon, winning U12, U14 and U15. Facilitating games for over 19, registered junior players and as previously stated this doesn t happen by accident. Thank you to Kerry Brady, Tony Fisher and the many volunteers who make this happen. Country Rugby remains strong as a result of the good work being completed by the respective club officials and supported by the dedicated development officers. Tim Gavin and Rob Millner attended the Cowra Eagles Rugby 5 th Anniversary celebration. I supported Mark Debrincat at Walgett Rugby, attending one of the many fantastic training sessions for juniors, many of whom travel hundreds of kilometres to enjoy a game of rugby. The strength of Subdistrict Rugby is a credit to all involved. There is a wonderful spirit amongst the subbies players and it seems that the request for amateurism is being adhered to by all the clubs. I would like to acknowledge the great work being performed by the Referees Association. In particular recognising and nurturing young referees. The referees, ably supported by Terry Willis and his team of judicial members, keep the game safe for our players. Your work is very much appreciated. Remembering Major McManamey The centenary commemoration for Major James Whiteside Fraser McManamey was held on the 5 th September at Woodford Academy, Woodford. James McManamey was selected in the first NSW Rugby team in 82. In 92 he founded the NSW Rugby Referees Association and was President of NSW Rugby when the war came in At age 53 James McManamey volunteered and went to Gallipoli as second in command of the 19 th Battalion 5 th Infantry Brigade, and saw action on Hill 6. N S W R U w a s w e l l re p re s e n t e d a t t h e commemoration. It is important we remember those who made this game great and sacrificed their life for us in war. NSWRU Life Member John Mulford delivered a magnificent commemoration ably supported by Gus Erickson, representing Sydney University. Author and rugby commentator Greg Growden also attended the commemoration to secure information for his next publication. Induction of Life Members Life Members are very important to the game and are great contributors to the community. I would like to acknowledge the well-deserved appointment as Life members NSWRU of Richard Shaw and Robin Timmins. Robin is retiring this year after 48 years of service for NSWRU and Dick has worked tirelessly for NSWRU and club rugby. The wider Rugby family was saddened by the passing of a wonderful lady, Claire Brockhoff, wife of Life Member NSWRU the late David Brockhoff. I wish to acknowledge the work of Greg Harris, Bruce Worboys and all the Waratahs NSWRU staff. Their work is focused on managing rugby more efficiently and effectively. Our greatest challenge ahead is meeting the ever increasing demands of compliance with decreasing funding from the ARU. Thank you to the Board Members of both NSWRU and the NSW Waratahs. Everyone is committed to NSW Rugby and at all times exhibiting great passion, drive and professionalism in their respective roles. 10 Executive Director s Report BRUCE WORBOYS The Clubs had free-to-air and live TV as the #1 priority and I am quite proud of the fact that we achieved that. 215 was a year of change for NSW Rugby Union throwing up many challenges for the Union, the affiliates, clubs and participants at all levels. I would firstly like to acknowledge the contribution of Chairman Nick Farr-Jones who stood down in September to allow the governance review to be implemented. Nick has worked tirelessly for the Union and I feel privileged to have worked with him and I thank him for his support, guidance, energy and most importantly his friendship over the last 5 years. As in his playing days, Nick has been an exceptional leader thank you on behalf of all members. Change Brings Challenges The ARU introduced the RugbyLink management system for registrations and competition management. Unfortunately the system did not meet our requirements and Sydney Juniors stayed with Buddha, Subbies and Premier have returned to Interfuse and Country remain with RugbyLink. A confusing situation which will remain until RugbyLink can meet our requirements. The first challenge of the year was the introduction of a National Participation Fee. The NPF was introduced by the ARU to make up a shortfall of $2m in funding previously used to cover Development activities in each State. NSWRU had to raise $85k and a levy was placed on all players, seniors, juniors and minis. Selling this to the Clubs and Unions was a difficult task and negotiations were tough, but to their credit our members cooperated and we were able to maintain our Development team throughout the State. The other major change was the return of Rugby Development to the NSWRU after 5 years under ARU administration. With a reduced development budget changes had to be implemented and this resulted in some long term staff moving on creating opportunities for a new breed of Development Officer. Development Manager Adam Crane moved on to WA Rugby and I must acknowledge his contribution to the successful transition. After an extensive recruitment process we appointed Andrew Hill as General Manager Rugby Development in September. A New Broadcast Agreement The announcement late in 214 from the ABC that they would not broadcast the Shute Shield in 215 had us searching for an alternate broadcaster. After four months of discussions and proposals from seven production companies we signed an agreement with CRTV and Channel 7 for a live and free-to-air broadcast each Saturday at 3.pm on 7TWO. The agreement is quite complex, so to summarise; SRU has a contract with CRTV to produce the broadcast CRTV has a contract with C7 to show the game live on 7TWO CRTV has contracted Intrust Super as Competition and Broadcast Sponsor. All monies absorbed in the cost of the Broadcast approx $2k per week SRU has committed $3k towards the Broadcast cost, and advertising on C7 C7 will provide $25k in advertising the competition on the network The Clubs had free-to-air and live TV as the number 1 priority and I am quite proud of the fact that we achieved that and it is the only regular rugby on free-to-air television. NSW Competition Successes The Shute Shield continued to produce outstanding rugby and rugby players and there can be no doubt that the Premier Rugby competitions are the breeding grounds for Super Rugby and the Wallabies. Continual requests to the ARU to reinstate the funding of Premier Rugby have fallen on deaf ears and the matter remains unresolved at the time of writing. The four NSW teams in the 2 nd year of the NRC performed satisfactorily against what were with the exception of Queensland Country, professional Rugby teams from Perth, Melbourne, Canberra and Brisbane, with the full backing of their Super Rugby teams. Changes have been made to the 216 format and NSW will only field 3 teams with the Stars and Country Eagles combining, a move that should strengthen all teams. NSW competed successfully in the inaugural National 7 s competition taking out each of the four 215 titles in a dominant display. This performance earned our 7 s teams the award as the Sport NSW Team of the year, a great honour for all involved. Other teams to record success were the NSW Schools, National Champions for 4 th consecutive year, Under 2 s, and our Under 17 s Gold representative team. 8 NSW Rugby Union - Annual Report 215

11 Executive Director s Report BRUCE WORBOYS Western Sydney Rugby Centre During the year NSW Rugby worked with the ARU to complete a major review of Western Sydney. Conducted by Senior Development Manager Michael Doyle the comprehensive review looks at all aspects of rugby from minis and Juniors, Schools, Subbies and Premiership Clubs. As a result of this review, we have received financial assistance to establish a Western Sydney Rugby Centre at Blacktown International Sports Park. Stephen O Brien has been appointed Manager Western Sydney Rugby and he will manage 3 Development staff as well as a HPU centre for the Waratahs and Australian Rugby. We continued our two community programs, Trytons Rugby Connect program for kids with special needs and Learn Earn Legend. The Board commissioned a review of our Governance model with Waratah Rugby and this resulted in a series of recommendations. On review it was agreed to make some minor amendments to the constitutions allowing NSWRU and Waratah Rugby to have a common Chairman and CEO. Roger Davis joined the NSWRU Board in September and a new CEO will take up the role in 216. Financial Results Announced Agreement was eventually reached with the SCG Trust to see Allianz Stadium remain as our base for the next 15 years. The outcome is good for both the Waratahs and community rugby. Financially we have recorded a deficit in 215 of $176k, after a profit of $3k in 214. The loss can be attributed to expenses incurred completing the Western Sydney review, and restructuring of the Development Department to better service the State. This will see an additional 6 Development staff employed in NSW 3 Western Sydney, 2 in NSW Country and 1 in Metro. I would like to thank the Board under Chairmen Nick Farr-Jones and Roger Davis. It is indeed an honour to work with this Board representing the interests of community rugby. Thanks also to President Mick Mathers and Vice President Marty Roebuck, they have the dual role of representing both NSWRU and Waratah Rugby. Thank you to the dedicated employees at NSW rugby, your commitment, passion and devotion to running rugby in Australian Rugby heartland with minimal resources is greatly appreciated. To our thousands of volunteers, you are rugby s greatest asset. 13 NSW Waratahs SEASON REVIEW After winning the Super Rugby title in 214, the NSW Waratahs again won the Australian Conference title in 215. Unfortunately the team lost their home semifinal playoff to the Highlanders, who went on win their inaugural Super Rugby championship. A New Coaching Team Appointed The club bid a fond farewell to outgoing coach Michael Cheika after 3 seasons, which included the winning of the Super Rugby Championship and two Australian Conference titles, and welcomed Daryl Gibson into the head coaching role. The club had 11 wins from 17 games and scored 51 tries. The club won 1 plus games in back to back seasons for the first time. Key Milestones For 215 Some outstanding milestones were achieved in the 215 season; Three players made their debuts being Sam Lousi, Jack Dempsey and David Porecki. Six players earned their 5 th Cap; Adam Ashley-Cooper, Bernard Foley, Stephen Hoiles, Michael Hooper, Paddy Ryan and Jeremy Tilse. Kurtley Beale proudly reached his 1 th NSW Cap milestone and Benn Robinson became the first player in NSW history to reach an incredible 15 Caps. The prestigious Matthew Burke Cup, voted for by players, was awarded to Michael Hooper. Wycliff Palu was the deserving recipient of the Waratah Medal, awarded to the player who best represents the values of the NSW Waratahs while Michael Hooper also received the Members Choice Award. The NSW Waratahs were also recognised on a national level at the annual John Eales Medal Awards. Israel Folau became the first ever back-to-back winner of the John Eales Medal, Michael Cheika was named Super Rugby coach of the year, and our team was awarded Super Rugby team of the year and the Super Rugby try of the year. 16 NSW Community Rugby NSW DEVELOPMENT AND EDUCATION The Development team worked to build on the momentum of the NSW Waratahs 214 victory saw the return of the Development and Education departments to NSW Rugby Union after five years under the employment of the Australian Rugby Union. This has been a positive for the NSW Rugby community and has enabled Development and Education across NSW to take a more localised approach, while still aligning with the Australian Rugby Union s national strategy. Highlights And Challenges In 215 There were many highlights and challenges in 215, however we must firstly acknowledge the ongoing, tireless work of our volunteers who make rugby possible each match day and training session for the thousands of boys, girls, men and women who lace up the boots each year. The impact of these people is immeasurable and they allow NSW Rugby to support them in growing the game and ensuring the values of rugby continue. The Development team worked to build on the momentum of the Waratahs 214 victory to increase the opportunities for school aged boys and girls to get involved in rugby, while supporting and educating our Coaches and Match Officials. The development team were assisted and guided through the 215 by our major affiliates, whose endless commitment to the game is greatly appreciated, In particular thank you to the Sydney Juniors Rugby Union Committee; Country Junior Rugby Union committee; Regular Schools Rugby (GPS, CAS, ISA and CHS); Junior Club Presidents and committees; Referees (Match Official) committees state-wide, Sydney Premiership; NSW Suburban; Country Rugby Union; District and Suburban Clubs; Regional Zone Senior and Junior Presidents and their committees for the continued support. Adam Crane led the development team through 215 and his experience and passion for NSW Rugby contributed greatly over the past few years, with Adam moving on to a new role we wish him well. Future Tahs Programs Across NSW The Development Team have worked with boys and girls focused on introducing them to rugby and trying to give them high quality playing and learning opportunities, while encouraging them to connect to club and school competitions. The development team ran the following programs across NSW; Future Tahs State Wide Primary School 7s Future Tahs State Wide Secondary School Youth Girls 7s (U12 U) Future Tahs State Wide Schools Youth Boys 7s (U12 U) Future Tahs Come and Try club and School recruitment programs With the support of the ARU and the Australian Sports Commission NSW Rugby also introduced a 5 week rugby program for primary schools called Game On. A new non-contact version of the game Viva 7s was also introduced state wide, generating some interest from non-traditional rugby backgrounds and provides another avenue to play rugby. These programs and competitions form part of the pathway to becoming a week in week out rugby player at club or school. NSW Waratahs Support Grassroots The Waratahs continue to support grassroots through the many player visits across NSW, support for coach education, assistance at junior camps and the opportunities provided on match day to junior clubs. In particular it was fantastic to be able to reward clubs and volunteers through Waratahs match day events such as; Curtain Raisers for Minis age groups Women s and Youth Girls Half time Sevens exhibition matches Guard of Honour School Junior club march pasts NSW Representative Programs The days, weeks and months spent by our clubs and schools providing opportunities for kids to play also prepares players for their chance to progress along the player pathway and the Development team works to support and coordinate this for the boys, girls, men and women through the NSW representative programs. Highlights for 215 representative programs include; Junior Gold U15s and 17s - saw 112 boys trial with 5 selected into the Junior Gold program across 2 teams (1 teams in U15s and 1 teams in U17s) NSW Junior Gold Representative team 2 x 23 man squads (15 s & 17 s) were announced to represent NSW at the completion of the competition. NSW U17s defeated QLD in the U17 s and NSW U15s went down valiantly to QLD in the Interstate Challenge at Ballymore 14 NSW Rugby Union - Annual Report 215

17 NSW Community Rugby NSW DEVELOPMENT AND EDUCATION NSW Development Manager Luke Thiessen conducts a Level 2 Coaching Course NSW 7s Teams At the National Championships NSW dominated all categories, winning the Youth 7s boys, Youth 7s girls, Mens 7s and Womens 7s teams. School Student Scholarship (SSS) referees - There were 14 Year 12 Referees involved in this national program in 215. They again provided a high standard of officiating for the U14 NSWJRU State Championships in Orange These representative programs also provided a pathway for volunteer coaches and managers and their support is invaluable. Special mention deserves to go to Francis Cullimore and Nathan McMahon for their efforts and success with the 7s teams and fittingly, won NSW team of the year at the NSW Sports Awards. Coaching And Officials Education Coach and Match Official Education continue to underpin the efforts of all the clubs, committees and volunteers. The continual improvement of existing coaches and referees, as well as the introduction and education of new coaches and referees is critical to providing a high quality, enjoyable and safe environment for all participants. Through accreditation and education courses, this improvement assists our clubs and schools retain and recruit more players and match officials to the game. In 215 NSWRU presented the following courses; Coach Education Smart Rugby (119) Coaching Kids Rugby (17) Foundation (23) Level 2 (4) The NSW Waratahs Way (2) Match Official Education Level 2 Referee (4) Level 1 Referee Coach (3) Level 2 Referee Coach (1) Refereeing Kids Rugby (2) Level 1 and 2 Assistant Referee (19) NSW Rugby would like to acknowledge the work from the ARU through Andrew Larratt and his team and personally I would like to thank Bruce Worboys, the NSW Rugby Union Board and all the Union s affiliates for their continued passion and support of the game at all levels. Following a review of the Development and Education department at the end of 215 a new staffing structure for the 216 season will be implemented and NSW Rugby Union look forward to working together with the rugby community to grow our game through 7s, Viva and XV s rugby. I look forward to seeing you all on the sidelines. 18 NSW Premiership Rugby INTRUST SUPER SHUTE SHIELD The new year heralded a raft of new beginnings for the Premiership Competition including a new broadcast partner and a new naming rights sponsor for the Shute Shield Competition. 215 saw the Intrust Super Shute Shield broadcast live on 7Two each week in our traditional 3:pm time slot. The Union is incredibly grateful to the work done by Club Rugby TV, 7TWO and Bruce Worboys as well as the support from the naming rights sponsor Intrust Super, which ensured that the premier club rugby competition in Australia remained on free-to-air television. The Union would also like to thank the Competition s other valued sponsors Gilbert, The Rugby Club Sydney and Magners. KC Medal And Other Achievements This season s Ken Catchpole Awards night was held at the Rugby Club Sydney, a fitting venue steeped in rugby history. Randwick s David Horwitz was awarded the Catchpole Medal, having earned 22 votes in his 15 games over the course of the season, narrowly beating last year s winner, Warringah s Hamish Angus (21 votes in games). In an undeniable vote of confidence from his peers the David Brockhoff Medal for Coach of the Year, was awarded to Simon Cron from Northern Suburbs, whose team narrowly missed the finals. The Dick Byres Medal for Referee of the year, which is also voted by the first grade coaches, was awarded to Ian Smith, for the fourth time in his career. West Harbour second-rower Kelly Meafua was named the Intrust Super Shute Shield Rookie of the Year, as voted for by the NSW Waratahs High Performance Unit coaches. Eastwood s Ben Batger earned the Roscoe Fay Trophy as the highest point scorer in first grade. For the fifth year running Sydney University were presented with the Gregor George Trophy for the 215 Club Championship. The Eric Spilsted Trophy for the Colts Club Championship was presented to Randwick, recognising their consistency throughout the season and the work they have put into their program in recent years. Manly having wrestled the Sir Roden Cutler Shield from Sydney University in round four of 214 and remained undefeated at home in the 215 season, thus retaining possession of the shield. CH7 Broadcast A Grand Final Thriller In a historic moment for the competition, Grand Final Day not only saw the main game broadcast on Channel 7, but also the Shield delivered by the Chanel 7 helicopter, accompanied by Brendan O Farrell, Intrust Super Chief Executive Officer. The match was not for the faint hearted being decided by a last minute field goal to Eastwood s Jai Ayoub. The win over minor premiers Manly was Eastwood s second consecutive 1st Grade premiership and their second win of the day, having defeated Eastern Suburbs in the J R Henderson Shield third grade match. The Colin Caird Shield match was also decided in the final minutes with a late converted try taking Sydney University to a win over Randwick. Manly took the Henderson Cup fourth grade premiership title in a 2-1 win over Eastern Suburbs in a wonderful display of rugby to start the day at Concord Oval. Colts Finals Series Won By Uni The following day, in stark contrast to last year, the Colts Grand Finals enjoyed wonderful weather as Sydney University and Randwick fought it out in each of the three grand finals. Three close matches saw Sydney Uni take each premiership, continuing their successful colts legacy. The Grand Finals weekend capped off an excellent finals series enjoyed by record crowds in perfect weather. The Union thanks all the participating and hosting clubs for their support and cooperation. The club Presidents and General Managers along with the SRU Board Members, NSWRU Judiciary and the Referees, all contribute a significant amount of time and effort to ensure that Sydney Club Rugby continues to provide players with a rugby pathway and countless other opportunities. 20 NSW Suburban Rugby MARK GREEN Whilst we had a record number of new one-team clubs join the Union (Dee Why, Collaroy, Wollondilly, Wakehurst, Engadine, Menai and Macarthur Crusaders) this was outweighed by the switch to Country Rugby of Hornsby and Campbelltown. Also, our premier division ran with only nine clubs and a couple of those struggled to field lower grades in the latter stages of the season. A Need To Adapt For The Future The Australian Sports Commission reports participation in organised team sport nationally is declining in favour of pursuits such as aerobics, running, walking, gym attendance, etc. These activities can be done reasonably cheaply, with low barriers to entry and at flexible times. Rugby needs to adapt in an effort to stem the tide. Fortunately, through negotiations with NSWRU, and with the Union s reserves, we were able to ensure that the full cost of the NPF was not passed on to clubs. However, this new fee seems here to stay and the Union and Clubs will need to factor this in when recruiting and budgeting in the future. Divisional Winners And Achievements The Division Six geographically based one-team competitions thrived, with teams participating across two conferences. Congratulations to Menai, in their first year in the competition, who took out the Noice Cup and then the Meldrum Cup for the overall Champion across the North and South/East conferences. Also of note was the Macarthur Crusaders, who claimed the Halligan Cup in their inaugural year. The introduction of the NPF. was the most consuming and troubling issue I have dealt with in my 2 year rugby career. The Union started this process in 213 with the streamlining of divisions, resulting in shorter seasons, with additional byes and wet weather weekends allowing for a reduced commitment and additional weekends off. The Union also re-introduced amateurism. In general, this move was well received and embraced. The Union acknowledges that this new policy will take time to permeate through Suburban Rugby until it becomes part of each club s DNA. Though early signs were encouraging, the policy will continue to be refined to encourage good competition, improved club culture and provide lower division clubs the impetus again to covet promotion and be competitive. Many thanks to our Integrity Committee, chaired by Graham Gorrie, who oversaw this new policy. The NPF Rollout Impacts Of course, participation is not increased by placing a new per-head fee on every player but this, exasperatingly, is what our national union did. The National Participation Fee (NPF) was introduced this year to replace reduced grants by Australian Rugby (ARU) to NSW Rugby (NSWRU). In order for NSWRU to maintain the status quo, almost $1M needed to be raised. This was equated to $33/player. The introduction and roll-out of the NPF and associated per-head National Insurance Levy, along with the new National Registration and Competition Management System (RugbyLink), was the most consuming and troubling issue I have dealt with in my 2 year rugby career. Congratulations to Colleagues who won the overall Club of the Year Award, the Bruce Graham Shield for Division One Club Champions, as well as the Sutherland and Barbour Cup Premierships. Congratulations to our other Divisional Club Champions, Lindfield (Division Two), Redfield Old Boys (Division Three) and Beecroft (Division Four). Of note was Beecroft s resurgence this year - in addition to their Club Championship they took out the McLean, Grose & Walker Cups and the Division Four Club of the Year. Well done to Forest s Stockdale Cup Premiers, the only Subbies team to be undefeated in 216, and to Redfield Old Boys who took out the preseason Magners Subbies 7s, hosted by Blacktown Rugby at which 14 teams participated. Congratulations to Balmain who came back from a 17 point deficit to beat a youthful Knox team in the Kentwell Cup Grand Final. On an individual level, Balmain s five-eighth Scott Meakin scooped the pool and became the first player in the Union s history to win the Golden Boots for Man of the Match in the Kentwell Grand Final and the Kentwell Medal for player of the year. ARU Volunteer of the Year Awards The Union was well represented in the ARU s Volunteer of the Year Awards Andrew Morbey (Lindfield) was named the Young Volunteer of the Year, Andrew Scannell (Sydney Irish) was voted the Fans Choice Volunteer of the Year, and Nicholas Sykes (UNSW) was a finalist for Young Volunteer. Michael Iacono, a former chairman of the Union and stalwart of the game dating back to St Patrick s Rugby Club s formation in 1964, was a popular choice for the Peter Kelly Medal for his services to rugby. Former Union President and member of the Mosman club Mick Doc Kennedy was awarded Life Membership at the AGM. Representative Team Honours Thanks to our representative team coach, Damon Baffico, who reclaimed the Maher-Ross Cup against NSW Country and then went on to defeat QLD Suburban for the Barraclough Cup at Suncorp Stadium by a record margin and score. Our Colts 7s Representative Team performed admirably in three tournaments this year and our thanks to coach Gerard McLenaghan for his efforts with the team. We were saddened during the year by the passing of Clive Nettleton (St Ives). Clive, a winner of the Union s Peter Kelly Medal for his Service to Rugby in 29, was a true rugby gentleman and great ambassador of our game. Nicholas Tooth, a member of the Colleagues Rugby Club, passed away playing a match for Quirindi on April. The Union extends our condolences to the Nettleton and Tooth families and the St Ives and Colleagues Rugby Clubs. Our thanks to the generous support of all our sponsors, particularly major sponsor Magners, now in their second year with the Union; new sponsor, The Rugby Club; and Unified Security, also in its second year supporting the Union. 23 NSW Country Rugby Union BARRY RUDDY It has been another solid year across NSW Country Rugby Union. Our core goals of developing players, officials, coaches, referees and volunteers were enhanced throughout 215 whilst maintaining strong fiscal and corporate governance disciplines. Financially, we remain in good shape with a surplus of $59,. achieved. The NSWCRU Board are volunteers just like everyone else in Country NSW, and their efforts and tireless involvement in Rugby is a testament to the strength of the Union. Representative Perform Strongly On the playing fields our representative team results were strong. Our Women Corellas, after great results against the ACT and Sydney, just faltered at the last hurdle to claim the Plate Shield at the National Championships. Our Colts had a great year of development and whilst the results might not look flash, the opportunities to compete and improve their games and themselves against quality opposition definitely is a very proud achievement. The Cockatoos had a short but overall good year. We lost to NSW Suburban (Subbies) in our first game, but great games followed against the Brumbies Provincial and Qld Country, which saw the return of the Battle of the Borders Cup, rounded out the season. To all of our coaches, managers, strappers, physios, doctors and support staff, I say thank you. Without your support we would not be able to provide the opportunity for the players and the games we all enjoy. To every player who played representative rugby, from zone to NSW Country or beyond, thank you. You have tested yourself and hopefully got a taste of what s possible, but keep pursuing that dream. To those who are about to leave our game as a player, thanks for your involvement to date. Stay involved with your mates, become a coach, a referee or help out with the administration in your club or zone. To each of the Affiliate/Zone Presidents and Administrators, thank you for your support. We successfully challenged the ARU s policies to better align with the community part of the game, and your willingness to sit through teleconferences and meetings to understand the issues, and be united in our approach was instrumental in delivering a fairer outcome. To my Board of Directors, another year full of challenges that we met and dealt with to the betterment of NSW Country Rugby Union. Thank you for your support, time, guidance and expertise. The discussions are robust and the outcomes are very good. Finally, to Terry Woodward our Executive Officer. Successful Overseas Touring Program This time last year we had just returned from a successful tour of the USA West Coast with a development squad and it is very pleasing to see so many of that squad go ahead and take their game or involvement to another level. 24 NSW Women s Rugby Union KERRY CHIKAROVSKI To continue our commitment to Women s 7s the Union is planning on forming and Academy to continue to develop players for our State and National teams. It gives me great pleasure to submit my fourth annual report on behalf of NSW Women s Rugby following our reformation in 212. Women s 7s Progress In 215 Following the disappointment of being runners up to Queensland in the 214 7s Nationals I m pleased to report that the NSW Women s team went one better in 215 beating Queensland 22- in the Cup Final at Narrabeen. The team swept through their matches scoring a massive 222 points for and only conceding one converted try during the whole tournament. My congratulations to Nathan McMahon and his team for their dedication and enthusiasm over the last two years. Well done to Illiseva Batibasaga who was named player of the tournament. The Youth Girls 7s team defeated their more fancied rivals Queensland in the final of the Nationals with NSW Captain Racene McGregor named player of the tournament. To cap off a stellar year our men s and boy s teams also won their respective National Championships which led to Sport NSW announcing our NSW 7s teams as Team of the Year. Formation Of A Womens Academy To continue our commitment to Women s sevens the Union is planning on forming Academy to continue to develop players for our State and National teams. It is encouraging that Women s and Girl s rugby is seemingly a high strategic priority nationally. Whilst we had hoped that this would translate into direct funding for women this was not the case. I m pleased to report that Sydney Women s Rugby held their inaugural dinner which was attended by 15 people at Parliament House in their 2th anniversary year to raise funds for their 216 New Zealand tour. Whilst in NSW Country Newcastle won their Country Championships. I would like to thank my fellow committee members: Erin Morton, Graeme Holland, Larry Thomson, Pam Thomson and Amanda Ferguson for their work within their own Unions as well as their commitment to women s rugby around the state. I look forward to continuing to work with the Committee, ARU, NSWRU and participants to develop the game of Women s Rugby. 25 NSW School s Rugby Union COLIN MURRAY It is always easier to compile an Annual Report when success has been achieved during the course of the year. The success that I refer to is the victory by the NSWSRU Firsts in the ASRU Championships. ASRU Championship Results This is the fourth consecutive victory in the Championships, and the fact that this has been achieved with four different Coaches speaks volumes about not only the quality of players that we have to select from but also the quality of Coaches that that we have in NSW. We must also consider the fact that the Manager, John Guy and Physiotherapist, Narelle Veverka have been on duty for all four victories. Their experience and input would no doubt have been invaluable to all of our Coaches. This year the Coaches were Brad Gill and Luke Bower and they are to be congratulated on their 215 achievement The Seconds suffered some setbacks prior to and during the Championships and did not perform as well as they have in the past couple of years. Nevertheless Saxon Bowles (Coach), Hugo Engles (Assistant Coach), Lachlan White (Manager) and Alistair Burgess (Physiotherapist) continued to encourage the boys to the very end. Alistair was not always able to be present and Management was forced to call upon the services of Kendall Wallace and Tim Rowland for which they were well compensated. This inconsistency was one of the major setbacks. Thank you one and all for your effort. Congratulations must also be extended to our Selection Panel, under the leadership of new Chairman, Paul Geddes. They worked tirelessly to ensure that all players were given fair consideration over an extended period of time. Their efforts largely go unrecognised but they know how important they are to a successful campaign. Manu Sutherland and Hugh Carpenter also made valuable contributions. Under 16 s Preparations Pay Off Our Under 16 s went through the Tournament organised by the NSWJRU undefeated with victories over NSW Country JRU Under 16 s, NSWJRU Under 15 s and Sydney JRU Under 16 s. The Management Team of Tom Hart (Coach), Rod Tuynman (A/Coach), Scott Gardiner (Manager) and Brendan Wilson (Physiotherapist) prepared their team thoughtfully, taking into consideration the players heavy work-load prior to the Tournament, and were suitably rewarded for their efforts. Hopefully, most of these players will form the basis of our senior teams over the next couple of years. Well done everyone. The Coaching Staff of all teams that competed in our Trials, which were once again superbly organised by Chuck Ardron and his team at Knox, must also share in the success for preparing their teams so well. Here it is appropriate to point out the costs of conducting the Trials, along with the costs to the players and parents of those selected in the Representative Teams, is ever increasing and we are ever so grateful to Macquarie Bank and Sony Music for their financial contribution. We are also indebted to BLK for their support. The considerable improvement of the CCC Representative Teams should also be regarded as a season success. This may, in part, be due to the folding of Country Schools and there is, thus, a greater pool of players available but these players still have to be given to opportunity to impress and CCC have done this well. The Waratah Shield Committee continued to work hard to ensure the success of this competition in the face of increased pressure from other codes and sports. The winners were, once again, St. Augustine s College. Other major Competition winners were Erindale College, Canberra (Waratah Cup), and Newport PS (Palmer Shield). Funding Challenges For the Future Because of the ever-increasing costs referred to earlier this Union will have to resort to alternative means of raising additional funding and will, at the AGM, consider the possibility of imposing a Championship/Trials Entry Fee for all sub-unions. This issue has been examined closely throughout the year by the Committee and it is sincerely hoped that whatever decision is reached that it will be supported by all Associations. Any excess monies will used to subsidise players selected to represent NSW. At this point I would like to pay tribute to the enormous contribution of Paul Ridgway. He has worked exceptionally hard as Convenor to reinvigorate NSWCHS Rugby and can take a great deal of pride and satisfaction in what he has achieved. Paul, sadly, cannot continue in this role because of work commitments and his insightful contributions will be sorely missed. Hopefully, an opportunity to return to the Committee will present itself in the very near future. Thanks Paul. 26 NSW Schools Rugby Union COLIN MURRAY Matthew Lewis and his committee continue to do a splendid job in promoting the game in the Primary Schools. The Committee is delighted to announce that Greg Gerrard has accepted its invitation to take up the position of Youth Director on the Board of the NSWRU. Greg has not only extensive experience with NSWSRU (as a former Secretary, Chair of Selectors and Coach) but also through extensive involvement with Juniors Rugby. We wish him a successful and enjoyable tenure. Our Tie Presentation Night was once again well received by parents and players. We are appreciative of the contributions made on the occasion by Greg Harris and guest presenter, Patrick McCutcheon. In conclusion there are a number of people whose contributions need to be acknowledged. All members of the Committee must be commended for having the best interests of the players at heart when considering options available, and the Association Convenors for their cooperative spirit. Matthew Lewis (NSW Primary Schools Convenor) and his Committee continue to do a splendid job in promoting the game in the Primary Schools. Many of our senior representative players receive their initial introduction to Rugby through this organization. The NSWRU need also to be thanked for its ongoing support, especially Mark Green, to whom no reasonable request ever appears to be too much trouble. Finally, thanks must be extended to the members of the Executive for their support and conscientious efforts throughout the year, especially Chuck Ardron who generously filled the vacant Secretary s position and kept all and sundry well informed. Treasurer, Geoff Melville, monitored our income and expenditure assiduously to ensure that we finished the year with a modest surplus, and V.P. 27 NSW CCC RUGBY REPORT Combined Catholic Colleges rugby has again had a successful year and it may well be it s greatest success to date. Both the us and u16s had great victories against the other associations (see separate reports) and had more students selected for higher honours than ever before. In the us, 3 players were selected in the NSW team and one in the Combined States team, with 3 players selected as shadows, our greatest number ever. To watch all three start for NSW II at the recent Australian Championships was a great testament to how far rugby has come since the days when we would be lucky to even get selectors to watch our trials, hence making it difficult for our players to get selected. The u16s improved further from the previous year and went on defeat CHS 1 (for the second time) to claim the Plate, ranking them third overall. The CCC trials. held at T.G.Millner field Eastwood was again well attended, with over 1 players trialling for the us team and 12 for the u16s. The day began with a skills session, that gave selectors the opportunity to have a look at the players prior to the commencement of the games. The process gave the players the opportunity to display their skills in both a formal and informal situation. One point to note is the increasing skill levels of the boys who are trialling and this helps with team selections. The training camp, held at Narrabeen was again a highlight for the boys and having access to physios and cold baths was instrumental in making the camp a success. There is no doubt, that the program, we have developed is one of the better ones and the team bonding that occurs as a result is a refection of this. Having the camp on the same weekend as the first trial against CHS was also beneficial to both teams as such preparation is vital to our success (as seen by the success both teams had, especially the u16s who defeated both CHS teams). One of the highlights for me this year, was the amount of support made available with the participation of so many staff in the selection and training process. Not having enough support staff has been one of the limiting factors with the rugby program, but we now have enough staff to deliver a program that ensures our students are given every opportunity to achieve at both this level and for higher honours. I am indebted to all those who helped out at the selection trials and to the coaches/managers who gave up their time to supervise the teams. Again, I would like to thank the Dioscen and association representatives who helped NSW Schools Associations NEW SOUTH WALES RUGBY encourage boys to participate in the trials and to Kym Skerritt for her support of the program. Steve Mitchell - NSWCCC Convenor NSW CCC U16 s RUGBY REPORT The process of selecting this squad of fine young men began with 2 days of testing and trials at T.G. Milllner field on the th and 19 th of May. There were over 12 boys nominating for this selection trial. Following successful selection the players meet for an excellent training camp at NSW Academy of Sport in Narrabeen, which was followed by trial games against CHS 1 s and 2 s at Sylvania. In our trial matches against both CHS teams we recorded hard fought victories. The first against CHS 2 s In our next match we beat CHS 1 s 17-. These score lines didn t reflect the physicality of both matches. The keys in our victories was quick turn over ball being spread wide and converted to long range tries. Our next trial game was against AICES. We got out to an early lead in the opening minutes to be up 12-. We then saw very little ball and defended our lead right until the final whistle to record a well-earned victory In the NSW All Schools Championships we played and beat a very big and physical Presidents B team 1-. As we had seen throughout the campaign, our defence was rock solid especially in tight next to the ruck. Our next match saw us play a very well drilled and big ISA team. After being down 1- at half time we could not get over the try line and lost our first and only match of the program, going down 26-. This lost qualified us to play in the Bowl Final against CHS 1 s. Again we started very well and got out to a solid 17- lead approaching half-time. Unfortunately we lost possession attempting to extend our lead and CHS went the length of the field to make it After the break we again had to defend for long periods of time and this was largely successful. CHS scored with minutes left to make the score This was the final score. Congratulations to Jonathon Mitsais on being selected in the NSW under 16 s team. Congratulations to all boys and their parents for being involved and so supportive of the CCC program. Some players and their families had to travel massive distances to be a part of CCC. 28 NSW School Associations NEW SOUTH WALES RUGBY The performance of the U team was creditable and again highlighted the growing strength of CCC Rugby. 26 NSW CCC U RUGBY REPORT NSW CCC U Selection Trials The NSW U Selection Trials was held on Monday th and Tuesday 19 th May at TG Milner Park in Eastwood. The same trial format of 214 was followed and proofed to be very effective once again. Over a 1 U players registered for the trials on the Monday. NSW CCC U Training Camp The NSW CCC U team training camp was held on Friday 29 th and Saturday 3 th May at NSW Sport and Recreation in Narrabeen. The players arrived at 9.am with the first training session starting at 1.am. Our injured players were booked in with the physio which was a fantastic opportunity for our players. The training sessions concluded with a team recovery session in the ice baths. After dinner we had a team talk and watched Super 15 rugby together. Saturday morning started with a 1.am training session and in the afternoon we watched Norths played against Eastwood in a Shute Shield match. The last activity of Saturday was a team meeting about our first game against CHS I & II the next day. NSW All Schools Selection Trial 1 Our first and second game of the 215 representative season were on Sunday 31 st May at Forshaw Rugby Park against CHS II at 12.15pm and CHS I at 1.3pm. The CCC players really played well against both, defeating CHS II 6-5, but were defeated by CHS , with CHS scoring 2 tries in the last 5 minutes. Considering they had been on an overseas tour to South Africa and had already played a series of games together, this was still a great result for us. NSW All Schools Selection Trial 2 Our third game was on Sunday 14 th June at Pittwater Rugby Park in Narrabeen against ISA II starting at 1.15pm. Like our previous games the CCC players played really well but just could not score a much needed try in the last few minutes going down in a entertaining free flowing game. NSW All Schools Selection Championships Our fourth and last game of the 215 representative season was on Friday 19 th June at Curagul Field, North Turramarra against CAS II starting at 11.1am. Again the CCC players played really well and finished off 215 with a convincing victory against CAS II, NSW Schools And Combined States Selections Congratulations to the following NSW CCC players on their selection in the following NSW Representative Teams: NSW Schools 2 nd XV Team Patrick Pellegrini, Max Stewart & Dan Boardman. Combined States Austin Latu Shadow Players Max Freeman, Joshua Maltese and Vaughan Sandral. The performance of the U team was creditable and again highlighted the growing strength of CCC rugby. Watching Pat, Max and Dan all start in a game for NSW was a highlight that was evidence of just how far our association has come and how are players are now being taken seriously at the selection table. Thank you to Deon Norvall, Matt Barlow, Elijah Carlin and all the other teachers/helpers, coaches and ARU staff for their contribution to make 215 another successful year for NSW CCC Rugby Union. Steve Mitchell - NSWCCC Convenor GREATER PUBLIC SCHOOLS (GPS) 215 was a very exciting season of AAGPS Rugby. The 1 st XV competition saw a joint Premiership between The Scots College and Newington College. Both teams suffered one defeat and one draw. St Josephs College were placed 3 r d. In the 2 nd XV St Josephs took the premiership with 8 wins from the 1 fixtures. Newington College were placed 2 nd and the Kings School 3 r d. In the 3 rd XV an undefeated St Josephs College claimed the premiership followed by Sydney Grammar in 2 nd and The Scots College in 3 rd. In Representative Rugby two GPS teams played at the 3rds level: GPS White and GPS Blue. These teams played each other prior to the GPS v CAS fixtures on Tuesday 16 June at Knox College. In a well balanced fixture GPS Blue eventually defeated GPS White On Thursday June GPS Blue played Sydney Juniors U/ winning a rugged match GPS White played Country U/ at the same venue and were victorious The traditional fixtures saw GPS play CAS on Tuesday 16 June. 29 NSW Schools Associations NEW SOUTH WALES RUGBY team triumphed over CAS In the NSWSRU Carnival held on Friday 19 June GPS 2 nd XV defeated CHS In a dominant 1 st XV match GPS won A number of GPS players were rewarded with selection in NSWSRU teams with 16 players in NSW 1 and 1 in NSW 2 teams with a further 2 players selected in the Combined States team. Additionally 9 GPS players were selected in the Australian Schools squad for 215 and 5 in the Australian Barbarians squad, some of whom were promoted to Australian Schools for the New Zealand test. I would like to thank the GPS coaches for their expertise and commitment: 1 st XV Mr Brian Smith and Andrew Cleverley; 2 nd XV Mr Anthony Cook and Mr Jason Grier; GPS Blue Mr David Weston and Mr Gareth Inches and GPS White Mr Greg Thompson and Mr Tim Andersen. They provided great guidance and assistance to the boys in their charge. Also sincere thanks to the GPS Selection Committee of Shane Serhon, David Idstein, Matt Rollo, Andy Connors, John Meakin, Lachlan Fear, David Drain and Phil Barlow for their professionalism and willingness to act in the best interests of GPS Rugby. Phil Barlow - GPS Convenor THE INDEPENDENT SPORTING ASSOCIATION (ISA) Division 1 The Division 1 draw operated once again on a one round basis, whereby each team played a number of trials, followed by 6 competition games and 1 bye round. Division 3 schools (Blue Mountains Grammar, Oxley College and The Scots School) this year were placed into the C competition for the third season of this format. Congratulations to Oakhill College on winning the 1 st XV competition, going through the season undefeated. The bonus point system created a tight finish between the top three schools giving further justification for this system, allowing a side to remain in contention after one loss. Well done to St Augustine s College on winning the Champion School Shield. The ISA again produced some outstanding performances throughout the representative season. The success of the ISA resulted in NSW selection for seven boys from the U16 s ISA team. The Opens were even more impressive with solid wins over CHS and CAS in 215. The quality of individuals with this 1 st XV ISA side was recognised with 4 Australian Schools representatives and 1 boy selected in the Australian Schools Barbarian team. Lachlan Anderson Oakhill College (Australian Schools) Harrison Goddard Oakhill College (Australian Schools) Will McRae St. Augustine s College (Australian Schools) Cody Walker Kinross Wolaroi (Australian Schools) Jack Nettleton St Augustine s College (Australian Schools Barbarians) Andrew Wisemantel - ISA Convenor Division saw the continuation of a 2 round (home and away) season. In 215, three schools were unable to field a full line of 5 teams. Redlands and CCGS did not have an U13 team and ASC lacked an U15 team. The weather was a significant factor during the 215 season. There were washouts in round 1 (entire round washed out), round 4 (7 games played) and round 7 (only 3 games played). This was the 7 th season which provided students with the opportunity to experience semis and finals. All six schools were involved in semi final day, five on grand final day and three different schools went on to win grand finals. Once again the Division 2 ISA Rugby Grand Final day was a huge success. The weather was warm and all finals were tightly contested for the majority of each game, particularly the U14 and U15 games which went right down to the final whistle. All games were played in a great spirit, the crowd support was generally positive and team captains spoke impressively at the after game presentations. 30 NSW School Associations NEW SOUTH WALES RUGBY The benefit this playing group received from a wellqualified and committed coaching staff was evident in both tactics and the way the match was played. 28 AICES RUGBY UNION The 215 season was literally a time of rebirth for the union and a growing pride by the boys in the schools they were representing and the jersey they wore. At all times whether during the highly successful 3 day camp or the following matches the higher expectations set by management were more than met by the boys in both attitude and commitment. The camp at Narrabeen, a first for AICES, before the first match proved to be an overwhelming success. The boys came into camp on Friday and had solid training sessions on both Friday and Saturday before playing CHS seconds on Sunday. The benefit of the camp was immediately evident in the way the playing group conducted themselves and the commitment to each other they showed on the field. For the first time in many years AICES Firsts recorded a close hard fought win over CHS. The benefit this playing group received from a well-qualified and committed coaching staff was evident in both tactics and the way the match was played. The match the following week was able to follow on with this, and even though well beaten by ISA Seconds there was always evident the commitment to each other and the fact they played to the best of their ability throughout the match. Dominating for long periods of time, but being unable to put points on the board. This year the team members committed to the program at the start and for the vast majority were able to follow through with this commitment. Injuries required replacements and boys were put in the unenviable position of having to choose between representing AICES or other unions and the vast majority chose AICES. The year 215 was the foundation step in proving the credibility of AICES rugby and with 11 members of the final squad of 215 being in Year 11 it is certainly something we can build on. With the diverse nature and distances of our schools the 215 program needs to be repeated in 216 and with fine tuning could prove to be a successful blueprint for our program. Boys who had never met each other before the weekend of the first match played as a team proud to represent the AICES standards. Greg Aitkin - AICES EXECUTIVE OFFICER CAS RUGBY UNION The CAS Home & Away season again proved to be a very enjoyable with many highlights across the two term season. Knox Grammar won the Henry Plume Shield quite convincingly with a very strong performance and remained undefeated through 216 CAS season. Schools also enjoyed various trials and traditional fixtures at different stages throughout the season with fellow GPS and ISA schools. Long may this tradition continue. CAS Representative Season The Open s Representative season comprised two traditional fixtures against the CHS & GPS and then CAS competed in the NSW trials at Curagul Fields in June. Congratulations to all involved in the Australian Schoolboy Championships. 216 Season CAS Home & Away season will commence 7 th May and finish 13 th August. Martin Haywood - CAS Convenor NSW PRIMARY SCHOOLS SPORTS ASSOCIATION (NSWPSSA) The NSWPSSA has once again greatly benefited from its continued relationship with NSW Rugby with the funding from NSW Rugby put to great use, assisting each regional side and knockout semi finalist with a travel grant, purchase of footballs for our state championships and knockout finals day and by paying all the team levies for our state championships. Again, it was wonderful to see some of the Development Staff from NSW Rugby in attendance at our State Carnival, using their expertise to assist the match day officials. Their expertise was greatly appreciated by all the regional coaches, managers and NSWPSSA coaching staff. 215 Gala Days A Hit In 215 we again had development officers control gala days in the fourth year of the new format of our Bryan Palmer Shield NSWPSSA knockout, which was a tremendous hit with all schools involved and has had a major impact on the enrolment in this competition with most of those same schools entering the knockout in 216 back for more. Through Stephen O Brien and Matt Evrard s great organisation, the NSWPSSA under 12 s representative side was able to visit Waratah s HQ for the seventh year to be taken on a tour of the facilities and have their jerseys presented by Wallabies player, Paddy Ryan. The boys revered this excursion and were certainly made to feel like a Waratah. It certainly spurred them on as NSW again retained the Phil Waugh shield for winning the National tournament as well as retaining the Trevor Allen shield for winning their match against the ACT. The Bryan Palmer Shield was a great success, as mentioned earlier, due mainly to the fact we changed its format from a normal knockout to one that was organised with gala days. Development officers were most helpful in controlling these days and educating these school teams about the joys of playing rugby. Newport PS defeated Orange PS 1- and James Erskine PS defeated East Maitland PS in the semi-finals in two very entertaining and tight games, before Newport PS defeated James Erskine PS in the final with a brilliant display of maintaining a wealth of possession during the game. State Carnival Results Sydney North region hosted the State Carnival at Warringah in August 215. CIS defeated Sydney West in a very close final, CIS had all the early running, but Sydney West clawed their way back into the game until a late try from CIS broke their back. In 216, the Carnival will be hosted by Polding Region in Mudgee. The Interstate Exchange was hosted by NSW. This involved teams from NSWPSSA, ACT Under 12, Victoria Under 12, South Australia Under 12 and for the first time, Northern Territory Under 12. NSWPSSA were the dominant team in this carnival, remaining undefeated and retaining both the Phil Waugh and Trevor Allen shields. The Exchange will take place in Victoria in 216 on the October Long Weekend (1 & 2 October). 33 NSW Junior Rugby Union KERRY BRADY NSWJRU via its member Unions has continued to provide structured competitions for over 2, Junior players. The importance of regular, structured competitions cannot be stressed too highly. NSWJRU also facilitated the State Championships which in 215 incorporated in the older age groups, the Country Championships. National Participation Levy The 215 season began as a challenge for the member unions with the massive financial restructuring from the Australian Rugby Union. The introduction of the National Participation Levy and the possibility of individual insurance payments caused much angst over the off season. Fortunately both SJRU and CJRU together with NSWRU reached a compromise before the season commenced with team insurance remaining at 214 levels but with CJRU and SJRU paying their levy components in different ways. 215 saw the advent of the Country Championships being held in conjunction with the State Championships in the U15, U16 and U17 age groups. This combination saw increased team entries in these age groups. However it also presented issues with compiling a draw as there was a necessity of choosing a Country Champion from the country teams. This split the tournament into two halves and unfortunately meant that some teams played a team more than once. However this could have been rectified for 216 but Country have decided to return to their original format for their Championships. Team entries were extremely good in all age groups: U1s 22 U11s 2 U12s 17 U13s U14s 15 U15s 16 U16s 14 U17s 11 The noticeable addition was in the older age groups with teams from New England, North Coast and Central North being present for the first time in a few years. The U17s age group particularly was well supported as in 214 only 7 teams competed with only 2 being from CJRU. With the reduced numbers of players participating in the older age groups in all areas it is becoming increasingly difficult to conduct a viable competitive tournament at either the State Championships or Country Championships. State Championships And Regionals Many thanks go to all the hosting organisations for the tremendous efforts they have put in for the State Championships and the Regionals. This year Mudgee Rugby Club hosted the U15s at the Glen Willow Centre and all who travelled to Mudgee were extremely complimentary of both the organisation and the facilities. The U11s, hosted by Lane Cove Juniors played for the first time on the new synthetic fields at Blackman Park in a two day tournament with no finals. The advent of more synthetic field usage will mean an end to weather cancellations in the future! Camden Rugby Club and the Orange Emus and Orange City Rugby Clubs once again hosted the U12s and U14s respectively to their usual high standard. It has become a highlight for those age groups to travel and enjoy a true carnival atmosphere. The U13s returned to Sydney and were hosted by Drummoyne Junior Rugby Club at Drummoyne and Taplin Ovals at a well-run venue with some fantastic weather. And the U16s and U17s were again hosted at St Lukes by Wests Juniors. There are not many facilities with three ovals capable of being used for the whole long weekend and Wests Juniors have become very adept of managing the large crowds who attend. The U1s Tournament day in late July was held at Pittwater Rugby Park with four ovals being utilised for a full day of Rugby for the 22 teams. Once again Tahman attended to the delight of all the players and Narrabeen Tigers are to be congratulated for the successful running of this day. With the Country Championships being run with the State Championships in the U15s, U16s and U17s, the City and Country referees worked together to ensure consistency of officialdom and the development of referees across all age groups. From the U12s through to the U17s both City and Country referees were evident as were referee coaches and mentors from all associations. The U14s in Orange continue to be managed very successfully by the ARU/NSW scholarship referees and this will continue for 216. 34 NSW Junior Rugby Union KERRY BRADY Juniors from Newport Breakers enjoy a rugby clinic The advent of the Junior Gold Cup has seen a diminution of the program for U15 s and U17 s NSWJRU teams. 32 The NSWJRU State Championship winners for 215 were: U12 Gordon U13 Manly U14 Gordon U15 Gordon U16 ACTJRU U17 Penrith Whilst the NSWJRU State Championships are the premier event of the NSWJRU calendar we cannot forget the Regionals which in 215 were held at Boronia Park, Hunters Hill. This year saw a back to the 9s feel with Country entering two teams in the U15s and U16s age groups. Country Gold and Country Black were selected from the Country/State Championships and played against the various Sydney Zone teams. This enabled the Country teams and the Sydney teams to be selected from the Regionals for the City Country Day held at T G Milner in early August. Sydney Junior teams had a clean sweep at City Country with the U17s actually playing twice! Junior Gold Cup Impacts For 215 the decision was taken to only select a U15s NSWJRU team to play at the U16s Invitationals in the September school holidays. The advent of the Junior Gold Cup has seen a diminution of the program for the U15s and U17s NSWJRU teams. As to whether this will be reinvigorated only time will tell! The players selected for NSWJRU U15s proudly wore their State jerseys and competed admirably at the 16s Invitationals and had 3 hard fought games but narrow defeats against Sydney Juniors U16, Country Juniors U16 and the NSW Schools U16 teams. After three years as NSWJRU President my tenure is about to conclude and I would like to take this opportunity to thank all the Country Zones, Sydney Districts, Country Junior executives and Sydney Junior executives who have made my task both enjoyable and relatively easy. The support of NSWRU Chief Executive Director, Bruce Worboys, ex NSWRU Chairman, Nick Farr-Jones, Youth director, Geoff Ferris and NSWRU Competitions Manager, Mark Green has enabled me to fulfill my duties and their advice and encouragement over the years is very much appreciated. I wish the incoming Committee all the very best and look forward to a healthy, vibrant NSWJRU with increased development of Junior Club Rugby. 35 NSW Referees Report RON MANCELL 215 was a far more comfortable year financially following the very difficult 214. With the Waratahs winning the Super Rugby Championship in 214, NSWRU s financial outlook became considerably more stable and we were able to do much more with the funds we were given. Education and Development NSWRU was able to resume funding the Communications gear for Premier Rugby removing this burden from the New South Wales Rugby Referees Association (NSWRRA). Another positive which came from increased funding was our ability to purchase more referee apparel. We were better able to provide kit for associations which required referee uniforms. The department again provided referee education and development in the form of courses, education nights and seminars across the whole state. We continued our program of developing referees across the state. In NSWRRA alone we maintained six development groups to service the needs of over 7 referees at varying stages of development. Scholarship Program Success We continued to foster the School Scholarship Referee program in 215. The young referees are chosen from City and Country Referee Associations. Angus Gardner, our top international and Super Rugby referee is a product of this program, as are many of our senior referees. As in previous years, we again used some external tournaments as development activities for our referees. We supported the following in 215: CHS Trials Wagga Central Coast Sevens Darwin Sevens Kiama Sevens We continued the initiative of combining the 1 st grade referees and club coaches from Suburban and Premier Clubs in a session on how the game is to be played. We also continued the adopt a referee program, aligning referees with clubs for the season. These two initiatives will continue in 216. To a lesser extent we try to achieve the same aims in Country Zones. We invite club coaches to the annual referee education sessions we run just before the season start. Respect Rugby Relaunches 215 saw the re-launching of the Respect Rugby program, particularly in the Country and Schools. There is still some distance to go in order to make this work satisfactorily across the state but it is obvious that the situation is improving. Respect Rugby has been adopted by the ARU for implementation across the whole country in 216. I wish to acknowledge our sponsors, Gilbert who provide us with our referee kit and Volvo who remain a sponsor of Premier 1 st Grade I would like to acknowledge again the support of my two colleagues, Robin Timmins and Alex Richards in the Referee Department. Much has been said about Robin over the last few weeks and I would just add to the many accolades that she has been the lynchpin in Sydney Appointments for many years and she will be missed by all. Finally, I would like to personally sign off as Referee Manager. I am leaving that position (and Sydney) at the end of Feb 216 to become the Country Referee Development Officer. I have enjoyed my time as Referee Manager and particularly my interaction with referees, coaches and players. Alex Richards will be replacing me as Referee Manager and Amy Perrett will join the team in an Education role.
