2 2018 WORKSAFE AFL VICTORIA COMMUNITY CHAMPIONSHIP SCHEDULE 1. 3 ORGANISING COMMITTEE Co-ordinated by the AFL Victoria Community Football Operations Manager each Organising Committee will consist of the following representatives: AFL Victoria Representative Host League Representative Visiting League Representative The Organising Committee will meet as determined by the allocated AFL Victoria Football Development Manager to discuss / confirm organisational arrangements in relation to the Championships. The main function of the organising committee will be to confirm arrangements such as (if required): Accommodation Travel Meals Venues Volunteers Functions Match Times Promotion Fundraising On Field Uniforms NB: All match details as (*) are set to maintain consistency across matches and as such are not negotiable. 2. STARTING TIME & DURATION OF MATCHES (*) The Organising Committee of each match, co-ordinated by the AFL Victoria Football Development Manager shall determine the starting times and scheduling of all Championships matches. Duration of Matches Seniors Under 18 s (where included) 4 x 20 minute quarters plus time on 4 x 20 minute quarters plus time on Breaks as per AFL Laws of the Game 3. CLASH OF UNIFORMS (*) All competing leagues are to forward an electronic version of their full Championship uniform to brett.anderson@afl.com.au prior to 1 st March No league is to order any part of their on-field uniform until it has been confirmed by AFL Victoria Community Football Operations Department or Organising Committee Football Development Manager that there is no clash of uniforms.

4 Should there be a clash of uniforms the "home" league is to wear its league's colours and the away team is to make other arrangements to ensure that no clash occurs. In the event of a dispute, the Organising Committee will adjudicate in consultation with the AFL Victoria Community Football Operations Manager. 4. ELIGIBILITY (*) SENIOR CHAMPIONSHIPS Any player registered with a league competing in the Championships is eligible to play with that league team. VFL players (currently registered with an AFL Victoria Community League Club) are eligible to play in the championships provided they have played two (2) home and away games with their AFL Victoria community club in the current season. To be eligible to participate in the Championships any player registered with an AFL Victoria affiliated community league must have played one (1) home and away game with their club in the current season. WorkSafe AFL Victoria Country and AFL Victoria Metro Representative Team (where applicable) Any AFL Victoria registered player is eligible to play in a WorkSafe AFL Victoria Country or AFL Victoria Metro Representative Team. VFL Listed players who have played (2) matches with their AFL Victoria Community Club in the current season and have represented their AFL Victoria League in the 2018 AFL Victoria Community Championships are eligible for selection for the WorkSafe AFL Victoria Country and AFL Victoria Metro Representative Teams if they are not required for their VFL club on that weekend. UNDER 18 MATCHES (where included) Any player registered with a league to be eligible to participate in the Championships they must have played one (1) home and away game with their club in the current season. and played no more than three (3) games for a TAC club prior to the date of the WorkSafe AFL Victoria Community Championships.

SUSPENDED PLAYERS Any player who is currently suspended and is yet to complete the suspension in his competition is ineligible to represent his league and the WorkSafe Community Championship match does not count towards completion of his suspension (please refer to Laws of the Game (a)). COACHES Coaches need to be accredited as per AFL Victoria Rules and Regulations. Any non-accredited coach is not to be appointed by the league. PLAYER PERMITTING All players must be permitted, using a type 1 match permit, to their league s representative team within Footyweb. AFL VICTORIA PLAYER POINTS POLICY The AFL Victoria Player Points Policy will not be applied in the selection of league representative teams within these championships. 5. TEAM NUMBERS (*) Seniors: Organising Committee to determine number of players allowed for each team. Under 18 s (where included): Organising Committee to determine number of players allowed for each team. Prior to each game a team sheet listing the names of players participating in that game shall be provided ½ an hour prior to each game. Copy must be provided for the Umpire and Opposition Team. 6. FOOTBALLS (*) To be arranged by the AFL Victoria Community Football Operations Department. Only AFL Victoria or WorkSafe AFL Victoria Country branded footballs are to be used in Championship matches. AFL Victoria will supply footballs for Senior and Under 18 / 17 (where played) matches only. Two footballs will be supplied for a senior match and 1 football for an under 18 / 17 match. No footballs will be supplied for other junior matches nor netballs for any netball matches played.

6 PLEASE NOTE: FOOTBALLS ARE TO BE RETURNED TO AFL VICTORIA REPRESENTATIVE AT CONCLUSION OF EACH MATCH FOR USE IN REPRESENTATIVE PROGRAM TRAINING. 7. RUNNERS / RUNNERS TOPS (*) Each senior team will be allowed 2 runners AFL Victoria will supply 2 Runners Tops per League (These tops are the only ones permitted to be used) Each Under 18 team will be allowed 2 runners AFL Victoria will supply 2 runners tops. (These tops are the only ones permitted to be used) PLEASE NOTE: RUNNERS TOPS ARE TO BE RETURNED TO AFL VICTORIA REPRESENTATIVE AT CONCLUSION OF EACH MATCH 8. DISCIPLINARY MATTERS (*) All matches will be conducted under the AFL Laws of the Game apart from the following; Notice of Report Pads Each league is to ensure that the relevant Notice of Report pad for their league is available for umpires to use if required. Players to be charged on the relevant notice of report pad for the league which they are playing with. Order Off Rule The Order Off Rule will be applied as provided within the WorkSafe AFL Victoria Country Regulations for This regulation will be confirmed with all leagues prior to the WorkSafe Community Championships. Set Penalties Set penalties accepted for any charge are to be applied as per the regulations of the league the charged player comes from based upon the requirements within the notice of report charge completed by the reporting umpire(s). 9. TRIBUNAL HEARINGS (*)

7 Each Host League is to be responsible to appoint an official to receive reports from the field umpires at the conclusion of the match. For the purposes of WorkSafe AFL Victoria Community Championship matches reports are to be heard by the tribunal of the offending player. In the event of the tribunal finding a player guilty, it shall determine the penalty in all cases. Penalties will be determined according to the provisions listed in the offending player s league bylaws. 10. DRAWN MATCH (*) There shall be no drawn matches. In the event of scores being level at the elapsed time the timekeepers are instructed to sound the siren. The field umpires shall then: Direct the goal umpires to consult with each other as to the correct score. In the event of the goal umpires cards not showing like scores, timekeepers score cards are to be used to provide additional information to determine match scores. On receiving confirmation that the scores are level, instruct both captains that the match shall recommence with the teams kicking to the same end as in the final quarter and that two five minute periods with time on shall be played with teams changing ends after the first five minute period immediately the siren sounds. Consult both captains as to their readiness to recommence the match. Hold the ball aloft to indicate to the timekeepers that the match is about to recommence. The timekeeper shall then sound the siren and the match shall recommence. In the event of scores being level after the two five minute periods the timekeepers are to be instructed to keep the second period of extra time continuing until the next score. Coaches are not permitted to address players at any stage after the three quarter time interval. 11. OPERATION OF INTERCHANGE (*) The rules for interchange of players will operate in all matches with an interchange steward(s) being appointed by the "home" league. Each Senior & U18 team s (where included) number of interchange players is to be determined by the Organising Committee.

8 12. PRICES OF ADMISSION Adults: Students and Aged Pensioners Records / Program: $10.00 for Adults including GST $5.00 including GST $2.50 including GST Children under 16 free of charge. Companion Card holders: A person with a disability who requires assistance and who wishes to attend with a carer or companion is entitled to be charged only one entry fee when the Companion Card is presented. 13. ADMISSION OF CARS; GRANDSTAND; AND RESERVED SEATING No additional charge(s) are to be applied without the consent of AFL Victoria. If applicable these additional charges will be included in match receipts. 14. ACCOMMODATION & AFL VICTORIA COUNTRY FUNDING AFL Victoria will provide each competing League with $5,600 (Senior match) (excluding GST) where they are competing within the ranking based matches. AFL Victoria will provide each competing League with $3,250 (Senior match) (excluding GST) where they are competing within a non-ranking based match. There is no funding available for Under 18 matches in Each league will be responsible for arranging their own accommodation (if required). In the event that a league is required to travel between three and four hours to their fixture travel funding assistance of $3,000 (exc GST) will be available. If travel is in excess of four hours travel funding assistance of $4,000 (exc GST) will be available. A league wishing to apply for travel funding is required to submit a request in writing to the AFL Victoria Community Football Operations Manager. Funding will be available from May 1 st onwards and will be paid upon receipt of a tax invoice from each league. NB: The funding provided for by AFL Victoria does not include funding for netball matches or other junior level football matches. If these matches

9 are included in the matchday program they are at the expense of each competing league. 15. MEALS Each team will be responsible for any meals while in transit. NB: If an official function is planned provision is to be made for AFL Victoria Officials and sponsors. These arrangements are to be confirmed with the local AFL Victoria Football Development Manager or AFL Victoria Community Football Department. 16. TEAM ADMISSION CHARGES AFL Victoria will provide each competing league with entrance tickets if required. Where entrance tickets are required the Host League must contact AFL Victoria Community Football Operations Department and advise of the number of tickets required no later than (1) month prior to the scheduled match date. 17. MATCH VENUES The host League in consultation with the Organising Committee will be responsible for the selection of the venues for the match(es). 18. CHAMPIONSHIP FINANCIAL STATEMENTS All Leagues will be required to provide their finalised financial statements to the AFL Victoria Community Football Operations Manager no later than 28 days after the conclusion of their respective matches. 19. PROMOTION RELEGATION At the conclusion of the initial round of matches of the WorkSafe AFL Victoria Community Championships rankings of all leagues will be confirmed for the 2019 Championships. Rankings for the subsequent year are subject to change depending on individual leagues participation in the WorkSafe Community Championships in GROUND RENTAL CHARGES

10 The amount to be paid for the rental of grounds for Championship matches is to be determined locally and included as part of shared match expenses. 21. AMBULANCE Should an ambulance be required for an injured player, the charge for initial transport only, less the amount reclaimed from the National Risk Protection Program is to be included in the match expenses. 22. MATCH PROGRAM To be produced by Host League. All leagues must submit accurate player information including jumper number, age, height and weight by the duly requested date. Due date for submission of information is to be provided by the host league. Failure to submit requested information by the required date will incur a fine of up to $ Players must be in the jumper number as listed in the information provided for the program or a fine of $50.00 per player up to a maximum of $ for each game. AFL Victoria will provide key sponsor advertisements which must be included within each match program. Competing league sponsors and other supporters can be acknowledged within the match program as determined by the organising committee. 23. BOOTH RIGHTS ETC. It is the responsibility of the Organising Committee to ensure that each host venue hold the relevant permits and adhere to any liquor licensing requirements. It is the responsibility of the host league to make any canteen arrangements which are agreed to. 24. APPOINTMENT OF TIMEKEEPERS One timekeeper is to be appointed by each team and included in the official party. 25. ISSUE OF SPECIAL INVITATIONS

This logo cannot be positioned directly under the number for senior teams, this space must be reserved for the WorkSafe logo. NOTE: Alcohol and cigarette manufacturers' logos are NOT to be displayed on any player or official's apparel. All WorkSafe AFL Victoria Community Championships required logos will be provided to Licensees in EPS and JPEG format or can be obtained by contacting the Pierre Demajo at AFL Victoria.

12 Officials, coaches and players being photographed and/or interviewed on television are to wear attire promoting the sponsor's logo. PUBLICITY The Organising Committee or the host league is to liaise with AFL Victoria Communications Manager - Community who will be responsible for obtaining as much publicity as is possible in the local media. It will be the responsibility of the AFL Victoria Communications Manager Community and the host league to have advertisements promoting the match(es) placed in local newspapers, on local television and radio stations along with feature stories regarding the match and promoting the sponsor s message on each of these media outlets. In all promotions the matches will be referred to as part of the WorkSafe AFL Victoria Community Championships. All match day records produced for the WorkSafe AFL Victoria Community Championships are to include one full page advertisement from WorkSafe and one full page advertisement from the Victorian Responsible Gambling Authority (artwork will be supplied by AFL Victoria). Scores from all matches are to be collated via Footyweb IT system and is the responsibility of the host league to enter score and results detail information into Footyweb. 27. LEAGUE SPONSORSHIP No participating league shall enter into advertising or sponsorship agreements with tobacco companies. All new participating League Sponsors are to be confirmed with the AFL Victoria Marketing Manager prior to the event. 28. FENCE ADVERTISING Signage space is to be made available on the fence as required at each venue for the official sponsor WorkSafe where requested. Tobacco or alcohol product advertising will not be permitted at grounds being utilised for Championship matches. 29. PUBLIC RISK INSURANCE

13 Covered by the Australian Football National Risk Protection Programme. 30. PLUVIOUS INSURANCE All pluvious insurance is an individual leagues domestic responsibility. Each league is responsible for any insurance upgrades and any loss of income insurance for all members of their team and its officials. 31. PRESENTATIONS & PROCEDURE FOR WINNERS PRE MATCH For each 2018 WorkSafe AFL Victoria Community Championship Match the following procedure will apply; Master of Ceremonies asks teams and umpires to assemble on grandstand wing adjacent to public address area. Umpires will then shake the hands of each player and official National Anthem is played. Master of Ceremonies introduces the Captains of both sides for the toss of the coin. While players make their way to position for the start of the game, Master of Ceremonies introduces/makes mention of sponsors etc. Information will be supplied to host leagues by AFL Victoria. POST MATCH It is requested that all teams remain on the venue after the match for the presentations of the following; Best Players for each team Presentation of Champions Cup PRESENTATION OF WINNERS (ON FIELD) Master of Ceremonies introduces senior sponsor representative. AFL Victoria representative to speak and introduce losing league President / Coach to provide first response. AFL Victoria representative to introduce winning league President / Coach who responds. AFL Victoria representative to introduce winning league coach and captain for presentation of trophy. Coach / captain to respond. PRESENTATIONS (OFF FIELD) Any other presentations which are planned by competing leagues can be undertaken at after match functions.

14 TROPHIES AND MEDALLIONS AFL Victoria will provide a trophy and best on ground / court medallion for senior and under 18 football and Open and 17 & Under netball between competing leagues for presentation at the conclusion of each match. Trophies and best on ground / court medallions for all other grades of football or netball or any other sport contested will be the responsibility of the host league with costs to be shared by the competing leagues. 32. BROADCASTING Broadcasting is a domestic responsibility and can be co-ordinated by liaising with the AFL Victoria Communications Manager - Community. Where possible the Host League is to arrange videoing of all games - costs to be negotiated and shared by competing leagues. If video of the match cannot be arranged the AFL Victoria Community Football Operations Manager is to be advised at least two weeks from the scheduled match day. 33. TELEVISION / STREAMING Streaming links are to be negotiated with AFL Victoria Communications Manager - Community in liaison with participating host league. AFL Victoria will provide opportunities for website links for matches which are being streamed live by the host league. Host leagues who are undertaking streaming are to provide the AFL Victoria Communications Manager Community with details by Friday 5 th May EXTRA COSTS Unless mutually agreed in writing by the competing leagues, any cost above those set out in these guidelines is to be borne by the league responsible. Costs outside those normally classified as a match expense as per these rules, shall be the responsibility of the two leagues and shall not be included as a match expense. 35. UNBECOMING CONDUCT

15 Any complaints alleging unbecoming conduct in relation to Championship matches are to be dealt with per WorkSafe AFL Victoria Country Rule 5.2 except that all complaints are to be directed to the AFL Victoria Community Football Operations Manager. AFL Victoria, where necessary, will appoint an Investigation Officer to investigate a complaint and the host league's Independent Tribunal shall hear a case referred to it by AFL Victoria. 36. DISPUTES In the event of there being any dispute on any matter relating to the WorkSafe AFL Victoria Community Championships, leagues are to make immediate contact with the AFL Victoria Community Football Operations Manager who shall refer the matter for decision to the AFL Victoria Organising Committee. 37. RESULT & TEAM SHEETS The Host League is responsible to enter the results into the AFL Footyweb system, this will then generate the media reports. Each league is responsible for entering their team sheets into the Footyweb system. Team sheets are to be entered by 8.00pm Thursday 17 th May for media communications purposes. The host league is responsible for the supply of any match day stationary (timekeepers cards, interchange sheets) which are required. 38. CONDUCT OF PLAYERS AND OFFICIALS At all times players and officials shall be expected to conduct themselves in an appropriate and responsible manner in accordance with the following rules which shall apply to WorkSafe AFL Victoria Community Championship matches and the policies of the Championship sponsor. Teams/squads travelling by bus must at all times be accompanied by league officials. No alcohol shall be available to, or consumed by players or officials during or after a match on the ground. All Championship functions and player change rooms are to be "SmokeFree". If under 18 or lower matches are played as part of the fixture the Victorian Outdoor Smoking Ban at Sporting Venues must be applied and

16 no alcohol is to be served from booths until these junior matches are completed. Leagues are to brief all players and officials to ensure they are aware of these rules and that their conduct during the WorkSafe AFL Victoria Community Championships is consistent with these regulations AFL Victoria and/or the league concerned will investigate any alleged breach of these rules. If a breach of these rules is determined the matter may be referred to either the AFL Victoria Community Football Operations Manager or League Executive concerned to determine a penalty. Please refer to the AFL Victoria Code of Behaviour/Minimum Standards document (Appendix 1) that we ask all competing leagues to adhere to or modify for their own purposes, so as to maintain an acceptable standard of behaviour for players/coaches/administrators/officials across the Championships. 39. APPOINTMENT OF UMPIRES AFL Victoria and WorkSafe AFL Victoria Country Umpire Development Managers will work with local umpiring associations and groups in relation to appointments to matches through the V/Line Umpire Academies and other local Academies. Umpires will be provided for U18 matches (where included). Any other junior matches at lower age groups umpires are to appointed through local associations. AFL Victoria will provide uniforms for the officiating umpires for all Senior and Under 18 matches. Umpire appointments within these championships appointed by AFL Victoria or WorkSafe AFL Victoria Country will not receive payment for the matches they umpire. 40. UMPIRES REFRESHMENTS All host leagues are to include provision of after match refreshments for umpires for each game completed, in the form of food and non-alcoholic drinks, in their catering arrangements. These refreshments are to be provided to umpires rooms after each match. 41. PLAYER LOSS OF INCOME INSURANCE

17 JLT Sport has offered loss of income insurance tailored specially for representative teams. The rate is very reasonable and will cover players throughout the carnival and any training sessions. Leagues which have insurance arrangements outside of the National Player Insurance Program are required to make their own loss of income insurance arrangements with their insurance suppliers. 18 APPENDIX 1 CODES OF BEHAVIOUR/MINIMUM STANDARDS WORKSAFE AFL VICTORIA COMMUNITY CHAMPIONSHIPS All people involved in Australian Rules have a right to participate in a safe, healthy and supportive environment. As Players, Coaches, Administrators and Officials, we all have a responsibility and role to play in creating and maintaining this environment. This Code sets standards of conduct and behaviour for all participants and also reflects how we would all like to be treated by others; that is, fairly, equally and with respect and dignity. Your endorsement and adoption of the Code is critical to the future health and success of AFL Victoria and Interleague/Representative football, and we earnestly seek your support. PLAYERS On-Field Play by and adhere to the rules of the game. Accept the authority of all umpires and game officials. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. Off-Field At all times act responsibly and represent yourself, your league and the AFL Victoria in the best possible way and in a socially acceptable manner. Respect the rights and property of others. COACHES On-Field Always operate within the rules and spirit of the game, teaching your players to do the same.

19 Role model appropriate behaviour by acting with integrity and professionalism. Ensure that the time players spend with you is a positive experience. Be responsible for decisions and the consequence of actions having utmost regard for high standards. Ensure that all equipment and facilities meet safety standards. Do not tolerate behaviour that may incite players and spectators against any on-field official or public display of displeasure. Show concern and caution towards sick and injured players. Follow the advise of physicians or trainers when determining whether an injured player is ready to recommence training or playing. Respect the rights, dignity and worth of every player regardless of their gender, ability, cultural background or religion. Off-Field At all times act responsibly and represent yourself, your league and the AFL Victoria in the best possible way and in a socially acceptable manner. Respect the rights and property of others at all times. Be aware that your role as the coach does not stop once the game has finished. ADMINISTRATORS On-Field Set the example by providing Code of Behaviour information to all participants and encourage clubs to follow the expectations. Ensure appropriate rules and regulations are implemented that emphasise fair play and encourage enjoyment and sportsmanship. Administer discipline in a just and fair but in a positive and supportive manner. Role model appropriate behaviour by demonstrating integrity, equity and fairness. Respect the rights, dignity and wish of every person regardless of their gender, ability, cultural background or religion. Off-Field At all times act responsibly and represent yourself, your league and the AFL Victoria in the best possible way and in a socially acceptable manner. Respect the rights and property of others at all times. Be willing to act responsibly and mentor those who come under your direct control where you see them acting outside acceptable standards of behaviour. OFFICIALS On-Field Be responsible for the conduct of players, spectators and other officials.

20 Emphasise the spirit of the game. Be consistent, objective and courteous when making decisions. Set the example by role modelling behaviour, which is positive and supportive and demonstrates integrity and fairness. Accept responsibility for the safety and welfare of players, umpires and other officials above all else. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. Off-Field At all times act responsibly and represent yourself, your league/umpiring association and the AFL Victoria in the best possible way and in a socially acceptable manner. Respect the rights and property of others at all times.
