5 Soccer in Canada and B.C. Soccer is the largest participatory sport in Canada in all age categories. According to Soccer Canada there are nearly 1,000,000 registered players across the country in over 1500 clubs coast to coast. 42% of children aged 5-14 are enrolled in soccer programs nationally and the level of children involved in soccer out paces hockey, which may come as a surprise to some, by nearly a 2 to 1 margin. In BC, and especially on the coast, Soccer is the most popular youth sport based on amateur participation numbers, and with the mild climate enjoyed on Vancouver Island and the Lower Mainland soccer is a year round sport. We have the ability to develop players from a young age enabling them to develop skills to progress beyond the club level as they age to Canadian Interuniversity Sport, National Collegiate Athletic Association, United Soccer League, United Soccer League W-League, National Women s Soccer League, and Major League Soccer. The international opportunities that soccer can provide in both amateur and professional settings remains the stuff of dreams for many of our youth players who we see on a weekly basis using their imagination of what is possible as the motivation for honing their craft to the highest levels possible. Canada recently hosted the FIFA 2015 Women s World Cup and beyond even their own expectations made it to the quarter finals on a groundswell of public support. The quarter final set a record of the largest attended event in the Canadian Soccer Association s history at 54,027 only to be recently eclipsed in March 2016 by another national team game. The men s team enjoyed playing Mexico in front of 55,000 screaming fans at B.C. Place in Vancouver as part of their current quest to qualify for the largest sporting event in the world, FIFA s 2018 Men s World Cup in Russia. The continued progression of the national men s and women s program on the world stage further drives enrolment in soccer programs across the country. Our kids, both nationally and locally, have role models in the sport to aspire to and soccer dreams to fulfill. Having the proper facilities to provide high level programs to players will ensure clubs continue to fill the pipeline of player development to national and professional programs with the best skills possible. The accessibility of soccer is what makes this task somewhat easier than other popular sports in Canada. The relative cost to provide facilities and the necessary infrastructure is less costly and has more long term viability than other sports facilites. Player registration and equipment are very cost effective as well due to only needing cleats, a ball, and a place to play. This proposal strives to be that neighbourhood place to play, for not only our club members, to anyone who wants to play a game of soccer. 3
6 Peninsula FC The Peninsula Football Club (PFC) is a not-for-profit volunteer organizati t blished in 1974 and officially incorporated under the Society Act of British Col ccer Association. Our primary goal is to promote the pa throughout the Saanich Peninsula and Vancouver Is growing on the Saanich Peninsula with rising regist years. During the recently completed 2015 / 2016 s h and 94 adult players with ages ranging from as you vide of the population of the Saanich Peninsula and 98% eside i municipalities that comprise the Saanich Peninsula t o Ce tral S North Saanich and the Town of Sidney). Soccer is on the rise and o ha the demands of our blossoming membership We utilize s Peninsula, one in each of the 3 member municipa, o our ho on Park, in North Saanich, BC. Our home is located on lea e enjoyed a positive relationship with Memorial Park Society, wns and manages Blue Heron Park, in providing ongoing improvement oor lighting, field house, outdoor washrooms, and upgraded turf facilities for us hen not in use our fields serve as an impromptu dog park for the area as our parking l eld area is connected to the extensive trail network throughout Blue Heron Park and the rest of North Saanich. With the location of main facility within a stones throw of Sidney, BC we provide the best place in the immediate area to play a game of pickup soccer. While we are a not for profit organization we also realize that we can have a benefit on the local economy and take stock in knowing we benefit local business through our annual tournaments and when we host the LISA Mini Festival which brings close to 1000 players and their families to our fields on the Peninsula. Our Challenge Our club is unique in that we are leasing private land from the Memorial Park Society which is hampers our efforts to bring this project to fruition through municipal government requests for funding. The way in which recreation funding occurs on the Saanich Peninsula is somewhat limited to the member municipalities providing a portion of their annual budgets to the Capital Regional District who then assigns the responsibility to administer recreational funding on the Saanich Peninsula to the Saanich Peninsula Recreation Commission which in turn has members of council from each member municipality and members of the public. This limits funding to outside groups as the vast extent of the annual budget is utilized in current, CRD owned facilities, Panorama Recreation Centre and Greenglade Community Centre. Due to the location of our facility, on privately held land, the District of North Saanich reaffirms its position that they, or any other municipal entity is unable to provide any level of funding. 4
7 We are grateful for the grants in kind from each member municipality on the Peninsula however the grant money will not provide us with any renewal of our existing facility, unless we raise current cost to our membership, as a significant portion of our annual budget, approximately $75,000, is spent on maintenance of our fields. This includes a 4 month inactive period from May through August to provide the existing turf recovery time. While the mild climate in our area permits year round play our current grass playing fields are subject to frequent unexpected closures. This is due to the 883 millimetres of rain the Sidney, BC area receives annually. Due to the large, flat, open area required for synthetic turf field facility. There are 10 member clubs that form LISA and without an artificial turf field for our players to gain experience to play on, we are putting our players at a competitive disadvantage when we play on a synthetic turf field. Our Solution This proposal aims to be the meaningful response to the aforementioned challenges and to provide our club with a legacy well in to the future. To date any measure of improvement the club has undertaken has been largely through private donors and contractors offering service in kind and it is that self sustaining spirit that will help to realize our goal of providing an all weather synthetic turf facility for all ages and skills level. Peninsula FC s vision is to upgrade our two full field facility in to a 4 field, synthetic turf, all weather facility comprised of 2 full size pitches and two one-quarter sized pitches. The intent is to use the larger of the full sized pitches as a, full field, soccer pitch and the other full size to be utilized in a variety of configurations for our various age groups and for other sports. Field lacrosse, Field hockey, Rugby and even Football lining configurations can be provided to accommodate additional users and Peninsula FC is currently seeking other community organizations to sign letters of intent who want to use our proposed facility and at such time we would enter in to rental agreements with outside community groups much in the same we currently do with our rental agreement with School District 63 (Saanich). 5
8 The quality of playing surface will vary in our facility to keep costs at a manageable level. The intent is to provide FIFA 1 or 2 star rating on the turf and shock pad for the full size pitches which, along with the overall size, will permit FIFA sanctioned international competition to be played on the pitches should the opportunity arise. The mini field specifications will ultimately be determined by fundraising levels once the tender documents have been prepared but our intention with those fields is to add a shock pad under the playing surface to reduce injuries to our mini level players (10 and younger) as the 1/4 size fields are predominately for their use and early development in a full field small team environment. The small mini fields are also for clinical use to provide a contained area where our technical directors can provide a variety of skill development exercises and activities in a more focused area while not requiring the use of a full field. While there are several strong arguments for providing an all weather synthetic turf field the most tangible benefit to our club will be scheduling certainty. This will allow parents the ability to realize value in their financial investment in their child s sporting development. This will lead to increased membership and will help to ensure the ongoing financial health of our club. There are also environmental benefits to the club s vision. We intend to use biodegradable infill derived from coconut husks and cork or, should the budget allow, biodegradable polymer infill. The infill is the only active ingredient in the turf field assembly and can migrate in to storm drain infrastructure and in to parking areas as it falls off cleats. With the forthcoming federal ban on micro-beads, and our close proximity to the ocean we do not want our environmental footprint to increase with this undertaking by using materials detrimental to our immediate surroundings. Another environmental benefit is synthetic turf eliminates the need ongoing mowing maintenance and pesticide use thus reducing greenhouse gas emissions and active contaminates in the environment. While these benefits to the environment are significant the most substantial impact this proposal has is eliminating the need to maintain turf health with potable water. With our changing meteorological patterns and the finite amount of drinking water in natural aquifers on Vancouver Island, water is an ever more precious resource and conservation measures may one day have a detrimental impact on the ability to maintain our current fields. Our average annual water use to maintain our current layout is 1400 m3 of potable water or enough water for 5577 people annually based on per capita residential water use rates in Canada (2011). Having an all weather complex will further enable PFC to host tournaments, international games, and other special soccer related events which will have a positive impact on the local economy of the Saanich Peninsula. Soccer Canada is contemplating bidding for the rights to hold the FIFA Mens World Cup in 2026, The biggest single competition sporting event in the world, and our facility could be considered as part of that bid in some capacity. The FIFA certification of our full soccer field will permit any national team to use our facility for finals and championships in addition to regular matches. Having artificial turf will allow for increased opportunities and comprehensive player development as our teams and players will be able to compete better with soccer clubs from other communities who have already experienced the benefits of artificial turf. 6

11 Like other communities on Vancouver Island, the Saanich Peninsula is poised to offer artificial turf technology to its field playing athletes. There are proven partnerships among the local governments, school district and the athletic clubs that demonstrate our ability to join hands and complete projects that add value to the lives of all community members. A project of this type will enhance the positive stature of athletics on the Saanich Peninsula. It will also further enhance the sense community pride and the volunteer commitment locals have in every area of field playing athletics and the project would benefit multiple sectors of our local economy. Peninsula Football Club is poised to lead the development of the beautiful game on the Saanich Peninsula for the next 42 years in the same spirit we have carried for the last 42. Our association firmly believes that the advent of artificial turf fields will have very long lasting benefit to our club and the community of the Saanich Peninsula. 9
